1.0 OBJECTIVE
The objective of this procedure is to describe the procedure for requesting Engineering information and obtaining them: to ensure that all appropriate QP personnel know how to obtain QP engineering information. It also describes the formal way or requesting engineering information and identifies the appropriate focal points and issuing authorities. 2.0 SCOPE This procedure is applicable to all engineering information as described in Attachment 7.1 and shall be used only by QP personnel. Contractors and Consultants shall request all relevant information through their appropriate QP Project Managers or focal points, who in turn will apply this procedure to obtain the required engineering information. Attachment 7.1 lists all engineering information relevant to this procedure. It gives a brief overview of the responsible issuing authorities, how the information may be requested and how it will be issued. Note that contact details of all QP personnel referred to in this procedure (by reference indicator) are available via QP Intranet. Note that any changes to this document from its last revision are highlighted
by a bold vertical bar to the left of each area of change. For this document’s change history log, refer to page 1. References made throughout this guideline are numbered inside square brackets [ ] and may be found in the Bibliography of section (6).
3.0 DEFINITIONS:
QP : Qatar Petroleum. GIS : Geographic Information System. GIS is a system of computer
software, hardware and data designed to efficiently capture, store, update, manipulate, analyze and display all forms of geographically referenced information.
EED : Head of Data Centre EED/1 : Data Center Senior Document & Drawing Controller Procedure : Specified way to perform activities (for groups of individuals). Shall : Mandatory action.

4.0 PROCEDURE All plant change requests (PCR’s), request for engineering services (RES’s) and work scopes involving upgrade to existing facilities shall request a project number. A single contract may involve design work in separate areas of a facility or the design of separate facilities. In such instances, each area or facility shall have its own project number. This will ensure logical project drawing groups under a single overall plant-drawing index. Project numbers form the first four digits of the project drawing numbering system. The project numbering system is defined in Engineering Standard [1]
4.1 Requesting Project Numbers
All requests shall be addressed to EED/1. Form [2] may be used (See Attachment 7.2 part 1). The Project Manager shall approve the request before issuing to EED. The request must be accompanied but not limited to the following information:
1) Project, PCR or RES title 2) Plant Area and Location 3) Department responsible for the project 4) Contractor (if applicable) 5) Contract or PCR, RES number 6) Date of request 7) Project Manager name and reference indicator 8) Phase of the project (if applicable) 9) Expected Project completion date 10) Remarks (as required)

4.2 Master Engineering Record Data Codes
The detailed structure of master engineering record data codes are defined in Engineering Standard [1].
4.2.1 Requesting Master Engineering Record Location Codes
Requests for master engineering record data codes for completely new facilities (grass root projects) shall be made in writing to EED. The request shall be submitted with detailed plot plans showing a breakdown of the applicable processing facility. EED will then arrange the preparation and issue of the detailed master engineering record data codes applicable to the respective processing facility. The master engineering record data codes will also be issued in the revised Engineering Standard [1] Existing facilities shall have a master drawing index of all master engineering records pertaining to that facility. The coding of new additional data will be the responsibility of the following authorities:

Consequently, requests for complete master engineering data codes are only required for new facilities developed in grass root projects. 4.3 Hard Copies
4.3.1 Hard copies of A3 & A4 Documents and Drawing
If documents and drawings A4 or A3 sizes are in possession of the requestor, then the requestor shall utilise his/her own departments copying facilities. If a large amount of copying is required, General Service’s department (GSH/2) can provide the service.

4.3.2 Hard Copies and Reductions of A1 and AO Drawings If drawings A1 or AO sizes are in possession of the requestor, then the requestor shall utilise his/her own departments copying facilities as shown in the table below. Those departments not having A1 and AO copying facilities shall forward their requests to the Data Center EED/1 using form [3] (See Attachment 7.2 part 2).

If a large amount of copying is required then the Data Centre EED/1 should be contacted. Such requests shall be made using form [3] (See Attachment 7.2 part 2) and issued to EED/1. The requestor shall collect the copies and the received column of the transmittal shall be signed. 4.3.3 Copies of Closed out Project Data
All requests for copies of closed out project data shall be requested from the Data Centre EED/1. Such requests shall be made using form [3] & [4] (See Attachment 7.2 part 2 & 3). The requestor shall sign the received column of the transmittal when collecting the hard copies or copies supplied on diskette or CD. Copies of such data can be in the form of hard copy, plot or electronic file. The applicable requestors Project Manager or QP authorised representative shall approve the request for copies of electronic files. Copies of electronic files require EED authorisation. Electronic files may be transmitted by e-mail, or supplied on diskette or CD.

4.3.4 Copies of Master Engineering Records Copies of master engineering records shall be requested using form [3] (see Attachment 7.1 part 2) and submitted Head of Data Center EED. Hard copies and copies supplied on diskette or CD shall be collected by the requestor and the received column of the transmittal shall be signed. Copies of such data can be in the form of hard copy, plot or electronic file. The applicable requestors Project Manager or QP authorized representative shall approve the requests for copies of electronic files. Copies of electronic files require EED authorization. Electronic files may be transmitted by e-mail, or supplied on diskette or CD.
4.4 Document Loan
Engineering Standards would normally be available on the EE department intranet site. Those engineering documents not available may be loaned for a maximum period of 10 working days. Requests for document loans shall be submitted on form [4] (See Attachment 7.1 part 3) and issued to EED/1. If the specific document is not available the requestor will be informed and advised accordingly. Maintenance manuals and vendor documents contained in the Project Dossiers are usually available from the applicable maintenance department. Refer to Attachment A.
4.5 Plant Equipment Tag Numbers

4.6 GIS Mapping Services
For GIS Mapping Services Refer to Engineering Procedure [21] 4.7 Transmittal Notes
All forms shown in Attachment 7.2 have received column. Recipients of the applicable information are required to sign this column and return to the issuing authority to confirm receipt of the applicable information. Data Center staff will, when required, make use of a transmittal note [5] when sending engineering information. (See Attachment 7.2 part 4) For the issue of Engineering Standards, the Technical Services Department (EE) will make use of a transmittal note [6] (See Attachment 7.2 part 5) 5.0 RESPONSIBILITIES EED
