this view:Several incidents tend to i l lus t ra te

(1) CUBELA reportedly had l e t i t be known for

some time that he wanted to defect . Word of such

incl inat ion could have gotten ·back to the GO . I f it

did, i t is unlikely that the GO would have le t him

continue to t ravel outside of Cuba under· those

circumstances.

2) CUBELA reportedly had al l the tools necessary

to carry out an assassination of C A ~ T R O , and probably

some opportunit ies, had he real ly wanted to do so.

Perhaps he· was sent by the GO to confirm whether

the U.S.G./CIA would support executive action - or to

confirm information possibly passed t.o the GOG /S oviets

3) CUBELA following arrest was given a rela-

as a prison physician, and drove around in a jeep

unescorted. Such treatment f GO is quite unusual

and, ·i f true, is an indicat ion that he was trusted ..
