I asked Bob to circulate ALL the responses in this latest flurry of e-mails to the entire list not just those that supported his view but he never responded and I can only conclude that he does not want to do that So in the interests of full disclosure here is my response to Pat Parenteau Michael Veitchs response to Pat and Jeff Wolfes response to Bob Sorry to show your e-mail addresses again but not sure that any further harm is being done once they have already been disclosed Hope everyone comes to the meeting on Wednesday Cheers Margo

Pat I think the EPA is way out on a limb here This is NOT a threat to human health it is not even much of a threat to fish health supported by the fact that just a few miles downstream of this incredibly dangerous site people swim fish are stocked and children play in the river Superfund was supposed to be for the most dangerous mainly chemical sites in the country and this is just not one of them The idea that we have to go along with a $20 million cleanup JUST because we dont think there are any other ways to pay for the cleanup is ludicrous and a kind of blackmail And there are plenty of ways that the cleanup can make things worse- capping with dioxin-contaminated sludge fouling the air and sound waves and ruining the roads with 80000 or so truckloads of material going back and forth grading the tailings piles so that MORE not less acid tailings are exposed and washed downstream destroying an important historic site and burying (instead of using them for education and understanding) the legacies of crude extractive technologies Dont we want our children to see what we did to the land and to see how it might be corrected by natural processes7 Isnt it a shame that the science the EPA uses is about 20-30 years out of date7

That there are plenty of innovative and earth-friendly natural technologies that can be employed to clean up not only the water but the land as well7

There are other mining sites all over the country that are using these new ways why not the EPA7 Because they are still stuck in a dig fill cover

My experience with Ed Hathaway and the EPA dates back to the early 90s I was the TAG Coordinator for the cleanup of the Rockingham Superfund site We successfully stopped Ed from first spreading a soil material made up of dioxin contaminated paper sludge from Putney Paper mill sewage sludge from Lowell Mass WWTF crumb rubber and sand We held EPA to the Mass standard used to trigger immediate cleanup in soils which at the time was 28 parts per trillion The paper sludge tested in the mid 70 parts per trillion He tried again to bring in a soil material that included the sludge from Lowell They even went so far as to move it up to Walpole NH where it sat in a pile atop the largest fresh water aquifer north of Boston This material tested above the Mass threshold for dioxin as well and the material was not used as cover on the landfill Im not sure where that material ultimately ended up and Ed couldnt tell me either Its my understanding that some of the crumb rubber was used in one section of the cap I have made a few inquires into what the make-up of the capping soil material will be and no one seems to know Im also not sure if VT has set safe levels for dioxin in soils As of the early 90s they had not Im sharing my experience with you all in hopes that it will prevent contaminated soil material from being placed on the Elizabeth Mine

Dear Friends of the Mine Cleanup Issue

I remain perplexed as to why Bob wont distribute ALL views on the mine cleanup not just the ones he favors But since he wont it leaves the rest of us who are all on Bobs list but only have a voice if we agree to have to hit the reply to all button on our e-mail programs to get these aired The unfortunate result is that I cannot suppress the e-mail names But I guess I think that full disclosure is more important that hiding e-mail addresses that have already been disclosed by Bob By the way if any of you have opinions youd like to get out to the entire list let me know and Ill send them Margo

A friend of mine has aptly concluded that the proposed EPA cleanup of the Elizabeth Mine is supply driven ie the EPA looking for work will supply the resources That this is true is aptly demonstrated by a number of observations There is not a hazard to human life or health or the life or health of much else There are no recorded deaths or health situations related to the existence of the remains of the mine In fact humans swim and have swum in the runoff for some years without noticeable effect The government in fact stocks the river within a few miles of the site with trout which humans eat seemingly without ill effect The damage done to the environment whatever that means is much less pervasive than has previously been asserted At one time it was thought that the effects could be noticed as far away as White River Junction but the reality is that it is hard to notice them at the Union Village Dam It was thought that the rain water from the mine seriously affected the water quality in the Ompompanousuc In fact the water quality in the Pompy is already substandard above the mine and is apparently basic That being the case it might be claimed that the acidic water from the mine actually improves the water in the Pompy It has been asserted that there are heavy metals in the runoff when in fact there are no measurable heavy metals and the metals that are present are quickly dissipated While the original

effort was focussed on cleaning up the Pompy it has had to be refocused on cleaning up a relatively tiny section of the Copperas brook because the Pompy is not dirty enough Finally even in recent comment it is asserted that tons of materials are dumped into the Pompy Do we have any idea of how big a ton of material is9 Where are the holes from which this material has been leached7 Seems as though we should see some subsidence over fifty years That the discharge is harmful (in a closed system) is an observation which is wholly unsubstantiated What is going on at the mine right now is natures way of cleaning up It is not an accident that water is the liquid in which more thing dissolve than any otherlta quality completely at odds with its chemical makeup It may be that the environment whatever that means is being damaged but nature has a way of correcting that all by itself That total process is one about which we dont even know the questions to ask If it were that arsenic were being leached into the Pompy then we ought to do something about it but it isnt and neither is anything else that is producing demonstrable negative effects on the overall environment

So we are supposed to think that perhaps the EPA knows what it is doing in its proposal to cover it all over and forget about it or maybe not quite forget about it but maintain it in perpetuity Some thoughts on the wisdom of that strategy The EPA is the agency that gave us Klamath Falls the spotted owl the Manchester airport access road relocation and the Canadian lynx hoax to mention just a few It is claimed that the cover material (not dirt7) to be used will be dioxin (and presumably other contaminant) free How do we know that Do we think that perhaps the folks in Putney thought they were getting dioxin laden cap material9 If we test for dioxin how do we know all of the material is free of whatever we might not want up there The first duty of an organization is to perpetuate itself This is doubly true for government agencies which have no bottom line to put them out of business They do have a vested interest in making this work1 If it doesnt go they have spent $3 million for nothing It is claimed that the Superfund money is not tax money Perhaps not but you and I pay for it nevertheless It comes from corporations who contribute to the Superfund I wonder where the corporations get that money Finally how is it that the EPA does not have to do an environmental impact study on its own activities7 Is that not a dead give away Without even considering the political implications should not an agency charged with preserving the environment want to make sure they understand the effects of their proposal on the environment outside the supposed cleanup area7

This represents only a few of the glaring issues still left unaddressed in this project Here are some thoughts on the overall project The area is not particularly scenic as evidenced by the light traffic on the road going through the mine area Its not even paved1 Cleaning it up is not likely to improve that Nothing has suffered from the runoff in the fifty years since the mine closed except a small section of the Copperas Brook Who knows in another fifty years nature may have cleaned it up for us Things are growing up there even now But if we cover it all over it will still be there in fifty years perhaps waiting for a thin spot in the cap While it is romantic to think of the mine as an historic site (and I believe it is) do we really think that it can be turned into a viable historic project that people will patronize enough to make it self supporting If it is turned into a self guided site there will continue to be maintenance costs which will be born by the town as the state seems unprepared to produce any funding much less able to assure continuing funding

The mine site is not particularly attractive but it is a remnant of our past If it hasnt bothered anyone for fifty years that should be an

indication of the urgency of the problem We run the risk of disturbing fifty years of natural environmental restoration and making things worse Some say we are smart enough to ensure that doesnt happen Well it has happened elsewhere Are we to suppose we care more about our environment than they did theirs

Finally we are told that we owe it to our children to clean this place up I simply ask Can we find a single child in the Upper Valley or who grew up in the Upper Valley whose life has been blighted by the Elizabeth Mine I think not but there is the potential for real damage in not letting nature take its course Allan R Wylie South Strafford

Dear Bob and Others

I dont know what kind of list CASS has or doesnt have YOU made the list and since you started this business of sending out URGENT letters about the mine cleanup I just thought it was in the public interest to air all views not just the ones you favor If you and others dont like the opinions expressed there is nothing easier than hitting the delete button (see different opinion below from David Goudy) I find it curious that somehow we only want to hear views that we agree with If I felt that way I would have asked to be taken off your list a long time ago But I didnt because I felt it was all part of the process of staying informed on the cleanup This too is part of that process

I dont know what John is planning to do but I respect his right to do it if he feels its the RIGHT thing You felt it was the right thing to start this whole process pulling in the state and from them the EPA and you did it John never gave up his rights as a citizen just because he joined the EMCAG And who are you to say that hes going outside the process by trying to enlist support from other governmental authorities to put a stop to this Positions not supported by the local community Who says Hes got 250 signatures I havent noticed any referendum on this issue and I think if you had one you might be surprised by its results There are plenty of (silent) community members out there who think this whole thing is totally ridiculous and do not support the EPA plan

It IS an abuse of Federal money frankly Thats my opinion With limited funds this money could and should be spent on more toxic sites Saying that we should go ahead because you and your group have put 6 years into the process is nonsense Lots of people put many years into projects that may or may not come to fruition The point is that you tried to clean up the mess and maybe it turned into a bigger mess a much bigger mess than you had ever envisioned Good intentions by themselves are NEVER enough and more times

than not end up producing unintended consequences You dont really know what the end result of all this will be do you Can you assure me or anyone that the after all is said and done and $20 million spent that the water WILL be cleaner9 Maybe by moving all that stuff around youre actually going to make it worse AND have significantly negatively impacted the community in the process AND destroyed significant historic structures

There ARE alternative treatment options but the state and the Feds dont understand any other ways than the ways they do it now If you were listening you heard how the state guy put down the Gaia institute last night as if their proposal was so much childs play Yet none of us including you really understand the chemical and biological processes do we9 I think not We are all ignorant here in the face of nature but the EPA acts like they know whats going on because they are ENGINEERS and EXPERTS who are extremely skilled at telling the general public what is best for everyone based on a very limited understanding of how nature actually works Please dont try to tell me or yourself that these so-called solutions are anything more than the same9th century technological fixes that got us into this mess in the first place Just look around and show me what landfill what chemical waste facility what mine site is actually cleaned up I think youll find that they are indeed COVERED UP put out of sight but certainly not put back into pristine condition In the instances that there are significant toxic threats to human and animal health then scooping it up and carting it away does remove the hazard or some of it But what then9 Where does it go9 Does it get burned and sent up into the air9 Does it get put in a hole and covered up but maybe leach into ground water Does it get reprocessed and turned into roads and park benches I think you can get my drift It DOES NOT GO AWAY

The states assertion that capping the piles will last for hundreds of years is pure nonsense were talking tens of years not anything like a hundred years They havent even been in the capping business for a hundred years so have absolutely no idea how long these things last Ask them what the oldest cap in the country is and what kind of shape it is in (Check out the holes in steel walls of nuclear power plant containment vessels for how reliable all this projection into the future is )

The one recurring statement I heard last night was Lets just get on with this and get it done and over with1 and implying so I can go back to my regular life and forget that this ever happened But wait it DID happen and it IS still happening all over massive pollution from our lifestyle killing the planet everywhere But whatever we do we MUST pretend that it is not really happening the ice shelf falling off the species becoming extinct the native peoples wiped out the trees all cut down the rainforest eaten up our rivers and oceans poisoned and depleted of marine life Yes I agree there IS a pollution problem here Yes I agree that something should probably be done to reduce the acid drainage into the river But this is OUR problem us human beings who live right here and I for one refuse to go along with this massive (and literal) cover up Nor do I want to ship this stuff to some other place or import someone elses toxic legacy I am much more inclined to sit with the problem and watch what nature is doing to remedy it already and to then work with those processes Not only is this possible its the future The EPA is lost in an old way of thinking and an old technology We can do better and we should

respect and grant their right to their position are the clients of the EPA thereby providing it with a justification for its existence I think it is incumbent upon us all to note that the predisposition of the EPA is to do something

As to the rest of the EMCAG not seeing Johns point of view I think the reasons for that were demonstrated quite clearly last night In fact I would say that John is the only one on the EMCAG who does not have a close predisposition regarding the outcome of the study We have two landowners who can legitimately view this as government sponsored land development We have a resident who has not lived there since before the mine opened and moved in with her eyes open or should have as by the way should the land owners We have your conservation commission chairman who is obviously predisposed to conserve something We have the representatives of the Selectboards who want to get this thing out of their hair and see perhaps some additional benefits to the towns such as free road improvement or town garaging We have you who have poured your heart and soul into this thing for six years And we have John who represents citizens who dont have a vested interest in the land but do in the town (I do not mean to imply that the other folks do not care about their respective towns but we all have a priority of interest and it is hard for me to think that the land dwellersowners can see the potential damage to the surrounding area above their own financial or property interestsltespecially those absentee owners Its natural and I cant say I would not do the same in their position)

I dont necessarily believe that the EPA is lying though I dont discount the possibility However I do know that these projects get a life of their own How is Ed going to look if this whole thing folds up and he has spent $3 million to do nothing7 Wont look particularly good on his resume1 You yourself have admitted as much about yourself You have poured six years of your life into this and I have to admit that I would be hard pressed to give it up even in the face of strong evidence that I might have been wrong had I your investment I dont assert you are wrong only that there are some things emerging about this project that lead to legitimate doubt

I take it that you are somewhat of an engineer My experience in that field is that it is difficult to make an honest mistake in an order of magnitude yet that is what has happened with the cost of this thing That raises flags with me I find it at least odd that this is determined an emergency cleanup when it has been around for 50 years If it is a legitimate problem then it ought to be amenable to proper proceduresfind it compelling that no human harm has been demonstrated as a result of the tailings Weve had 50 years to find something and I cannot believe that you and your group would not have (legitimately) scared up such evidence if it were to be found

It did not encourage me to see Dick McGaw (sp) silenced last night when he has taken so much of his own time to research this matter and apparently was able to give ANR some new information which unfortunately was not made available to the assembled masses

You know we set up a process for open communication and decision making within the local community called the EMCAG We have all been listening to each others interests and conerns and to the facts the various consultants have brought into the process for close to 3 years now (6 years for the EMSG but whose counting) Sometimes we have agreed with each other and sometimes we havent but we have continued working together in the process Lately though CASS has decided to go outside the process and meet with representatives from Governor Dean Senators Leahy and Jeffords and the ANR to push positions which are not supported by the rest of the local community As much as anything it is these end runs and threats used by CASS that are turning some folks off to listening to what you have to say Apologies for my frustration which is coming through here but we the other groups in the EMCAG are also thoughtful and caring people who have been just as involved in this process and who are also looking for a sensible solution and I take umbrage at your insinuations that I am not being fair in this process

As to the developing contentiousness I would only comment that that is the normal course of events in a project like this I dont mean to say that that is proper but it is the way the world is Now that we are getting close to a decision it makes more of a difference to folks I cite as an instance of this the composition of the EMCAG From this end it seems to loaded in favor of calling in the government to fix the problem as I discussed above If those who John represents had foreseen this outcome perhaps they would have sought a different composition though in truth I dont know just how The fact of the matter is that John represents a lot of folks as do each of the other members The difference of course is that each of the other members represents for instance the same 100 signatories to your petition giving them the deciding majority in the consensus John on the other hand is the only representative on the EMCAG of those who dont support the proposed plan and we get only his vote I daresay were the numbers reversed and you saw things as we doltquestionable sloppy (not your work) constantly shiftingltyoud fight to the end as well

Sorry to say that I do NOT support the EPA cleanup as I fear that the end result will be much worse than what is there now I do not trust the EPA nor the state of Vermont to act in the best interests of either the environment or the community My brother-in-law Michael Veitch who is an environmental activist and worked for VPIRG for many years had a horrible experience with Ed Hathaway and the EPA on a landfill cleanup in Rockingham where the EPA tried to use dioxin contaminated soil for capping purposes and lied about it all the way to the end

It is clear from the recent news articles that the Bush administration is planning cut backs to Superfund The Elizabeth Mine site due to its lack of human health threat and modest impact on the environment is particularly vulnerable If we hope to proceed the chances of securing funding would be greatly increased if we could agree on a plan that had broad agreement

Unfortunately the current proposal by the EPA has substantial opposition in the Strafford community Is there a way to modify the EPA proposal to address legitimate concerns over the current size and scope of the project while allowing the majority of the problems with the site to be fixed Here is a potential compromise proposal that will be developed in greater detail over the next few days

1) allow all of the proposed EPA plan to proceed under Removal authority except the treatment pools and capping the tops of TP-1 and TP-2

2) remove all the high sulfide areas of TP3 and encapsulate the waste either in the gully of TP-2 or on a small footprint on the top of TP-1 This would leave only the most processed least toxic most historic copperas area of TP-3 Given its smaller size and the fact that all the hot spots would be removed it quite possible that treatment of what remains at TP-3 could be accomplished by passive wetlands without the treatment cells

3) put off the decision on what type of cover would be needed on the top of TP-1 and TP-2 until the Remedial phase This would allow time after the diversion of water from the piles and the stabilization and erosion control on the sides to see how much effect rainwater is actually having on the site

This modified EPA plan would allow for 80 to 90 of the problems with the metals in the water to be solved while putting off for further study and action on the Remedial program the more expensive items involving most of the operation and maintenance costs the large and questionable costs of capping and most of the trucking through town

This is a compromise and means giving up some on all sides While it will not satisfy all on either ends of the opinion on this one I believe it provides a way of moving forward meeting the needs of the property owners and those who want something done now while preserving the least toxic historic area that is unique in the entire nation and holding off on decisions on the high cost high trucking items until the scientific data is in on whether these are justified

Please give this some thought a more detailed proposal will be ready before the March 27 meeting Best John

Pat I think the EPA is way out on a limb here This is NOT a threat to human health it is not even much of a threat to fish health supported by the fact that just a few miles downstream of this incredibly dangerous site people swim fish are stocked and children play in the river Superfund was supposed to be for the most dangerous mainly chemical sites in the country and this is just not one of them The idea that we have to go along with a $20 million cleanup JUST because we dont think there are any other ways to pay for the cleanup is ludicrous and a kind of blackmail And there are plenty of ways that the cleanup can make things worse capping with dioxin-contaminated sludge fouling the air and sound waves and ruining the roads with 80000 or so truckloads of material going back and forth grading the tailings piles so that MORE not less acid tailings are exposed and washed downstream destroying an important historic site and burying (instead of using them for education and understanding) the legacies of crude extractive technologies Dont we want our children to see what we did to the land and to see how it might be corrected by natural processes9 Isnt it a shame that the science the EPA uses is about 20-30 years out of date That there are plenty of innovative and earth-friendly natural technologies that can be employed to clean up not only the water but the land as well There are other mining sites all over the country that are using these new ways why not the EPA9 Because they are still stuck in a dig fill cover

trench mentality that says if you cover it up it goes away or at least we can pretend that it goes away Yet we both know that this is not true that it doesnt go away that its still there How many landfills are facing this very same problem AND last but not least that its an appalling use of $20 million tax $$ (our money) when there are so many other much more toxic sites so many better uses for this money I simply cannot go along with it because we think its our only alternative and because the state has manipulated the facts in order to make sure they dont have to spend any money Maybe just maybe as this all falls apart we meaning the people who live here can come up with a solution ourselves Weve all certainly been educated enough over the last two years That the Feds and the State probably wont help financially may be the saving grace because then we can fall hank on nnr nwn knowl degdai= T-pailiqnr-p irmovq-Mon and w i l l 1~o ma klt= it into what we want not what the government says we NEED or HAVE to have because theyre dangling dollars in front of our noses Finally I guess I dont like doing business with someone or ones who lie to get their way The very fact that Hathaway just ONCE (and Im sure there were other times) tried to fix a problem with toxic waste disqualifies him as far as Im concerned Best Margo

My experience with Ed Hathaway and the EPA dates back to the early 90s I was the TAG Coordinator for the cleanup of the Rockingham Superfund site We successfully stopped Ed from first spreading a soil material made up of dioxin contaminated paper sludge from Putney Paper mill sewage sludge from Lowell Mass WWTF crumb rubber and sand We held EPA to the Mass standard used to trigger immediate cleanup in soils which at the time was 28 parts per trillion The paper sludge tested in the mid 70 parts per trillion He tried again to bring in a soil material that included the sludge from Lowell They even went so far as to move it up to Walpole NH where it sat in a pile atop the largest fresh water aquifer north of Boston This material tested above the Mass threshold for dioxin as well and the material was not used as cover on the landfill Im not sure where that material ultimately ended up and Ed couldnt tell me either Its my understanding that some of the crumb rubber was used in one section of the cap I have made a few inquires into what the make-up of the capping soil material will be and no one seems to know Im also not sure if VT has set safe levels for dioxin in soils As of the early 90s they had not Im sharing my experience with you all in hopes that it will prevent contaminated soil material from being placed on the Elizabeth Mine

There are too many people who have done too many good environmental actions for too many years to suggest that the folks who are suggesting changes are simply trying to kill the project

How could it be a better outcome to not do anything Well if we start a massive regrading and earth moving operation and get that calculated rain storm that could make things a lot worse for one small example

For another the cap proposed will need to be maintained FOREVER That means NEVER allowing any trees or other plants with a root depth of over 2 feet to grow Since the concept of FOREVER is quite foreign to us it

Pat I think the EPA is way out on a limb here This is NOT a threat to human health it is not even much of a threat to fish health supported by the fact that just a few miles downstream of this incredibly dangerous site people swim fish are stocked and children play in the river Superfund was supposed to be for the most dangerous mainly chemical sites in the country and this is just not one of them The idea that we have to go along with a $20 million cleanup JUST because we dont think there are any other ways to pay for the cleanup is ludicrous and a kind of blackmail And there are plenty of ways that the cleanup can make things worse capping with dioxin-contaminated sludge fouling the air and sound waves and ruining the roads with 80000 or so truckloads of material going back and forth grading the tailings piles so that MORE not less acid tailings are exposed and washed downstream destroying an important historic site and burying (instead of using them for education and understanding) the legacies of crude extractive technologies Dont we want our children to see what we did to the land and to see how it might be corrected by natural processes9 Isnt it a shame that the science the EPA uses is about 20-30 years out of date That there are plenty of innovative and earth-friendly natural technologies that can be employed to clean up not only the water but the land as well There are other mining sites all over the country that are using these new ways why not the EPA9 Because they are still stuck in a dig fill cover

trench mentality that says if you cover it up it goes away or at least we can pretend that it goes away Yet we both know that this is not true that it doesnt go away that its still there How many landfills are facing this very same problem AND last but not least that its an appalling use of $20 million tax $$ (our money) when there are so many other much more toxic sites so many better uses for this money I simply cannot go along with it because we think its our only alternative and because the state has manipulated the facts in order to make sure they dont have to spend any money Maybe just maybe as this all falls apart we meaning the people who live here can come up with a solution ourselves Weve all certainly been educated enough over the last two years That the Feds and the State probably wont help financially may be the saving grace because then we can fall hank on nnr nwn knowl degdai= T-pailiqnr-p irmovq-Mon and w i l l 1~o ma klt= it into what we want not what the government says we NEED or HAVE to have because theyre dangling dollars in front of our noses Finally I guess I dont like doing business with someone or ones who lie to get their way The very fact that Hathaway just ONCE (and Im sure there were other times) tried to fix a problem with toxic waste disqualifies him as far as Im concerned Best Margo

My experience with Ed Hathaway and the EPA dates back to the early 90s I was the TAG Coordinator for the cleanup of the Rockingham Superfund site We successfully stopped Ed from first spreading a soil material made up of dioxin contaminated paper sludge from Putney Paper mill sewage sludge from Lowell Mass WWTF crumb rubber and sand We held EPA to the Mass standard used to trigger immediate cleanup in soils which at the time was 28 parts per trillion The paper sludge tested in the mid 70 parts per trillion He tried again to bring in a soil material that included the sludge from Lowell They even went so far as to move it up to Walpole NH where it sat in a pile atop the largest fresh water aquifer north of Boston This material tested above the Mass threshold for dioxin as well and the material was not used as cover on the landfill Im not sure where that material ultimately ended up and Ed couldnt tell me either Its my understanding that some of the crumb rubber was used in one section of the cap I have made a few inquires into what the make-up of the capping soil material will be and no one seems to know Im also not sure if VT has set safe levels for dioxin in soils As of the early 90s they had not Im sharing my experience with you all in hopes that it will prevent contaminated soil material from being placed on the Elizabeth Mine

How could it be a better outcome to not do anything Well if we start a massive regrading and earth moving operation and get that calculated rain storm that could make things a lot worse for one small example

My experience with Ed Hathaway and the EPA dates back to the early 90s I was the TAG Coordinator for the cleanup of the Rockingham Superfund site We successfully stopped Ed from first spreading a soil material made up of dioxin contaminated paper sludge from Putney Paper mill sewage sludge from Lowell Mass WWTF crumb rubber and sand We held EPA to the Mass standard used to trigger immediate cleanup in soils which at the time was 28 parts per trillion The paper sludge tested in the mid 70 parts per trillion He tried again to bring in a soil material that included the sludge from Lowell They even went so far as to move it up to Walpole NH where it sat in a pile atop the largest fresh water aquifer north of Boston This material tested above the Mass threshold for dioxin as well and the material was not used as cover on the landfill Im not sure where that material ultimately ended up and Ed couldnt tell me either Its my understanding that some of the crumb rubber was used in one section of the cap I have made a few inquires into what the make-up of the capping soil material will be and no one seems to know Im also not sure if VT has set safe levels for dioxin in soils As of the early 90s they had not Im sharing my experience with you all in hopes that it will prevent contaminated soil material from being placed on the Elizabeth Mine

There are too many people who have done too many good environmental actions for too many years to suggest that the folks who are suggesting changes are simply trying to kill the project

How could it be a better outcome to not do anything Well if we start a massive regrading and earth moving operation and get that calculated rain storm that could make things a lot worse for one small example

For another the cap proposed will need to be maintained FOREVER That means NEVER allowing any trees or other plants with a root depth of over 2 feet to grow Since the concept of FOREVER is quite foreign to us it

really means we are simply saving the real problem for our grandchildren (at best) again

I believe based on what Ive seen from EPA folks and others that there are better ways to clean this up If the EPA i only willing to do one way and it is fraught with problems this does not make it the automatic way to go

Please lets not accuse each other of being more or less concerned about the environment here I make my living trying to remediate global warming through renewable energy Lets try to keep it civil non-accusatory and factual
