State Plan for Student Achievement Awards

• Growth measures individual student growth from Spring to Spring and compares like to like to establish a growth percentile. Schoolwide growth percentile is based on school median.

• Excellence based on scale scores, which are converted to standard scores for comparison.

Local Measure of Student Achievement Process Steps

(b) Local shares shall be awarded to certificated employees based onperformance. Each board of trustees shall develop a plan for awardinglocal pay for performance shares in consultation with certificated employees. Local share awards to certificated instructional employees shall be based on the performance of groups of such employees, unlessthere is only one (1) such employee in the school district. No employeeshall receive more than one (1.00) local share.

PFP Local Student Achievement MeasuresQuestions to Consider

Local share awards shall be based on one or more of the following measures:

• Student test scores • Student graduation rate• Student dropout rate• Percent of graduates attending postsecondary education or entering military service• Making federally approved yearly progress• Number of students successfully completing dual credit or advanced placement classes• Percent of students involved in extracurricular activities• Class Projects• Portfolios• Successful completion of special student assignments• Parental involvement• Teacher-assigned grades• Student attendance rate• Other measure determined by District and approved by SDE

Leadership Awards shall be based on one or more of the following measures:• Teacher or other instructional staff mentoring• Content leadership• Lead teacher• Peer teaching coach• Content specialist• Remedial instructor• Curriculum development• Assessment development• Data analysis• Grant writing• Special program coordinator• Research project• Teaching professional development course• Service on local/state/national education committee or task force• Providing leadership to a professional learning community• Earning national board certification• Other criteria determined by district and approved by SDE• Duties related to student activities and athletics are not be eligible for leadership awards

PFP TimelineApril 2012•SDE will give districts/charters a list of schools/programs for which growth/excellence calculations cannot be made, such as PTE programs and “feeder” schools. •Districts/Charters will determine where to allocate certificated FTE in these programs and report to SDE.

June 2012•State will release dry run of hypothetical FY11 PFP growth calculations, quartile rankings by school and state share awards by employee.

September 1, 2012•SDE will give districts/charters a dry run of FY12 PFP growth and excellence calculations, quartile rankings by school and state share awards by employee. •Districts/Charters submit local FY13 PFP plan.

PFP TimelineOctober 1, 2012•Deadline for districts/charters to submit corrections of September 1 dry run data to SDE.

Late October 2012•SDE will notify districts/charters of official FY12 PFP growth and excellence calculations, quartiles rankings by school, the total amount of money each district/charter will receive and state share awards by employee.•SDE will provide districts/charters with approval/disapproval notification regarding local FY13 PFP plans.

PFP TimelineNovember 15, 2012•SDE will make PFP payments to districts/charters by no later than this date. SDE will distribute funds ($38.8 million) between November 7th and 15th, assuming Proposition 2 referendum vote is a “yes.”

December 1, 2012•Districts/Charters with disapproved local FY13 PFP plans will submit revised plans.

December 15, 2012•Districts/Charters will make lump sum payments of PFP funds to eligible employees by no later than this date.

amounts for 2013-2014.

November 15, 2013• State will distribute Student Achievement, Hard-to-Fill

Position & Leadership Award funds ($52 million).Board of Trustees may determine leadership award recipients

and duties at any time. Leadership Awards are to be paid upon completion of the additional duty.

Pay for PerformanceImplementation

• Leadership awards can be given to individuals.• Hard to fill positions must be given to a

category of positions. Districts cannot single out one teacher in math, special ed, etc.

• Rewards for hard to fill can vary by subject.• State student achievement shares are earned

school wide, local shares by group.

Pay for Performance FAQs

• What happens if a teacher earns a bonus but moves to another district or state, retires, or cannot be found?

Forward the bonus to the teacher’s new address (if a new address exists). If the teacher cannot be found by the time the next year’s bonuses are awarded, the funds should be rolled into the next year’s available bonus funds and redistributed.

Pay for Performance FAQs

• If a district wants to amend a previously submitted plan, how and when can they do that?

A new plan may be submitted each year by the annual September 1 deadline. In addition, SDE will allow districts to revise a submitted plan mid-year to change the level of each goal and the local share awards for each goal (but not the measure used), if the measure has not yet been taken.
