Executive Summary

SafeTRIP project’s general objective is to provide an integrated system platform that will allow any third party company to develop applications for the road market. SafeTRIP will integrate innovative satellite technologies and communication features including accurate satellite positioning, 2-way data communication with satellite and digital radio broadcast via satellite in the new S-band. These unique features will drive a new generation of services with the goal to improve road safety while contributing to the protection of the environment. The purpose of the Deliverable 8.1.5 is to present the Dissemination Plan for the SafeTRIP project. In particular it includes all the activities for the dissemination of the project to all relevant audiences. This document presents the key objectives and targets, of the dissemination plan in detail, and specifies the dissemination activities and communication process/resources through which SafeTRIP will perform the vital task of dissemination. The key target groups identified for the dissemination are the scientific and technology research community, businesses that could utilise SafeTRIP technology, local and national governments, regulatory bodies, and – last but not least - EU citizens. The dissemination plan will outline how relevant and accessible information will be prepared for each of the target groups, at different stages of the project, in order to maximise awareness of SafeTRIP and the benefits it might offer to each target group, and foster engagement of the target groups with the project. To reach the awareness level intended, the dissemination will be supported by a range of communication materials, such as a web site, posters, leaflets, articles and scientific papers. In addition, SafeTRIP will exercise a presence at key forums, workshops and conferences that are active in the field of road safety and management, communication and intelligent transport systems.

Introduction

SafeTRIP project’s general objective is to provide an integrated system platform that will allow any third party company to develop applications for the road market. SafeTRIP will integrate innovative satellite technologies and communication features including accurate satellite positioning, 2-way data communication with satellite and digital radio broadcast via satellite in the new S-band. These unique features will drive a new generation of services with the goal to improve road safety while contributing to the protection of the environment. The purpose of this document is to present the Dissemination Plan for the SafeTRIP project. In particular it includes all the activities for the dissemination of the project results to the widest possible audience. Key target groups identified for the dissemination include the scientific and technology research community businesses that could use SafeTRIP technology, local and national governments, regulatory bodies, and – last but not least - EU citizens. The primary objective of the dissemination plan is to ensure a far-reaching awareness of the SafeTRIP concept, and to develop an understanding of the opportunities that arise from it, at various stages of the project lifetime. In order to maximise the impact of the dissemination activity, key target groups have been identified within the wider dissemination audience. The identified groups are individual drivers, business organisations that provide transport services or use them, the scientific and technology community, local and national governments, and regulatory authorities. Section 1 of this document describes in detail the various groups and the rationale behind selecting such groups. Next the document lists the objectives of the dissemination activity with respect to the target groups identified in the first section. The objectives are categorised under two headings – envisionment and innovation. Some objectives map on to a number of targets, and also some groups need to be targeted at the right time in order to maximise impact. For instance, the individual drivers will be better able to appreciate what SafeTRIP-based services can offer at the demonstration phase, whereas information about the SafeTRIP platform itself would mainly be of interest to the scientific and technology community. The final section provides details about the communication process and the resources available to the consortium in order to carry out the dissemination. The aim is to streamline the process of communication so that the information presented to the target audience is coherent across various identified groups and activities. Annex 1 lists the specific activities needed to accomplish the objectives of the dissemination plan. There are a wide range of activities including the publication of posters, brochures and a website. In addition, members of the consortium will be presenting the outputs of SafeTRIP at conferences and workshops within their respective community. It is also envisaged that SafeTRIP will maintain a presence at international and EU exhibitions that are active in the fields of road safety and management, communication and intelligent transport systems.

1 Targets

In this section, we describe the target audience for the SafeTRIP dissemination activities. The target audience will be kept informed about the outputs generated by SafeTRIP at different stages of its lifecycle. The main aim of this exercise is to increase awareness about the benefits and opportunities arising from the work. Note that the target audience spans beyond the stakeholders. We identify four audience categories. Each of these will now be described in turn.

1.1. Business Stakeholders

SafeTRIP integrates various technologies into a platform that will allow numerous devices to be plugged into the vehicle and new services to operate on those devices. For example, the S-Band will support two way communications which can support direct communication between drivers and emergency services during an accident. Below is a list of stakeholders ranging from small businesses to local governments, who would potentially have a business interest in using the SafeTRIP infrastructure. The column “Beyond SafeTRIP” list companies and organisations identified so far and will be updated throughout the project as potential targets are identified.

Local businesses are interested in promoting their services to travellers going through a particular region. These services not only include parking, service stations and repair shops, accommodation and restaurants, but also tourist attractions or events, and shops selling regional specialties. SafeTRIP will provide the local businesses with a platform for effective targeted advertising. The specific business interests will be identified and included in this living document once the business needs have been identified.

1.2. Institutional/Political Stakeholders

It is crucial that the outputs from SafeTRIP resonate with the policies of the EU institutions and at a national level within EU member countries. There is an increasing drive to promote a safe, efficient and effective transport system with the EU. In this subsection, we have listed the major institutional and political stakeholders that will be targeted by the dissemination plan.

1.2.1. EUROPEAN UNION (EU)

European Commission Transport The European Commission believes that a well-functioning passenger and freight network is highly beneficial for European citizens. The ITS Action Plan and the ITS draft Directive are initiatives of the EC for improving safety and mobility on the Trans European Road Network (TERN). The transport arm of the Commission is responsible for formulating the transport policies that will promote safety, sustainability and efficient travel throughout the EU territory. Several of its policy areas - namely road, road safety, Galileo, Intelligent Transport Systems, Safety and Security and Passenger rights - are directly relevant to SafeTRIP. It regularly organises conferences and workshops in these fields. (http://ec.europa.eu/transport). The eSafety Support initiative assists transport stakeholders in their efforts to promote public awareness of the benefits of intelligent vehicle safety systems. The initiative brings together the European Commission, public authorities, and industrial partners in a bid to catalyse the development, deployment and use of eSafety systems. eCall project - an eSafety initiative - has received major support from the Commission. SafeTRIP aims at supporting interoperability with eCall. It is, therefore, crucial to monitor the evolution and implementation of eCall across Europe and identify ways to promote the visibility of SafeTRIP within the eCall context. In addition the European Commission (DG TREN) co-finances the EasyWay programme. It is a project for Europe-wide ITS deployment on main Trans European Road Network corridors driven by national road authorities and operators with partners from the industry. European Parliament – Transport and Tourism Committee There is currently (2009) a strong drive within the Transport and Tourism Committee to look into sustainable transport systems. A debate entitled ‘A sustainable future for transport’ (towards an integrated, technology-led and user friendly system)

1 has been initiated as a

result of the 2001 white paper from the Commission which sets the agenda for the European transport policy through to 2010. Transport is viewed as an essential component of the economy and accounts for 7% of GDP and 5% of employment within the EU. The current debate will address the main issue highlighted in the 2007 report (COM(2007)0642)) that ‘the European transport system is still not on a sustain able path on several aspects’. The new chairman of the committee is the recently elected (June 2009) Mr Brian Simpson MEP. By convincing political stakeholders that SafeTRIP will allow them to achieve existing political goals (for example, the implementation of eCall) and fulfil their promises, the politicians can play an active role in promoting SafeTRIP.

1.2.2. NATIONAL LEVEL

The transport departments of the governments of EU member states play an important role in terms of influencing the developments in the transport sector and the adoption of specific technologies by the transport stakeholders in the country. The departments are also aware of the trends and needs of the country in terms of transport. They will therefore be targeted by the dissemination process of SafeTRIP - these will include the Verkehrsminsterium of Germany (www.bmvbs.de), DGT (Direccion General de Carreteras) of Spain (www.dgt.es), SCT (Servei Catala de Transit) in Catalonia (www.gencat.cat/transit), Közlekedési, Hírközlési és Energiaügyi Miniszétrium of Hungary (www.khem.gov.hu), Ministère de l’Ecologie, de l’Energie, du Développement Durable et de la Mer in France (http://www.developpement-durable.gouv.fr/). The Department for Transport in the UK provides leadership across the transport sector to support and develop a transport system that balances economic and environmental needs with the needs of the rest of society, all the while promoting safety. The UK Government’s Road Safety Strategy has a target to reduce the number of road deaths by 2010 and is the leader in road safety campaigns across the UK. Local Governments could be interested in regulating the flow of traffic in the region under their jurisdiction, for instance, to direct motorists to ‘park and ride’ facilities or offer options to pre-book and drive to car parks. They may also be interested in advertising local attractions in the region (Tourism Office).

1.2.3. MOTORING INSTITUTIONS AND ROAD SAFETY INITIATIVES

The Institute of Advanced Motoring (IAM), which includes the AA foundation, is UK’s leading road safety charity. It is dedicated to improving motoring skills in order to help save lives on the roads. It is also interested in promoting the ecological benefits of good motoring. (http://www.iam.org.uk)

Motoring institutions that bring together motorist at regional and national level will also be targeted by the dissemination activities. These include the ADAC in Germany (www.adac.be), RACE (Real Automovil club de Espana) in Spain (www.race.es), RACC (Real Automovil club de Cataluna) in Cataluna (www.racc.es), Magyar Autóklub in Hungary (www.autoklub.hu). The ACEA (European Automobile Manufacturers’ Association) represents the interests of 15 European car, truck and bus manufacturers at the EU level. The group provides valuable input from the manufacturers’ point of view to assist the EU administration in making decisions regarding complex economic, social, technical and legal issues affecting Europe and also having an impact on the manufactures themselves. The ACEA has a strategic alliance with the manufacturers in the EU and closely monitors and cooperates with activities influencing the motoring industry. (http://www.acea.be). ERTICO-ITS Europe was founded by the leading members of the European Commission to bring together stakeholders in Intelligent Transport Systems and Services. It is a network that connects public authorities, industry players, infrastructure operators, users, national ITS associations and other organisations together. (http://www.ertico.com).

1.3. Scientific and Technology Stakeholders

The platform created through SafeTRIP will provide fertile ground for the both the scientific and the technology community to study and participate in the intricate interaction between traffic and cutting edge technology. We believe, for example, that researchers in transport will be interested in technologies and approaches that would ease traffic flow through the road networks, while the satellite community will be keen to look at the performance of the S-Band for applications requiring real-time interaction with various services.

1.3.1. SCIENTIFIC STAKEHOLDERS

Given the spread of technologies involved in SafeTRIP, we believe that the scientific community at large would be interested in SafeTRIP. However, within this community, we will focus on researchers with interests in the following fields:

a. Traffic modelling and simulation b. Road safety c. Environmental impact of traffic d. Economic impact of traffic e. Logistics and fleet management f. Satellite Technology.

We have identified the following specific scientific communities within and outside the EU. The NEARCTIS (Network of Excellence for Advanced Road Cooperative Traffic management in Information Society) is an EU–funded (7th Framework Programme) academic network that brings together the main scientific teams working within the field of traffic management and optimisation. The main aim of NEARCTIS is to address problems related

to safety, environmental impact and congestion amongst others. We believe that a synergy between SafeTRIP and NEARCTIS would be highly desirable. For instance, some of the problems that do not fall within the scope of SafeTRIP - due to limitations arising from technology or otherwise - can feed into the work in NEARCTIS. The next NEARCTIS workshop will be held in Lausanne in June 2010 and would be an appropriate venue for a SafeTRIP poster or presentation. (http://www.nearctis.org). The UTSG (University Transport Study Group) - a UCL initiative since 1967 - aims to promote transport teaching and research. It has over 50 member institutions spread over the UK and Ireland. More than 100 departments are involved in UTSG’s activities. UTSG has an annual conference targeted for researchers in transport. It also has strong liaisons with users and organises seminars to discuss issues with government organisations. The 42nd annual conference is from 5-7 January 2010 at the University of Plymouth. (http://www.utsg.net). CIRRELT is an inter university initiative for research on business networks, logistics and transport. It is based in Montreal and is a very active community with several monthly seminars. (https://www.cirrelt.ca). SafeTRIP will be participating in the following conferences by presenting papers, conducting talks or by simply having a presence to spread awareness of SafeTRIP. TRA (Transport Research Arena) is a conference that takes place every two years with TRA 2006 taking place in Gothenburg and TRA 2008 in Ljubljana. The next one (TRA 2010) will take place in Brussels. Its aim is to contribute to innovation for sustainable mobility in Europe, with a focus on greener, safer and smarter transport system. The main theme of the TRA 2010 - Sustaining Road Transport Mobility through innovation in Europe - offers an ideal platform for promoting SafeTRIP. TRA 2010 will take place from 7-10th June 2010. The ITS (Intelligent Transport Systems) conference brings together delegates from all around the world with interest in intelligent systems and services that are related to transport. The latest World congress held in Stockholm attracted over 8000 delegates and all modes of transport were represented. It also hosts an exhibition open to visitors in order to demonstrate the benefits of ITS in daily life. The topics for display include traffic management and control, positioning, navigation, traffic detection and monitoring. It is therefore an appropriate venue for a SafeTRIP exhibition. The next ITS World Congress will be held in Busan, Korea and takes place from 25-29th October 2010. HUMANIST is a network of excellence and a project funded by the Information Society Technologies Priority of the European Commission. Its main goal is to promote a Human centred design approach to technologies as applied to road transport and also to coordinate the academic research effort in the scientific community, by creating a European Virtual Centre. INRETS (Institut National de Recherche sur les Transports et leur Sécurité) of France, is a founding member of HUMANIST. (http://www.noehumanist.org). TRB (Transportation Research Board) is a US organisation, whose goal to promote innovation and progress in transportation through research. In an objective and interdisciplinary setting, TRB facilitates the sharing of information on transportation practice and policy by researchers and practitioners; stimulates research and offers research management services that promote technical excellence; provide expert advice on transportation policy and programs; and disseminates research results broadly and encouraged their implementation.

The programme is supported by state transportation departments, federal agencies including the component administrations of the U.S. Department of Transportation, and other organizations and individuals interested in the development of transportation. The Transportation Research Board (TRB) 89th Annual Meeting was held in Washington, D.C. on January 10-14, 2010. The programme attracted more than 10,000 transportation professionals from around the world (www.trb.org). SafeTRIP will also report results from its scientific research in relevant technology and transport related magazines and journals through publications. The IEEE Communication magazine is considered by many to be the prime source of timely information on all aspects of communication including technology, systems and services. It has a special series known as Automotive Networking Series which is published twice a year with issues in May and November. It addresses the topic of vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communications. All submissions are peer reviewed. This series has an open-call and therefore accepts articles all year round. The Traffic Technology International publishes an issue every two months and has a global readership. It also publishes TollTrans which is its annual review of toll system technologies. The International Bridge, Tunnel and Turnpike Association (IBTTA) - founded in 1932 - is the worldwide alliance of toll operators and associated industries that provides a forum for sharing knowledge and ideas to promote and enhance toll-financed transportation services. IBTTA consists of hundreds of members in 25 countries on six continents. In addition to the United States, there is significant representation from European toll operators in Italy, France, Spain and Portugal as well as Australia, South Africa, Japan and Brazil. IBTTA members are leaders in technological innovation with expertise in the ways technology is reshaping road financing, organizational models and service delivery. In addition to the annual congress (the 78th IBTTA 2010 Annual congress will be held in San Diego, September 12-15), IBTTA organises dedicated conferences on financing, operations, maintenance and technology (www.ibtta.org). Tollways is the Journal of IBTTA, published and distributed three times a year, to its member company representatives as well as to members of Congress and key policy makers at the federal, state and local levels of government. The ISI (Integrated Satcom Initiative) is an industry-led action forum designed to bring together all aspects related to satellite communications. ISI addresses various forms of communications (e.g. broadcast, broadband and mobile satellite) and their convergence. It supports all forms of space communications and space exploration. ISI is determined to contribute to several EU and ESA policies, and to play an important role in building the knowledge-based economy and services for EU citizens. (http://www.isi-initiative.org).

1.3.2. TECHNOLOGY STAKEHOLDERS

There is provision within SafeTRIP to develop an Open platform that will interact and integrate with existing technologies (such as the e-call) as well as potential systems from ongoing EU-funded projects. There will be opportunities for equipment manufacturers as well as software houses to ‘plug’ into the SafeTRIP platform. The SafeTRIP Open Platform will allow for the development of different types of applications through the use of an open API.

Technology Companies As SafeTRIP will provide an interface to the services it supports, a wide range of applications are possible. Equipment manufacturers would be able to interact with the ‘green’ box by plugging-in new devices such as entertainment/gaming consoles, sensors (e.g. for CO2 emissions) and communication devices for the vehicle. However, technology companies working on the following systems will be the prime targets for the dissemination plan:

a. Traffic management systems b. Traveller information system c. Navigation systems d. Mobile devices applications (running on mobile phones, portable media players,

portable game stations).

Telecommunication Community The Integral Satcom Initiative (ISI) is an industry-led action forum designed to bring together all aspects related to satellite communications. ISI is an open platform, whose membership embraces all relevant and interested private and public stakeholders: many among the SafeTRIP partners are already members of the ISI, and participate in the activities of the forum. ISI addresses broadcasting, broadband, and mobile satellite communications, as well as their convergence, in integration within the global telecommunication network infrastructure. Representative sectors of interest include ICT, Space, Security, Transport, Development, and Environment. ISI supports the development of applications and services according to a user-centric approach, to enable all citizens to become full members of the knowledge-based society. ISI promotes open standards and international standardization approaches. ISI fosters wide adoption of common standards to enlarge markets, reduce costs and tariffs, facilitate interoperability and roaming, and ensure fair competition for the benefit of citizens, user communities and governments.

The SafeTRIP project has all the qualities to apply for ISI endorsement, and hopefully become an ISI project.

For all ISI Projects, ISI serves as a vehicle for dissemination and concertation. In particular:

• The ISI website will host links to all ISI projects websites;

• ISI will advertise the main outcomes and events related to the projects;

• A database of public presentations and deliverables of all ISI projects is shared among ISI members and ISI projects;

• Non-ISI Members participating in an ISI project are entitled to attend ISI meetings as observers;

• ISI can support project consortia in establishing links with other ETPs and respective members.

The ISI endorsement to the project shall not be seen as a replacement for or pre-emption of the official evaluation performed by the funding Organization. In fact, ISI intends to collaborate and cooperate with the European Commission, as well as with the European Space Agency (ESA), the EU and ESA Member States and Associated States, the National Space Agencies, International Organizations and other European Technology Platforms; the ISI Endorsement to a group of projects serves to monitor the ISI strategic research agenda implementation progress, to continue to provide useful feedbacks to funding Organizations for the preparation of new Work Programmes and calls, and to maximize the efficiency of funded RTD activities through sound coordination. This also allows exploiting synergies between different projects and at the same time to minimizing potential overlaps. (http://www.isi-initiative.org/). The ARTES programme - an initiative of the ESA (European Space Agency) - has been put in place to support the satellite telecommunication industry. Its goal is to evaluate the competitive situation between communication networks for location based services. There are number of projects that will be initiated through this programme and it is important for SafeTRIP to maintain the innovative edge in terms of communication by identifying collaboration avenues with certain relevant projects or by simply remaining informed about developments in this area. The Car2Car communication consortium is a non-profit industry driven organisation that was created by European vehicle manufacturers to provide support for equipment suppliers, research organisations amongst others. One of its main objective is to increase road traffic safety through cooperative ITS with Inter-Vehicle Communications supported by Vehicle-2-Roadside communications. It supports the creation of a European standard for future communication of vehicles spanning across all car manufacturers (http://www.car-to-car.org). Cross Fertilisation (WP 8.3) The cross fertilisation plan for technology is as described in Work Package 8.3. In addition SafeTRIP has identified a number of projects that will be analysed in more detail. We plan to reuse the results of those projects that have synergies with SafeTRIP. The effort will focus on the following projects for reasons described in the next section: J-ORTIGA, MIRESYS, SISTER, SAFESPOT, CVIS, PReVENT, TRACKS, COOPERS, SEVECOM, DENISE and INTRO. In addition, we will examine several projects concerned with safe mobility and use the ERTICO platform (www.ertico.com).

1.4. Travellers

We define traveller as being any EU citizen who uses the road network to travel. The trips undertaken by travellers can be within a country or across several EU countries. Travellers can be broadly categorised as drivers and passengers. However, it is quite likely that an individual traveller could be in the capacity of both driver and passenger at different times during a trip or during different trips in the same vehicle. As a target audience, we have identified the drivers of light weight vehicles (e.g. cars), passenger vehicles (e.g. coaches) and goods vehicles (e.g. truck). Many of those can be reached through the business stakeholders listed in Section 1.1 and the motoring organisations listed in Section 1.2.3. We have also identified the passengers of cars and coaches. We believe that safety on the road and, therefore, SafeTRIP is of interest to these travellers.

We believe that all travellers on long haul trips would be interested in technologies that will address their safety concerns during those trips. For example, in case of a breakdown or an emergency, they may like to be able to call for assistance and communicate using their native language irrespective of their location within the EU.

2 Objectives

The primary objective of the dissemination plan is to ensure a far reaching and broad awareness of the SafeTRIP concept and achievement at various stages of its lifetime. This awareness has three aims - envisionment, innovation and promote synergy. Envisionment is a technique from the usability domain to explain how technology would affect the lives of EU citizens. For instance, application scenarios will be used to help EU citizens develop a clear vision and understanding of what SafeTRIP is about. The outputs of SafeTRIP as described in the technical documents may not reach and communicate the vision to citizens. In order to share this vision, EU citizens will need to be presented with real applications that will exploit the SafeTRIP platform to promote road safety. In particular two key aspects need to be conveyed clearly - “What is SafeTRIP?” and “How does SafeTRIP improve the everyday life of EU citizens?” Through innovation, SafeTRIP will encourage the development of new applications and the use of information and communication opportunities that it has to offer. Once again, two key points need to be conveyed. Firstly, “How does SafeTRIP work?” - this will address the software and technical aspects of the operation of SafeTRIP platform. And secondly, “How is SafeTRIP better/different from existing platforms (e.g. satellite vs. Terrestrial operations)”? 2.1. Envisionment

It is crucial to communicate to EU citizens “What is SafeTRIP?” and “How does SafeTRIP improves the everyday life of EU citizens?” The general objective of the project is to improve the use of road transport infrastructure and to improve the alert chain (information/prevention/intervention) in case of incidents. To communicate this objective to EU citizens - in particular travellers - it is necessary to present application scenarios such as the following. Always Connected One of the major innovations in SafeTRIP platform is reliable connectivity. By combining satellite technologies and complementary ground networks, the driver and passengers can always communicate with the authorities and their friends. Current communication technologies in cars may fail due to problems of coverage. In case of breakdown, accident and emergency, it is vital to have a reliable means of communication in order to receive help. By providing a communication link that is superior in terms of coverage, EU citizens will enjoy a

peace of mind knowing that they are always “connected”. This is important for all types of travellers as described in Section 1 - individual drivers, commercial drivers and passengers. Entertainment on the Road Crossing Europe by car or coach can take longer than some intercontinental flights, yet there are much more sophisticated and pleasant entertainment options in flights. To combat boredom, SafeTRIP offers new entertainment options to passengers while they are on the move. It would be possible to receive several TV stations and video channels through the satellite downstream within the vehicle. And to satisfy the needs of interactive applications, an uplink allows for interactive TV. By keeping the passengers engaged in an entertaining activity, SafeTRIP reduces the stress on drivers and promotes safe trips. This scenario presents opportunities for entertainment businesses and also paints a fun picture about road trips for EU travellers. Localised Relevant Information SafeTRIP opens up opportunities for local businesses to advertise their services. EU travellers are able to receive information about points of interest such as restaurants, hotels and attractions within the region where they are travelling or taking a break during a long trip. These points of interests are updated live and travellers can receive up to date information and offers directly when they want and need it. Local businesses can therefore extend their customer base and attract potential customers by plugging into SafeTRIP. In addition, information about traffic conditions could be filtered based on the location of the vehicle so that only pertinent information reaches the travellers in a timely fashion. Often delays can be introduced when traffic information gathered over a large area has to be prioritised in order to be broadcasted over a short time slot. Reduce number of accidents Using SafeTRIP, fleet operators will be able to monitor the movement of dangerous goods vehicle and coaches. It would be possible to detect the use of wrong roads and wrong directions - in particular the use of roads that are not authorised or are dangerous for certain types of vehicle (e.g. roads crossing mountains or urban areas). It is also possible to monitor the driving behaviour of the driver to detect instances of inattention or simply a lack of attention to the road. Many accidents are caused due to tiredness of the driver on long haul trips. By providing a mechanism to monitor and advise the drivers to take breaks when required, SafeTRIP empowers fleet operators to take remedial measures to avoid accidents and save lives.

2.2. Innovation

One of the key to the success of SafeTRIP is the availability of relevant, interesting, innovative and useful applications for travellers. This success depends heavily on the understanding of SafeTRIP as an Open Platform which allows hardware/equipment manufacturers as well as application developers to plug into. By explaining what SafeTRIP offers in terms of reliable communication via a two-way channel coupled with accurate GPS tracking on board vehicles, the idea is to promote creativity in terms of equipment design to fit into the vehicle. Existing road safety systems rely on terrestrial networks to work and as a result suffer from problems related to coverage. where there is no GSM coverage. One of the key innovations in SafeTRIP is the use of a hybrid communication system that combines satellite communication with the complementary terrestrial network to offer a reliable link from most areas across Europe. Communicating this innovative angle to the scientific and technology community is key to promoting and enabling the conception and deployment of novel applications that were up to now only in the realm of research. It is important also to have a close relation with motoring organisations which can both provide valuable input and also support the SafeTRIP initiative by adopting and promoting it amongst its members.

2.3. Promote Synergy

Lastly, it is vital that SafeTRIP has a positive synergy with current EU projects and addresses their short comings with a view to meeting the targets as set out by the white paper “European Transport Policy for 2010: Time to Decide”. In order to create this political synergy, SafeTRIP has to interact on a regular basis with the Institutions identified in Section 1.2. First and foremost, SafeTRIP will strive to promote interaction with the commission’s eSafety programme - in particular the eCall initiative. The strength of SafeTRIP also arises from the direct participation of some partners (IMA, MAIF) in the consortium in the eCall initiative, which would support SafeTRIP’s awareness and understanding of the initiative. Secondly, the national transport departments of each EU members have key policies and agenda regarding development of their transport system in the future. For the success of SafeTRIP, there is a need to ensure that the benefits generated by the project are in line with and support the transport related policies of member states. Finally, SafeTRIP is very keen to align itself with the needs and aims of institutions grouping motorists and car manufacturers as described in Section 1.2.3. For instance, it is vital that the SafeTRIP platform can be interoperable with the technologies currently promoted by EU car manufacturers as well as gain acceptance within this community. Rather than being seen as a competing platform, it is essential that it is perceived as an enabling platform for the services that car manufacturers want to provide. It is by addressing the needs of existing and most current transport and safety related policies, that SafeTRIP will gain support and acceptance at a political level.

3 Communication processes and resources

When preparing a list of dissemination actions, the following questions typically need to be answered:

� Does the event match the objectives and targets of the dissemination? � Is the dissemination content relevant for the targeted audience? � What are the resources that could help in the action? � How can awareness of other partners be raised?

This chapter is intended to answer these questions by defining the procedures to be followed during a dissemination/communication action and by presenting a list of available dissemination resources.

3.1. Communication process

Dissemination activities are of major importance for SafeTRIP project. This task will last during the whole project duration and will imply all partners. As a consequence, in order to avoid confusion and misconceptions and enhance the quality of the presented material, all dissemination activities should follow a standard communication procedure. The general rules for handling of dissemination actions have already been defined in Section 8.3 of the Consortium Agreement signed by all partners. This procedure is refined and detailed in the following section; in case of any contradiction, the rules defined in the Consortium Agreement shall take precedence. It relies mainly on three entities: the Project Coordinator, the Technical Coordinator and the Project Core Group. It divides the dissemination activity into three categories:

� Official SafeTRIP dissemination action, e.g., poster, brochure, official project presentation at a conference.

� Normal dissemination actions, e.g., a partner presenting his achievements at a conference.

� Official SafeTRIP Dissemination Material (OSDM) based dissemination actions. Note that in case of any doubt the classification of the dissemination action is made by the Project Coordinator. A dedicated section for storage of dissemination forms and dissemination material shall be created within the WP8 area: “PROJECT WORK AREA/ WORK PACKAGES AREA/ WP8 Dissemi nation and Training/ Disseminations/”.

3.1.1. OFFICIAL SAFETRIP DISSEMINATION ACTIONS

Official SafeTRIP dissemination actions are actions targeted to present the SafeTRIP project. In general, these actions imply the involvement of more than one partner and are dedicated to the promotion of the project. The following are considered major dissemination activities:

� Exhibition stands and demos. � Project workshops. � SafeTRIP press release. � Public project presentations.

� Publications of articles on SafeTRIP in general. � Presentations in Conferences representing the project as a whole. � Participation in workshops and/or events under the SafeTRIP label. � Production of newsletters, leaflets, posters under the SafeTRIP label.

For official SafeTRIP dissemination actions, the participation of any Partner in an event shall be approved beforehand by the Core Group and a report concerning the activity shall be produced in order to keep track of the opportunities raised by the event/action. The process for submitting an official SafeTRIP dissemination activity is as follows:

1. Verify the relevance of the action with the Project Coordinator and the Technical Manager.

2. At least 30 days prior to publication, the Partner informs PC + TM + Core Group of a

dissemination event he wants to participate for SafeTRIP by: i. filling in the dissemination form (template in ANNEX 2) - the form shall indicate

which material will be used during the event ii. submitting a draft of the document.

3. The PC+TM+Core Group react within 14 days – several iterations with the Partner are

possible. The Core Group can approve, reject or ask for resubmission if they feel that acceptance criteria are not met. In case of approval, the Partner can proceed to the dissemination action. In case a resubmission is asked, the Core Group shall provide pragmatic remarks to allow a fast and effective resubmission. In case of conflicts, the Project Coordinator is in charge of finding a consensus between different partners.

4. Within 2 weeks upon completion of the action, the Partner uploads on to the VCM the

SafeTRIP dissemination form completed in part 2, together with the relevant dissemination material.

NOTE 1: The deadlines have been adjusted with respect to the Consortium Agreement. NOTE 2: If a Partner wishes to present or release material that has already been approved WITHOUT MODIFICATION then no approval is required; however steps 1, 2 and 4 of this procedure remain applicable (on an informative basis).

3.1.2. NORMAL DISSEMINATION ACTION

Normal dissemination actions are covered by Section 8.3 of the Consortium Agreement.

1. At least 30 days prior to publication, the Partner informs PC and all Parties concerned of a dissemination event he wants to participate for SafeTRIP by:

i. filling in the dissemination form (template in ANNEX 2) - the form shall indicate which material will be used during the event

ii. submitting a draft of the document 2. Any objection to the planned publication shall be made in accordance with the GA in

writing to the Coordinator and to any Party concerned within 14 days after receipt of the notice. If no objection is made within the time limit stated above, the publication is permitted.

3. Within 2 weeks upon completion of the action, the Partner uploads on to the VCM the

SafeTRIP dissemination form completed in part 2, together with the relevant dissemination material.

NOTE: If a Partner wishes to present or release material that has already been approved WITHOUT MODIFICATION then no approval is required; however steps 1, 2 and 4 of this procedure remain applicable (on an informative basis).

3.1.3. OSDM BASED DISSEMINATION ACTION

In order to simplify the approval of a dissemination action, Partners can use materials qualified as “Official SafeTRIP dissemination material” (OSDM). This label ensures that the resource contains non-erroneous and up-to-date information regarding the SafeTRIP project; and their usage WITHOUT MODIFICATION does not require the Core Group approval (see Section 3.1.1 Official Safetrip Dissemination actions and Section 3.1.2 Normal Dissemination Action). These resources can be found in the “PROJECT WORK AREA/COMMUNICATION MATERIAL” of the SafeTRIP VCM. Each Partner in the SafeTRIP Consortium can provide contents intended to become OSDM. The general rules applying to OSDM resources are:

� text written in English, concise and simple to attract the public attention. � images in good resolution (printable). � the Partner proposing a material is responsible to ensure that the authorisations to

publish the content are granted. The process to obtain the OSDM label is as follow:

1. Submission of the content to be labelled to the Project Coordinator, Technical Manager and Core Group.

2. PC + TM + Core Group can approve or ask for modification. In case an update is

asked, pragmatic remarks are provided, to allow a fast and effective resubmission.

3. Once the material is OSDM qualified, it will be stored in the SafeTRIP VCM under the section “PROJECT WORK AREA/COMMUNICATION MATERIAL/OSDM” and will be announced to all partners.

3.2. SafeTRIP Dissemination kit

The dissemination of the projects outcome will be made through modern communication media, such as the Web site, an Information Letter and a Project Final Workshop. In this section, the basic elements composing the SafeTRIP Dissemination kit are listed. These elements are OSDM certified and can be found on the SafeTRIP VCM under the section “PROJECT WORK AREA/COMMUNICATION MATERIAL/Dissemina tion Kit”. Note that the SafeTRIP dissemination kit will be enriched throughout the project, and the elements in the folder constantly refreshed and kept updated.

3.2.1. PROJECT LOGO

The SafeTRIP logo is to be used on every document or dissemination material produced by the Project. It serves the purpose of promoting the “graphic identity” of the project.

3.2.2. SAFETRIP POSTER

The SafeTRIP poster provides a concise and graphical overview of the SafeTRIP project’s concept. It will be used during dissemination events and workshops. It can be printed for communication matters or distributed electronically to scientist and stakeholders.

3.2.3. SAFETRIP WEBSITE

Today, the first communication tool for research project is the World Wide Web. The SafeTRIP team will put strong efforts to continuously improve and update the project web site. The SafeTRIP website address is www.safetrip.eu. It can be freely communicated by all partners to ensure the promotion of the project.

3.2.4. SAFETRIP PRESENTATION

A PowerPoint presentation of the project is available in the SafeTRIP dissemination kit. It covers all project aspects and can be used during conferences and workshop. This material will be updated during the project duration and can be used as a basis for creating more specific presentations of the project.

3.2.5. SAFETRIP BROCHURE

The SafeTRIP brochure provides a concise overview of the project. It contains technical and commercial information as well as the list of partners. It can be easily printed and assembled without the use of professional printers. It will be distributed during events, workshops and conferences.

3.3. The EU rules for Dissemination

The adherence to the Communication Process procedure described in this document and of the Dissemination Form are at the base of the fulfilment of the EU/FP7 guidelines for the dissemination/exploitation activities. Some mandatory project deliverables are required: the Periodic and Final Report listing all the dissemination/exploitation activities of the project results. Moreover, the EU/FP7 guidelines for dissemination activities and publications require some specific attention to the presentation of documents: here below are reported the main guidelines.

3.3.1. DISSEMINATION

� Optimal dissemination/use/exploitation of the project results should be ensured � A coherent strategy should be set up � Periodic Report: shall include a publishable summary � Final Report: a final publishable summary report covering results, conclusions and

socio-economic impact of the project � For all Deliverables: please provide a result-oriented Executive Summary � Scientific publications relating to project outcome s shall be provided to the

EC � Periodic Report: shall include a publishable summary.

3.3.2. PUBLICATIONS

Appropriate measures should be taken to ensure suitable publicity for the project and highlight the EC financial support. In particular 3 conditions apply for Publication:

� All beneficiaries should agree to the publication � EU/FP7 logo should be included � The publication should state a financial contribution by the Commission and states

that it reflects only the authors’ view.
