    SEALED BIDS FOR:

    PROJECT #: 180378-01

    ASBESTOS ABATEMENT Darlington Community School District, Darlington High School

    Shall be received by the Darlington Community School District until 2:00 PM, February 28, 2018.

    Project Manual and Bid Documents for said project may be obtained at the pre-bid walk through or

    after February 21, 2018 from Environmental Management Consulting, Inc. office, located at

    W7748 County Highway V, Lake Mills, Wisconsin 53551-9643, (920) 648-6343. Bids will be

    opened at the District Office at 2:00 PM on February 28, 2018. Award of contract will be made on

    February 28, 2018.

    Pre-Bid Meeting:

    A mandatory pre-bid meeting and walk through for invited bidders will be held on February 21,

    2018 at 3:30 PM at the Darlington High School which is located at 11838 Center Hill Road,

    Darlington, WI 53530. Meet at Darlington High School.

    All bids shall be prepared in accordance with the instructions to bidders found in the project

    manual. The Owner reserves the right to reject any or all bids.

    BID INFORMATION

  • SECTION II BID INFORMATION

    2.1 QUALIFICATION REQUIREMENTS OF BIDDERS

    A. Contractor must maintain throughout the duration of the contract, insurance in accordance with

    Section 3.3 of this project manual.

    B. Contractor must provide proof of successful completion of five (5) asbestos abatement projects of

    similar or greater size and complexity.

    C. Contractor must be a certified asbestos abatement company/firm registered with the State of

    Wisconsin Department of Health Services (DHS).

    D. All work must be conducted under the direct supervision of a certified Asbestos Abatement

    Supervisor registered with the State of Wisconsin Department of Health Services (DHS). All

    employees working on the project must be certified asbestos abatement workers registered with the

    State of Wisconsin Department of Health Services (DHS).

    E. Contractor WILL be required to obtain a 100% Performance and Payment Bond for the contract

    amount. No checks or letters of credit will be accepted. The date of the bond will need to be the

    same as or later than the contract date to properly guarantee performance of the contract.

    2.2 INSTRUCTIONS TO BIDDERS

    2.2.1 GENERAL REQUIREMENTS

    A. INTERPRETATION

    No verbal explanation will be given in regard to the project manual specifications. Bidder's shall bring

    discrepancies, omissions, conflicts, or other inadequacies to the attention of the Project Designer at least

    five (5) working days before the date set for opening bids. Clarification will be sent to all bidders on record

    by addendum. All requests for clarification, interpretations, or other pertinent information should be

    directed to:

  • B. ADDENDA

    Any addenda to the drawings of project manual drawings issued before or during the time of bidding shall

    be included in the bid and become a part of the contract. Failure to acknowledge receipt of all addenda

    with your bid shall be considered just grounds for rejection of your bid.

    C. MATERIAL AMOUNTS

    The Project Designer does not warrant the drawings and quantities of materials to be totally accurate. It is

    the bidder responsibility to ascertain the accuracy of the drawings and estimates prior to bid submission.

    2.2.2 BIDS

    A. WITHDRAWAL OF BIDS

    Bids submitted to the Owner may be withdrawn prior to the time set for opening of bids. Request for non-

    consideration must be made in writing, addressed to the Owner, and received by the Owner prior to the

    time set for the opening of bids. Withdrawn bids will be returned unopened.

    B. IRREGULAR BIDS

    Bids shall be considered irregular if they show any omissions, alterations, additions, or irregularities of any

    kind. However, the Owner reserves the right to waive any irregularities and to make the award in the best

    interest of the Owner.

    C. REJECTION OF BIDS

    The Owner reserves the right to reject any or all bids.

    D. OPENING OF BIDS

    All bids properly submitted will be opened at 2:00 PM on February 28, 2018.

    E. PREVAILING WAGES

    Prevailing wages do not apply to this project.
