Keith Richards was killed by a police marksman after firing a lethal crossbow. S hildon became the focal point of n a t i o n a l news this week after a police marksman shot dead a local man in his home. The incident occurred in the early hours of Tuesday morning, May 12th, after the victim, who has been named as Keith Richards, began firing a deadly crossbow from his bedroom window in Cheapside. It was first thought that only one shot was fired at Richards, however, post mortem results showed that he was actually shot twice. The information that police sources could share was limited by the Independent Police Complaints Commission investigation, which will scrutinise the police operation before deciding whether any action should be taken. The police did confirm, however, that two unarmed police officers arrived at the scene at around 12.30am, following a series of 999 calls, where they were confronted by a man, Mr Richards, who was armed with a crossbow. Speaking on behalf of Durham Constabulary, Superintendent Graham Hall was unable to divulge the content of the calls, but it has since been speculated that they were made by Mr Richards himself in an attempt to 'ambush' police. The officers called for support from the County's Armed Response Unit, which arrived on the scene at roughly 12.40am. The police were unable to say how many armed officers had been dispatched, however it is understood that they surrounded Richards home and completely sealed off the area around Cheapside. It has been claimed by witnesses that Richards threatened to kill officers moments before he was shot at 1.20am. Police then entered the property using a battering ram, which remained visible in the street the following day, and found Richards wounded. He was pronounced dead at the scene at 2.10am. This was the first time that police in Durham have shot a member of the public dead. Residents of Foundry Street reported 'pieces of crossbow' outside of their homes and numerous police markings were clearly visible along the street, some forty yards from the bedroom window. A number of crossbow bolts were recovered from the area of grass between the property on Cheapside and Foundry Street. Two crossbows were also discovered inside the house. Media outlets have stated that Richards harboured a grudge against police, in particular a WPC, whom he claimed had 'ruined his life'. A former taxi driver, Richards was due to appear in court next week in connection with a drink driving offence. He had also been the subject of a harrassment order late last year and had earlier appeared at Durham Crown Court to answer a charge of assault occasioning actual bodily harm, although this case was dismissed. Prior to the shooting, Mr Richards had visited Ladbrokes betting shop in Church Street before going into the Three Tuns pub to watch the Premier League encounter between Newcastle United and Middlesbrough. Staff at Ladbrokes said that when he was placing his bet, Richards behaviour was not at all out of the ordinary. However, staff at the Three Tuns told The Crier that Richards, who was not a regular, was asked to leave the pub after directing 'abusive behaviour' at Newcastle fans. It is thought, although not confirmed, that shortly afterwards, at around 10.30pm, he approached 17 year-old Jill Maughan who was walking passed his home. She said he was leaning against a silver Citroen C3 and asked where she was going. When she replied that she was on her way home, the man offered her money for sex. "I walked fast because I was scared. It shook me up," said Jill, who went on to say, "I don't know whether it was the same man, but it was the same house." Jill described the man as bald, although people who knew Richards said his hair was short but that he was not bald. Neighbours reported that Mr Richards lived alone and had not been in the property long. He had moved from his home in Elm Drive, where he lived with his wife, after he had the house reposessed. A post mortem was conducted on Tuesday evening which discovered that Richards had gunshot wounds to his neck, torso and arm, although the injuries to the neck and arm were caused by the passage of one bullet. All the injuries suggested that he was fired upon from the front. An IPCC Family Liaison Manager has made contact with family members, and Gary Garland, IPCC Commissioner for the North East said, "This must be an incredibly difficult time for the man's family and my sympathies go to them. "This was clearly a traumatic incident, also for the police officers and eye witnesses. It is the first fatal shooting by police officers from Durham Constabulary and I am grateful for the full cooperation the force has given the IPCC investigators. "The investigation is progressing well, but it is still in its early stages. There will be analysis of a range of evidence, including eyewitness accounts and ballistic and forensic evidence, to help build a complete picture of what happened during the incident. "We are grateful to those witnesses who have helped the investigators so far, but we are still keen to speak to anyone who witnessed any part of the incident which occurred between 12.30am and 2.00am. Sedgefield and District Citizens Advice Bureau is now offering a new free service to help people in the area to understand their finances. Trained Money Guides will give face-to-face information and clear guidance to people on mortgages, insurance, pensions, savings and budgeting, amongst other matters. Independent, impartial and completely confidential, the ‘Money made clear’ service is a new addition to the work of the bureau. Statistics released by Citizens Advice show that there has been a 20% increase in debt issues in the north-east when comparing April to December 2007 to the same period in 2008, an indication that consumers need more support to stop them from falling into financial difficulties. This service is designed to stop this figure from increasing in the future, by equipping consumers with the knowledge they need to avoid debt problems because of over commitment or limited savings and to empower people to plan for the future effectively. Joan Johnson and Lisa Edwards, Money Guides from Sedgefield and District CAB said, “Many people have questions they would like to ask about how to manage their money – this could be about savings, mortgages, insurance or budgeting. Up until now, advice on these issues was all too often tied to the selling of products or too expensive for people to afford. Trained and approachable Money Guides in the CAB will be able to offer free and impartial guidance to people to help them take the next steps in managing their finances. Jimmy Bennett, StreetsceneManager responsible for thesouthern area of DurhamCounty Council, is delightedwith the 'huge success' of thenew garden waste recyclingscheme.Mr Bennett said, "Areas forthe new extension of theservice were selected againstcriteria and based on localknowledge. Where we knowthere is demand, we will doour best to seek funds toprovide this importantservice in the future."

Mr Bennett was able toconfirm that the provisionof garden waste bins wouldbe extended to the St. John'sRoad area of Shildon, witharound 50 propertiesbenefitting from theallocation of the bins.The bins that will go to StJohn's Road are not new bins,but bins that had beenreturned by residents whowished to opt-out of thescheme. They should bedelivered in the next 2 to 3weeks.

ELDON MEN FINEDTwo Eldon men wererecently fined by Magistratesafter pleading guilty to anopportunist theft.A police mobile patrolwitnessed David Lawton,aged 29, and John DeanLawton, aged 31, both ofSouth Row Eldon, loading apetrol strimmer androtavator into an estate caron Middridge Lane.The defendants claimed thatthey had found the items

A County Durham charityis looking for local ladieswho feel 'in the pink’ togive their support to a fund-raising event.Ladies are invited to lookpretty in pink and take partin “Fun Fantastic FitnessFiver Friday” in Shildon onFriday, May 29th, with allproceeds going to theButterwick Hospice inBishop Auckland.A two hour programme hasbeen devised for ladies agedbetween 16 and 25 to takepart in this charityaerobathon that will includethe likes of boxercise, streetcheer, pilates, aerobics andsalsa.Entry is £5.00 for thesession at Shildon'sSunnydale Leisure Centre(5.30pm to 7.30pm) andincludes a glass of rosésparkling wine or pinkgrapefruit punch uponcompletion.
