    AbouttheProjectSponsor/ProjectOversight:TheSouthwesternCommissionisresponsibleforconsultant

    selectionandtheplanningprojectsdescribedherein. TheSouthwesternCommissionwascreatedinNovember

    1965byjointresolutionofthecountycommissionersofCherokee,Clay,Graham,Haywood,Jackson,Maconand

    Swaincounties,andtheregions16towncouncils. TheSouthwesternCommissionalsopartnerscontinuously

    withtheEasternBandoftheCherokeeIndians(EBCI),asovereignnationwithintheregion,onavarietyof

    initiatives. TheSouthwesternCommissionisoneof16RegionalCouncilsacrossNorthCarolinaandamong500

    plussuchorganizationsaroundthecountry. RepresentativesfromtheSouthwesternCommissionandtheNC

    DepartmentofCommerce,DivisionofCommunityPlanning(DCP),willactasthestaffteamforthisregional

    visioningproject.

    A

    group

    of

    regional

    representatives

    will

    serve

    as

    the

    project

    oversight

    team.

    Local

    teams,

    appointedbylocalgoverningbodies,willactastheplanningteamforthecomprehensiveplansinCherokee

    CountyandGrahamCounty. TheNCDOTwillassisttheSouthwesternCommissionwiththelogisticalcomponent

    oftheconsultantselectionprocessandwillprovidetechnicalassistancethroughouttheplanningprocess.

    Additionally,NCDOTwillprovideastaffmembertoassisttheplanningteamwiththeComprehensive

    TransportationPlanforGrahamCounty.

    Theattachedmaphighlightsthebroaderstudyareatheconsultantshouldconsiderintheplanningprocess.

    ProjectCompletion: ProjectdeliverablesshallbecompletedanddeliveredtotheSouthwesternCommissionno

    laterthanthedatesagreeduponinthefinalprojecttimeline,withfinalcompletiontobenolaterthanMay31,

    Appalachian

    Development

    Highway

    System

    (ADHS)andwouldcompleteamissinglinkintheADHSCorridorK. TheADHSCorridorKextendsfromI75near

    Cleveland,TennesseetoDillsboro,NorthCarolina.TheADHSwasproposedinthe1960stogenerateeconomic

    developmentinpreviouslyisolatedareas,supplementtheinterstatesystem,connectAppalachiatothe

    interstatesystem,andprovideaccesstoareaswithintheRegionaswellastomarketsintherestofthenation.

    Toaccomplishtheseobjectives,theADHSincludesconstructionofa3,090milenetworkthroughthe

    Appalachianregion.

    TheA9projectproposestorelocatetheportionofUS74thattravelsthroughtheNantahalaGorgealongthe

    NantahalaRiver. Thisareaisheavilyusedforaccessbywhitewatergroups,andisthemajoreastwestroutein

    thewestern

    tip

    of

    the

    state

    and

    for

    local

    traffic.

    From

    west

    to

    east,

    the

    relocated

    road

    is

    proposed

    to

    run

    from

    AndrewsinCherokeeCounty,NC,toRobbinsville(SectionA9A),RobbinsvilletoStecoah(SectionA9BC),and

    StecoahtoAlmond(SectionA9D)inGrahamCounty,NC. SectionA9Dwascompletedin2005. Collectively,

    theprojectisintheNCDOTStateTransportationImprovementProgram(STIP)asA9ABC. TheNCDOTsstated

    purposeistocompleteamissinglinkinCorridorK; provideafourlaneconnectiontoAshevilleandI40;

    improveeconomicandsocialdevelopmentbyprovidingbetteraccesstojobs,medicalfacilities,andeducational

    facilitiesoutsideofGrahamCounty;and improvesafetybyreducingtrafficonexistingroads. Thehistoryofthe

    A9projectislongandcontroversial. TheNCDOTsprojectwebsitedocumentsthetechnicalhistorythatledto

    theproposedalignment. Afterextensivestudiesandconsiderationofalternatives,theagenciesinvolvedinthe

    CorridorK/A9projectsNEPA/404MergerProcessarenotinagreementaboutthenextstepsfortheproject.

    ImplementationStrategiesandPlan

    Inordertoresolveconcernsandissues,theFHWAandtheNCDOT

    soughtassistancefromtheU.S.InstituteforEnvironmental

    ConflictResolution(theInstitute)inlate2010. InApril2011,the

    InstitutepublishedtheNorthCarolinaTransportationCorridorK,

    A9Project,AssessmentofthePotentialforInteragency

    Collaboration(MediationReport). TheMediationReportisthe

    impetusfor

    the

    regional

    vision

    outlined

    in

    this

    RFP.

    The

    MediationReportincludesanassessmentoffindingsthatidentify

    areasofagreementanddisagreement,interagencywillingnessto

    collaborate,criticalsuccessfactors,andrecommendations. The

    recommendationsencouragetheinvolvedtransportation

    agenciestohavebroaderdiscussionstoassesstheirwillingnessto

    reexamineearlieroptions. TheMediationReportencourages

    FHWAandNCDOTtogatheragencyleadersandmergerteam

    membersfordiscussionsthatreexaminethegoalsandneedsof

    theproject,thedriversforit,thefutureofSectionA,potential

    optionsfor

    addressing

    concerns

    about

    environmental

    impacts,

    possibilitiesforintegratingtransportation,environmental,and

    economicplanninginwesternNorthCarolina,andwhether

    proceedingwiththeprojectisfeasibleatthistime. Previous

    planningeffortsweregroundedintechnicalanalysis,butlackeda

    clearlydefinedcommunityandregionalvision. Therefore,before

    stateandfederalagencyleaderscanfullyreexaminetheA9

    project,leadersneedalocalvisionthatidentifiestheregionsgoalsandneedsandalsoexploreshowtointegrateregionaleconomicdevelopmentandenvironmentalprotectiongoalsandaddresseshowtransportationoptionscansupportthesegoals.Theprocesstodeveloptheregionalvisionshouldincludedialogue

    withoppositiongroupsandlocalbusinessleaders. Therefore,theSouthwesternCommissionseekstoidentifyaconsultanttoassisttheregionanditsstakeholdersinthedevelopmentofaregionalvision.C. AdditionalPlanningProjectsInlate2011andearly2012,CherokeeCountyandGrahamCounty

    madeplans

    to

    complete

    comprehensive

    plans

    with

    assistance

    fromtheDCP. Theregionalvisionprocessproposedhereinhas

    implicationsforthecountyplanningprojects. Therefore,DCP,the

    SouthwesternCommission,andleadersinbothcounties,with

    supportfromtheARC,theNCDOT,andtheFHWA,haveincluded

    thepreparationoftheCherokeeCountyandGrahamCounty

    comprehensiveplansinthisRFP. Additionally,theconsultant

    selectedforthisprojectwillworkwithGrahamCountyto

    SouthwesternNorthCarolinaRegionalVisionandComprehensivePlanningforGrahamandCherokeeCounty [3]

    completeitsComprehensiveTransportationPlan(CTP)toNCDOTstandards. Therefore,theSouthwesternCommissionseekstoidentifyaconsultantthatcanworkwithlocalcommitteesinCherokeeCountyandGrahamCountytodevelopcomprehensiveplansaswellasaComprehensiveTransportationPlaninGrahamCounty.

    consider

    performanceofthetransportationsystem,facility

    types,accessibility,safety,affordability,andthe

    availabilityoftransportationchoicesforavariety

    ofusers(e.g.rail,cyclists,pedestrians,mass

    transit,countytransitsystems,etc.).

    Thescenarioswillideallybemodeledafterthe

    FederalHighwayAdministrationScenarioPlanning

    Guidebook.

    VisionGoalTwoDeliverables:

    Writtendocumentationandpresentationoftwo

    tofourtransportationscenariosthatintegratethe

    topicsaddressedintheplan. Presentthese

    scenariostotheplanningoversightteamandthe

    publicinaseriesofscenarioworkshopsfor

    comment,beforeafinalscenarioisrecommended

    foradoption

    by

    local

    elected

    officials.

    Shortlistedfirmswillbenotifiedoftheirselectionearlyduringtheweekof

    July2,2012. Interviewswiththeshortlistedfirmswillbeheldlateinthe

    weekofJuly9.Inordertobeconsideredforselection,consultantsmust

    submitacompleteresponsetothisRFPbythespecifieddeadlines.Failureto

    submitallinformationinatimelymannerwillresultindisqualification. The

    A. PublicInvolvement1. TheconsultantwillutilizeaSteeringCommitteetoprovideinputandoversight

    throughoutthestudyprocess. TheSteeringCommitteewillincludeataminimum,

    representativesfromtheNCDOTTPB,HighwayDivision14,GrahamCounty

    Commissioners,TownofRobbinsville,TownofLakeSanteetlah,TownofFontana

    Dam,SouthwesternRuralPlanningOrganization(SWRPO),andothersuchmembers

    asdeemedappropriatebySWRPO,GrahamCounty,andNCDOT. Theconsultantwill

    beresponsibleforprovidingacommitteemeetingschedule,agenda,meeting

    minutes,andsupportmaterialssuchasmapsandgraphics. Theconsultantwillbe

    responsiblefor

    preparing

    clear

    and

    concise

    project

    briefings

    to

    present

    to

    the

    SteeringCommitteeateachmeeting.

    2. TheconsultantisresponsibleforworkingwiththeSteeringCommitteetodevelopaCTPVision,GoalsandObjectiveswhichmayincludeapublicsurvey,whichmaybe

    conductedincoordinationwiththeComprehensivePlansurvey.

    3. Theconsultantwillworkwithpresentthesocioeconomicdata(currentandprojections),visionstatement,andgoalsandobjectivestothegoverningboardsfor

    their

    review

    and

    approval.

    4. TheconsultantwillpresentaworkingcopyoftheGrahamCountyCTPtotheGrahamCountyCommissionersandthelocaltownboardsattheirmonthlymeeting

    forcommentbeforepresentingthedraftCTPtothepublic. Theconsultantwill

    produceallmeetingmaterialsincludingthedraftCTPmapsanddraftProblem

    StatementscreatedinaccordancewithNCDOTTPBGuidance. Theconsultantwill

    6. Theconsultantwillcompileallcommentsfromtheabovemeetings. TheconsultantwillpresentadraftplanforadoptionattheGrahamCountyCommissionerandlocal

    townboardmeetings. TheSWRPOwillberesponsibleforreceivingtheresolution

    adopted

    by

    the

    commissioners

    to

    include

    with

    the

    CTP.

    Note:The

    commissioners

    andlocalboardsareonlyadoptingtheCTPmaps.

    B. DataCollection/Update1. ForthedevelopmentoftheCTP,theconsultantwillberesponsibleforacquiringall

    supplementalinformationincluding,butnotlimitedtotrafficforecasts,

    TransportationImprovementProgram(TIP)projects,GraphicInformationSystem

    (GIS)layers. GISlayersinclude,butarenotlimitedtoDepartmentofTransportation

    layers,land

    use

    information,

    natural

    and

    human

    environmental

    layers,

    and

    boundaryinformation. Theconsultantwillberesponsiblefor fieldverificationof

    datawhereneeded(e.g.roadattributes).

    2. NCDOTTPBdevelopedcapacitiesandmethodologyshouldbeusedfordeficiencyevaluation.

    3. TheconsultantisresponsibleforprojectingsocioeconomicdatafortheCountywhichmustbeapprovedbythelocalofficialplanningboards.

    C. Documentation1. TheconsultantwillcoordinatewithNCDOTTPBtogathertheproperproceduresfor

    conductingCTPdocumentation. TheprocedureswillbeprovidedbyNCDPTTPB

    staffinwrittenform. TheconsultantwillcontactNCDOTTPBwithanyclarification

    orquestionsregardingtheprocedures.

    2. TheconsultantwillberequiredtocompleteaGrahamCountyComprehensiveTransportationPlanReportinaccordancewiththeCTPReportPrepareandDistributeprocedure. Elementsofthereportshouldbecompletedatspecified

    intervalsduringthedevelopmentoftheCTP. Thereportwillbefinalizedafterthe

    CTP

    has

    been

    adopted

    by

    the

    NCDOT

    Board

    of

    Transportation.

    The

    consultant

    will

    beresponsibleforproducingallelectronicandhardcopiesofthereportfor

    distributiontoallrelatedparties. TheconsultantwillintegratetheCTPwiththe

    GrahamCountyComprehensivePlandocuments.

    D. ExpectedOutcomeTheexpectedoutcomeoftheGrahamCountyComprehensiveTransportationPlanisto

    identifytransportationdeficienciesintheplanningareanowandin2040andprovide

    recommendationstoaddressthesedeficiencies.
