CHRA also tried actions suchas looking or the assistance o thecourts, talking with top rankinggovernment ocials concerned, and writing letters and petitionsto surace.

We called upon our elders andindigenous leaders to invoke ourancestors to help us. We marchedin the streets in protests and con-demnation. Our voices, as it mayseem, have allen on dea ears but we have not lost hope, Baggo

In an eort to assess the currentRevitalized General Education

Program (RGEP) ater almosta decade o implementation, chosen teaching proessors, non-GE teaching proessors, alumni, aculty members and studentsparticipated on a Focused GroupDiscussion last September 20. Teparticipants were divided into twogroups: the rst one is composedmainly o aculty members whilethe second one is comprised oaculty members and students.

RGEP for a CauseRGEPs model states our

objectives, at least three o whichmust be addressed by every subject:(1) broaden intellectual and

cultural horizons (2) awareness ovarious disciplines (3) integrationo knowledge and skills and (4)oster nationalism balanced withinternationalism.

As o now, RGEP has two

Faculties, students and alumnireviewed RGEP curriculum

    Guila Anglo and

    Ivan Emil Labayne

rameworks. Te rst one is whatUP Diliman is adapting whilethe second is the ramework thatis being applied in all the otherconstituent universities. Te twodier in terms o the competencies

that the programs will ocus on. Te Diliman ramework only

has two target competencies; thatis, development o critical thinkingand independent learning; thesecond ramework adds a thirdtarget competency, the oral andwritten communication. Moreover, unlike the second ramework, theramework in Diliman requirestheir students to take up at least sixunits o Philippine studies. Duringthe FGD, a suggestion to requirethree units o indigenous studiesin UP Baguio was brought up.

FGD: An Evaluation Te FGD serves as a way to

assess o the RGEP in terms oits eectiveness to the students,as well as to the instructors. Tegroup will talk about the conceptso the RGEP by means o thequalities o the teacher,[and]objectives o the RGEP, and alsoconcerning about the class size, said Lorelei Mendoza, a proessorrom the College o SocialSciences (CSS).

Te individuals o the groupwill have a chance to state the prosand cons they see about RGEP.Similar FGDs are being done inall the other campuses o UP. Allthe transcripts o each discussionwill be centralized and will be usedin the assessment o the program.

    Te Advent of a CommendableCurriculum

It was under the administrationo UP Pres. Francisco Nemenzo when the RGEP was approvedby the University Council. Teincoming reshmen and transerstudents o AY 2002-2003 werethe rst batch o students toexperience the implementation othe said program particularly inUPD.

Prior to the RGEP, there wasthe General Education Program(GEP), which required certainsubjects like Comm 1/Kom 1 and

    KALIWANGSULOK

    Kariton. Jesusa Paquibot

Comm 2/Kom 2 and History 1 tostudents. Any student who ails totake all the required subjects willnot be allowed to graduate.

In response, RGEP wasconceived in the spirit reedom o

choice. Its proponents claim thatthis can make the students moreenthusiastic in learning, as he isto take subjects which he himselchose. Based on the universityswebsite, Te RGEP ramework isto require students to take 15 unitsunder each domain o knowledge--Arts and Humanities, Math,Science and echnology, andSocial Sciences and Philosophy.

In deense o the RGEP,Nemenzo then stated that hesaw the need to give studentsmore leeway and fexibility. Heobserved that the old GEP ailedto realize its objective o cultivatinga capacity or independent,

critical and creative thinking, since students are orced to takesubjects they have no interest in.

With the implementation othe RGEP, one iners as to wherethe path o this program is leading.Because o the reedom o choiceon the selection o the desiredcourses, the process o enlistment was more likely compared to amarket, with the students beingthe buyers and the courses playingthe role o the commodities. Astudent chooses a subject thathe thinks is needed, or what isconvenient or his/her part. Withthis act in mind, the studentsare not disposed in learningother disciplines o knowledge,

concentrating solely on their areao specialization. Tus, in reality, the objectives or which theRGEP is made or are not servingtheir purpose.

Another issue regardingthe RGEP is the the inabilityor insucient preparations ostudents concerning certainundamental skills, such as writtencommunication. Tis struggle wasalso noticed by the proessors othe university. With the studentshaving poor oundations on theseskills, they tend to all short or ailin more advanced subjects.

In preparation to the upcomingUniversity o the PhilippinesPresidential selection, a multi-

sectoral orum acilitated byFaculty Regent Judy aguiwalo,Sta Regent Clodualdo Cabreraand Student Regent Cori AlessaCo was held at SOLAIR UPDiliman last September 2 and 3.

Multi-Sectoral Issues Te orum ocused on the

discussions regarding long-termissues that each sector (Faculty,Sta, Research, Extension andProessional Sta (REPS), andStudent) experienced in general.Such are discrimination regardingrights, promotion and privilegeso the university sta; trend otemporary or contractual workersand lack o comprehensivediscussions or contentious issues.

Moreover, the orum also talkedo issues that the whole system aceslike BORs authoritarian mode ogovernance, militarization o somecampuses and privatization andcommercialization o the services

inside the university and UP as awhole.

Along with the budget cut thatthe students do not agree on, theaculty also talked o problemswith tenures o the proessors andinequity o the benets that thesta and REPS receive versus thebenets o the aculty.

Tese problems are currentlybeing addressed by dierentsectors with studies and pursuanceo representatives o committeeso UP. Other means o attendingto these issues that the sectorssuggested are negotiations, dialogues, consultations and lastly, mobilizations and such.

Nevertheless, UPadministration answers thesesectors calls with urther study andbudgetary constraints while someissues are ignored and dierentorms o harassment are enacted.

    Red Letters

    The Humblest of all

his I say with a temperedbitterness and the eeling thatI might have been robbed

o the reedom to deend mysel.Amidst conclusions and concealedsneers, this is the last place I can seeas a resort: I need to stay in this space.

Tis semester was seeminglybrought by a tornado, although ithas shaken my world several times,it was feeting. What happened inthe whirlwind o events rom Juneto September? Besides the bombasticevents, whether in Audi or inConve, the exams, the ailures, thehumiliation and the learning to growup? I saw mysel committing to thispaper, exchanging an excess o reetime or a monthly space o strewingbanal phrases that only a ew takenotice o. Tere were good momentsin Acads, a rare source o motivationin the daily routines o musing anddoubting i I will ever play thatAdele song again. Te passing o thissemester has been quite ast, and I amgrateul that I have kept my beinglow-prole despite these red letters.

Outside the box where I am theonly dweller, events also happenedast-paced, not many o themescaping my fair or spotting thingsto speak tartly o.

I have seen the world turning theirheads, rantic and stupidly anxious, towards the greatest drama o the

year, the one in Q uirino Grandstand. It was our nature to mind thingshappening around us, mundane ornot, signicant or not, only to prattle

and end up hot-headed. We knowhow to speak about the ugly sideo things yet our inaction, or ourmere commenting or sermonizingalso paint ugliness. More than that, that issue has been exaggerated, orexposed too much in the news, inthe papers, overshadowing the otherissues, the equally, i not the moreimportant ones --like the impendingbudget cut on education. Go googlethat later, beore you check yourFacebook account.

I have seen Jejemon spreadlike a fu virus, only to feet as well.

When it is in the limelight amongissues, we all have somethingto say about it. However petty, however commonsensical, howeverreactionary, we have things to say, perhaps to convince ourselves that we

are not being indierent. Even thispaper thought o asking somethingabout it in the monthly Alingawngaw. But the complexity o the issue wasnot ully exhausted, remaining only asa hot topic that primarily the mediais supposed to simpliy or us. Butit is rarely a smart medium, and we,ailing to exhibit greater smartness, oer our conviction on them.

And then in the midst o it all,my editor told me that I am notbeing eective. Tat I, like the ones

which I so gallantly criticize in thisspace, is also a pretentious know-it-all, do-it-all. It happened in a muted7pm, in the shyest wood place in thecampus, a declaration that is direct, blunt, and unorgiving all at the s ametime: Last section mo na itong saSeptember. Wala ka na next sem.

I was a coward cat, and that was a jolting lightning. All my pride andangst diluted and wated with the air.

So this might really be my last.Tough lled with a justied rancor, the white fag is not yet hoisted. Aso now, I am still convincing themthat hardly they can nd anotherperson who knows how to makebutterfies out o human trash justby using less than 700 words, andsomeone who usually end up witha tutong na sinaing yet still able tolaugh about it. And i they plan tond a replacement or me, I wonder ithey can nd someone who listens toKesha and knows how to analyze her.

So I keep my ngers crossed.Ater all, I believe I talk more sensethan that Vajingjing does.

However, whilePepeng was still on the Philippine Area oResponsibility, typhoon Quedan arrivedcausing Pepeng to shit course to Japan.Pepeng urther brought rain and destructionto Northern Luzon. yphoon Ramil, onthe other hand, brought moderate rains onSouthern Luzon. In just a short period otime, many people were sent out o theirhomes up to their rootops, reezing cold.Rescue teams only arrived mostly ater24 hours o waiting. Te storms severelydamaged the whole nation. Much o the

losses in arming crops came rom NorthernLuzon. P9 million o their investments inthe eld were mostly destroyed. Te NGOsare let alone to distribute relie goods

resulting to lopsided distribution o goodsamong people.

In the 2009 Mortality Risk Indexo the UN International Strategy or

Disaster Reduction, the Philippinesactually ranked twelve among

200 countries that is exposedto tropical cyclones, foods,

    earthquakes, and landslides.Over the period o 1970

    to 2000, typhoons aloneresulted to 65% o

    deaths, 76% damagedproperties, and

    2.6% lossesin rice cropproduction.

o disaster management o the country arethe prime responsibility o NDCC. Teirdisaster management (DM) mainly ocuseson the countrys mitigation in the pre-event,with response during the event and recoveryrehabilitation on the post event. It is thencarried out at various political subdivisions

and administrative regions and by all means will coordinate with each other to ensurethe saety o the people.

However, despite having such system, unsynchronized eorts among the NDCCmembers were evident. o hasten deliveryo emergency supplies with those aectedareas, there is a need to decentralize taskso rescuing, recovery and relie managementamong other concerned agencies which isquite impossible especially during a calamitywhen no back-up power can be utilized ipower cut-os occur.

Deadly epicenterAter considering all the casualties o

the two typhoons, ormer President Arroyonally signed into law a reormed disasterrisk reduction and management system

last May 27. Under Republic Act 10121(RA 10121) or Philippine Disaster RiskReduction and Management Act o 2010,the NDCC will now be called NationalDisaster Risk Reduction and ManagementCouncil (NDMRC) and it will implementimproved actions and measures to all aspectso disaster risk reduction and management.

However, the reormed NDCC was notully operated. Tey still ailed to reducecasualties during the typhoon Basyang.Although the Philippine Atmospheric,Geophysical and Astronomical ServicesAdministration (PAGASA) was at ault ormissing an accurate calculation o the storm, the council was again unprepared as therewere no clear lines o communication.

    Moreover, NDCC members lack quick

rescue capability since they have little rescueequipments. State unding or disastermitigation, together with other socialservices, remains in slump. In contrast tothe ever increasing military budget, disastermitigation and post-event measures arelet with meager unding, leading to theunnecessary deaths o innocent Filipinos. Tis phenomena is clearly a callousmaniestation o state neglect. Hence, the governments neglect remains as theproblems epicenter.

Disasters are inescapable. Tey are ruitso hazards and may be the eects o unjusthuman activities. It grimly aects peoplephysically, emotionally, economically, andeven politically. Nonetheless, the eects they will incur on our country can be lessened

i they are addressed properly and quickly.Te old maxim remains true: An ounce oprevention is better than having a pound odebts.

Te history o our nation is markedby scars o repression and abuse, with thewhole process remaining as relevant as theyare in the past. Still, internal contradictionsremain, with the rotting status quoperpetually deending its lines against theprogressive elements o change and dissent.

Te University o Te Philippines haslong been known or its culture o dissent. It has become a womb or all sor ts o radicalacts and phenomenonthe eminist

movement, the rise o the queers, men withlong hair, bald women, t-shirts printed withproanity, liberal ree love, and revolutionso all kinds. Its students red the FirstQuarter Storm in 1970 against the Marcosregime, leading to the well-known DilimanCommune. UP students stood at theoreront in the campaign against JosephEstradas crimes against the people. Te eyeo the people is oten on the UP students,on what they will say and do concerningpressing issues. Te university is l led withpeople always trying to think outside thebox. Tese very traits o UP singularizes itrom other academic institutions.

However, this culture o dissent is

not an innate and supernatural orce thathallucinates the students into being so. Te constant arousing and organizingo the students are consciously (andpainully done, in act) by mass leaders andinstitutions that seek to maintain UPs rolein the Filipino society. Hence, in doing so,these organizations and institutions musttry to shrink their egos, even their identities,to reach the mass students into higherconsciousness and collective action. I not, then UP will all into the trap o being aschool o masquerading delinquents andpompous posers.

Te Outcrop as an institution has been

trying to do this task or many years sinceits conception. With the goal o inormingthe students o the pressing issues thataect them, the Outcrop has publishedarticles that eature the dark and painulrealities o the Filipino society, insideand outside the campus. Articles aboutdeath and inequality have been a staplein the paper, the same way as death andinequality has been a staple in our dailyliving. Living in a disintegrating society asthe Philippines is not about love, happinessand cheese. No wonder why our avoriteteeny magazines are swimming in jolly andprotable escapism.

Hence, the Outcrop as an element o

transormation must never spoon-eedthese intoxicating illusions to the students, primarily because UP students must bestudents o objective reality and not beinclined to believe in First World dreams. In trying to share the spirit o dissent tothe readers, it is necessary to minimizeall sorts o cheesiness and middle-classdaydreaming. A stone can never bemunched as a candy through mere words.

Yet, strange as it is, disappointing inact, is the knowledge that some studentspreer to munch illusionary candies ratherthan chew the stone. o demand theorganizations to just do diplomatic peace

signs and demand the student publicationto just write about the campus ashion adsor positive, inspirational articles (which inreality are only exceptions to the generalgrime o Filipino lie) only underlines thereaders immaturity. UP is no carnival.

Hence, i one wants to preserve UPsculture o dissent, it is not only the massleaders and organizations who must fextheir bones to achieve this aim. Te studentsmust also consciously be critical, active andmost importantly, not indierent o all thelth reigning in our society today.

It is time to grow up and leave the toysbehind. Tere is a lot o work to do.

Kungnarinig mo man, baka pinili mong huwagpakinggan.

    I s a n gt a l inhagaang Batas

    Militar.

    kaibigang akitibista noong FQS,

Mara-has, madilim, punong pangamba at

    walang-kasiguradu-han ang nakaraan.

    S a

    N a n gm a g k a h a r a p -

Magtit-

    mukha.At sa kani-ya na nagta-pos angpelikula.
