The Whitebook provides a concise view of key concerns affecting European businesses in Vietnam in regards to trade, investment, growth and employment. This is the 8th edition of EuroCham’s annual advocacy publication on Trade / Investment Issues & Recommendations. For the first time, the Whitebook launch was accompanied by a half-day conference engaging key stakeholders and media. The scope was broadened and included 4 panel discussions, speeches by dignitaries and a presentation on the EU-Vietnam Free Trade Agreement (EU-VN FTA). The “EU and Vietnam Economic Cooperation Conference: EuroCham Whitebook 2016 Launch & EU-Vietnam FTA Outlook” took place on the 2nd of March from 8:00 am to 14:00 pm at Sofitel Plaza Hanoi and attracted over 350 participants. The conference was held jointly by EuroCham, the Vietnam Chamber of Commerce and Industry (VCCI) and the Delegation of European Union to Vietnam (EU Delegation), with the support of the Ministry of Foreign Affairs and in partnership with Prudential Vietnam Assurance. At the occasion of this conference, a Strategic Cooperation Agreement between VCCI and EuroCham was signed to develop the partnership on providing information and support on the EU-VN FTA to the respective members. Against the backdrop of the recently concluded and published EU-VN FTA, the conference gathered participants from a large range of Ministries, Government authorities and Provinces as well as European Embassies. The presence of leading European and local companies reflected the strong interest of the business community in Vietnam in this bi-lateral trade treaty. The 8 th edition of the EuroCham Whitebook 2016 is a collective expression of the views of EuroCham member companies, which operate in a wide range of industries. The publication echoes the European business community’s desire to support the Vietnamese Government in the development of the current legal framework and a positive business environment in Vietnam, for the benefit of companies, investors and society. Underlining the significance attributed by the Vietnamese government to the EU-VN FTA, H.E. Mr. Huy Hoàng, Minister of Industry and Trade, addressed the participants in an opening speech. H.E. Mr. Bruno Angelet, Ambassador/ Head of the EU Delegation, highlighted in his key note speech that the treaty represents an important milestone in the bilateral commercial, economic and investment links between Vietnam and the European Union.

The European Chamber of Commerce in Vietnam (EuroCham) is pleased to announce the launch of EuroCham’s Whitebook 2016. The Whitebook provides a concise view of key concerns affecting European businesses in Vietnam in regards to trade, investment, growth and employment. This is the 8th edition of EuroCham’s annual advocacy publication on Trade / Investment Issues & Recommendations. Similarly Dr. Vu Tien Loc, President and Chair of VCCI emphasized in his key note speech the future impact of the EU-VN FTA both for Vietnamese and foreign enterprises, and welcomed the initiative to cooperate even closer with EuroCham. EuroCham Chairwoman Nicola Connolly stated in her key note speech that the bilateral treaty with the EU was another step forward to further integrate Vietnam into the global economy. The conference attracted more than 100 Government representatives, particularly we were honoured to welcome H.E. Mr. Vu Huy Hoang, Minister of Industry and Trade, H.E. Mr. Nguyen Quan, Minister of Science and Technology as well as H.E. Mr. Dang Huy Dong, Vice Minister of Planning and Investment, H.E. Mr. Doan Mau Diep, Vice Minister of Labour, Invalid and Social Affairs, H.E. Mr. Pham Le Tuan, Vice Minister of Health, H.E. Mr. Bui Pham Khanh, Vice Minister of Construction. With 13 Ambassadors representing Austria, Denmark, France, Greece, Netherlands, Sweden and the UK amongst others almost half of the EU member states were represented too. Chairs of Sector Committees - key contributors of the Whitebook 2016 - together with representatives of different Ministries joined panel discussions in four sessions discussing on key areas like Food and Health, Consumer Choice, Legal and Tax/Customs, and Improving Business Environment. Furthermore and Miriam Garcia Ferrer, Head of Trade/Economics Section of EU Delegation provided an outlook on the EU - Vietnam FTA. In her closing remarks, Nicola Connolly shared with the audience that the Whitebook 2016 launch is the starting point for further in-depth dialogues between EuroCham’s Sector Committees and the respective Ministries and government authorities. 1,500 copies of this year’s edition of the Whitebook will be provided to Ministries, Embassies and Consulates, Chambers of commerce / Business Groups (Foreign and Local), media, trade missions to Vietnam and distributed at conferences in Vietnam and Europe. The EU-Vietnam Economic Cooperation Conference will be followed by a series of meetings and panel discussions to provide further insight into the EU-Vietnam FTA under the cooperation between EuroCham, VCCI, the EU Delegation, MOFA and other stakeholders. On the 3rd of March, the Whitebook 2016 was introduced to EuroCham members and media in Ho Chi Minh city. The event was held at Le Méridien Saigon from 8:00 to 10:30 with a total of 150 participants, including representatives from Consulates, Departments in Ho Chi Minh City, e.g. Department of Planning and Investment, Department of Industry and Trade, Department of Science and Technology ect., as well as EuroCham members and media. Following the key note speech by H.E. Mr. Bruno Angelet. Ambassador - Head of Delegation - Delegation of European Union to Vietnam, Mr. Nguyen The Hung, Deputy General Director of VCCI in Ho Chi Minh city, and EuroCham Chairwoman Nicola Connolly, Chairs of Sector Committees presented their key issues and recommendations covered in the Whitebook 2016 and answered questions from the audience.

H.E. Mr Bruno Angelet, Ambassador - Head of Delegation - Delegation of European Union to Vietnam stated: “This is the first event allowing both the Minister of Trade and Industry and the EU Delegation in Hanoi to present publicly the EU-Vietnam FTA since the publication of the texts on 1 February. The EV FTA is a key building block in the comprehensive partnership between Europe and Vietnam. We are happy to announce, as from today, that both sides have started working on all preparatory measures for full implementation, in line with our Leaders' Joint Statement of 2 December 2015. We will also promote the Agreement and its potential across to country and towards our respective business communities to highlight the wonderful opportunities it opens for our common future. No doubt, the EU and Vietnam have a splendid opportunity ahead and can build one of the best partnerships for the future in South East Asia.” VCCI President and Chairman, Dr. Vu Tien Loc emphasized: “EuroCham has been VCCI’s key partner for years, and we are happy to see the relationship is even more deeply reinforced in order to facilitate the implementation of EU-VN FTA with the signing ceremony of a strategic cooperation agreement between VCCI and EuroCham. EuroCham’s Whitebook has been and will continue to be a reliable and effective platform for the Government to have an overview of concerns and recommendations of EuroCham member companies in a wide range of industries.” EuroCham Chairwoman Nicola Connolly commented: “Over the last 12 months EuroCham has observed and welcomed effort and reforms that have been initiated by the Vietnamese Government, yet there is more to be done to both secure the achieved as well as realize further investment and trade in the market. EuroCham’s quarterly Survey to its members, the Business Climate Index has remained stable over the last year (75-77-75-82). The last quarter’s index has increased to 82, indicated the significantly improved business confidence of our members.” She also stated: “Cooperation of EuroCham, VCCI and EU Delegation to organize this EuroCham Whitebook 2016 Launch & EU-Vietnam FTA Outlook has demonstrated efforts from both side EU and Vietnam to improve the Vietnam business climate for a successful implementation of the EU-Vietnam FTA.”

Hiệp hội Doanh nghiệp châu Âu tại Việt Nam (EuroCham) trân trọng thông báo sự kiện công bố ấn phẩm Sách Trắng 2016. Ấn phẩm thường niên này đưa ra cái nhìn tổng quan về những vấn đề trọng điểm ảnh hưởng đến cộng đồng doanh nghiệp châu Âu tại Việt Nam trong các lĩnh vực thương mại, đầu tư, tăng trưởng và việc làm. Lần đầu tiên, Lễ Công bố Sách Trắng – ấn phẩm thứ 8 được tổ chức dưới hình thức hội thoại với sự tham dự của các Bộ ban ngành, các cơ quan liên quan và báo chí, nhằm thảo luận về các nội dung trong ấn phẩm cũng như trình bày về Hiệp định Thương mại Tự do Liên minh châu Âu – Việt Nam (EVFTA). Sự kiện “Hội thoại Triển vọng Hợp tác Kinh tế giữa Liên minh châu Âu và Việt Nam: Lễ Công bố Sách Trắng 2016 và Tầm nhìn EU – Việt Nam FTA” đã diễn ra vào ngày 2 tháng 3 năm 2016 từ 8:00 đến 14:00 tại khách sạn Sofitel Plaza Hà Nội, thu hút hơn 350 đại biểu tham dự. Buổi hội thoại được đồng tổ chức bởi EuroCham, Phòng Thương mại và Công nghiệp Việt Nam (VCCI) và Liên minh châu Âu, với sự hỗ trợ từ Bộ Ngoại giao và sự đồng hành của Công ty TNHH Bảo hiểm Nhân thọ Prudential. Tại buổi hội thoại này, Thoả thuận hợp tác chiến lược giữa VCCI – EuroCham được ký kết nhằm phổ biến những thông tin quan trọng liên quan đến EVFTA đến cộng đồng Doanh nghiệp. Trong bối cảnh hiệp định EU-Việt Nam FTA được ký kết, buổi hội thoại đã thu hút sự tham dự của Bộ ban ngành Chính phủ, đại diện từ các tỉnh thành, Đại sứ các quốc gia châu Âu. Sự hiện diện của các doanh nghiệp hàng đầu từ châu Âu và Việt Nam phản ánh sự quan tâm sâu sắc của cộng đồng doanh nghiệp tại Việt Nam vào hiệp định thương mại song phương này. Ấn phẩm lần thứ 8 Sách Trắng 2016 tổng hợp ý kiến của các công ty thành viên EuroCham, hoạt động trong nhiều lĩnh vực ngành nghề. Ấn phẩm này phản ánh mong muốn của cộng đồng doanh nghiệp trong việc hỗ trợ Chính phủ Việt Nam xây dựng khuôn khổ pháp lý và phát triển môi trường kinh doanh tại Việt Nam, mang lại lợi ích cho các doanh nghiệp, các nhà đầu tư nói riêng cũng như xã hội nói chung. Ngài Vũ Huy Hoàng, Bộ trưởng Bộ Công thương đã nhấn mạnh ý nghĩa của EVFTA đối với Chính phủ Việt Nam trong bài phát biểu khai mạc. Ngài Bruno Angelet, Đại sứ - Trưởng Phái đoàn Liên minh Châu Âu, nhấn mạnh rằng Hiệp định này là cột dấu mốc quan trọng trong mối quan hệ thương mại, kinh tế và đầu tư giữa EU và Việt Nam. Tiến sĩ Vũ Tiến Lộc, Chủ tịch VCCI cũng nêu bật tầm ảnh hưởng của EVFTA đối với các doanh nghiệp Việt Nam và nước ngoài và hoan nghênh cơ hội hợp tác chặt chẽ hơn với EuroCham.

Bà Nicola Connolly, Chủ tịch EuroCham đề cập trong bài phát biểu khai mạc rằng hiệp định song phương với EU là một bước tiến vượt trội, thúc đẩy sự hội nhập của Việt Nam vào nền kinh tế toàn cầu. Tiêu biểu trong số hơn 100 Đại diện phía Chính phủ Việt Nam là Ngài Vũ Huy Hoàng, Bộ trưởng Bộ Công Thương, Ngài Nguyễn Quân, Bộ trưởng Bộ Khoa học và Công nghệ,và các Thứ trưởng như Ngài Đặng Huy Đông, Thứ Trưởng Bộ Kế hoạch và Đầu tư, Ngài Doãn Mậu Diệp, Thứ Trưởng Bộ Lao động Thương binh và Xã hội, Bộ Công Thương, Ngài Phạm Lê Tuấn, Thứ Trưởng Bộ Y tế, Ngài Bùi Phạm Khánh, Thứ Trưởng Bộ Xây dựng. 13 Đại sứ các quốc gia Áo, Đan Mạch, Pháp, Hy Lạp, Hà Lan, Thuỵ Điển, Vương Quốc Anh và các quốc gia thuộc khối EU khác cũng đến tham dự. Chủ tịch các Tiểu ban Ngành nghề - đóng góp chính cho Sách Trắng 2016 - cùng tham gia bốn phiên thảo luận chuyên đề với đại diện các Bộ ban ngành, trao đổi về bốn chủ đề quan trọng: Thực phẩm và Sức khỏe, Lựa chọn của Người tiêu dùng, Pháp luật và Thuế/Hải quan và Phát triển Môi trường Kinh doanh. Tiếp theo đó, bà Miriam Garcia Ferrer, Trưởng ban Thương mại/Kinh tế của Phái đoàn Liên minh châu Âu đã có bài trình bày về triển vọng EVFTA. Trong phần phát biểu bế mạc, bà Nicola Connolly chia sẻ với các đại biểu tham dự rằng lễ công bố Sách Trắng 2016 là khởi điểm cho các cuộc đối thoại chuyên sâu giữa các Tiểu ban Ngành nghề EuroCham và các Bộ ngành liên quan. Hơn 1.500 cuốn Sách Trắng sẽ được gửi đến các Bộ, Đại sứ quán, Lãnh sự quán, Hiệp hội (nước ngoài và Việt Nam), báo chí, Phái đoàn thương mại đến Việt Nam cũng như được giới thiệu trong các hội thảo tại Việt Nam và châu Âu. Hội thoại Triển vọng Hợp tác Kinh tế giữa EU và Việt Nam sẽ được tiếp nối bằng một loạt sự kiện nhằm cung cấp thông tin cụ thể hơn về EVFTA, do EuroCham, VCCI, Phái đoàn Liên minh châu Âu, Bộ Ngoại Giao và các bên liên quan khác đồng tổ chức. Vào ngày 3 tháng 3 năm 2016, Sách Trắng 2016 đã được giới thiệu đến các doanh nghiệp thành viên và báo chí tại TP. Hồ Chí Minh. Sự kiện diễn vào lúc 8:00 đến 10:30 tại Khách sạn Le Meridien và đã thu hút hơn 150 người tham dự từ đại diện các Lãnh sứ quán, đai diện các Sở ban ngành tại TP. Hồ Chí Minh như Sở Kế hoạch đầu tư, Sở Công thương, Sở Khoa học và Công nghệ cùng các doanh nghiệp thành viên cũng như báo đài. Đại diện các Tiểu ban Ngành nghề đã trình bày các vấn đề và kiến nghị chính trong Sách Trắng và tham gia phần hỏi đáp sau phần phát biểu của Ngài Đại sứ EU Bruno Angelet, Ông Nguyễn Thế Hùng, Phó Giám đốc VCCI TP. Hồ Chí Minh và Bà Nicola Connolly, Chủ tịch EuroCham. Ngài Bruno Angelet, Đại sứ - Trưởng Phái đoàn Liên minh châu Âu tại Việt Nam phát biểu: “Đây là sự kiện đầu tiên có Bộ trưởng Bộ Công thương và Phái đoàn Liên minh châu Âu tại Hà Nội trình bày về Hiệp định Thương mại Tự do EU-Việt Nam (EVTFA) kể từ khi nội dung văn bản được công bố vào ngày 1 tháng 2. EVFTA là nền móng quan trọng cho quan hệ đối tác toàn diện giữa châu Âu và Việt Nam. Chúng tôi rất vui mừng thông báo, kể từ ngày hôm nay, hai bên đã bắt đầu làm việc với tất cả các biện pháp nhằm chuẩn bị cho việc thực hiện toàn diện, phù hợp với Tuyên bố chung của Lãnh đạo chúng ta vào ngày 2 tháng 12 năm 2015. Chúng tôi cũng sẽ phổ biến rộng rãi Hiệp định và tiềm năng của nó, hướng tới cộng đồng doanh nghiệp, nhằm nhấn mạnh các cơ hội tuyệt vời sẽ mở ra cho tương lai chung của hai phía. Không nghi ngờ gì nữa, đây là cơ hội lớn để EU và Việt Nam có thể xây dựng một trong những mối quan hệ đối tác tốt nhất cho tương lai trong khu vực Đông Nam Á" .

Chủ tịch VCCI, TS. Vũ Tiến Lộc cho biết: “EuroCham là đối tác chiến lược của VCCI trong nhiều năm qua, và chúng tôi rất vui vì mối quan hệ này ngày càng bền chặt, tạo điều kiện thực hiện EVFTA, cụ thể là qua thỏa thuận phối hợp hành động của VCCI và EuroCham. Ấn phẩm Sách Trắng của EuroCham đã và sẽ tiếp tục là một công cụ hiệu quả và đáng tin cậy để Chính phủ Việt Nam có cái nhìn tổng quan về những quan ngại và kiến nghị của các doanh nghiệp thành viên EuroCham về nhiều ngành nghề lĩnh vực khác nhau.” Chủ tịch EuroCham, bà Nicola Connolly nhận định: “Suốt 12 tháng vừa qua, EuroCham đã ghi nhận và hoan nghênh những nỗ lực và đổi mới từ phía Chính phủ Việt Nam, tuy nhiên hiện vẫn còn nhiều vấn đề cần được quan tâm nhằm duy trì những thành quả đã đạt được, cũng như đưa ra những nhận định sâu sắc hơn về thị trường đầu tư và thương mại. Khảo sát Chỉ số Môi trường Kinh doanh hàng quý của EuroCham, luôn ở mức ổn định trong những quý gần đây (75-77-75-82). Vào quý cuối cùng năm 2015, chỉ số này đã tăng lên mức 82 điểm, cho thấy sự cải thiện đáng kể trong niềm tin vào tình hình kinh doanh của các doanh nghiệp thành viên EuroCham.” Bà Connolly cũng phát biểu: “Lễ Công bố Sách Trắng 2016 & Triển vọng EU-Việt Nam FTA, đồng tổ chức bởi EuroCham, VCCI và Phái đoàn Liên minh châu Âu, đã thể hiện nỗ lực từ các phía nhằm cải thiện môi trường kinh doanh tại Việt Nam, chuẩn bị cho việc thực thi thành công các điều ước của EVFTA.” Nội dung Hiệp định EVFTA: http://trade.ec.europa.eu/doclib/press/index.cfm?id=1437

With offices in both Hanoi and Ho Chi Minh City, EuroCham’s mission is to represent the business interests of our European members in Vietnam, and to improve the business environment in Vietnam for the benefit of all players. EuroCham also aims at helping Vietnamese enterprises to successfully meet the many challenges posed by the nation's ongoing global economic integration. As the lead organization representing European business interests in Vietnam, EuroCham now works in partnership with the Belgium Luxembourg Chamber of Commerce in Vietnam (BeluxCham), the French Chamber of Commerce and Industry in Vietnam (CCIFV), The Central and Eastern European Chamber of Commerce in Vietnam (CEEC) and the Dutch Business Association Vietnam (DBAV), the German Business Association in Vietnam (GBA), the Italian Chamber of Commerce in Vietnam (ICham), the Hanoi chapter of the Nordic Chamber of Commerce Vietnam (NordCham) and the Spanish Business Group in Vietnam (SBG) and EuroCham is also a member and founder of the EU-ASEAN Business Council representing European business interests in ASEAN and member of the European Business Organisations (EBO) Network, which works to represent the interests of European businesses in more than 30 countries across the globe.
