2017 MILO LITTLE OLYMPICS REGIONAL COMPETITION GENERAL RULES

The MILO LITTLE OLYMPICS is the DEVELOPMENTAL version of the Summer Olympic Games and is open to all students, male or female, in the Elementary and Secondary Division of public and private schools in the Philippines. 1. The MILO LITTLE OLYMPICS will feature the following 15 sporting events in the Elementary and

Secondary Division:

2.1. Registration for schools will start 45 days before the opening date of the regional competition. 2.2. Deadline of submission of entries will be 7 days before the opening date of the regional

competition.

3. Sporting systems and formats to be used are:

4. Competitions are divided into two (2) divisions:

4.1. 12 and under division for Elementary Students (Grades 1-6, ages 7-12). The cut-off year of which

is the year 2005. 4.2. 16 and under division for Secondary (Grades 7 to 10, ages 13-16) provided they will meet the age

cut-off. The cut-off year of which is the year 2001.

5. A school must enter in a minimum of three (3) sporting events per division to be accepted in the MILO Little Olympics.

6. All schools are required to submit a folder per sport, containing the following:

6.1. Four (4) pieces of a recent (2 x 2) photo of all participants (including the coach), with the corresponding names and designations (e.g. team captain/s, coach) indicated below each. Scanned pictures must be printed in photo paper.

6.2. One (1) registration form for each of the student athletes, properly filled-up and duly certified by the particular team coach and the school registrar or principal.

6.3. Philippine Statistics Authority (PSA) or NSO copy of the birth certificate or passport for each of the

student athletes.

6.3.1. Photocopy of PSA/NSO certificates previously reviewed with Certified True Copy stamp of the MLO Regional Organizer from previous year will be honored.

6.4. Photocopy of Form 137.

6.4.1. In lieu of Form 137 for schools with a change in calendar year starting August 2017, an exception will be made if a Certification from the School Head will be provided.

6.5. Certification from the school Principal/Registrar that THE COACH is a bona fide employee and/OR an officially designated coach.

6.5.1. For contact sports, namely Taekwondo and Karatedo, a certification from the school principal or registrar that the coach is accredited by the national association that he or she is accredited with must be submitted .

7. Additional registration requirements are as follows:

8. Failure to complete the required registration documents by the set deadline will result in automatic

disqualification.

9. Competitions will be held at the City/Provincial Sports Complex. Other venues outside the complex may be used if necessary.

10. All competing student athletes shall take part in the Opening Ceremonies. During the ceremonies, Plaques of Recognition shall be awarded impromptu to the top three (3) schools for both Elementary ahd Secondary, for the following categories: 10.1. Biggest Delegation of athletes and school officials physically present 10.2. The School with the Loudest Cheer and most supporters 10.3. Best in Marching Parade and Saludo 10.4. Most Disciplined Delegation 10.5. Miss MILO Little Olympics Please refer to attached mechanics indicated in Annex “A”.

11. Participants must follow the rules and regulations the Event Organizer has set for their sport. Any athlete and/or coach guilty of cheating, misrepresentation, or conduct unbecoming of a sportsman shall be disqualified and banned from participating in all future MILO sports events as per recommendation of the Tournament Manager to the Event Organizer.

12. A secretariat office will be organized by the Event Organizer to provide assitance and entertain inquiries on general information, official results, and medal tally, but not inquiries or protests on technical matters. It will also entertain inquiries or protests on eligibility, but will only do so during the MILO Little Olympics solidarity meeting. Coaches who do not attend the solidarity meeting forfeit their right to question the rules and regulations approved during said meeting. The secretariat will not entertain any inquiries or protests on eligibility thereafter.

13. All inquiries and protests regarding technicalities of each sporting event must be directed to Tournament Managers only.

14. Any protest by the schools involving age, filed during the competitions, will not be entertained. However,

the Event Organizer and Tournament Managers reserve the right to disqualify any athlete found overage with or without the proper counter-documents during the competitions.

15. Any formal, written protest on technicalities during the competitions may only be filed by heads of

schools or authorized coaches.

16. The requirements for filing a formal protest are: a PhP 5000.00 non-refundable protest fee, a written protest duly signed by the school head or authorized coach, and attached evidence. All documents should be submitted to the Tournament Manager or his authorized assistant (as approved by the Event Organizer) within 30 minutes after the game in question. All burden of proof lies upon the protestee.

17. Any protest must be noted in the score sheet duly signed by officials of the game in question.

Supporting documents required should be submitted within 12 hours from the time the protest was noted. Failure to do so will deem the protest null and void. Also, protests should not interrupt the schedule of games. Only the concerned Tournament Manager can decide if the protest is worth the postponement of certain scheduled games.

18. Games should have a minimum of four (4) participants/teams to proceed. If the minimum is not met,

the Event Organizer may cancel the said sport with proper notice to the Tournament Manager and the participants.

19. The MILO Little Olympics will apply the General Championship Points System. Please refer to attached

table indicated in Annex “B”. 20. The Sponsor and Event Organizer will not be held responsible for any injury an athlete may sustain

before, during and after competition. However, in case of injury, first-aid will be provided for participants during the event.

21. There will be two (2) sets of overall winners – one for the 12 and UNDER Division and one for the 16

and UNDER Division. As a courtesy to the Sponsor and Event Organizer, and to give honor to the winning schools, an awardee/s must attend the Awarding Ceremony. Failure to do so will result in forfeiture of the award.

22. In case of typhoons, natural calamities, and other fortuitous events, the Event Organizer has the right

to determine whether all games will be cancelled or postponed to a later date, with due notice to the heads of schools or authorized coaches.

23. The MILO Little Olympics is privately organized. It does not necessarily need to seek sanction from

any of the National Sports Associations (NSAs). The Event Organizer shall operate on its own merits and appoint its own technical staff.

24. The Event Organizer reserves the right to accept or deny participants, modify any of the above rules

and regulations as it deems necessary to ensure the success of the MILO Little Olympics.

25. The MILO Little Olympics competition is open to all bona fide students in Elementary and Secondary Division of the official list of participating schools. Individuals or sports clubs/groups are not qualified. Only authorized representatives (school principal/registrar) may enter their respective schools into the MILO Little Olympics.

26. Only schools belonging to their respective regions can compete in their assigned MILO Little Olympics

legs as follows:

26.1. North and Central Luzon Leg – Region 1, 2, 3 & CAR only 26.2. NCR and South Luzon Leg – NCR, Region 4A, 4B, & 5 only 26.3. Visayas Leg – Region 6, 7, 8 and NIR only 26.4. Mindanao Leg– Region 9, 10, 11, 12, ARMM & CARAGA only

27. Competitions shall be for Elementary and Secondary Division, with the observance of the following

restrictions:

27.1. Elementary students must compete in the Elementary Division only. The age limit for Elementary athletes is from 7 to 12 years old. The cut-off year of which is the year 2005.

27.2. Secondary students must compete in the Secondary Division only. The age limit for Secondary athletes is 16 years old. The cut-off year is 2001.

28. Student-athletes found to have violated the Eligibility Rules shall be prohibited from participating in all

future MILO events. The player forfeits his standing in the individual events, or in case of team events his/her team forfeits all games he/she had played on.

29. Event Organizer reserves the right to modify any of the above rules and regulations as it deems

necessary to ensure the success of the MILO Little Olympics.

30. The Event Organizer also reserves the right to disqualify any school which commits any act detrimental to the MILO Little Olympics.

ANNEX “A” MILO LITTLE OLYMPICS

A. BIGGEST SCHOOL DELEGATION MECHANICS

1. Contest is open to all participating schools in the MILO Little Olympics. 2. The school must have registered teams in a minimum of three (3) sports events as required in

the General Rules.

3. The school must participate in the Opening Ceremonies and show up with the most number of registered athletes together with their school officials.

4. Students must wear their school uniforms.

5. The counting is done in the Opening Ceremonies by a group of coordinators led by the secretariat

head.

6. The top three (3) schools in Elementary and Secondarywith the biggest delegation will receive a plaque of recognition during the Opening Ceremonies.

7. Awards are given separately for the Elementary and the Secondary Division.

8. The decision of the coordinators as confirmed by the Organizer will be final and non-

appealable.

9. Prizes to the top three (3) schools are as follows: 1st Place Php 5,000.00 worth of sports equipment + Plaque of Recognition 2nd Place Php 3,000.00 worth of sports equipment + Plaque of Recognition 3rd Place Php 2,000.00 worth of sports equipment + Plaque of Recognition

B. LOUDEST CHEER MECHANICS

1. The contest is open to all schools participating in the Parade of Athletes during the Opening Ceremonies of the MILO Little Olympics.

2. The school with the most number of supporters that will deliver the loudest cheer and get the

biggest impact from the crowd during the parade of their athletes in front of the main stage will win the following prizes:

1st Place Php 5,000.00 worth of sports equipment + Plaque of Recognition 2nd Place Php 3,000.00 worth of sports equipment + Plaque of Recognition 3rd Place Php 2,000.00 worth of sports equipment + Plaque of Recognition

3. There will be separate prizes for the Elementary and the Secondary Division.

4. The decision of the judges will be final and non-appealable. C. MOST DISCIPLINED DELEGATION MECHANICS

1. The contest is open to all participating teams with a minimum of 50 athletes joining the opening parade of the MILO Little Olympics.

2. The top three (3) teams in the Elementary and the Secondary Division displaying the most

order in column formation and being the most behaved in mobilizing from the parade assembly area to the designated ground venue assembly area during the opening parade of the MILO Little Olympics will win the following prizes:

1st Place Php 5,000.00 worth of sports equipment + Plaque of Recognition 2nd Place Php 3,000.00 worth of sports equipment + Plaque of Recognition 3rd Place Php 2,000.00 worth of sports equipment + Plaque of Recognition

3. A group of judges from the secretariat selected by the Regional Organizer will determine the winners based on the following:

Criteria for Judging Behavior 50% Order 50% -------------- T O T A L 100%

4. The decision of the judges will be final and non-appealable.

D. BEST IN PARADE AND MARCHING SALUDO MECHANICS

1. The contest is open to all the schools participating in the parade during the Opening Ceremonies of the MILO Little Olympics.

2. Each team should render a progressive salute in marching cadence at the designated starting

point and should not stop as they pass the VIP area of the main grandstand. Violation of this rule shall merit disqualification from the contest.

3. The top three (3) teams in the Elementary and Secondary Division who will have the best

execution will receive the following: 1st Place Php 5,000.00 worth of sports equipment + Plaque of Recognition 2nd Place Php 3,000.00 worth of sports equipment + Plaque of Recognition 3rd Place Php 2,000.00 worth of sports equipment + Plaque of Recognition

4. A group of judges from the secretariat of the Regional Organizer will determine the winner based

on the following:

Criteria for Judging Uniformity of Marching Movements 40% Saludo Execution 40% Visual Impact 20%

5. The decision of the judges will be final and non-appealable.

E. MISS MILO LITTLE OLYMPICS MECHANICS (Only for Regional Competition)

1. The contest is open to all female student-athletes of the participating schools of the MILO Little Olympics. She must be a registered member of any team of the participating schools.

2. For the Elementary division, she must be 12 years old and below. The cut off year is the year 2005.

For the Secondary Division, she must be 16 years old and below. The cut off year is 2001.

3. The contestant must attend the rehearsals schedule by the Organizer.

4. An endorsement from the heads of schools must be submitted to the Secretariat Office.

5. Candidate’s resumé must be submitted to the Secretariat Office not later than the date determined by the Organizer.

6. Candidates in the Elementary division must wear

a dominant white tennis sports attire and candidates in the secondary division must wear a dominant green tennis sports attire. Micro mini-skirts and exposure of the belly button are not allowed.

7. The use of false eye lashes, wigs (hair extensions), jewelries, and heavy make up during the finals is strictly prohibited.

8. Wearing of sandals and high heeled shoes

during the competition is strictly prohibited. Candidates must wear rubber shoes.

9. A five (5) point deduction will be imposed to those who will violate the guidelines nos. 6 & 7.

10. Presentation or arrangement of candidates will be determined by the Organizer through drawing of lots.

11. Candidates must report at the Opening Ceremonies Venue for pre-judging at the time specified by

the Organizer. Failure to do so will forfeit the candidates inclusion into the Miss MILO Little Olympics.

12. The decision of the judges is final and non-appealable. Absolutely, no contestants nor their

representatives shall be allowed to contact, in any manner whatsoever, any judge with the intention of questioning the Board of Judges’ announced decision.

F. MEDIA PHOTO CONTEST MECHANICS

1. Contest is open to all sports media/press photographers and their editors. 2. Photos of winning moment, human interest, side lights, or action shots must be featured in any

publication in order to qualify.

3. A copy of the photo (5R), published featured article together with the soft copy or negative and the details on when it was featured must be submitted to the Local Organizer of the MILO Little Olympics.

4. All entries must be submitted in an envelope with name and contact address. Markings at the back

of the photo entries is not allowed.

5. Deadline for submission of all entries shall be announced upon registration.

6. All qualified entries will be evaluated/judged at a date and time which will be announced upon registration.

7. Winning entries will be announced during the Awarding Ceremonies of the MILO Little Olympics. 8. The entries will be evaluated based on the following:

Criteria for Judging Thematic Relevance 50% Human Interest 20% Picture Quality/Clarity 20% Inclusion of MILO Logo 10% ------------- T O T A L 100%

9. The decision of the judges will be final and non-appealable. 10. Prizes are as follows:

1st Place Php 7,500.00 + Trophy (Photographer & Editor) 2nd Place Php 5,000.00 + Trophy (Photographer & Editor) 3rd Place Php 3,000.00 + Trophy (Photographer & Editor)

11. Photographers may enter as many entries as possible. All entries will automatically become the property of Nestle. Nestle shall have the right to use the entries in any way without any responsibility/liability to all participants.

G. CHEERDANCE MECHANICS

1. This contest is open to all participating schools in the MILO Little Olympics. 2. The competition is divided into two (2) divisions:

a. Elementary Division b. Secondary Division.

3. Each division will have a separate set of winners who will receive cash prizes and a plaque as follows:

a. Elementary Division 1st Place Php 15,000.00 worth of sports equipment + Plaque 2nd Place Php 10,000.00 worth of sports equipment + Plaque 3rd Place Php 5,000.00 worth of sports equipment + Plaque

b. Secondary Division 1st Place Php 15,000.00 worth of sports equipment + Plaque 2nd Place Php 10,000.00 worth of sports equipment + Plaque 3rd Place Php 5,000.00 worth of sports equipment + Plaque

4. All participants must submit a duly filled-up entry form of MILO Little Olympics. 5. Each team must have at least a minimum of 25 cheerdancers and a maximum of 50, including

propsmen.

6. Cheerdancers must show coordination, spirit, gracefulness, flexibility, and energy while doing their stunts, gymnastics and dance routine.

7. The cheer should:

a. Boost the pride of the school’s students delegation b. Communicate the importance of getting into sports c. Show how MILO gives the energy athletes need for sports

8. Performance: Time limit will be a minimum of three (3) minutes and a maximum of five (5) minutes including entrance and exit. Time will start on the first move made by the team or from any participant. Every excess second will merit a one (1) point deduction from the total score.

9. Pyramid-building and stunts will be allowed up to two levels only for safety reasons. Violation will

merit a five (5) point deduction from the total score.

10. The use of pyrotechnics/fire are strictly prohibited. Violation will automatically disqualify the team.

11. Drawing of lots will be done a day before the event at a venue and time specified by the Organizer during the registration. Participants will be informed accordingly. Late comers will automatically be disqualified from the competition. Call time for performers and cheerdancers will be one (1) hour before the start of the opening program.

12. Participants must be at the venue one (1) hour before the start of the opening program. Cued

music tapes/cds must be submitted to the musical director.

13. Decision of judges is final and non-appealable. Absolutely no participants/ contestants’ representative shall be allowed to contact in any manner whatsoever any judge with the intention of questioning the BOARD OF JUDGES’ announced decision.

14. The contest shall be open to a maximum of five (5) participants per division. Registration will be

on a “first come, first served basis”.

15. Criteria for judging: Performance 35% (Fluidity of movement, precision, coordination, (synchronization, & showmanship) Choreography, Creativity, Style, & Formation 30% Costume & Props 20%
