Many of them new to the country, or having come as adults, food and cooking and daily life was far different than in their native countries. Yet many still cooked and ate in the same ways that they did when they lived at home. Doctors suggesting that pa- tients give up their traditional food was a non-starter, even if they agreed to it at the hospi- tal. At the same time, Barriga saw that something did need to change, but maybe not al- together. APPRECIATION Remembering Trina Wilkerson By Cary Shuman Hundreds of friends, fam- ily, former high school class- mates, and co-workers paid their respects to Trina Louise Wilkerson during memorial observances at the Emmanuel Baptist Church in Malden. Trina passed away unex- pectedly on March 6. She was 45 years old. Reggie Wilkerson, her old- er brother and one of Chelsea High’s greatest quarterbacks, said he appreciated the many people who came out to pay tribute to his sister’s beautiful life. Trina was a lifelong sup- porter of Reggie’s and the caretaker of the well-known Wilkerson family. “Trina was a great little sister, the best,” said Reggie. “She was always there for me. She took care of our family, and that was so important. She took so much care of every- body in our family.” Reggie and Trina participat- ed in Chelsea Pop Warner to- gether, he as a football player, she as a cheerleader. Trina was an amazing par- ty organizer and loved being around people. She uplifted others with her smile and kind words. When Irena Wilkerson, Reggie and Trina’s beloved mother, passed away, Trina decided to organize a party to honor her and donate the pro- ceeds to the American Cancer Society. Reggie helped out, to be sure, but Trina was the planner who took care of the details to insure the success of the event, making sure that ev- eryone had a good time. Reggie said he will carry on with the fifth annual fundraiser – in memory of Irena Wilker- son and Trina Wilkerson – and host the benefit this Saturday, March 30, beginning at 6:30 p.m. at the Merritt Club. Paying their respects One of the many friends who turned out for the tribute to Trina Wilkerson was Phunk Phenomenon Dance Studio owner Reia Briggs Connor. “Reia was one of my sis- ter’s best friends,” said Reg- gie. “Reia, my sister, and I used to take dance lessons to- gether at Genevieve’s. I was a dancer, too. We used to wear our little costumes.” City Councillors Leo Rob- inson and Calvin Brown joined other local dignitaries in paying their respects to Tri- na. “Just a great young lady,” said Calvin Brown. “I’m so fortunate to having gotten to know Trina and her beautiful family. We have lost a great person, someone who loved Chelsea and gave back to her community.” Also turning out for the me- morial observances in Malden were Trina’s co-workers at Hyde Park Community Cen- ter. “My sister was a youth counselor in Boston, so there were a lot of youths whom my sister mentored during their childhood – they spoke at the services,” said Reggie. “It was very touching to hear their stories and how much they loved my sister and what she did to help them succeed in their lives. Monday night, District 6 City Councillor Giovanni Re- cupero introduced an order asking City Manager Tom Ambrosino to look at renego- tiating a deal with Massport to bring back the window and soundproofing program to the city. “People deserve a little more consideration than they have been given,” said Recu- pero. The Councillor said he would like to see Massport provide soundproof windows for residents suffering exces- sive noise from plane traffic, as it has done in the past. “I’d like to get them back to the table and figure out a way to help with the problem,” Re- cupero said. Councillor-At-Large Roy Avellaneda said he appreciat- ed Recupero’s efforts to get Massport back to the table to discuss sound mitigation, but that he didn’t have high hopes that it would be successful. “Whenever the City Man- ager has approached Mass- port, the answer has been that it is a nonstarter; they have done their program,” said Avellaneda. Avellaneda said he has been working with City Man- ager Tom Ambrosino to find a company to undertake an independent sound study of noise from the airport. But, he said it has been very difficult to find a company qualified to do that study. If a company is found that can perform an independent sound study, Avellaneda said he hopes it has the support of his fellow councillors. On the positive side, Avel- laneda said he attended a re- cent Massport meeting with airport communities in which officials stated that a new Massport sound study is un- derway. He said this study will take into account items that a study released in 2017 did not take into account, such as the impact of hills on sound and the resonating sound of airplanes. Hernandez, a Chelsea High graduate, told the Record this week that it was with a heavy heart that he resigned, and he felt it was necessary as he had to work more hours and attend college at the same time. “When I ran for office, I had more support from my fam- ily,” he said. “As rent started getting higher, I knew that I needed more income, and while still being in college, I decided to look at other jobs. “I loved working in the School Committee, but it also made me angry to see some members not show up to meet- ings, not ask questions, and not have thorough discussions regarding our students’ educa- tion,” he continued. “Student advocacy has always been my platform, to serve all students the right way. From start- ing the policy of an outdoor graduation, to having the op- portunity to work with many See HERNANDEZ Page 2 By Adam Swift It was a split decision for a 38-unit affordable housing project at the former Midas site on Broadway before the Planning Board on Tuesday night. For the second time in less than a year, the Planning Board approved the site plan for the development, a part- nership between the Traggorth Companies and The Neigh- borhood Developers (TND). Late last year, the Zoning Board of Appeals (ZBA) nar- rowly denied the 42 unit af- fordable- and market-rate res- idential development at 1001 Broadway. The Suffolk Coun- ty Land Court remanded the controversial Zoning Board affordable housing denial on Broadway back to the ZBA with a revised plan. However, the project did not garner the necessary votes from the Planning Board for a recommendation to the Zon- ing Board of Appeals to grant special permits for the project for parking and lot coverage relief. The project will still come before the ZBA at its April 9 meeting for approval, but if the revised project is to move forward, it will have to do so without the Planning Board’s seal of approval. Four of the six board mem- bers who voted Monday night did support recommending the special permits to the ZBA. But given the need to pull in a two-thirds vote of the overall nine-member board, it wasn’t enough to gain official approval of the project. Planning Board mem- bers Todd Taylor and Shu- vam Bhaumik cast the votes against the recommendation, in large part echoing the park- ing and larger economic im- pact of the project on the city. Tuesday night, the Plan- ning Board approved a site plan for a 10,000 square foot retail marijuana facility at 121 Webster Ave. by The Western Front, LLC. The pot shop still needs additional approvals from the state’s Cannabis Control Commission as well as the local Zoning and Licensing Boards before it can officially open its doors. But local of- ficials have praised the plans for the facility, which is filing for a license to operate under a state economic empower- ment provision. The economic empower- ment provision helps pro- vide for minority populations that have faced the brunt of marijuana prohibition pun- ishments achieve social and economic justice, according to Timothy Flaherty, the attor- ney representing the Western Front team. The Western Front’s board includes a number of Massa- chusetts business and com- munity leaders who have ad- dressed social justice issues in the past, including board chair Marvin Gilmore. Gilmore has a long and sto- ried history in the Boston area and beyond. He co-founded Unity Bank and Trust, was a major real estate develop- er in the Southwest Corridor of Boston, owned the storied Western Front nightclub in Cambridge, and was awarded the Legion of Honor, among other awards, for helping storm the beaches of Norman- dy in World War II. Economic empowerment applications get priority for consideration at the Cannabis Control Commission, Fla- herty said. When Jose Barriga was working as a translator at an area hospital, he routinely saw a cycle of poor health from his Latino patients that seemed to be caused by the food they ate.

Trina Wilkerson

Hundreds of friends, fam-ily, former high school class-mates, and co-workers paid their respects to Trina Louise Wilkerson during memorial observances at the Emmanuel Baptist Church in Malden.

Trina passed away unex-pectedly on March 6. She was 45 years old.

Reggie Wilkerson, her old-er brother and one of Chelsea High’s greatest quarterbacks, said he appreciated the many people who came out to pay tribute to his sister’s beautiful life.

crease in air traffic, their re-sponse has been, ‘But our planes are quieter,’” said Avellaneda.

The Councillor has been pushing for the independent noise study since at least the time the 2017 airport noise study was unveiled.

“We (can) do a real noise study with proper equipment and prepare to say we have proof that our community is impacted and possibly prepare to embark on a lawsuit against MassPort and the FAA,” he said at the time.

•In other business, the Council unanimously ap-proved sending a home rule petition to the state legisla-ture that will allow for the construction of the new Innes Housing Development.

•Recupero introduced an order asking the City Manag-er look into hiring another ani-mal control officer for the pur-pose of issuing fines to people that don’t clean up after their dogs.

•Councillor-At-Large Leo Robinson introduced orders asking the City Manager for updates on the City’s mas-ter plan and the status of the Salvation Army building on Broadway. The Council ap-proved taking the building by eminent domain in 2017.

•District 1 Councillor Rob-ert Bishop was absent from Monday night’s meeting, but with good reason. He was cel-ebrating his 35th anniversary with his wife. Happy anniver-sary to the Bishops.

An exhibit by the Chel-sea Hunger Network is now installed at Gallery 456 and will remain until the day of its community fundraising event on April 18, the 8th Annual Chelsea Empty Bowls.

Since September of 2018, 19 groups have convened over 300 “community artists” in Chelsea to paint a variety of ceramic bowls and mugs. A selection of these colorful pieces of practical art, all fired in the kilns of Salem State’s Art + Design department, are now on display in the gal-lery. Next to the exhibit of the

decorated ceramics, a collage depicts various artists show-ing off their work as well as groups and individuals at work. Many photographed are widely recognized com-munity figures including Chelsea’s City Manager, Tom Ambrosino.

Another section of the gal-lery displays large color post-ers revealing the identity of the 19 participating groups and gives additional back-ground on the Chelsea Hunger Network. An infographic out-lines the contributing factors leading to an increase in food

insecurity and hunger in our community.

Heartwarming stories like that about Trina – a 2017 re-cipient of the CBC’s pres-tigious Chelsea Trailblazer Award – have helped Reggie and the family during this dif-ficult time.

A major $9.5 million im-provement project for the one-mile stretch of Broadway from City Hall Avenue to the Re-vere line could get underway by the spring of 2022.

On Thursday, March 21, the Massachusetts Department of Transportation held a pub-lic hearing on the preliminary design plans for the roadway reconstruction. Although the state officials and engineers outnumbered the residents in attendance for the meeting, there was a good amount of information provided on the shape, scope, and timeline of the road reconstruction proj-ect.

“We are finishing the 25 percent design stage,” said Larry Cash, the MassDOT project manager. “After this hearing, we will be advancing to the final design stage.”

The purpose of the project is to increase safety for pedes-trians, bicyclists, and vehicles along the Broadway corri-dor and intersecting streets in the city, according to Weston and Sampson engineer Lar-ry Keegan. He said there will be new turn lanes, additional

teachers who really care about this community. I now believe School Committee Members should be appointed, because our student’s education is no joke.”

Hernandez, 20, said col-lege, family and financial constraints hit all at once this year, and he couldn’t in good conscience serve on the Com-mittee while not being able to show up.

“I know once I’m done with college, I’ll be back to serve the community I love and cherish,” he said. “I want to thank all the people who supported me, and are still supporting me in my time of sorrow.”

At Monday night’s City Council meeting, Council President Damali Vidot said Hernandez had given notice to the City Clerk that he would be stepping down as of April.

Because his resignation is more than 180 days from a City Election, Vidot said the

City Charter calls for a joint meeting of the Council and the School Committee within 30 days to appoint a replace-ment. That replacement would serve through the city election in November, when the posi-tion will be on the ballot.

“Julio was an incredible leader during his tenure,” said District 5 City Council-

lor Judith Garcia. “He did an incredible job while on the School Committee and was a great representative for Dis-trict 5.”

Garcia encouraged anyone from District 5 who is inter-ested to apply for the open seat.

However, Council-lor-At-Large Roy Avellane-da said the Council and the School Committee may want to leave the position open un-til the municipal election.

“I may have some reserva-tions about filling the post,” said Avellaneda. “There’s only one more month until (candidates can) pull papers, and then the election is in No-vember. I feel it may be best to leave the seat unfilled.”

Appointing someone to a short-term on the School Committee would give that person a leg up on other can-didates who run for the seat in the general election, Avellane-da said.

The facility will be open from 9 a.m. to 9 p.m., seven days per week. There will be a total of about 25 employees, with eight to 10 working at any given time.

“The goal is to hire 100 percent Chelsea residents,” said Flaherty.

All those employees will be trained and certified by the Cannabis Control Commis-sion.

“I’m impressed by the group before us and their commitment to social jus-tice,” said Council President Damali Vidot.

District 3 City Councillor Joe Perlatonda also said he was very impressed with the organization and happy that they are committed to hiring Chelsea residents.

Major Broadway improvements could begin in 2022vehicle stacking room, and traffic signals at the project intersections allowing for the safer turning of vehicles and improved safety for pedestri-ans and bicyclists. The plans also include dedicated bicycle lanes through the one-mile stretch.

“There have been 97 colli-sions over a three-year period” along that portion of Broad-way,” said Keegan. “That is above the state average.”

Keegan pointed to poor intersection layout, outdated traffic signals, and deficient pedestrian, bicycle, and pub-lic transit accommodations as being among the chief culprits for the high number of acci-dents. All of those issues will be addressed during the road-way reconstruction, he said.

In addition to the repaving of the road itself, a major com-ponent of the work includes new sidewalks and improved drainage.

Sidewalk improvements will mean the removal of some trees.

“The existing trees are old and unhealthy, lifting up the sidewalks themselves so that they are not ADA (Americans with Disabilities Act) compli-

ant,” said Keegan.Other areas that will get

major upgrades are the MBTA bus stops along the route. Kee-gan noted that there is deterio-ration of pavement and pave-ment markings from years of use along the mile of Broad-way, and that the deterioration is especially pronounced at the bus stops.

The proposed project will require permanent and tem-porary easements from ad-jacent property owners, but Cash said those easements are either temporary to allow for construction work along the road, or are for the installation or minor regrading of side-walks.

As with any project that in-volves ripping up pavement and sidewalks to make way for improvements, there will be traffic and construction im-pacts once work gets under-way.

But Keegan said the plan is to keep disruptions to a min-imum and traffic flowing as easily as possible.

“No detours are anticipated at this time,” he said.

Massachusetts Department of Transportation Highway Administrator Jonathan Gulli-ver and MBTA Deputy Gen-eral Manager Jeff Gonneville announced major lane closures which are being implemented on the northbound side of the Tobin Bridge on Monday, April 1, and are associated with the Tobin Bridge/Chelsea Curves Rehabilitation Project.

public hearing covered a lot of familiar ground for residents and city officials who have been following the course of the project over the past year.

Supporters of the project touted TND’s past successes in providing affordable hous-ing in the city and the con-tinued need to provide more affordable housing units in the city.

Those opposed to or with reservations about the devel-opment raised questions about traffic and parking, as well as continued development that puts affordable rental units on the market without providing for home ownership opportu-nities.

Representatives from TND and the Traggorth Companies presented their revised plans for the project, much as they had to the ZBA during an ini-tial meeting earlier this month.

The major revisions to the proposed $15 million project include cutting the total num-ber of units from 42 to 38, making all the units afford-able, and eliminating the fifth story of the building that had been proposed for the Broad-way side of the development.

The commercial space on the first floor in the initial pro-posal has also been eliminated and replaced by a community room.

“The goal of the project has not changed since we have begun,” said Tanya Hahnel of the Traggorth Companies. “Our number one goal is to provide affordable housing and increase public access to Mill Creek.”

The original proposal de-nied by the ZBA totaled 42 units, with nine of those at market rate. The revised plans cut four units out, and low-er the height of the building facing Broadway from five to

four stories.A housing lottery will be

held for all of those units, with 30 offered at 60 percent of the Average Median Income (AMI) for the area (about $64,000 for a family of four) and eight at 30 percent AMI (about $32,000 for a family of four), according to TND Proj-ect Manager Steve Laferriere. The maximum preference al-lowable under state law will be given to Chelsea residents for the units, Laferriere said.

There will be 42 parking spaces for the 38 units (the majority of which will be two-bedroom apartments). And because of state law reg-ulating public access to public waterways, 31 of those park-ing spaces will be available as public parking from 7 a.m. to 7 p.m. to provide access to Mill Creek for everyone.

As with almost all devel-opment proposals in Chelsea, traffic and parking are a major roadblock to support for ap-proval.

District 3 City Council-lor Joe Perlatonda, who rep-resents the area where the af-fordable housing will be built, said the project at the corner of Broadway and Clinton Street will only worsen a nightmare traffic and parking scenario.

While Perlatonda said the city needs more affordable housing, he said it can’t be at the detriment of the many res-idents who live in the already crowded and congested neigh-borhood.

“How are we going to get in and out of there?” he asked. “I think the board really needs to think this through.”

But for others, including City Council President Dama-li Vidot, the need for afford-able housing units in Chelsea trumps the traffic and parking concerns.

“Housing shouldn’t be something we argue about,” said Vidot. “Affordable hous-ing creation is absolutely needed.”

Vidot, who said she has al-most never supported devel-opment in the city, said her main concern about the Trag-gorth/TND project was its im-pact on parking.

Hahnel said the developers would be willing to consider an agreement where residents would not be eligible to apply for city street parking stickers, thereby helping ease parking congestion in the neighbor-hood.

At-Large City Councillor Roy Avellaneda took a dif-ferent view of the affordable rental units.

While Avellaneda said he is a supporter of affordable housing in Chelsea, he ques-tioned TND’s recent history of developing affordable rent-al units at the expense of cre-ating affordable home owner-ship opportunities.

“TND has a (real estate) portfolio but they keep build-ing apartments,” said the councillor. “Where is the home ownership? Where is the balance?”

Avellaneda said the lack of more affordable home owner-ship opportunities in Chelsea is pricing out middle income and working families who want to set down roots in the city.

Taylor echoed Avellaneda’s sentiments that a lack of home ownership is an issue in Chel-sea.

“I bet that by 2020, the new statistics will show that there is more affordable hous-ing than home ownership (in Chelsea),” he said. “That’s not a good place to be in, and this is a problem that the city should really address.”

to have a single lane of traf-fic closed and have the traffic managed by police. At night, there will be two-way traffic, according to Keegan. Access to schools, businesses, and residences will be kept open as much as possible, he added.

Chelsea resident John Gun-ning asked if the bus stops would remain in the current locations and if there would

be improvements to the bus shelters.

Keegan said engineers will be working with the MBTA during the next phase of de-sign to address some of those issues.

“The T wants certain things and the city wants certain things (for the bus stops),” he said. “We are looking at dif-ferent options at this point.”

Dunning said he would like to see fresh, new bus shelters and stops that will comple-ment the surrounding area and completed improvements.

Cash said design, permit-ting, and right of way acqui-sition for the project will con-tinue through 2019 and 2020 with construction anticipated to start in the spring of 2022.

A FEW OBSERVATIONS

We recently attended an event at an area Senior Center for an informational presentation on marijuana, which now is legal for recreational use in Massachusetts (as well as in 10 other states across the country).

The room that initially was set aside for the presentation soon was filled to overflowing, requiring that it be moved to a larger hall. There were about 50 persons in attendance, and we would guess that the average age of the attendees was about 70.

The participants made the usual jokes about old hippies and senior potheads.

So what’s old is new again, literally and figuratively. As Massachusetts and the nation grapple with the reality and

implications of legalized marijuana, there are a few facts that must be kept in mind:

First and foremost, as with alcohol, marijuana should not be made available to young people under the age of 21. This has nothing to do with being prudish. Science has linked major brain and developmental disorders to marijuana consumption by young people, a fairly-recent discovery that is known as mar-ijuana induced psychosis.

Just as alcohol consumption affects a young person’s still-de-veloping brain (we now know that the human brain continues to develop up to the age of 25), marijuana consumption also can cause permanent brain damage -- and that is not too strong a word -- in teens. Parents must be extra-vigilant to ensure that their child is not consuming marijuana.

Second, those who choose edibles as their means of marijuana consumption must do so very carefully. Unlike smoking mari-juana, eating a marijuana-infused product means that the “high” will take a long time to kick in. When you smoke marijuana, you know in short order when you’ve reached your limit and can stop. However, once an edible is consumed, it’s too late to know whether you’ve had too much. So go slow -- really slow -- with marijuana chocolates, brownies, and other edible products.

Third, users of marijuana must be sure not to operate a motor vehicle. Getting high and driving are unsafe, just as is drinking and driving.

Fourth, although the anecdotal and research evidence that both marijuana (THC) and its non-intoxicating cousin, CBD, may offer relief for a variety of ailments and pains associated with old age is becoming clearer, much more research is needed.

Israel presently leads the world in marijuana research and it is time for the U.S. to get on board. Marijuana offers the potential as an alternative to dangerous and addictive prescription drugs, including opioids. The sooner we can begin to understand the benefits -- and pitfalls -- of marijuana consumption, the better.

There are pluses and minuses to the legalization of marijuana that must be understood and taken into account by each of us individually and by society as a whole.

ly editorial (“Another Side of Climate Change”) pointing out the rapidly advancing ef-

fects of climate change across the nation.

Gov. Baker and our Legis-lature have taken a moderate, incremental approach to re-ducing greenhouse gas emis-sions.  Usually, this style is a good political strategy, and of-ten a useful one in attempting

change. But nature plays by different rules.  We now need a bold drive towards green-house gas reduction, not just a slow down-ratcheting. It may be expensive, but not as ex-pensive as climate change.

Massachusetts is well situ-ated to lead the nation on this

issue, with our strong econo-my, our technology resources, and our relatively enlightened population.  Now we just need leaders who will make it hap-pen.

Beware of scams coming over the telephoneBy Glenn Mollette

In January a Denver cou-ple received a scam phone call from a man who told them he had kidnapped their daughter. The man was very convincing that their daughter was in his possession. In the background they heard a woman's voice begging for help. The call was convincing enough that they tried to wire money to the man. Fortunately the money didn't go through. Police soon showed up after the wife left a note with the bank teller ex-plaining what was happening. The police determined it was a scam.

A 90-year-old friend re-ceived a call a couple of years back. The caller explained that he was with the Internal Rev-enue Service. He alleged my friend was $40,000 behind in his federal taxes and that pay-ment had to be made imme-

diately. My friend didn't owe anybody and had always been a model citizen. The worry and fear for this 90-year-old man were more than he could handle. He committed suicide a few days after the call.

Several years ago I received a call after my son had board-ed a submarine. I would not be able to communicate with him for several months. The caller in a very convincing voice stated my son owed $350 and if not paid immediately he would file charges against him that would be very negative toward his military career. I explained he would not be available for awhile. The caller insisted that someone needed to intervene to prevent the black mark against my son. You guessed it. I fell for it and paid the demanded money. Of course within a couple of hours and some research I knew I had been scammed.

Somehow, somewhere

there is someone keeping an eye on soldier's families that they can catch at a vulnerable moment and scam them.

When you are scammed you feel like an idiot when it's over. It's embarrassing. How-ever, these telephone artists are professionals. This is all they do every day. In plac-es like Nigeria where many of these calls originate from people go to work from 9 to 5 every day like you go to your daily job. Only, their daily job is to come up with real life convincing lies to scam you out of your hard-earned mon-ey.

Some of us have only lost a few hundred dollars but oth-ers have lost thousands and in the case of my friend, he end-ed his life over a very believ-able telephone call.

I remember our first tele-phone. I was about 9 years old. Telephone calls were cool. I talked to friends on the tele-

phone for hours. When the telephone rang we knew it was family or friends calling and answering it was enjoyable and important. Today, a ring-ing telephone is a nuisance. Some days I receive five to 10 calls from local numbers who end up being people selling health insurance, credit cards, student loan payoffs, car war-ranties, scams pertaining to taxes owed and numerous others. Local aid for climate change Jack ClarkeThere are three proposals

before Beacon Hill lawmakers that could help pay for how we cope with the impacts of climate change - all should be considered.

Climate change is the exis-tential threat of our lifetime. It affects everyone, everywhere, and everything. And because certain Washington politi-cians are unwilling to deal with it, and President Trump still calls it a “hoax,” state and local governments are forced to face climate change on their own.

In Massachusetts, we’re not only fighting the causes of cli-mate change, but also figuring out how to live with them.

While we’ve reduced the Commonwealth’s carbon emissions by 21.4 percent, based on 1990 levels, and need to aggressively push to achieve zero emissions, we also must learn to adapt to the effects

of climate change – includ-ing hotter days, accelerated sea-level rise, and stronger storms – all significant in a place we call the Bay State. And they come at great cost.

As a member of the state’s Coastal Erosion Commission, we found that the replacement cost for the buildings and con-tents exposed to our quickly eroding shoreline was more than $7 billion – and that was four years ago!

According to estimates from the Cambridge-based Union of Concerned Scien-tists, during the next 26 years, over half the amount of prop-erty the $7 billion represents will be chronically flooded, af-fecting 14,000 Massachusetts residents.

Between 2005 and 2017, increased flood risks erod-ed $273.4 million worth of Massachusetts home values, according to the First Street

Foundation, a nonprofit that researches the effects of rising seas.

Most vulnerable, however, are people – on whom we can never apply a price tag.

Presently, 85 percent of Massachusetts’ 6.9 million residents live within 50 miles of the coast.

As a Chelsea native who grew up learning to swim at nearby Revere Beach, and whose neighbors “worked down the docks,” I can attest that coastal residents aren’t all rich or living in second homes.

So what do we do and how do we pay for it?

Today, 160 Massachusetts cities and towns are pains-takingly drafting Municipal Vulnerability Preparedness plans, documenting their exposure to climate change and considering how they’ll defend themselves. The local blueprints are funded by a cli-

mate change bond signed by Governor Charlie Baker last summer. This bond assigns $501 million to adaptation measures that also include repairs to dams and seawalls, restoration of wetlands, and the Commonwealth’s own ad-aptation road map.

  Eventually, all 351 cities and towns will outline their adaptation strategies.

 After the plans are written, the expensive work of imple-mentation begins. We’ll need to pay to protect, strengthen, and in some instances relocate threatened people and their homes, their streets, culverts, utilities, water supplies, and waste water treatment plants – many of which lie at sea level.

 And that’s where the legis-lature comes in as it considers this enormous expense.

Bruins hitting the final stretchMonday night’s last-min-

ute loss to the NHL-leading Tampa Bay Lightning is his-tory. The Bruins likely cleared their minds of the devastating three-goal outburst in the third period’s 5-4 loss, and were fo-cused on last night’s (Wednes-day) game with the bottom-of-the-pack New York Rangers. If there was anything to take out of the Tampa game’s out-come it was that the Bruins’ 4-1 win over Tampa on Feb-ruary 28th, was not an indica-tion that the locals would have an easy time with the Lighting in the playoffs, should Boston knock off the Toronto Maple Leafs in the first round.

Actually, the recent 5-4 loss should be a ‘wake-up call’ for the Bruins. On display for the Lightning were their ex-plosive offense, solid goal-tending when necessary, and a team that is very quick on transition. The Lightning with Monday’s win put their stamp on the fact that they continue to be explosive, and have the ability to get back into a game quickly. One only needs to re-call last spring’s playoff out-come when the Bruins were sent packing by Tampa in just five games. But the specula-

tion is whether the Bruins can remain competitive with this team, who recently captured their first President’s Trophy in franchise history; lead their closest NHL rival by more than 20 points; and have a goal-differential of +100 - in goals for and goals against. Of course, all the previous state-ments would be for naught, should Boston lose to the Ma-ple Leafs in round one of the playoffs. If they advance to face the Lightning, the locals can hang their hat on a possi-ble ‘hot’ goaltender or two (see Tuukka Rask/Jaroslav Halak), or injuries to the Lightning roster. Coach Jon Cooper has done an outstanding job with Tampa, a job worthy of con-sideration for the NHL’s Jack Adams Award, given to the top coach in the NHL. Last night’s (Wednesday) game with the Rangers saw the possible return to the Bos-ton lineup of some of the Bs ‘walking wounded,’ namely defenseman Torey Krug and winger Marcus Johansson. Blueliners Matt Grzelcyk, and Kevan Miller are both consid-ered weekend returnees. Not expected back soon is defen-seman John Moore who was

dropped to the ice following a hit from behind in the Tam-pa loss, and forward Sean Kuraly (broken right hand), not due back until at least mid-April. Schedule-wise, following the Bruins-Rang-ers matchup on Wednesday, the Bruins will continue their two-game homestand on Sat-urday (1:00pm), taking on the Florida Panthers. Boston will depart on a three-game road trip that will include games versus the Detroit Red Wings (Sunday at 5:30pm); Colum-bus Blue Jackets (Tuesday at 7:00pm) as Columbus at-tempts to grab a playoff spot’ and Thursday at 8:00pm with the Minnesota Wild, who are also fighting for a playoff spot. Boston’s final home and regular season game will be on Garden ice as the Bruins get another crack at the Tam-pa Bay Lightning in a 1:00pm matinee. Being a game that may have no bearing in the standings, both lineups will likely be watered-down, as Tampa and Boston will be resting players before the start of the playoffs, which be-gins in less than two weeks, Wednesday, April 10.

HOME INVASION SUSPECT ARRAIGNED

Anthony Bova, 47, of Bos-ton was arraigned in Chelsea District Court March 22 after his arrest on Thursday after-noon, March 21, in Revere.

Chelsea Police have charged Bova with a mul-titude of charges, including home invasion and Domestic Assault.

That arrest was a result of a multi-jurisdictional response to the Quality Inn on Route 1 in Revere where Bova was taken into custody without in-cident by the Massachusetts State Police STOP team.

Chelsea Officers earlier in

the morning had responded to 44 Hawthorne Street for a re-port of a domestic assault. The arriving officers came upon the female victim in distress and her apartment door and window destroyed. She told officers that after being threat-ened and assaulted Bova fled the scene.

Chelsea and State Police were able to track the vehi-cle to the parking lot of the Quality Inn in Revere where Chelsea, Revere, Saugus and specialized units of the State Police converged. Bova was peacefully removed from a hotel room and taken into cus-tody.

Chelsea Police Detectives are continuing the investiga-

tion and additional charges may be forthcoming.

FOUND WITH STOLEN VEHICLE

On March 13, at 3:20 p.m., a CPD officer was pa-trolling in the area of Shaw-mut Street and Central Av-enue when he observed a reported stolen vehicle out of Lowell. The motor vehicle, a 2005 Dodge Caravan, was be-ing operated by a male. With the assistance of other units, the car was pulled over, and the operator was arrested for receiving stolen property.

Martellus Phillips, 44, of Revere, was charged with re-ceiving stolen property over $1,200.

HAT IN THE PANTS

On March 16, at 2 a.m., officers responded to the TD Bank (457 Broadway) for a report of a male party that was robbed. Upon arrival, they met the victim who stated a second male who was still present struck him in the head and took his baseball cap. The Officers recovered the hat in-side the pants of the suspect. That male was placed under arrest for unarmed robbery.

Alexis Garcia, 25, of 73 Pearl St., was charged with unarmed robbery, assault and battery, two counts of threat-ening to commit a crime and two counts of assault and bat-tery on a police officer.

A car struck a parked pickup at 127 Willow St. late on Sunday, March 24, and then smashed into the home behind the truck. The accident caused severe structural damage to the home. The driver fled the scene before police arrived. Officers are investi-gating.

On March 17, at 8:45 p.m., detectives responded the East Boston Neighborhood Health Center on a report of a nonfa-tal shooting victim. Detectives spoke to a male who stated he accidentally shot himself in the hand while in his home at 250 Congress Ave. Detec-tives went back to the house and found the suspect hid the gun in a barrel on the prop-erty. The gun was recovered along with drugs found inside the apartment. He was charged with various firearm violations and illegal possession of Class A drugs.

Andi Sanchez, 29, of 250 Congress Ave., was charged with possession of a firearm without a permit, possession of ammunition without a per-mit, discharge of a firearm within 500 feet of a dwelling, storing an improper large ca-pacity firearm, possession of Class A drug, and possession of a Class C drug.

Sen. Sal DiDomenico recently addressed residents from across the Commonwealth at the Citi-zens’ Legislative Seminar (CLS). CLS is a semi-annual educational seminar geared towards adults of all ages interested in learning more about state government and the legislative process.  “The Citizens’ Legislative Seminar is a unique program that provides a first-hand opportunity to learn about and engage in the legislative process,” said Sen. To comfort a little girl scared of a storm, a vil-lage recounts the legend of Ti Moune in Chelsea High School Drama Club’s produc-tion of ‘Once on This Island’ – playing at Chelsea High from April 4-6.

The romantic musical takes place on an island where the peasants labor and the wealthy eat well. ‘Once on This Is-land’ describes how Ti Moune unites these differing people with her kindness.

“The Gods send her on a

journey to prove that love can conquer death,” said senior, Leah Kazuko, who plays Ti Moune. “Ti Moune is amaz-ing because she is selfless. I love her character because I can relate to her. She is one small girl, but her story is the story of the island. She in-spires me.”

Kazuko hopes that audienc-es will be moved by the mes-sage of unconditional love. The Drama Club will be pre-senting ‘Once on This Island’ April 4, 5, and 6, at 7 p.m. in the auditorium. Tickets cost $7 for students and seniors, and $10 for adults.

he said. “A doctor will say you need to change how you eat, usually suggesting to cook brown rice or eat other foods. They have the best interests, but the language is not ef-fective. I was seeing a cycle. I saw mothers with diabetes bringing children who were overweight. The issues they were having in large part was due to the foods they were eating or their cooking tech-niques. This is a huge, huge problem from a public health perspective in the Latino com-munity.”

What Barriga and the other partners are trying to do is cre-ate the best of both worlds.

They’re looking to have their arroz con habichuelas, and eat them too.

Anais Caraballo of the Collaborative said they are excited to host the class for a second year, and said she sees a great value in educating peo-ple on how to cook traditional foods in a more healthy man-ner.

“I think it’s very important coming from a Puerto Rican background,” she said. “It’s a great program to have the community become more aware of healthier ways to eat and cook, but at the same time still be able to enjoy cultural foods that are an ingrained part of their lives.”

On Monday, Barriga and a class of 10 people met in the Collaborative to talk about foods and cooking and how people thought about food. That was followed up with a trip to Stop & Compare – a loyal partner to the program. There, those in the class walked through the aisles with Barriga to look at ingredients in their traditional foods.

Armed with materials from their class, and the advice of Barriga, they looked at the ingredients they usually buy, and considered alternatives

that were healthier. In that sense, they didn’t have to give up the foods that meant so much to them, and they could also ensure they were eating healthy.

Barriga said he customizes the class according to the cul-ture. If there are a lot of Ca-ribbean cultures in the class – such as Puerto Ricans – he will discuss different ways of cooking aside from frying – as well as using healthier oils when cooking the food.

“When it comes to the Ca-ribbean community, it’s talking about fried foods, which is a constant in the Caribbean diet,” he said. “My proposal isn’t to be 100 percent healthy options. If you come and say you have to change everything you eat, people won’t do it. I give them a couple of chang-es that will help their overall health in the long run. I try to be realistic. For the Caribbean cultures, I tell them to avoid fried foods sometimes, and try to sauté a little more so they use less oil.”

Another issue is that many people who have just come from outside the United States arrive and find food cheaper and more accessible. For ex-ample, a family in El Salvador may only have had meat one time a week. However, in the

U.S. they find they can have it seven days a week, and they do that.

“If you grow up poor and food was a problem, then you come to the U.S. and food is plentiful,” he said.

That is also true when it comes to activity.

Many people had a similar diet in their home countries, but they often had to walk or bicycle many miles each day just to do simple tasks. That active lifestyle and different climate helped to regulate their diet.

Once here in Chelsea, they find themselves far less active and in a climate that is inhos-pitable to them six months of the year.

“I call that the food-culture clash,” he said. “They have no cars in many Latin American countries. They walk or they bike. People come here and they get overweight because

it’s very comfortable. They drive and there is a lack of physical activity, which is a major symptom of being over-weight.”

Next Monday, students in the Cocinas class will gather the remainder of their ingre-dients and cook up traditional foods with a healthy twist.

include 12 income-restricted units.

Members of the Gove Street Citizens Association (GSCA) voted 17 to 7 against the proposal to develop the former Mount Carmel Church property.

While the developer plans to renovate the church and construct four-story row-houses on the vacant par-cel along Frankfort Street, the developer’s plan to construct a six-story building at the

corner of Frankfort and Gove streets that will replace the existing convent was the most concerning to residents.

However, GSCA members like Jack Scalcione applauded the developer’s work with the community.

Scalcione, who lives on Frankfort Street, said the de-veloper has worked closely with the abutters for several months.

In total the project will in-clude 112 units and 84 park-

ing spaces, 71 of which are located in a below-grade ga-rage.

The developer recently eliminated the development of the recorty and decided to raze that building to house 13 of the 84 parking spaces, as well as to create a new land-scaped greenspace.

The renovated Mount Car-mel Church building will in-clude 14 residential units.

By Seth DanielThe Chelsea City Council is beginning discussions regard-ing a ban of plastic shopping bags.

The City Council Confer-ence on Committees will meet on Tuesday, Jan. 23, to discuss the possibility of a plastic bag ban in Chelsea. Already, several communi-

ties, including Boston, have instituted some sort of plastic bag ban. With the Market Bas-

ket using thousands of plas-tic bags for groceries and a large low-income population (which tends to favor the use of plastic shopping bags), the discussion will likely be met with opinions on both sides.

No ordinance has been pre-sented or proposed, but having a conference allows the Coun-cil and the public to interact and talk out the idea.The meeting will take place

in the City Council conference room at 6 p.m.

Vidot said space savers are a courtesy, but resident should realize it cannot go on forever.

“We are not really allowed to have space savers, but be-cause we recognize we have a parking situation, we allow it for 48 hours after a storm as a courtesy,” she said. “Starting on Thursday, the City Manag-er said they will start moving

space savers. People should just be aware of that.”Space savers have been

around for decades, but some places in the area have banned them altogether due to the violence and vandalism that occurs when people violate the unwritten space saver rule. Many neighborhoods in Bos-ton are moving to a space sav-er-free zone, and some cities in the area are too.Chelsea has always kept

a policy of 48 hours or until the City Manager orders them gone.

Virtually every councillor on the board was reward-ed with a chair on a Council committee.Two of the newest coun-

cillors got prime roles in their new committee chairman-ships. Councillor Bob Bishop will chair the Committee on Finance and Accounts, while Councillor Calvin Brown will chair the Public Safety Com-mittee.

Councillor Leo Robinson also got a good committee assignment, overseeing the Committee on Inspectional

By Seth DanielCity Manager Tom Am-brosino has filed an ordinance to be prepared for the coming recreational marijuana wave on July 1 – the first day that the state Cannabis Control Commission can begin licens-ing recreational marijuana es-tablishments.Ambrosino filed an ordi-

nance that would regulate operations of such establish-ments, and would also put a local sales tax of 3 percent on all sales in Chelsea. That is the maximum amount of sales tax allowed in the law.“In order to properly be

prepared for this burgeoning industry, the City needs to both adopt an ordinance regu-lating the operations of these businesses and consider im-plementation of a local sales tax,” he wrote.The ordinance governing

operations starts with a Zon-ing ordinance that would rel-egate the cultivation and man-ufacture of marijuana solely in the Industrial District by Spe-cial Permit only.The retail sale of marijuana

would be limited by the ordi-nance only to the Industrial, Shopping Center and High-way Business Districts by spe-cial permit only.The definitions of establish-

ments in the zoning ordinance

include Independent Mari-juana Testing Lab, Marijuana Cultivator, Marijuana Estab-lishment, Marijuana Product Manufacturer, and Marijuana Retailer.

Before seeking city permits for any marijuana establish-ment, any petitioner must al-ready be approved by the Can-nabis Control Board.All retailers in the ordi-

nance are prohibited from opening between the hours of 9 p.m. and 9 a.m.Ambrosino had no estimate

on how much the local sales tax would generate, as there is no way to know any sales figures.

Ambrosino submitted the ordinance and the request for the local 3 percent tax to the City Council on Monday, and it was received favorably.It has been referred to com-

mittee, but will likely be put on for a public hearing soon.

Chelsea cannot prohib-it marijuana establishments from locating in the City due to the fact that it voted in fa-vor of recreational marijuana as a City in the November 2016 election. Cities that did not vote in favor of it – such as Everett and Revere – are able to prohibit any establish-ments from locating in their city. Already, Everett and Re-vere have drafted those prohi-bitions.

By Seth DanielCity Councillor Luis Teja-da said this week that he and other councillors will sched-ule a meeting soon in regards to the City’s efforts with snow removal after the storm last Thursday, Jan. 4.Tejada said many residents

had issues with a large snow mound on the corner of Rt. 16 and Clyde Street, which was resolved by the DPW. Howev-er, it spurred a huge amount of complaints and criticism that he said they hoped to address.

“The bottom line is we will be setting up a meeting for residents to come talk with the

DPW and the Council about where we are and where we will be going with snow re-moval,” he said. “it will be in a couple of weeks and every-one will be notified. I drove to Revere and East Boston and Everett and we all look the same. It was a lot of snow and we’re all in the same situation. It just happened that the first snowstorm was more than 14 inches. We are on top of it.”

$1.5 MILLION FOR NORTHERN STRAND COMMUNITY TRAILThe Executive Office of

Energy and Environmental Affairs has approved a $1.5 million grant regarding the development of the Northern Strand Community Trail led by a Revere on the Move part-ner organization, Bike to the Sea.

Revere has a one-mile stretch in North Revere. The Northern Strand Community Trail has been in development for over 20 years. The North Revere segment is a major part in the project that creates a continuous 7.5-mile rail trail running from West Everett, through Malden and Revere to the Saugus River and soon into Lynn. The North Revere segment allows users to en-joy spectacular views of the Rumney Marsh. The funding, awarded

through the Executive Office of Energy and Environmental Affairs’ (EEA) Gateway City Parks Program, enables the design of the trail, develop-ment of bid-ready construc-tion documents, and receipt of all necessary construction permits. When completed, the trail will span 10 miles and

Every year a group of Re-vere residents and institution-al leaders meet together to select the awardees of mini-grants offered to the public through the community-led organizations, Revere on the Move and the Alcohol, Tobac-co, and Other Drugs (ATOD)

Task Force. Both the ATOD Task Force and Revere on the Move are initiatives of the MGH Revere CARES Coa-lition. Revere on the Move is additionally co-led by the Healthy Community Initia-tives Office at the City of Re-vere.

This year over $20,000 was awarded to fund ideas to make Revere a healthier place to work, to play, and to raise a family. The Revere on the Move mini-grant program offered $10,605 in funding for permanent changes, pro-gram implementation, and youth-led projects that would help prevent or reduce obe-

sity in children and adults. The ATOD Task Force fund-ed projects totaling $9,500 to reduce youth substance use, improve their mental health, and increase opportunities for positive youth engagement.

In addition to the mini-grants already funded, Revere on the Move has extended their permanent change and program mini-grant appli-cations to Sunday, March 4. Up to $1,395 is available for ideas that make it easier to eat healthy and be active for all. The application is open

es we’ve seen in the last eight years,” said Maureen Celata, owner/broker of MCelata Real Estate. “And 2018 is going to be another banner year. Inven-tory is low now, but everyone is looking to the spring.”According to figures from

the Massachusetts Associa-tion of Realtors, the median sales prices was $376,250, a 4.9 increase over prices in 2016.

Homes also were also on the market 41 days, a 26.8 percent increase over the 56

days on the market in 2016.The number of listings in

2017 also dropped to 265, 10.8 percent down from 297 in 2016. The good news for sellers is that the original list-ing price was matched 100 percent of the time.The condominium mar-

ket saw similar trends with the median sales price at $315,000, up 16.7 percent over 2016. Days on the mar-ket also dropped from 67 in 2016 to 47 days on the market

“Inventory is low now and everyone is looking toward the spring,” Celata saidThe rental market is also

strong with rents ranging from $1,200 to $3,000. Cleat noted that if someone is paying big rent they just might be capable of buying and taking advan-tage of first-time homebuyers programs.

“2017 was a fantastic year to be in real estate,” said Joe Mario of Century 21 Ma-rio Real Estate. “There’s a lot of confidence and equity in homes. For 35 years now it’s been positive. Now is the time to sell. Revere is getting the overflow from the Boston market and people are moving to Revere.

Mario said Revere is desir-able because of its proximity to Boston, and it’s a hidden gem with a beautiful beach.

Mario is looking forward to the spring market, drawing from Boston and surrounding communities. He added that the Revere School system is also a draw for buyers.“It all adds to the future

growth of Revere,” he said.

es we’ve seen in the last eight years,” said Maureen Celata, owner/broker of MCelata Real Estate. “And 2018 is going to be another banner year. Inven-tory is low now, but everyone is looking to the spring.”According to figures from

the Massachusetts Associa-tion of Realtors, the median sales prices was $376,250, a 4.9 increase over prices in 2016.

Homes also were also on the market 41 days, a 26.8 percent increase over the 56

days on the market in 2016.The number of listings in

2017 also dropped to 265, 10.8 percent down from 297 in 2016. The good news for sellers is that the original list-ing price was matched 100 percent of the time.The condominium mar-

“2017 was a fantastic year to be in real estate,” said Joe Mario of Century 21 Ma-rio Real Estate. “There’s a lot of confidence and equity in homes. For 35 years now it’s been positive. Now is the time to sell. Revere is getting the overflow from the Boston market and people are moving to Revere.

Mario said Revere is desir-able because of its proximity to Boston, and it’s a hidden gem with a beautiful beach.

Mario is looking forward to the spring market, drawing from Boston and surrounding communities. He added that the Revere School system is also a draw for buyers.“It all adds to the future

CITY'S BOND RATING HITS HIGHEST LEVEL

EVERETT - On Monday, March 18, Mayor Carlo De-Maria announced that Stan-dard & Poor’s Global Ratings assigned its ‘AA+’ long-term rating to the City of Everett for the third year in a row.

S & P cited the City’s strong management, strong budgetary performance, with operating surpluses, very strong budgetary flexibili-ty, very strong liquidity, and low overall net debt. S & P also highlighted the DeMaria administration’s formal five-year, long-term capital and operating projections; and regular reporting on city fi-nances with budget-to-actuals submitted to the city council monthly and investment state-ments shared quarterly.

The rating continues to be driven by the development of the $2.6 billion Encore Boston Harbor, which has had a nota-ble effect on property values, and will add $25 million in annual recurring revenues to the City’s coffers once com-plete and will increase by 2.5 percent annually. The casino is one of three licensed in the state under current legislation and will be the closest casino to Boston.

Besides the casino, S & P also cited that additional re-cent residential and mixed-use development has aided further tax base expansion. These de-velopments include:

•The newly opened, Pio-neer, a mixed-used develop-ment that contains 284 apart-ment units and 2,100 square feet of retail space and a park-ing garage;

•WoodWaste, a residential project that will include 545 rental units.

They expect the city’s economy will likely remain strong throughout the two-year outlook period.

The long-term rating re-flects the strong economy,

with access to a broad and diverse metropolitan sta-tistical area. In addition to, strong management with good financial policies and prac-tices, strong budgetary per-formance, and strong institu-tional framework score.

Mayor DeMaria stated, “The state of our city is strong and I am proud and honored that Standard and Poor’s Global Ratings has given us one of their highest ratings. These ratings ensure that we will save hundreds of thou-sands of dollars in borrowing costs. Saving our residents critical funds and allowing us to reinvest into city ser-vices, which are critical to our community. Everett is a great place to invest right now.”

McGONAGLE GETS BENEFITS FOR FAMILIES IN NEED

EVERETT - Rep. Joe McGonagle along with his colleagues in the House an-nounced that they passed leg-islation that lifts a decades-old family welfare cap.

Rep. McGonagle was one of the co-sponsors of this measure and advocated in fa-vor to lift this cap. In conjunc-tion with other co-sponsors, he helped deliver powerful testimony earlier this month at a hearing of the Joint Com-mittee on Children, Families, and Persons with Disabilities.

The family cap, which was established in Massachusetts in 1995, prohibits children from accessing Transitional Aid to Families with Depen-dent Children (TAFDC) if they were born after the date a qualifying family first began receiving benefits. Lifting the cap will extend cash benefits to the 8,700 Massachusetts children and their families who have previously been excluded due to this policy. Children will no longer be de-nied $100 a month in welfare benefits based on when they were conceived.

This change will be retro-active to Jan. 1, 2019.

“I’m proud to stand along-side so many of my colleagues in the House to vote to repeal the family welfare cap. This cap is harmful to our children - and denies assistance to our neediest families,” said Rep. Joe McGonagle. “By voting to lift this cap, we will give families the resources they need to take care of their kids. It’s a great step forward.”

The bill now moves to the Senate for their approval. Upon final passage, the Gov-ernor has 10 days to approve of or veto the bill.

MT. CARMEL AND NOAH PROJECTS APPROVED

EAST BOSTON - At a re-cent Boston Planning and De-velopment Agency (BPDA) board hearing , two large East Boston projects in Jeffires Point’s Gove Street area, as well as the backside of Eagle Hill were approved.

The BPDA board said the residential projects moving forward make progress to-wards Mayor Martin Walsh’s goal of increasing affordable housing to support a strong middle-class. Mayor Walsh’s 2019 legislative agenda aims to support the creation of new affordable housing, increase access to homeownership op-portunities, and prevent dis-placement of residents.

The first project approved was the slightly contentious project to transform the for-mer Our Lady of Mount Car-mel Church and surrounding properties, which include the church, rectory, convent and a large vacant parcel, into hous-ing.

At the BPDA hearing the board approved developers Timothy White and Richard Egan to transform the four Mount Carmel Church parcels on Gove and Frankfort streets in 112 residential units that

The existing rectory and convent buildings will be razed and the vacant Frankfort Street parcel will include the construction of a new building that includes 98 condominium units. The rectory building located at 128-134 Gove St., and the convent are both com-promised structurally and are not suitable for human habita-tion, according to current Bos-ton building codes.

According to the filing, the proposed project will provide market-rate and affordable units with a variety of unit siz-es and styles to accommodate Eastie’s diverse and growing population.

The unit designs will vary and include apartments and lofts. The unit mix for the 112 units will comprise a mix of studio units, one-bedroom or one-bedroom plus den units, and two-bedroom units.

Thirteen percent of the units will be designated as af-fordable in accordance with the BPDA’s Inclusionary De-velopment Policy (IPD).

Attorney for the project, Jeff Drago, said White and Egan plan to make the former Mount Carmel Church build-ing “the cornerstone of this development.”

“This will be a respectful reuse being converted into spacious loft-style living units that capture the soaring inte-rior spaces and volume of the building,” he said. “There will be three levels of residential units with the top- floor units capturing the currently hidden truss space above the vaulted ceiling. The exterior of the building, including its brick and stone façade, will be re-stored. It will be sensitively repaired where religious ico-nography was removed. The front-door and side-window openings will be lowered to the ground to better connect the building to the street and

surrounding landscape.”The developers will also

create a reflective outdoor space along the widened side-walks at the corner of Frank-fort and Gove streets that hon-ors Mount Carmel’s history.

On the vacant lot the de-velopers plan to erect a build-ing that mirrors the brick row houses along Frankfort Street. The four-story structure will extend along Frankfort Street and articulate as individu-al row houses with separate, raised entrances and planter boxes. The fourth floor will contain setbacks for private deck space while reducing the massing along Frankfort Street.

This design was in re-sponse to many residents at past meetings not liking the modern design of some of the buildings. The original design included a mix of glass and other materials but residents asked the developer to con-sider replicating the architec-tural styles of the turn of the 20th-century brick buildings along Frankfort Street.

The developers will also construct the six-story build-

ing at the corner of Frankfort and Gove streets that will re-place the existing convent.

White and Egan purchased the property in 2015 for $3 million.

The BPDA also approved the East Boston Neighbor-hood of Affordable Housing (NOAH) and East Boston Community Development Corporation’s (CDC) plans to develope artist live, and work space on Condor Street.

NOAH and CDC’s Aile-ron, located on approximately 26,250 square-feet of vacant land, on 131-151 Condor St. in Eagle Hill will construct an approximately 49,750 square-foot mixed-use, mixed-in-come development that in-cludes two buildings with a total of 40 residential units, artist studios, a work bar/gal-lery, community studio space, and a workshop

Last week the Boston City Council approved $735,200 in Community Preservation Act (CPA) funding to the pro-posed Aileron development to build seven housing units, in-cluding four affordable units.

Overall. NOAH, its archi-tect Eastie based Joy St De-sign, and the CDC have joined forces to create a 41-unit proj-ect that includes a mixed-use, mixed-income, ownership/rental housing and gallery spaces for theb Eastie artist community and community at large.

NOAH’s project, dubbed ‘Aileron’ will include eight ownership units, half work-force and half market, in one building with 33-units occu-pying a larger building next door. Of the 33 units in the larger building 17 will be set aside for artist work/living space.

NOAH is also proposing two large common spaces, a Gallery and Workbar, that will be available for the other resi-dents in the building.

The vacant land was pre-viously owned by the Boston Planning & Development Agency, and was transferred to the Department of Neigh-borhood Development (DND) in 2017 for disposition in sup-port of affordable housing.

TUFTS TOBACCO SEEKS TO SELL RECREATIONAL MARIJUANA

EAST BOSTON - Tufts Tobacco owner Jimmy Shen-na has successfully run a highly regulated business in Orient Heights Square for over two decades without any incidents.

When cigar bars were En Vogue over a decade ago Shenna’s business was boom-ing and was an anchor in the square. With a lounge, televi-sions, a full liquor license and one of the most comprehen-sive collections of cigars for sale, Shenna used to see over 250 customers come in and out of Tufts each day.

However, stricter regu-lations over employee sec-

ond-hand smoke issues, the reliqueshing of his liquor li-cense and the decline of cigar smoking in general has Shen-na struggling.

However, the new burgeon-ing adult-use cannabis shop business has Shenna trying to keep his business alive by switching from tobacco sales to recreational marijuana sales.

At last Monday night’s Ori-ent Heights Neighborhood Council meeting, Sheena and a team of other East Boston residents led by attorney and former Boston City Councilor Mike Ross, pitched the idea of turning Tufts into a adult-use marijuana facility under the name Local Roots.

“There a lot of people com-ing in from out of town and landing in Boston and open-ing these very lucrative busi-nesses,” said Ross. “Everyone on the team lives in neighbor-hood so we all got together and attempted to do this Local Roots business.”

Ross said Tufts would cease selling tobacco products and switch over to adult use cannabis sales under the Local Roots banner.

“Jimmy (Shenna) has been running a successful and highly regulated business in the community for 25 years without incident,” said Ross. “Like his current business no one under the age of 21 would be able to step foot into the adult use facility. It’s not like a liquor store where minors can walk in to buy chips or a soda or other non-alcohol prod-ucts. This would strictly be for adults and it will be highly regulated.”

Ross explained that Tufts interior would be turned into an adult-use shop. Security measures would include a foy-er between the street entrance and actual interior shop. There customers would have to pro-duce identification showing they are an adult before being let into the shop.

“There will be no flashy signs, marijuana leafs or any other signage that would ad-vertise the business,” said Ross.

Like his current business Ross said Shenna would be instrumental keep cannabis and cannabis related products out of the hands of minors because he has been able to do so with tobacco for many many years.

“He has ran Tufts Tobacco without one single incident,” said Ross.

In fact Shenna has long maintained that tobacco should only be sold in licensed tobacco shops by licensed to-bacconists like himself. Shen-na’s currently holds a license to sell tobacco and another li-cense to allow smoking in his establishment. He is allowed

the second license because a majority of his sales are di-rectly related to tobacco and not food, liquor or other goods and services. Convenience stores, supermarkets and other stores have the same license to sell tobacco but smoking is not allowed in those establish-ments because most of their sales come from other com-modities.

So if a convenience store, supermarket or another store gets caught selling tobacco or tobacco products to mi-nors they are fined and have their license to sell tobacco suspended for few days. It doesn’t really affect these types of stores because they sell other goods and services for a profit.

The same rule of thumb would apply if the adult-use cannabis shop was allowed to open in Orient Heights. Ross said the Local Roots team would invest nearly $1 mil-lion into rehabbing Tufts and could easily risk losing that investment and its marijuana license if any violations oc-curred.

Ross also said that above the six percent in tax on the shops sales, the team is in the beginning stages of seeking organizations or programs that may need help in the community.

At the meeting the primary concern was over traffic and parking and adults using the product in the area around the shop.

Ross said in regards to parking patrons could take advantage of parking in the square, take the MBTA Blue LIne because the shop would be located directly across from Orient Heights train sta-tion, or take advantage of the very inexpensive MBTA lot on Barnes Avenue that is a two-minute walk.

“There could be a lot of op-tions for customers trying to access the shop,” said Ross.

But in the end as more marijuana shops open there will be less demand on the few that have already opened. Ross said they will most likely morph into the equivalent of a local liquor store.

“You are not going to drive across town to say Jamaica Plain to buy a bottle of wine,” said Ross. “In the end this will be a store that services the local neighborhood and some of the surrounding communities.”

As far as crime in or around the shop, former City Coun-cilor Sal LaMattina, who is working with the Local Roots team, said during his trip to Colorado when he was on the Council to get suggestions from officials there on how to regulate and zone the new industry here was very infor-

Hector Corchado Gonza-lez of Medway died Tuesday, March 19 at Medway Country Manor in Medway following a long illness. He was 81 years old.

He leaves his wife of 47 years, Ana, his three sis-ters, a son, Hector, and two daughters, Yuria and Saha-ra, eight grandchildren, three great-grandchildren and many longtime friends.

He was born and raised in Isabela Puerto Rico, the son of Rosauro and Julia Corcha-do. In his early years, Hector helped work the family farm and learned to fix cars. He left Puerto Rico as a young man for the U.S., worked hard and forged many solid friendships along the way. He met Ana in the late 1960s and together they created a family. Hec-tor was a loving father and a good provider who always had his family's best interests

at heart. Hector will be great-ly missed by his family and many friends.

A memorial service will be held at Immaculate Concep-tion Church, 133 Beach St., Revere on Saturday, March 30 at 10:30 a.m.

MaryEllen ‘Mel’ Appleby of Beaufort, South Carolina passed away unexpectedly on Dec. 15, 2018 at her resi-dence. She was 59 years old.

The daughter of the late Howard and Martha (Kober-nik) Appleby, Mary Ellen was born in Washington, D.C. on Aug. 6, 1959.

Mel, as she was known to family and friends, recently retired from Beaufort Me-morial Hospital where she worked as a Registered Nurse since 1983. Mel loved helping the sick and hurting. For over 30 years she was devoted to caring for patients in the emer-gency department and found great fulfillment training new nurses. Mel's passion inspired her niece to pursue a profes-sional nursing career.

Not only was her nursing knowledge extensive, she also cultivated a love of history and the arts through military world travel in her early and adult years. Mel was deeply loved by her family. She is remembered fondly for her sense of humor, generosity, compassion for those in need, people and animals. She espe-cially loved rescuing cats.

Mary Ellen is survived by her two brothers; Mark Ap-pleby and his husband, Keith DuBois of Savannah, Ga., and Matthew Appleby and his wife, Diane of Harvest, Ala., nieces: Sara Haire and her husband, Daniel, Jennifer Lockhart and her husband, Brian; nephews: Jacob Apple-by and his wife, Megan and Joshua Appleby and his wife, Leslie. Rogelio Sanchez of Jamai-ca Plain, formerly of Chelsea and Guatemala, passed away on Thursday, March 21 af-ter a brief illness while at the Brigham and Women’s Hospi-tal in Boston.

He was born and raised in San Jose el Idolo, Guatemala, and came to the United States as a young man, settling in Chelsea and residing here for many years. He has been liv-ing in Jamaica Plain for the last 10 years.

He worked for NECCO in Revere producing their re-nowned candies for several years. He enjoyed passing time sitting by his apartment window and watching his fa-vorite television shows while observing the coming and goings of his neighbors and friends.

He is survived by his wife of 48 years, Ofelia Ruiz de Sanchez at home in Guatema-la. He was the beloved father of Elcida Sanchez, Olga San-chez and Antonio Sanchez, all

of Chelsea. He was the brother of Natividad Sanchez of Ja-maica Plain and Julio Sanchez of Los Angeles, Calif.; grand-father of Sayra Hernandez and Luis Hernandez and is also survived by several additional grandchildren.

GETTING THE WORD OUT ABOUT WAGE THEFT

LYNN -Quite simply, wage theft happens when someone does work and is not paid for it.

“Immigrants are easy tar-gets, most don’t realize it’s a crime,” said Kathleen Santo-

ra, a member of the recently appointed to the Lynn Wage Theft Taskforce and a union painter representing the Paint-ers Union District Council 35 Local 939. “But wage theft can happen to anyone in any industry.”

“We have a very strong or-dinance in Lynn, it has some teeth in it and can actually do something,” Santora said. Having a taskforce in place also makes a difference.

The Social Security Administra-tion (SSA) and its Office of the In-spector General (OIG) launched a joint Public Service Announcement (PSA) campaign addressing a na-tionwide telephone impersonation scheme. Social Security and the OIG continue to receive reports from across the country about fraudu-lent phone calls from people falsely claiming to be Social Security em-ployees. Calls can even “spoof ” So-cial Security’s national customer ser-vice number as the incoming number on the caller ID. The new PSAs will air on TV and radio stations across the country to alert the public to re-main vigilant against potential fraud.

“We urge you to always be cau-tious and to avoid providing sensi-tive information such as your Social Security number or bank account information to unknown people over the phone or Internet,” said Nancy A. Berryhill, Acting Commissioner of Social Security. “If you receive a call and are not expecting one, you must be extra careful – you can always get the caller’s information, hang up, and contact the official phone number of the business or agency the caller claims to represent. Do not reveal

personal data to a stranger who calls you.”

Social Security employees do oc-casionally contact people--generally those who have ongoing business with the agency--by telephone for business purposes. However, Social Security employees will never threat-en a person or promise a Social Secu-rity benefit approval, or increase, in exchange for information. In those cases, the call is fraudulent and peo-ple should not engage with the caller. If a person receives these calls, he or she should report the information to the OIG Fraud Hotline at 1-800-269-0271 or online at https://oig.ssa.gov/report.

“These calls appear to be happen-ing across the country, so we appreci-ate SSA’s partnership in this national public outreach effort,” said Gail S. Ennis, the Inspector General for the Social Security Administration. “Our message to the public is simply this: If you or someone you know receives a questionable call claiming to be from SSA or the OIG, just hang up.”

Hoffman talked about the state’s marijuana industry, consisting of medicinal and recreational marijuana dis-pensaries, and the rules that

have been adopted to regulate the new industry.

Hoffman said there are currently a dozen marijuana shops operating in Massa-

chusetts and that number will cap off at approximately 200 shops in the future.

Suffolk County District Attorney Rachael Rollins this evening announced the release of a 65-page policy memo that defines her bold vision for her office and provides specific instructions to her staff on han-dling the low-level, non-vio-lent offenses that she pledged to divert, dismiss, or otherwise resolve without incarceration.

“This document is a memo to my staff, but it also fulfills a commitment I made to the community we serve,” District Attorney Rollins said. “This is

a roadmap to a criminal justice system that works equally for everyone, based on research, data, and input from across the spectrum of stakeholders.”

District Attorney Rollins dis-tributed the memo to her staff earlier today in advance of this evening’s general announce-ment. While parts of it lay out office-wide goals to minimize the impact of the criminal jus-tice system and reduce racial and socioeconomic disparities, it also contains specific guide-lines for addressing some of the

most common – but least seri-ous – offenses that prosecutors handle in Suffolk County’s nine district and municipal courts.

“We start with a presump-tion that, in most cases, these charges don’t need to be pros-ecuted,” District Attorney Rollins said. “Dismissal, diver-sion, treatment, and services are much more often the appropri-ate outcomes.”

District Attorney Rollins thanked her staff, and in par-ticular her executive staff and transition team, for their assis-

tance in drafting, revising, and formatting the unprecedent-ed policy guide – a process that utilized the expertise of prosecutors, defense attorneys, retired judges, and returning citizens in equal measure.

“I’m grateful to all of them for their input,” she said, “but most of all I’m grateful to the people of Suffolk County for placing their trust in me and supporting my mission.”
