    Preface and acknowledgements

    Penal Reform International (PRI) promotes alternatives to imprisonment which support the rehabilitation of offenders and reduce the likelihood of re-offending. We advocate for the reduction in the unnecessary use of prison and assist governments to develop alternative sanctions and measures and probation services to effectively enforce them.

    This joint initiative with the EU funded Project Support to the Reform of the Criminal Justice System in Georgia, implemented by Hulla & Co. Human Dynamics KG, has come to a fruition and we are able to offer a Probation Law Manual in Georgian to a wide audience, including students, policy-makers, and practitioners.

    In a way it is a reflection of the acknowledgment of the need to further develop the discipline of the academic study of probation as well as practice, understanding of its growing role in criminal justice system, and developments and increased capacity of the probation service in Georgia.

    The manual provides easily accessible information on the place and interrelation of the probation law with other disciplines; explains the impact of criminal justice policies on criminality and the use of imprisonment vs. alternatives, numbers of offenders and outcomes in terms of re-offending and rehabilitation; overviews development of Georgian probation service, its functions, structure and staffing; provides statistics and figures; outlines Georgian practice vis--vis international standards and good practice examples; contains chapters with key considerations on the delivery of functions of probation service: conditional sentence, suspended sentence, parole, e-monitoring, etc. provides insight into particularities of work with different groups of probationers, including juveniles, those with addiction problems, etc. and different core tasks including risk/needs assessment, supervision, support and rehabilitation.

    The Manual can be used in both academic as well as practical contexts, and will serve as a useful guide to explore a variety of issues and themes pertinent to the probation and alternative sanctions.
