We are committed to building a brighter future by providing Herefordshire with quality homes for our current and future residents. As part of this commitment we have two new development sites that we will begin work on in the coming months.

Perrystone Lane, Tupsley

We have now received full

planning permission for a

new development scheme at

Perrystone Lane, Tupsley. The

scheme will consist of 17 homes

and will include 1&2 bed flats and

bungalows and 2, 3 & 4 bedroom

houses. 3 properties will be

available for Shared Ownership

and 14 will be affordable rent. We

expect to be on site this summer

and hope to be finished late

summer 2017.

Canon Pyon

We are currently working

in partnership with a local

contractor to deliver a scheme of

30 to 35 homes in Canon Pyon.

The scheme will be a mixture of

homes discounted for sale, shared

ownership, private rent and

affordable rent. We hope to start

on site in September of this year •

The Oval

Great progress has been made on

site in the past few months. So far

we have completed 60 properties

which have become homes to

our customers. We are pleased

to announce that a further 33

properties, flats in a new block

called Trevenant Court, will be

handed back to us in June 2016,

ready for our customers to move

into in the summer months.

Pomona Grove, Upton Bishop

We are delighted to announce that

our development in Upton Bishop

has been nominated for the Local

Authority Building Control Awards.

We have received nominations in

2 categories, “Exceptional Scheme”

and “Site Manager”. The site will

officially be opened in the

summer •

Discounted for sale scheme properties are properties on housing developments that are sold initially with a discount from their Open Market Value. This discount remains with the property through all subsequent sales.

Who can apply for this scheme?

This scheme is for anyone whose

income is not enough to enable

them to buy a property on the

open market, but is enough to buy

a property at a discounted price.

Applicants for these properties

must satisfy our eligibility criteria

which can include the following,

• You must not be able to afford

the Open Market Value of the

property but be able to afford

the discounted price

• Be a first time buyer

• Be a key worker e.g nurse,

teacher

• Have a local connection within

the Herefordshire area

However, this is only a general

guide as each scheme has its

own criteria.

How do we work out the rate of

discount on one of these homes?

Before the first sale of one of

these properties an assessment

will be made about the Open

Market Value and a percentage

calculation produced to give its

particular reduction. This results in

an “affordable purchase price”. This

percentage off OMV is then written

into the title documents. This

agreement, while allowing you to

own your own home, protects the

property itself by limiting its future

sale price so the next buyer can

also afford the property.

Welfare Reform Changes –

Universal Credit and your responsibilities

Universal Credit are aware of their current rent charge. If you are in receipt of Universal

Credit, you will need to take

your rent charge letter to the

jobcentre to advise them of the

recent change in your rent.

Universal Credit (UC) is replacing the 6 existing separate benefits (Housing Benefit, Job Seekers Allowance, Income Support, Employment and Support Allowance, Child Tax Credit and Working Tax Credit).

UC has now been live in

Herefordshire since March

2015 but currently only affects

single jobseekers. We expect

more complex claims, including

couples, families and those unfit

for work, to be introduced to

Herefordshire at some point in

2017. Existing benefit claimants

(such as those in receipt of

ESA and JSA) will start to be

transferred over to UC from

2018.

One of the key features of Universal Credit is that the

amount paid towards rent (known as the Housing Element) is paid directly to you, the customer. This allows

customers to have more control

of their income and be more

responsible for paying their rent.

As a result, it is important

that you give UC up to date

information about your

household circumstances and

rent costs. It is essential that customers make sure that

tenancy fraud

Cracking down on

What is tenancy fraud?

Tenancy fraud is a criminal

offence and it can present

itself in different forms. It can

also happen at any stage in a

tenancy. Examples of tenancy

fraud include:

• Fraudulently obtaining

a tenancy (e.g. through

misrepresentation of identity

or circumstances)

• Non-occupation by the

tenant as their principal

home

• Unlawful subletting (e.g.

subletting the whole

property to a single

household or multiple

sublets within one property)

• Wrongly claimed succession

• Unauthorised assignments

• ‘Key selling’ (where the

tenant leaves the property

and passes on the keys in

return for a one-off lump

sum payment or favour)

• Not notifying the landlord

when the tenant moves out

or passes away

It is estimated that tenancy

fraud costs UK taxpayers at

least £900 million per year and

affects tens of thousands of

families who are in desperate

need of social housing.

What are we doing to tackle this?

We want to ensure that our

homes are let to the right

people and we will be clamping

down on tenancy fraud. We

will now be carrying out more

stringent checks on our tenants

to see who is living in our

properties as well as checking

out the people applying for our

homes and tenants applying to

buy their homes.

The punishments

Tenancy fraud is a criminal

offence and carries many

penalties and punishments. The

maximum penalty for a first

offence is a fine of £5,000. The

second, more serious offence,

is punishable by a two-year

jail sentence and/or a fine of

up to £50,000. The court will

also have the power to make

“unlawful profit orders” that

require the tenant to pay back

any profits “the court considers

appropriate”.

On the 30th June 2016 we will be closing our two area offices, Jubilee Court and Widemarsh Street.

By closing these two area

offices, we are enabling our

Neighbourhood Teams to

be more mobile within the

community and ultimately bring

lot of work. The types of work

we have to undertake includes:

• Removing household rubbish

e.g. food stuffs, furniture,

clothing, electrical items

• Cleaning the property

throughout due to filthy

conditions

• Clearing gardens and sheds

• Repairing damaged items e.g.

kitchen units, internal doors,

gates, fences

• Painting and decorating

throughout

We expect our tenants to leave

the property and garden in a

good state of repair. This will

require emptying the home

completely, replacing any

damaged items, cleaning the

property and clearing the

garden. If this does not happen,

the costs associated with any

work we have to do will be re-

charged back to the outgoing

tenant or their estate. It is

therefore vital that while you

live within one of our properties

you do not misuse or damage

it. Last year we recharged

residents in excess of £76,000.

If you are moving to another

one of our properties we will

always carry out an inspection

of your home before you leave.

If you home fails this inspection

you will not be able to move

into your new home. In addition

if you owe us money, through

either rent arrears or recharges

associated with the condition of

your home, you will not be able

to bid on another home until

the debt is cleared.

To Let

If you decide to end your tenancy with us or one of our customers sadly passes away, the property will become vacant.

When this happens the vacant

property is handed back to our

Property Team who inspect it

and establish what work, if any,

is needed to be done before

this property can be re-let.

Last year we had 446 vacant

properties and spent in excess

of £790,000 having to bring

these properties back to a

lettable state.

are left in a good condition and

have been well looked after,

however some are often left in

awful conditions and require a

We are committed to ensuring that your homes are modern and safe to live in. As part of this commitment approximately every 5 years our surveying team need to inspect your home to ensure that any improvement works required are logged and scheduled into our Improvements Programme.

Our surveyor will need to inspect the kitchen, bathroom, roof space – including loft, doors and windows and generally have access around the

outside of the building to check the structure. They may also ask to take photos, you have the right to refuse if you so wish.

Where we can, we will let you know when we plan to visit your property but if our surveyors are in your area and your property is scheduled for a survey, they may call unexpectedly. Please be assured that this is a genuine call – our surveyors will always carry with them full Herefordshire Housing ID badges – please ensure that you ask to see this before allowing them into your home. Helping the local community

4 Elements of Hip Hop – we

funded a 5 day academy of

interactive workshops, which

included Breakdance, Rap, DJ’ing

and Street Art

Community Park Supporters

(Belmont) – we helped to fund

new signage for the area so

that anyone wanting to visit the

beautiful park area could find it

Southgate Court Resident

Group – this active group asked

for funding to help buy plants,

fencing, paint and edging bricks

to improve the outside of their

community area

Innesfield Craft Club – this new

group asked us to help fund a

new sewing machine and simple

craft materials

Hereford Disability United –

the charity asked for our help

to fund one of their meetings

which focussed on autism. The

meeting plans to cater for 60-

100 attendees

Madley Youth Group – they

asked for our help to fund new

play equipment and safety

surfaces for their improved play

area

Belmont Wanderers FC – this

girl’s football club asked for us

to fund warm hoodies for the

teams to train in the bad weather

– 6 football teams are now a lot

warmer

We are pleased to announce that last year we allocated £15,000 from the Community Grant Fund to help benefit local community groups and organisations in Herefordshire.

To qualify the groups and

organisations had to deliver

projects, events or run activities

that benefitted Herefordshire

Housing residents and the wider

community. They also had to

have an income of less than

£10,000.

We had a variety of applications

and we would like to thank

everyone who took the time to

apply, (please note all funding

has now been allocated.)

Here are some of the groups

we were able to help.

Stretton Sugwas Lunch Club

– this group were in need of

a plate warmer for their busy

lunch club meetings. The Group

provides hot lunches to over 40

people a month and trying to

keep the food hot was proving

really difficult.

Much Dewchurch Village Hall

Committee – The village hall

was in need of a new kitchen,

the hall is well used for a variety

of functions by the whole

community and the old 1970’s

kitchen was not fit for purpose.

In order to be fair to families on the waiting list, if a family has booked

on to trips/activities and fail to turn up on the day, they will be taken

off the project and their spaces will be offered to another family on

If so, it is important that you

test that it is working to make

sure that if something happens

to you at home, you can call

us immediately for help. Your

alarm is there for your peace

of mind and safety and we ask

that you test this on a monthly

basis.

How do I test my alarm?

Simply press the red button

on your pendant, which will

activate a call to our control

centre. Let our operators know

that it is a test call and we

can talk you through how to

complete the test. Your safety

is important to us and if we

haven’t had a test call from

you within 3 months, we will

call you and ask you to place

a test call. But please, do not

wait for us to call– test your

pendant on a monthly basis!
