is a communication campaign launched by the

European Commission in the framework of the

European Innovation Partnership (EIP) on Raw

Materials

to promote skills and employment in raw materials

to boost sectorial competitiveness and sustainable

growth while showing the huge potential of

European raw materials

The aim of the initiative is to attract young people

that are choosing their studies or future graduates,

about opportunities in the raw materials sector

While the EU is currently dependent on the

imports of many metals, the overall potential for

mining and quarrying in Europe is strong

In spite of this, the land area available for

extraction in the EU is constantly decreasing,

turning access to land into a key challenge for the

extractive industry

In order to facilitate the sustainable supply of raw

materials from European deposits, it is important

to have the right legal and regulatory framework

conditions in place

Directive 2004/35/EC on environmental liability (ELD) with regard to the prevention and remedying of environmental damage establishes a framework based on the polluter pays principle to prevent and remedy environmental damage.

The ELD was amended three times through Directive 2006/21/EC on the management of waste from extractive industries, through Directive 2009/31/EC on the geological storage of carbon dioxide and amending several directives, and through Directive 2013/30/EU on safety of offshore oil and gas operations and amending Directive 2004/35/EC.

The Waste Management (Management of Waste from

the Extractive Industries) Regulations 2009 (SI No 566

of 2009) came into operation on the 31st December

2009.

Under Regulation 19(1) each local authority shall:

Establish and maintain a register of all extractive

industries within its functional area including-: ◦ the extraction, treatment and storage of mineral resources,

◦ the working of quarries, and

◦ the extraction, treatment and storage of peat.

Regulation 19(2) requires the EPA to maintain the register on behalf of the local authorities. Regulation 20 requires the EPA to maintain an inventory of closed extractive waste facilities.

The EIP on Raw Materials objective is to reduce

raw materials import dependency by improving

supply conditions from the EU and outside and

providing resource efficiency and alternatives in

supply.

It also aims to bring Europe to the forefront in raw

materials sectors while also mitigating their

negative environmental and social impacts.
