Guiding Principles
• “We’ve got to think of the child and not of protecting turf.” USDOE.
• Missions of Title III and RF compliment each other.• Academic success depends on learning to read well.• Full reading proficiency implies strong language skills.• There needs to be ‘protected’ instruction in each area.• Consistent, congruent and comprehensive instruction
is optimal.
