The Leadership Challenge by James M. Kouzes and Barry Z.Posner, published by JosseyBass Publishers, San Francisco, California,1995.

Past works on leadership have sometimes been dry anduninspiring. In contrast, The Leadership Challenge is captivating andinformative. The authors condense years of research on the topic ofleadership into a well-organized, easy-to-read, jargon-free text. In fact, each section can serve as a reference to a specific area of leadership,

making the book more like a handbook, or, in the authors' words, a"field guide." Research and practical examples that do not bog down thereader in statistical formulas or complicated charts and graphs back theprinciples set forth in the book.

the department, leaders set an example for others by the way theyperform their duties, wear their uniforms, and treat the public. Outsidethe department, such programs as community-oriented policing lendthemselves to innovative leadership initiatives that may come from thechief or patrol officers or any position in between. In fact, the authors

provide a compendium of leadership skills, traits, and examples thatopen readers' eyes to their potential as leaders regardless of their jobdescriptions or what level they may occupy in the rank structure.

Several of the authors' principles may seem contrary to traditionalpolicing philosophies. For example, the authors maintain that everyonecan and should become leaders in given situations, and they citeseveral examples in which productivity and quality rose as employeesreceived more authority and responsibility. This seems to contradicttraditional policing, where departments have hierarchical structures, and power and authority flow down from the top. But as the authorspoint out, "We become the most powerful when we give our own poweraway."
