CURRENT PRACTICE ON SEED TRANSACTION

• (A) Seed indent are collected from G.P. level manually• (B) The indent are consolidated at District level and send to State

level manually• (C) At State level, total seed requirement are placed to the Seed

Corporation manually.• (D) Additional seed indent arising due to Flood, Drought etc. are

also collected manually.• (E) Transactions of seed and maintaining of records are done

manually.• (F) Daily supply and sale position of seed are collected manually.• (G) Calculation of subsidy amount of seed are done manually

and accordingly bills are prepared.

• (A) Seed Indenting system from G.P. level to State level should be online, so that information from the end users can be assessed instantly. The end users will also be benefitted by knowing the variety wise availability of seeds at State level and can modify their indents accordingly.

• (B) Data entry of supply of seeds should be online, so that monitoring on supply of seeds will be easier and less time will be required for computing utilisation of seed subsidy amount by district level and State level and accordingly the payments will be made to the parties quickly.

• (C) Up-to-date supply , sale of different seeds can be assessed easily by online data entry.

• (D) In case of natural calamities, supply of seeds as per contigent planning will be done quickly.

• (E) Online registration of Seed growers with the Odisha State Seed and Organic Product Certification Agency (OSSOPCA).

• (F) Online Testing of seed samples at Seed Testing Laboratory. • (G) Seed Licensing system should be Online.• (H) The information system by the OUAT/KVKs/ CRRI should be

online, so that the farmers can assess release of new varieties and its characteristics, availability of breeder seeds, availability of foundation seeds, availability of certified seeds, different technical know-how, cost of cultivation of different crops, weather report etc.

• (I) In order to increase the SRR, the no. of sale outlets need to be increased to make quality seeds available at farmer’s door step.

• (J) To encourage the farmers to use the quality seeds, new varieties which are superior over the older varieties need to be developed by the Research Institutions regularly. In case of pulses, the cold tolerant varieties should be evolved by the SAU, which are suitable to pre-rabi sowing.

e-REGISTRATION OF DEALERS

• Challenges

– Detail/Accurate Information about Dealers not known

– Mapping of Dealers was not possible

– Monitoring of receipt & disposal of FRC by Notified

authority was not possible

– Systematic approach in licensing was not followed

THE ATTEMPT

• Consulting all the participants in the process: Farmer, DAO, AE, Vendor & Subsidy releasing authority

• Keeping the data entry to minimum

• Keeping the screen simple

• Maintaining transparency at every stage(Receipt of application, issue of permit, uploading machinery parameters, inspection ,release of subsidy)

IMPLEMENTING

• Started on 5th April 2011

• The process has been highly accepted by the farmers ,

manufacturers / suppliers and field functionaries involved

in the programme.

REACTIONS

• Farmers happy: it is much easier to catch hold of the DAO, especially on 5th, 6th and 7th of every month

• Dealers happy: they are able to catch every permit holder

• Engineers happy: no hassles, no paperwork

• Manufacturers happy: Payment is assured to manufacturers/ dealers within 3 days of submission of subsidy claims.

DEMONSTRATION OF IMPROVED IMPLEMENTS / EQUIPMENTS

• Demonstration of improved machinery / equipments through PPP mode involving manufacturers/ dealers.

• Involvement of KVK scientists, local agricultural field functionaries, advanced farmers, PRI members etc.

• Compact demonstrations of crop specific implements in the farmer’s field.

• Acceptance of Rotavator, Self Propelled Rice Transplanter, Weeders, Axial Flow Thresher, Maize sheller, Mini Rice Sheller- cum- polisher, Mini Dal Mill, Ground nut threshers etc has been encouraging as the after effect of massive demonstrations.

MECHANIZED LINE TRANSPLANTINGA New Approach

• Involvement of Service Providers (executant)

• farmers group / ASC entrepreneurs/ transplanter owner group

• Involvement of NGO (facilitator)

• Build up cohesiveness amongst the Service Providers, NGO & Farmers.

APPROACH

• To ease off the farmers’ efforts in the first stage of operations of paddy cultivation. (Land Preparation > Seedbed raising > Mechanized line Transplanting).

• Mechanized transplanting in commercial scale using Self Propelled Rice Transplanter.

• Reduce the cost of cultivation.

• Reduce the gap between actual and potential productivity of rice

Establishment of Agro Service Centre(ASC)

• Concept of establishing ASC was conceived in 1999.

• ASCs are now established under Self Employment Program of State Govt.

• Capital Investment Subsidy(CIS) @ 25% of fixed capital (excluding cost of land) subject to a limit of Rs 25lakh (33% for SC/ST/Women beneficiaries and graduates of Agriculture & allied disciplines)

• SHGs, PACS are also eligible for CIS.

• About 2000 established so far

• Banks are not willing in many cases, especially to non-farmer applicants
