I . INTRODUCTION

System Development Project Management (SDPM) is a multi-disciplinary management consulting firm for Construction Projects in Kuwait and outside, offering professional and technical services right from economic and financial consultancy and the preparation of feasibility studies, value engineering through to the management of design, construction and maintenance of facilities. The firm is also fully capable of taking up consultancy services for claims management, management of the projects on B.O.T & P.P.P basis.

Founded in 2002, SDPM has over 25 highly qualified experienced professional staff with local experience, and international quality and extensive knowledge of local laws, regulations and procedures. SDPM places a high value on interpersonal communication and self-disclosure with its clients.

SDPM is committed to provide the highest quality services in all its activities and work closely with the Client to accomplish the optimum return on investment in relation to the quality, time and cost.

Paid up capital of KD 250,000 Registered with the Ministry of Commerce. Registered with the Ministry of Finance as Project Management Firm in the State of Kuwait. Registered with Central Tender Committee.

Since 2004, SDPM in association with the world renowned HILL International of

USA, had successfully undertaken several projects in Kuwait namely the $10 billion

development of the Kuwaiti Islands (i.e. Failaka and Boubyan Islands); $460 million

Ardiya Campus for the Public Authority for Applied Education and Training (PAAET).



II. TECHNICAL SERVICES

Depending on the Client's Specific needs and objectives, SDPM will provide comprehensive Project and Construction Management Services. These include, but are not limited to the following:

• Design Management. • Construction Management. • Facilities Management. • Value Engineering Services. • Claims Management Services. • Technical Support Services.

Design Management Pre-Design Stage In this Crucial Stage of Pre Design, SDPM will work with the Client and the design consultant to develop a plan defining the project's goals, budget, reporting System, procedures and schedules. Design Stage To meet the project's objectives, SDPM will provide timely advice to the Client and design professionals, which would contribute significantly in reduction of cost and time. Depending on the Client's needs, this stage will include:

• Design & Specifications Review • Constructability Review • Value Engineering • Construction Documents Review • Cost Estimate Review • CPM Schedules Preparation / Review

Tender Stage SDPM will assist the Client in forming strategies for bid packaging, undertaking prequalification process, and short listing bidders.

SDPM will work closely with the Client for inviting, receiving and evaluating bids/ tenders and negotiating and preparing contract for signature by the parties involved.



Construction Management

Competent professional construction management services will be provided by assigning highly qualified and experienced staff to administer the Project.

All activities of the supervising consultant and contractor will be closely monitored on daily basis to control Quality, Time and Cost, and to insure adherence to the construction schedule.

Also, the firm takes up construction management services including, but not limited to the following:

• CPM Schedule preparation. • Monitoring Progress of Works. • Quality Control • Quantity Surveying, Cost & Budget Control Activities • Variation Order Control. • Contractual Interpretations. • Claims Management

During both Design and Construction Management Services, special attention is given to Cost and Time as part of the Project Management Services. SDPM offers a personalized service to Client on Quantity Surveying, Construction Cost Management and apprise Client of any concern which may or will have cost effect and which are not taken into account in budgets, estimates, cost plan, etc.

Claims Management Services

It is very important to detect problems or work hindrances before they impact the progress of the project, We are familiar with how to effectively present or analyze claims involving such matters as acceleration, loss of efficiency, site access problems, interference, material and labour shortages, defective plans and specifications, etc. We will provide to our clients the full scope of services related to the prevention, analysis and preparation of construction claims.

Technical Support Services

The Company provides technical support servcies for short intermittent or continous perdiod assignments which may be needed by the private or public sector to fit with the size, budget and the nature of each project. This service is provided in accordance with international professional standards owing to SDPM highly experienced consultants in many fields as mentioned above.

Value Engineering Services

Through a system of investigation, SDPM will identify the high cost areas and modify or eliminate it if it doesn’t contribute to the system's basic functions. Then, less costly alternatives for a specific function techniques will be analyzed without increasing the cost or affecting the quality.



III. ECONOMIC AND FINANCIAL CONSULTANCY SERVICES

SDPM provides various Economic and Financial Advisory Services in the followings fields:

• Financial Engineering: Study the project’s financial needs and determine its optimal capital mix

• Economic Studies on the micro and macro-level in Kuwait and abroad. • Feasibility Studies of various development projects. • Mergers and Acquisitions: Prepare evaluation reports of selected

companies for mergers and acquisitions. • Project Finance and Due Diligence : Formulate the basis and parameters, assist in negotiation between

consortium & financial institutions and determine the role of both Public and Private Sector • Contractor’s Performance Evaluation : Assist the financial institutions in monitoring their borrowers,

mainly Contractors, to detect problem loans and work out solutions. • Privatization, Public-Private Partnerships and BOT Structures: Selecting the institutions eligible for

privatization, and diagnosing the essence of Public Private Participation (PPP) and preparing the technical, financial, and legal aspects of BOT projects.

IV. BOT AND PPP MANAGEMENT

Management of the projects to be designed, built and operated for a defined period by a contractor and then transferred to the client, is a highly complex task involving legal and financial skills. We at SDPM are well capable of managing such projects.

It is highly beneficial to the client that the involvement of SDPM be right from the inception of the project since all the specialized works will be carried out under one umbrella, thereby coordination problems in dealing with several agencies will be avoided.



V. COMPANY’S MAJOR PROJECTS:

Consultancy Services for Investment, Financial, Technical, Legal, Media & Environment studies for the following Projects:

• Development of Failaka Island (BOT System) • Development of Boubyan Island • Boubyan Seaport Project • Development of Sulaibikhat Bay

Estimated cost of above projects is well over USD 10 billion

• The Project of Dubai Maritime City – National Ranges

Company (Mayadeen)

Project cost is US$ 100 Million.

Hill-SDPM provided Project Management Services including Design Management for the work involved in the execution of mixed-use commercial and retail building on Plot No. 04 on the harbor office district of Dubai Maritime City.

Hill-SDPM is providing the following services:

Construction Management Services The Projects of the Public Authority for Applied Education and Training-Ardiyah Campus- Kuwait. Estimated project cost is over USD. 415 million. PAAET’s Ardiya Campus Projects currently under Construction encompass the following Colleges: • The College of Business Studies (Female) • The College of Business Studies (Male) • The College of Basic Education (Female) • The College of Basic Education (Male)



• The Projects of Kuwait National Petroleum Company.

Estimated project cost is US$ 22 Billion.

Hill-SDPM is providing Consultancy Call off Services to Supply Expert Man-power to KNPC New Refinery Project (NRP), Clean Fuel Project (CFP) & Projects Department (PD).

SDPM is currently carrying out the following Value Engineering studies:

Value Engineering Study for Intersection:Al-Sitteen Street / Al-Ryassah

SDPM is currently carrying out Value Engineering (VE) study for the Intersection Project, Sana'a Main Crossings, located at Al-Sitteen St. & Al-Ryassah, Sana'a, Yemen.

Value Engineering Study for Deir-Ezzor-Al. Bookmal Highway- Syria

Project cost is US $ 69 Million

SDPM won the Value Engineering Study for Deir Ezzor - Al.Bookmal Highway Project, Syria is in the process of signing the contract with Syrian Government.
