ORDER
Mr. James B. Stegeman filed this complaint against U. S. District JudgeWilliam S. Duffey, Jr. pursuant to Chapter 16 of Title 28 U. S. C. §352(b)(1)(A).
In this complaint Mr. Stegeman complains that while presiding over
district court cases 06-02954 and 08-01971 that Judge Duffey ignored his statusas a member of a protected class, subjected him to prejudicial and biasedtreatment, ignored federal rules of law, falsified evidence, ignored perjury,refused to recuse himself, improperly found in favor of the defendants andrefused reconsideration.
The allegations of this Complaint are "directly related to the merits of adecision or procedural ruling" or " are based on allegations lacking sufficient
evidence to raise an inference that misconduct has .occurre~Aor both. Therefore,ursuant to Chapter 16 of Title 28 U. S. c. § 352(~(l)(A)A1ls Cqrnplaint isDISMISSED.

ORDER
Ms. Janet D. McDonald filed this complaint against U. S. District JudgeWilliam S. Duffey, Jr. pursuant to Chapter 16 of Title 28 U. S. C. §352(b)(1)(A).
In this complaint Ms. McDonald alleges that Judge Duffey is biased andprejudiced against Pro Sc litigants, made untruthful statements designed to
discredit her, allowed perjury and the use of forged papers because of pastrelationship with defendants, improperly dismissed case No. 08-CV·01971, andmade decisions on evidence which only a jury should have been allowed tomake.
The allegations of this Complaint are "directly related to the merits of adecision or procedural ruling" or " are based on allegations lacking sufficient
evidence to raise an inference that misconduct has occurred" or both. Therefore,
