1- The types of surveys:For the impact evaluation of the Moroccan Human Development

Initiative (NHDI) lunched in 2005, a specific survey has been undertaken in 2008 and the second wave interviewing the same 2008 sample HH will take place at the end of 2011.

Our institution (National HD Observatory), in charge of HD public policy evaluation is now setting up a HH panel survey to fellow HD indicators for a sample of about 15000 HH yearly.

April2010-March2011 : an experimental survey has been undertaken in 3 regions.

2- Purposes of the poverty measure:Primary: HD Public policies evaluationSecondary: Impact Evaluation of a specific programme (NHDI)

a) Income– Deprived if HH pc Income Less than Nationa U/R threshold– Deprived if HH self declared « very poor »

b) Health– Deprived if a child died– Deprived if self declared « very bad » health status

c) Education– Deprived if a 5-11 child deoes not attend school– Deprived if illeterate (10 years and +)

d) Employment– Deprived if unemployed

e) Housing & assets (tv, car, phone: MPI-OPHI)f) Participatory & solidarity

– Deprived if feeling excluded in 3 of 5 social fields– Deprived if not receiving nor offering any gift during 12 months
