4.1.2 Aéronef immatriculé à l’étranger dans un pays membrede l’OACI :

Une autorisation préalable n’est pas exigée. Toutefois unplan de vol doit être adressé au moins 06 Heures pour lesvols IFR et 12 Heures pour les vols VFR avant le départ del'aéronef de l'étranger à :

- La Direction du Transport Aérien par réseau RSFTA(GMMRADTA) ;

- ACC de CASABLANCA (GMMMZQZX) ;- Aux Aéroports d'escales prévus et aéroports

internationaux du MAROC.

Par contre, la desserte des villes de Laâyoune, Dakhla,Guelmime, Tan-Tan et Bouarfa exige une autorisationpréalable de la Direction du Transport Aérien.

4.1.3 Aéronefs immatriculés dans les pays non membres del'OACI :

Une autorisation préalable est exigée. Dans ce sens lademande doit être présentée par la voie diplomatique.

Les pièces et les renseignements suivants doivent êtrejoints à cette demande :

Nom ou raison sociale de l’exploitant ; Propriétaire de l’aéronef (si l’exploitant n’est pas propriétaire de

l’aéronef, fournir une copie de l’autorisation d’exploitation del’aéronef à destination du Maroc délivrée par le propriétaire) ;

Nom du pilote et N° de son passeport ; Type et immatriculation de l’aéronef ; Date, itinéraire et horaire complet du vol ; Objet du transport ; Chargement de l’aéronef :

▪ nombre de passagers▪ tonnage et nature du fret ▪ expéditeur du fret ▪ destinataire du fret

4.1.4 Les hélicoptères, les ULM, les planeurs, lesmontgolfières sont particulièrement soumis à une autorisationpréalable de la Direction du Transport Aérien.

Pour les montgolfières, le programme des vols prévus doitêtre déposé à la Direction du Transport Aérien 15 joursavant le départ de l’aéronef de l’étranger, avec en plus desdocuments afférents à l’aéronef, des renseignementssuivants :

- Date de la mission ;- Coordonnées géographiques du (des) lieu(x) des

vols ;- Zones des vols (rayon d’action) ;- Heure de décollage, durée de vol ;- Altitude maximum ;- Nombre de passagers ;- Attestation d'assurance responsabilité civile

couvrant les dommages causés aux tiers à lasurface et les passagers transportés.

4.1.5 Les vols suivants sont exempts d’une demanded’autorisation d’entrée au Maroc :

- Vols sanitaires ou avions ambulances ;- Vols d’urgence ;- Vols de secours en cas de catastrophe naturelle.

4.1.2 Aircraft registered abroad in a member state of theICAO:

▪ Number of passengers ▪ Amount and Nature of freight ▪ Freight sender ▪ Freight recipient

4.1.4 Helicopters, the ULM, gliders, montgolfiers aresubmitted to a previous authorization of the Directorate ofAir Transport.

For balloons, the schedule of expected flights must besubmitted to the Air Transport Authority 15 days prior todeparture of the aircraft from abroad, together withaircraft’s documents and following information:

- Date of mission;- Geographical coordinates of (the) location(s) of

flights;- Areas of flights (range);- Take off time, flight duration;- Maximum altitude;- Number of passengers;- Civil liability insurance certificate covering damage to

third parties on the surface and passengers carried.

4.1.5 The following flights do not need a clearance to enterinto Morocco:

- Medical flights or air ambulances;- Emergency flights;- Rescue flights in the event of natural catastrophe.



Le plan de vol sera considéré comme préavis d’entrée auxorganes de contrôle de la circulation aérienne.

4.1.6 Rallye aérien

A - Appareils motorisés

1. Engagement du demandeur conforme au spécimende l’annexe 1 de l’instruction technique relative àl’organisation de l’aviation légère et sportive auMaroc ;

2. Formulaire de demande d’autorisation de survol etd’atterrissage, dûment renseigné tel que spécifié enannexe 3 ;

3. Programme de séjour et d’animation pour chaqueétape ;

4. Coordonnées géographiques des points deréférence des sites hors aérodromes ;

5. Copies des passeports des participants (pour lesnationaux copies des cartes d’identité nationale) ;

6. Copies des documents suivants pour chaqueaéronef :

a. Certificat d’immatriculation de l’aéronef (pour les ULM, descartes et des fiches d’identification) ;

b. Certificat de navigabilité de l’aéronef en état de validité ouun document équivalent pour les ULM ;

c. Police d’assurance couvrant les dommages causés auxtiers à la surface,

d. Licences des pilotes en état de validité ;e. Certificats médicaux des pilotes en état validité, le cas

échéant ;f. Licences de la station de radiocommunication à bord des

aéronefs en état de validité.

B - Appareils non motorisés

2. Formulaire de demande d’autorisation de survol etd’atterrissage, dûment renseigné tel que spécifié enannexe 4;

4. une fiche descriptive des sites d’activité : Altituded’évolution ; Horaire de l’activité ; Liste desappareils ; Liste des participants ;

5. Copie des passeports des participants (pour lesnationaux copies des cartes d’identité nationale) ;Copies des documents suivants pour chaqueaéronef :

The flight plan will be considered as an entry notice to ATS.

Aircraft registered in a foreign State wishing to enterMorocco for tourism or other non-profit activities should onlyuse aerodromes open to public air traffic.

4.1.6 Air Rally

The organizer is required to submit to the Director of AirTransport an application for overflight and landingpermission 30 days before the start of the event,accompanied by a file containing documents andinformation listed below to the following address:

A - Motorized aircrafts

1. Involvement of the applicant conforms to thespecimen in Annex 1 of the technical instruction onthe organization of general aviation and sport inMorocco;

2. Request form for permission to overfly and land,duly completed as specified in Annex 3;

3. Stay program and activity for each step;4. Geographical coordinates of points of reference

sites outside airfields;5. Copies of participants passports (for nationals:

copies of national identity cards);6. Copies of the following documents for each

aircraft:

a. Registration certificate of the aircraft (for ULM, identification sheetsand cards);

b. Airworthiness certificate of the aircraft in a valid status or anequivalent document for ULM;

c. Insurance policy, covering damage caused to third parties on thesurface;

d. Pilot license in a valid status;e. Medical certificates of pilots in a valid status, if applicable;

f. License of the radio station onboard in a valid status.

B - Non motorized aircrafts

1. Involvement of the applicant conforms to thespecimen in Annex 2 of the technical instruction onthe organization of general aviation and sport inMorocco;

2. Request form for permission to overfly and land,duly completed as specified in Annex 4;

3. Stay program and activity for each step;4. A listing of activity sites : Maneuvering altitude;

Schedule activity; Aircraft list; Participant list;

5. Copies of participants passports (for nationals:copies of national identity cards); Copies of thefollowing documents for each aircraft:



a) Certificat d’immatriculation pour les planeurs et les ballons ;b) Certificat de navigabilité en état de validité pour les planeurs et

les ballons ;c) Licences des pilotes en état de validité pour les planeurs et les

ballons ;d) Police d’assurance couvrant les dommages causés aux tiers à

la surface ;e) Licences de la station de radiocommunication à bord des

aéronefs en état de validité.

4.1.7 Utilisation des pistes à usage restreint :

L’intéressé est tenu à adresser une demande d’autorisationde survol et d’atterrissage à Monsieur le Directeur del’Aéronautique Civile, et un dossier 20 jours minimum avantle jour sollicité.

A- la demande doit comprendre les renseignements

suivants :1. Le jour ou les jours sollicités pour effectuer le vol ;2. Type et immatriculation de l’aéronef ;3. Coordonnées géographiques de la piste

sollicitée ;4. Coordonnées de l’organisateur (adresse, e-mail

et fax).

B- Le dossier doit contenir pour chaque aéronef les pièces

suivantes :1. Copie de la licence du pilote en état de validité ;2. Copie des passeports des passagers et pilote ;

3. Pour les ULM ou les para moteurs : copies descartes et des fiches d’identification. Pour les avions,hélicoptères et montgolfières : copies des certificatsd’immatriculation et de navigabilité;

4. Copies des polices d’assurance des aéronefs etnotamment celles des dommages causés aux tiersà la surface.

N.B : L’utilisation des pistes à usage restreint dans uncadre de vol privé est subordonnée à un paiement d’une taxede 100 dirhams par jour par aéronef.

4.1.8 Vols effectués par les avions d’Etat étrangers.

1. Généralités

On entend par aéronef d’Etat, les aéronefs affectés à unservice public, tels que les aéronefs militaires, de douane oude police.

Les aéronefs civils utilisés, d’une manière permanente outemporaire, pour un service public sont réputés aéronefsd’Etat.

a) Autorisation

Le survol du territoire Marocain et/ou espace aérien s’élevantau-dessus de la haute mer dans les limites de la FIR deCASABLANCA par les aéronefs d’Etat étrangers, oul’atterrissage sur le territoire Marocain des dits aéronefs sontsoumis à une autorisation préalable du gouvernementdélivrée dans les conditions fixées par les dispositionssuivantes :

a. Registration certificate for gliders and balloons;b. Airworthiness certificate in a valid status for gliders and balloons;

c. Pilot license in a valid status for gliders and balloons;

d. Insurance policy , covering damage caused to third parties on thesurface;

e. License of the radio station onboard in a valid status;

4.1.7 Utilization of runways with limited use:

The concerned is required to submit, 20 days before therequested date, an application with attachments foroverflight and landing permission to the Director of CivilAviation.

A- The application must include the following information:

1. The day or days requested for the flight;2. Type of aircraft and registration marks;3. Geographical coordinates of the runway requested;

4. Organizer Contact Information (address, email andfax).

B- Attachments shall contain the following documents foreach aircraft:

1. Copy of pilot's license in a valid status;2. Copies of passengers and pilots’ passports;3. For ULM or paramotors: Copies of identification’s

sheets and cards. For aircraft, helicopters andballoons: copies of registration and airworthinesscertificates;

4. Copies of insurance policies including those ofaircraft and damage to third parties on the surface.

N.B: The utilization of runways with limited use by a privateflight is subject to payment of a fee of 100 dirhams per dayper aircraft.

4.1.8 Flights done by the foreign State aircraft.

1. General

It is meant by State aircraft, aircraft used in a public service,such as military, customs or police aircraft.

The civilian aircraft used, permanently or temporarily, for apublic service are reputed State aircraft.

a) Authorization

Overflight of Moroccan territory and/or in the airspace overthe high seas within CASABLANCA FIR by the foreignState aircraft, or landing on the Moroccan territory of thesaid aircraft is submitted to a prior permission of thegovernment delivered in conditions fixed by the followingarrangements:

i) Autorisation permanente

L’autorisation permanente de survol ou d’escale est prévuepar un accord conclu sur la base de la réciprocité entre leGouvernement Marocain et le Gouvernement intéressé etconcrétisé par un protocole d’accord ou un échange delettres.

ii) Autorisation occasionnelle

Tout survol, ainsi qu’éventuellement toute escale, qui n’ontpas fait l’objet d’une autorisation permanente, doivent donnerlieu à une autorisation occasionnelle.Sauf dérogation expresse du Gouvernement, lesautorisations ne peuvent s’appliquer à des aéronefs armésou dotés d’équipements de prise de vue.

Les demandes d’autorisation permanentes ou occasionnellesdoivent parvenir au MINISTERE DES AFFAIRESETRANGERES par la voie diplomatique au moins 10 (dix)jours avant la date de survol ou d’escale projetée.

Pour les aéronefs d’Etat étrangers stationnés au MAROC, leplan de vol transmis aux organismes de contrôle intéressés,avec un préavis d’une heure, tient lieu de demanded’autorisation.

Les demandes d’autorisation permanentes doivent comporterles renseignements suivants :

type et indicatif de l’aéronef ; nom du chef de bord ; nombre de passagers à bord ; nature de la mission ; date ; itinéraire ; escale(s) prévue(s) ; fréquence des vols (pour les demandes

d’autorisation permanente seulement).

Tous les renseignements complémentaires jugés utilespeuvent être fournis.

5. Mesures de sécurité publique appliquées

à l’aéronef

Un aéronef en provenance de l’étranger peut atterrir surn’importe quel aérodrome international du Royaume duMaroc à condition d’avoir été désinfecté au départ.L’exécution de cette mesure doit être dûment consignéedans la déclaration de santé de la déclaration générale.

Si, dans des circonstances spéciales, les autorités sanitairesjugent une seconde pulvérisation de l’aéronef nécessaire ausol, les passagers et l’équipage seront autorisés à débarquerauparavant.

i) Permanent authorization

The permanent authorization of overflight or stopover isexpected with a concluded agreement on the basis of thereciprocity between Moroccan Government and interestedGovernment and is concretised by a protocol of agreementor an exchange of letters.

ii) Occasional authorization

Any overflight, as well as possibly any stopover, that hasnot applied for a permanent authorization, should apply foran occasional authorization.Unless explicit derogation of the Government,authorizations can not apply to the armed aircraft orequipped with aerial photography facilities.

The permanent or occasional authorization requests mustarrive to the “Ministère des Affaires Etrangères” throughdiplomatic channels at least 10 (ten) days before theintended date of the overflight or of the stopover.

For Foreign State aircraft parked in MOROCCO, the flightplan transmitted to the interested control units, with a noticeof one hour, is considered as an authorization request.

The permanent authorization requests shall include thefollowing information :

type and indicative of the aircraft; name of the pilot in command; number of passengers on board; nature of the mission; date; itinerary; stopover(s) expected; frequency of flights (only for requests of

permanent authorization).

Any supplementary information judged useful shall beprovided.

5. Health requirements applicable to

aircraft

Aircraft arriving from abroad may land at any internationalaerodrome of the Kingdom of Morocco provided that theaircraft has been disinfected at the departure. This actionmust be properly recorded in the Health Section of theGeneral Declaration.

If, in special circumstances, a second spraying of theaircraft to be carried out on the ground is deemednecessary by the public health authorities, passengers andthe crew are permitted to disembark beforehand.
