CITY OF SAN FERNANDO—The daily monitoring of possible cases of dengue in order to prevent an outbreak in the region is now the primordial activi-ty of the Department of Health (DOH).

Teams have been sent by the DOH to prov-inces in Central Luzon to monitor barangays with clustering of dengue cases.

DOH Regional Epidemiology and Surveillance Unit (RESU) head Dr. Jessie Fantone said: “On a daily basis, we send out four teams to look for cases, monitor activities of barangays and provide resources including medicines and mosquito nets to prevent dengue outbreak in the region.”

Fantone said the criteria for choosing baran-gays they will monitor are those with 10 or more dengue cases or considered as hotspot areas.

The teams also monitor the DOH-retained and district hospitals for the presence of fast lanes.

LUNGSOD NG MALOLOS ---Tu-maas ang kaso ng leptospirosis sa lalawigan ng Bulacan nitong na-karaang dalawang buwan magmu-la nang magsimula ang pag-ulan at makaranas ng pagbaha ang ilang bayan sa lalawigan.

Ayon kay Brian Bernard Alfonso, disease surveillance offi cer ng Bula-can Provincial Health Offi ce, naitala

ang 11 kaso ng suspected leptospiro-sis sa siyam na bayan sa lalawigan, ang una nitong ika-30 ng Hunyo at ang pinakahuling naitala ay nitong unang linggo ng Agosto.

Ito kasi aniya ang mga panahon na nakaranas ng pagbaha sa lalawigan dahil sa mga bagyuhan at habagat.

Dalawa ang naitala sa bayan ng Balagtas at dalawa sa bayan ng San Ildefonso, habang tig-iisang kaso ang mga bayan ng Baliwag, Guiguinto,

Hagonoy, Marilao, Plaridel, San Jose Del Monte at San Miguel.

Sampung kalalakihan ang nabik-tima at isa ang babae. Nasa edad na 21 hanggang 60 ang mga nabiktima ngunit nasa 36 porsiyento ng mga na-biktima ay nasa edad na 21-30 anyos. BALANGA CITY -- Ten in-mates on Friday married their partners in mass wedding at the Bataan District Jail (BDJ) here.

Jail Superintendent An-drew Tauli, BDJ warden, said the inmates were all male and mostly charged for illegal drugs.

“Tinitingnan natin ang kapakanan ng mga inmates. Nasa state sila na pinakam-ababang phase ng kanilang buhay kaya establish natin ang kanilang development o kanilang welfare,” the warden said when asked why they em-barked on the mass wedding.

Last year, 15 inmates “I dos” with their partners.

“Gusto nating inculcate sa kanila na while they are incar-cerated in jail, we aim to give them good experience not a bad one to make them produc-tive. We care for them,” Tauli said.

Balanga City Vice Mayor Vienca Gozon administered the marriage vows.

There are 648 male and 60 female inmates at the BDJ here under the Bureau of Jail Management and Penology.

LUBAO, Pampanga—The league of barangays in this town forged a partnership with the local government unit here to combat dengue.

Mayor Esmeralda “Esmie” G. Pineda, along with Asso-ciation of Barangay Captains (ABC) President Roland Si-bug, on Friday distributed mist blowers, a machine to spray insecticides, to the town’s 44 barangays in a bid to eradicate dengue-carrying mosquitoes.

The barangay paid for the mist blowers, which are com-

Arbol--which had 28 confi rmed cases of dengue from Janu-ary to August 17 in 2018; and, zero cases during the same period this year—has joined in the operation and purchased its own mist blower.

Via satelliteTHE DON Honorio Ventura State University (DHVSU) system has been set into motion in the towns of Candaba and Apalit.

Its main campus in Bacolor – established in 1861, considered the oldest vocational school in the Far East – DHVSU followed the template it used in its earlier campus extensions in Mexico, Porac, Sto. Tomas, and Lubao.

In quick succession last week, memoranda of agreement were signed by the LGUs – Gov. Dennis G. Pineda, Mayors Rene Maglanque and Jun Tetangco – and DHVSU president Dr. Enrique Baking for the establishment of satellite campuses in the said municipalities.

Gov. Pineda committed P25 million to each campus for the infrastructure required.

Mayor Tetangco and his wife Jennifer donated a 12,074-square meter lot for the campus site.

The Candaba campus on the other hand shall sit in a 2.3-hectare lot in Sitio Pansol, Barangay Pasig near the boundary of Sta. Ana, Arayat, and San Luis towns. To better serve the needs of the contiguous communities.

“We want to bring DHVSU services closer to the people here. This is our way of helping our Kapampangan youth to have quick access to quality education. We will bring DHVSU here to further reach out to the distant populace in the far-fl ung areas who are unable to access tertiary education there,” said Baking of his school’s satellite campus initiatives.

For the governor, the DHVSU satellite campuses are “a manifestation of the commitment of his administration to provide inclusive, aff ordable, and quality education to the less privileged youth in the province.”

To this observer, these are a direct affi rmation of what we dubbed here as “Continuity, Plus, Plus” to encapsulate the core agenda of the fi rst term of the Delta governorship. Proof positive? Here’s our Zona dated June 30, 2013, at the start of the second term of Gov. Lilia “Nanay Baby” Pineda, to wit:

Gov as NASA:“PINEDA TO spread satellites of state

universities, colleges.” So screamed the banner story of Headline Gitnang Luzon, issue of June 28-30.

Wow! State universities and colleges hereabouts are far, far superior to their counterparts in all the world by having their own satellites! Beating even the Americans in their own game!

Wow, WOW! Gov. Lilia G. Pineda is her own National Aeronautics and Space Administration (NASA) launching these satellites! Eat your heart out PNoy, whose closest thing to launch is a kuwitis.

Yeah, the Gov does one better – she launches satellites – even over the mythical Helen of Troy – she launched only ships, albeit a thousand, that precipitated the Trojan War.

Really one for the books! Fictive, that is.Defective, rather misleading, was the use

of “satellites” in that headline. It’s not actually satellites – as we understand the dictionary meaning of “artifi cial body placed in orbit around the earth or another planet in order to

collect information or for communication” – that is inferred there.

The word is used as a modifi er – connotative of, rather, synonymous to “branch” – to an absent noun – “campus” – as in “Pineda to spread satellite campuses of state universities and colleges.”

There indeed are new satellite campuses of the Don Honorio Ventura Technological State University (DHVTSU) that Pineda caused to be established in Sto. Tomas and in Porac. The former at the Bacolor-based DHVTSU’s southeastern orbit, the latter at its northwestern orbit. Orbit here in all its astronomical, geographical, and journalistic meanings. He, he, he.

In the works is yet another DHVTSU satellite campus in Lubao – the land donated by the Pineda family – to serve the second district of the province.

And Pineda is now going outside DHVTSU in putting up satellite campuses, training her sights on the Mabalacat Community College (MCC) that forever-Mayor Boking Morales set up in Barangay Tabun in 2008, the fi rst ever of its kind in Pampanga

The governor is keen on an MCC satellite campus in Barangay Dapdap to cater to the seekers of higher education in the resettlement centers in Mawaque and Madapdap.

HallmarkCome to think of it, “satelliting” has become

a hallmark of the Pineda administration in its delivery of services to its constituents. The Gov indeed some kind of NASA, as in Nanay’s Advocacy for Speedy Action. The last terms interchangeable with Social Advancement.

So, in education there are the satellite campuses.

Am not anti-priest, but…WHEN SOMEONE sent me a message which, in capsule, extolled the divine role of priests, I thought I conveyed the wrong impression that I am anti-priest because of some of my columns criticizing them. The truth is that I revere priests so much that I expect saintliness in them. Now this could be an expectation so high as to be cruel, but these are times that call for saintly commitment.

And, yes, these are the times of the prophecy in Garabandal, Spain where the Blessed Mother said on June 18, 1965: “Many cardinals, many bishops, and many priests are on the road to perdition and are taking many souls with them.”

This prophesy so terrifi es that any criticism of any man of the cloth should be taken only constructively: it’s an appeal to ward off inclusion in the prophecy.

What the Blessed Mother said in Garabandal can also be gathered from Jesus Christ Himself in His messages to mystic Maria Valtorta.

Jesus said as follows:“When the time comes, many stars will be

shaken from the coils of Lucifer, who, in order to win, needs to diminish the lights of souls.

“This can happen because not only lay people, but also ecclesiastics have lost and are increasingly losing the fi rmness of faith, charity, strength, purity, and detachment from the seductions of the world needed to remain in the orbit of God’s light.

“Do you understand who the stars I am speaking about are? They are the ones I have described as salt of the earth and light of the world: My ministers.

“Satan’s piercing malice studies the way to extinguish these luminaries, that are lights refl ecting My Light for the multitudes, by shaking them. THE CITY Government of San Fernando has been one with the Civil Service Commis-sion in its objective to uphold the values of public service, through the staging of sever-al activities that mold and de-velop the skills and abilities of Fernandino public servants.

“We hold Cynthia Villar and all those who supported and voted in favor of rice liberaliza-tion highly-accountable for the current worsen-ing situation of farmers and the local agricul-ture,” KMP chair Danilo Ramos said yesterday.

Villar was the prima-ry author of Republic Act 11203.

“Six months into the implementation of RA 11203, we have seen the eff ects of unbridled rice importation. Prices of palay (unhusked rice) produced by farmers plummeted to as low as P7 even in rice-produc-ing towns in Nueva Eci-ja,” he said.

Unite against Rice Liberalization LawRamos cited the con-

sumer watchdog Bantay Bigas as reporting “that average palay prices are now pegged at only P7 to P10 per kilo, which is actually way below the average production cost of P14 per kilo.”

“Even the law’s main author and proponent -- Senator Cynthia is baffl ed at the ‘rice im-port surge’ caused by rice liberalization. She is even invoking Pres-ident Duterte to exer-cise special powers to contain the surge in rice imports. Section 7 of RA 11203 allows the Pres-ident to increase, re-duce, revise or adjust the existing tariff by as much as 100 percent to make imported rice less

competitive than home-grown rice,” Ramos not-ed.

Ramos accused Vil-lar of “practically ram-ming the Rice Liberal-ization Law down into farmers’ throats.”

Employed mem-bers, on the other hand, should submit their du-ly-accomplished Salary Loan Application form to their company’s Human Resource Department or directly submit their ap-plications online through the My.SSS accounts with employer’s valida-tion and certifi cation.

“OFW-members with registered My.SSS ac-

counts may also submit their salary loan applica-tion online. Also, they still have the option to visit our SSS Foreign Offi ces to personally submit their application,” said Igna-cio.

In case there is no available SSS offi ce in a particular country, OFW members may designate an authorized represen-tative here in the Philip-pines to submit their ap-plication and supporting documents that are duly certifi ed by the Philippine Consulate Embassy.

Qualifi ed members can receive a salary loan as high as twice the av-erage of the borrower’s latest 12 posted month-ly salary credits (MSC), rounded to the next high-er MSC or amount ap-plied for, whichever is lower.

Member-borrowers shall receive their sala-ry loan proceeds through check or credited to their personal bank accounts under SSS-accredited partner banks.

The SSS Chief also appealed to all mem-ber-borrowers to reli-

giously pay their monthly amortizations within the agreed-upon payment term to avoid accumulat-ing interest and penalty.

“Salary loan has a corresponding interest rate of 10 percent per an-num based on the dimin-ishing principal balance and shall be paid over 24 months or equivalent to two years. In case the borrower fails to pay it on time, SSS shall continue to charge a one percent penalty every month and 10 percent annual inter-est rate until the loan is fully paid,” Ignacio con-cluded.

To closely monitor the salary loan application status and payments, member-borrowers may check their My.SSS ac-counts via SSS website, SSS Mobile App, and SSS Self-Service Infor-mation Terminals (SSITs) in selected SSS branch-es nationwide. They may also call the SSS Hotline at 920-6446 to 55 and lo-cal Toll-Free Services at 1-800-10-2255-777 and send appropriate key-words via SMS using the Text-SSS facility. –PR

SUBIC BAY FREEPORT – The Subic Bay International Airport (SBIA) is expected to gain the attention of more corporate cli-ents and players in the avia-tion industry with the opening here on Monday of a facility for aviation maintenance, repair and overhaul (MRO) services.

Subic Bay Metropolitan Au-thority (SBMA) chair and ad-ministrator Wilma T. Eisma said the MRO project by busi-ness aviation services provid-er Aviation Concepts Techni-cal Services Inc. (ACTSI) will boost the agency’s program for the full development of the Subic airport as a 24/7 hub for business aviation.

“We have long dreamed of developing the SBIA into a business and general aviation (BA/GA) airport in the country, and this project is one huge step towards realizing that vi-sion,” Eisma said. “We are banking on the strategic loca-tion of Subic in the Asia-Pacifi c region to boost SBIA’s chanc-es to become a regional player in the MRO business.”

ACTSI, which is the main-tenance arm of Falconer Air-craft Management, Inc., an af-fi liated company of global port management fi rm International Container Terminal Services, Inc. (ICTSI), has upgraded close to 18,000 square meters of hangar space at SBIA.

Under its 25-year lease agreement with the SBMA, ACTSI intends to provide

ACTSI’s large-sized air-craft users will also be able to enjoy easy take-off s and land-ings with the extensive 9,000-feet long runway at the SBIA.

In last Monday’s launch, the ACTSI hangar easily ac-commodated a 2010 Gulf-stream Aerospace GIV-X (G450), which is more than 89 feet long and with a wingspan of more than 77 feet. A heli-copter was also parked inside the facility.

ACTSI general manager John O’Meara and president and chief executive offi cer Fernando Gaspar led the soft launch of the Subic hangar with Sen. Richard Gordon as guest of honor.

The senator, who initiated the establishment of the SBIA when he was SBMA chairman, welcomed the business ven-ture of ACTSI and pointed out that the airport is one of the strategic advantages of the Subic Bay Freeport Zone.

The Subic airport started out in 1951 as the Naval Air Station Cubi Point of the Unit-ed States Navy and was con-verted into a commercial air-port under the SBMA in 1992.

The SBMA has since mar-keted SBIA for its strategic lo-cation, it being only 1.5 hours away from Hong Kong, Macau and Taiwan and just 3 hours away from Singapore and Kuala Lumpur.

Eisma also noted that in a forum sponsored last year by the Hong Kong-based Asian Business Aviation Association, aviation executives expressed enthusiasm about developing Subic into a fully integrated aerospace park and aviation hub.

She added that enthusiasm was further bolstered by the concrete support of the Phil-ippine government which allo-cated P553 million to help get the Subic airport running by improving its equipment and intensifying the airport market-ing campaign.

“Along this line, we are now working to revive domes-tic and international fl ight op-erations at the SBIA; regain the SBIA’s status as an in-ternational airport; and settle pending issues to make Subic a 24/7 air terminal,” Eisma also said.

CITY OF SAN FERNANDO – A breakthrough research in bio technology was launched at the Bliss Hotel here on Friday.

The Philippine Nuclear Research Institute (PNRI) pre-sented the multi-awarded Vitalgro Carrageenan plant growth promoter (PGP) which it developed from seaweeds that con-tained phytohomone-like compounds that supports growth and development of crops.

Dr. Lucille Abad, PNRI-Department of Science and Tech-nology (DOST) chemistry research section head, gave a brief explanation as inventor of the product which provides stem growth, effi cient absorption of plant nutrients and increase in rice yield by 15 to 30 percent.

The scientist explained that carrageenan came from sea-weeds (known locally as guso or gulamang dagat) and is or-ganic since it is edible but was subjected to irradiation with gamma rays at their PNRI facility.

She said the PNRI gamma facility irradiate the seaweeds. “But it is a slow process so if we irradiate 2,000 liters it will last up to four days,” she said.

“So, now we achieve the same eff ect with the use of elec-tron beam where 2,000 liters per hour can be produced… so we can now go commercial,” she explained.

Dr. Gil Magsino, agriculturist from the University of the Phil-ippines-Los Baňos (UPLB), conducted the pilot test in Pulilan, Bulacan and gave insights on how it was done during his talk.

Juliet Francisco, Pulilan, Bulacan agriculturist, gave a tes-timony on the eff ectivity of using the carrageenan technology.

She said Typhoon Lando struck just before harvest time during the fi eld testing and wreaked havoc in the province. However, rice crops that were sprayed with carrageenan re-mained upright as compared to the fi elds surrounding the test area which were devastated.

Wilfredo F. Sibal, DOST chief science and research spe-cialist, said the carrageenan project started since the time of former DOST Secretary Mario Montejo.

Sibal reiterated that carrageenan can increase rice yield and as well as pest and disease resistance as proven by fi eld testing.

He said a combination of three technologies like a me-chanical rice transplanter, hybrid seeds and carrageenan can increase rice yield of up to 200 cavans per hectare.

Sibal said it is now possible to attain this but everything started with carrageenan. “We are grateful to ma’am Lucy Abad of PNRI for coming up with this research idea and even-tually graduating in the technology,” he said.

Claro Q. Torres, technical sales manager of Sunripe Agri Machineries, Inc., said his company is the distributor of the commercial product of the technology which is now known as Vitalgro Carrageenan PGP.
