I want to take this opportunity to bringyou up to date on a number of initiatives weare working.

First of all, this may be your last Network. Printing costs are only going up.We are working to use those resources bet-ter in other ways yet provide you the infor-mation you need from your SCRA NationalHeadquarters. To that end, the Chief of Sig-nal, BG Strong, put out an email addressedto primarily the “6” address group thatspoke to SCRA and how you can continueto make sure SCRA is an integral part ofyour organization. We sent this one to the“6s” primarily because the change in signalstructure has made the S6 and G6 officers atcorps and below - also a great many officersserving as a 6 in many different locationsand at many different echelons - the focal

point for a significant portion of our Signalsoldiers. We want to send these offices a fewhard copies so that you have something inyour office about SCRA. At the same time,we want to keep you informed about theRegiment and SCRA by using your emailaddress. Unfortunately, as a private Organi-zation, we cannot use the resources of AKOto send you The Network. But if you send usyour email address, you will continue to geta copy of the network.

Many of you may know by now that ourSCRA manager of a number of years,Ms Robbe Ostby, has moved on. We thankher for her wonderful service to our organi-zation. Robbe was responsible for a numberof initiatives over the years that made a difference.

Please welcome Mr Bryan Tuschen.Bryan is no stranger to SCRA. You mayremember that his wife, Amy, was our firstmanager in 2001. Bryan will do a great joband will always have Amy for advice. OurNational office has also moved out of theRegimental Hall on Ft Gordon and Bryanwill operate out of his home locally. Formost members, this move will be totallytransparent. Many of the awards submis-sions and payments were done electroni-cally through email and the web. Speakingof the web, make sure you bookmark signalcorps.org on your favorites.

And speaking of awards, if there is onecontinuing issue that we experience is thatthe nominators are not reviewing the criteriafor the various awards that we provide. This

To better serve its mission of assisting injured or wounded Soldiers, Fort Gordon (GA)activated a new battalion on July 28.

“We’ve processed 700 Soldiers in just a year,” said Col. Karen Adams, garrison com-mander at the ceremony for the Medical Retention Process Battalion in the auditorium atDwight David Eisenhower Army Medical Center.

“The Army has seen fit to increase our capacity,” she said.Initially, a single companyserved those Soldiers. A second company was activated at the end of June.

Numbers in the companies and battalions fluctuate; however, Adams said “we are poisedto grow from 150 to 315.”

Maj. Charles Hansrote was the commander of the initial company.“Our mission was to care for National Guard and Army Reservists who were wounded,

injured or sick and served in Operation Enduring Freedom or Operation Iraqi Freedom,” hesaid. “We have a dual mission with U.S. Army Medical Command and Installation Man-agement Agency.”

Leading the new battalion is Lt. Col. Harry Kenney, 64.“I came out of retirement in 1993. I’m a retired reservist. I’ve walked the walk. I know

the concerns you have,” he said. “My mission is taking care of Soldiers. I truly want you toget well.”

SCHOFIELD BARRACKS, Hawaii —A new, state-of-the-art Information SystemsFacility for the Army in Hawaii was offi-cially opened Jan. 31 at a ribbon-cutting cer-emony here.

LTC Darryl S. Shaw, commander, 30thSignal Battalion, was the keynote speaker atthe ceremony and helped cut the ribbon. Hisbattalion operates and maintains the newfacility.

“The ISF we’re opening this morning isthe culmination of the efforts and teamworkof Soldiers, civilians, and industry partnersin attendance today,” Shaw told the audi-ence.

“The success we celebrate today is alsodue to the efforts on our behalf by theHawaii Congressional delegation, the Head-quarters, Department of the Army, the U.S.Army Pacific, and U.S. Army NetworkEnterprise Technology Command — all ofwhom recognized the vital need for thiscapability to support Hawaii’s warfightersand who steadfastly supported the projectfrom inception to completion.”

Shaw said the ISC houses the key andessential communications functions neces-sary for the Army’s transformation of the25th Infantry Division.

“The ISC provides critical communica-tions capabilities and interfaces between alltransformation projects, and the InformationInstallation Infrastructure Architecture,” heexplained. “This facility provides the criti-cal central hub connectivity to supportessential constructive, virtual, and realinformation systems.”

ISF operations will provide support 24 hours per day, 7 days a week, as a FixedTactical Internet management location;Local Communications Control Center;secure and non-secure main communica-tions node of the network switching

Lt. Col. Carlos Morales took charge of the 63rd Signal Battalion, 93rd Signal Brigade ina change of command ceremony on Barton Field (Fort Gordon, GA) July 21.

Morales took the microphone shortly after receiving the brigade guidon from former bat-talion commander Lt. Col. Robert Barker, to announce to over a hundred gathered Soldiersand civilians that all policies and procedures remained in effect.

“It is truly an honor to stand in the shadow of such a great unit,” Morales said. “I can only hope the next several years will be as good to me as they were to (lieutenant)Colonel Barker.”

The “Proud and Ready” battalion returned from a year-long deployment to Iraq in Janu-ary, and will be returning there before the end of the year. Morales said he felt more thanready to face the somewhat daunting task of getting a unit ready for deployment.

Col. David E. Dodd, 93rd Signal Brigade commander, characterized the new comman-der as an individual capable of taking care of the unit.

“Some might confuse this unit’s incredible success on their last deployment with luck,”Dodd said, “but this is not so. The more you train the luckier you get, and this battalion is atestament to the idea that you make your own luck. It is a tribute to all the hard work andtraining they did last year.”

Dodd mentioned that Barker would be terribly missed by everyone in the brigade, but hebelieved his talents would eventually take him far in the Army, and in the world.

“He had the courage to have high standards,” Dodd said. “He did not seek to be yourfriend, but accepted the loneliness of command so he could bring all his Soldiers home safeto their families.”

Barker, in turn, said he would miss the battalion, but had faith in the unit he was leavingbehind.

“You have shown that you are the best Signal Soldiers in the Army today,” he said.

“As we continue to move further into the21st Century, the Information SystemsFacility will provide the platform for voice,network and video teleconferencing ser-vices to our Soldiers in garrison, in the fieldfor training, and deployed wherever ournation needs them.”

New Commander Takes 15th Regimental Signal Brigade

The 15th Regimental Signal Brigadewelcomed a new commander July 7, 2006 ata change of command ceremony at FortGordon.

In an early morning display of militarypomp Col. Lori Sussman passed commandof the regiment to Col. Frank Penha.

Sussman is moving to the Joint Impro-vised Explosive Device Defeat Organizationwhere she will be working on ways to com-bat improvised explosive devices that areplaguing American forces in the Global Waron Terrorism.

The new brigade commander, Penhacomes to Fort Gordon from the U.S. NavalWar College in Newport, RI, where he wasa student. Previously he was assigned asbranch chief of the Net Centric

Functional Capabilities Board WorkingGroup, responsible for the initial and con-tinuing joint staff assessment of newwarfighter capabilities being developed inthe JCIDS. In his remarks to the regimentduring the change of command ceremony,Penha indicated that the continued focuswill be on training Soldiers and there wouldbe no major changes at first.

369th Signal Battalion, 15th SignalBrigade Change of Command

The 369th Signal Battalion, 15th Signal Brigade change of com-mand occurred 20 Jul at Fort Gordon’s Barton Field. Lt. Col. NelloThomas relinquished command to Lt. Col. Ralph Higgins. Lt. ColThomas, a lifetime member of the association, served as the Adolphous Greely Chapter President for two years, and received theprestigious Silver Order of Mercury before leaving his position.

The 551st Signal Battalion, 15th Signal Brigade, change of com-mand, also at Fort Gordon, Georgia, was 27 June. Outgoing comman-der Lt. Col. Michael Shillinger turned over command to Lt. Col.Jeanne Hutchinson.

Esteban won the first-place 2006 Maj.Gen. Keith L. Ware award in his category inworld-wide competition, having earlier wonthe category for the U.S. Army InstallationManagement Agency-Pacific Region.

“Mr. Esteban showed professional cre-ativity, commitment and passion for hiswork in designing highly complex graphicsfor deployment and re-deployment videosof various U.S. Army Hawaii units,” notedhis supervisor, Larry Thomas.

“His work for those videos was the cor-nerstone of his accomplishments in winningfirst place finishes at both the regional andDepartment of the Army levels,” Thomassaid.

“We are extremely proud of James Este-ban on this achievement,” said Bill McPher-son, public affairs officer, 516th SignalBrigade. “The Keith L. Ware awards are the‘Oscars’ for Army journalism. They recog-nize military and civilian employee printand broadcast practitioners for journalisticexcellence in furthering the objectives of theArmy’s internal-information program. Thesecretary of the Army sponsors this compe-tition annually.”

McPherson said this year’s judges con-sisted of distinguished civilian media pro-fessionals from private industry andacademia, government employees, and mili-tary retirees.

The brigade’s magazine, Pacific Voice,has previously earned two Keith L. Wareawards in its category.

Strange Signals

V - MAIL and the Signal CorpsBy Mike Rodgers, Signal Corps Museum

V, or Victory mail played a valuable tool to the military during World War II. V-Mail represented a new variation in getting mail from the troops overseas and fromthe home front to the troops in far away lands. Letters were written on speciallydesigned sheets and reduced by microfilming.

By reducing the V-Mail thousands of tons of valuable cargo space was savedfor war materials. 150,000 pages could be replaced by a single mail bag weighingonly 45 pounds.

When the microfilm arrived at its destination Signal Corps personnel wouldreproduce the V-Mail from the microfilm to about one-quarter of the original sizeand then sent to the recipient.

The first large Signal Corps operated V-Mail station opened on April 15,1943 in Casablanca, North Africa. V-Mail services were discontinued with theend of the war. It is estimated that over a billion V-Mails were sent from theUnited States to overseas and overseas to the United States.

BG Pollett Addresses Hawaii Chapter at LuncheonBy Bill McPhersonHawaii SCRA Chapter

SCHOFIELD BARRACKS, Hawaii — BG Carroll F. Pollett, commanding general, U.S. ArmyNetwork Enterprise Technology Command, was the featured speaker at a Hawaii Signal Corps Reg-imental Association professional development luncheon Nov. 1, 2005 at the Nehelani Club,Schofield Barracks.

About 115 Soldiers, civilians, and sister service officers listened as Pollett presented a slideshow entitled “Innovative Network Operations: Enabling Battle Command.”

Pollett said that as the Global War on Terrorism continues, the Army LandWarNet and otherDefense networks are prime targets for cyber attacks by the enemy; so NETOPS is a top priority forthe Department of Defense and the Army.

“NETCOM’s focus for computer network defense is a joint focus to develop an enterpriseNETOPS solution for the DoD and Joint environments,” Pollett explained.

Rather than speak from the podium, the general walked around the dining room as he spoke andpresented slides, and then conducted a question and answer session following his remarks.

At the conclusion of Pollett’s presentation, Hawaii SCRA President COL Edric A. Kirkman pre-sented the general with a Hawaiian memento from the chapter.

14th Annual Signal Corps Regimental Association 10K Run

The Adolphous Greely chapterhosted the 14th Annual Signal CorpsRegimental Association 10K Run on 17Jun 06. There were close to 200 runnersand support from students in the Regi-mental Non-Commissioned Officer’sAcademy. The 1 mile kids run winnersare receiving their awards (above).

The overall winner, Orinthal Striggles, completed the race with atime of 34.08 and the overall femalewinner, Elena Hubbard, finished herrun in 46.53.

FORT SHAFTER, Hawaii – The HawaiiSignal Corps Regimental Association hasannounced its 2006 Regimental Week activ-ities, which will take place Sept. 12-16 atvarious Hawaii locations, according to Col.Edric A. Kirkman, chapter president.

“We delayed this year’s RegimentalWeek a couple of months to coincide withthe Sept. 15 activation of the 311th SignalCommand (Theater) at Fort Shafter, atwhich we expect several senior Signal lead-ers to be in town to participate,” Kirkmansaid. “They will also be attending our Sig-nal Ball the next night, and perhaps some ofthe other activities earlier that week.”

Events will include an ice breaker, regi-mental run, prayer breakfast, golf tourna-ment, and Signal Ball.

Retired Lt. Gen. Thomas M. Rienzi, aDistinguished Member of the Regiment andlife member of SCRA, will be a featuredspeaker at the prayer breakfast Sept. 12 atthe Hale Ikena Community Club, FortShafter. Chaplain (Col.) Gene Fowler, newcommand Chaplain, U.S. Army Pacific, willalso participate.

Dates and locations of the run and golf tournament were being finalized atpress-time.

The week will culminate with the annualHawaii Signal Corps Ball on Saturday, Sept.

16 at the Koolau Golf Club. Brig. Gen. Carroll F. Pollett, commanding general,U.S. Army Network Enterprise TechnologyCommand/9th Signal Command, will be theguest speaker.

In addition to a number of on-islandcolonels and command sergeants major,senior leaders expected to attend the balland some other Regimental Week eventsinclude Maj. Gen. Donna Dacier, command-ing general, 311th; Pollett; and Col. (Pro-motable) Jennifer Napper, J-6 director, U.S.Pacific Command.

Participating units will include the311th, the 516th Signal Brigade, 30th SignalBattalion, 307th Integrated Theater SignalBattalion, 804th Signal Company, DefenseInformation Systems Agency-Pacific,USPACOM J-6 staff, USARPAC G-6 staff,and G-6 staffers and signal officers andNCOs from 25th Infantry Division/U.S.Army Hawaii, 9th Regional ReadinessCommand, 94th Air and Missile DefenseCommand, 196th Infantry Brigade, 500thMilitary Intelligence Brigade, and otherHawaii units.

Members of the Hawaii Armed ForcesCommunications-Electronics Associationhave also been invited to participate, Kirk-man said.

CPT Alfredo Rodriquez demonstratedhe is a true leader in the Signal Regiment bydeveloping new doctrine for signal supportduring our National Training Center (NTC)rotation for a modular network supportcompany, its Network Operations Cell andits support for the brigade fight. During theBrigade’s Iraq deployment he directed the installation of the largest deployed satellite/LOS combined network for the newmodular structure supporting 2 Brigadecommand posts, 5 Battalion commandposts, the 9th Iraqi Division command postand two 9th Iraqi Division Brigade com-mand posts. His abilities enabled theBrigade to maintain reliable communica-tions and maintain command and controlenabling the Brigade to achieve victory incombat.
