1OCTOBER / NOVEMBER 2012 SPLASH

Our redevelopment has suffered some setbacks. SCDF has

just informed the Club that extension to the MSCP (which

was opened for members’ use on 9 January 2012 and since

closed from mid July 2012) could not be re-opened due

to non-compliances with the prevailing Fire Safety Code.

The codes call for all decks of the MSCP to have at least

50% ventilation openings but these requirements were not

complied with in the Architect’s design. As a result, SCDF

would not grant a Temporary Fire Permit (TFP) while these

issues are outstanding. Hence TOP approval could not be

granted by BCA. The new parking lots therefore remain

closed to members to this date.

Consequently, the opening of The Palms and Kitchen was

duly affected and delayed until these MSCP irregularities are

resolved. The Club is currently reviewing its options and will

take necessary follow up actions.

Nevertheless, to expedite the opening of the Palms,

we have intervened and communicated directly with the

authorities and are now in the process of trying to settle the

Palms’ TOP issues separately from those at MSCP which

would take much longer time to resolve. Our intervention is

making head-way and if all goes well, we hope TOP for The

Palms & Kitchen will be secured within a very short time.

We are also looking forward to lease out the new

commercial retail spaces so that we could increase our

revenue income. If you or your friends are keen, please do

contact us.

On the legal front, the case to recover $2 million from the

former President, Mr Freddie Koh, is still pending in the High

Court and we will keep members posted of any signifi cant

development.

Meanwhile, we will continue to work on improving our

productivity and focusing our best effort in reducing the

Club’s operating defi cit. We will also implement suggestions

and recommendations in cost saving initiatives and to

explore possible revenue generating programs by the various

departments to improve our fi nancial position.

For lovers of country and western music, Singapore

Cowboy Matthew of “Matthew & The Mandarins” is back in

D’Tanjong every Saturday night and since then it has been

packed. Please therefore come early to avoid disappointment.

Finally, I wish our members Selamat Hari Raya Haji and

Happy Diwali.

Our Midgets

at the Midget Meet!

3OCTOBER / NOVEMBER 2012 SPLASH

October is already upon us and we are beginning to

commence the building up of activities that will culminate in

the New Year Countdown Party.

Our recent successful hosting of the Open Midget Meet

demonstrates the Club’s capabilities in organising regional

swimming competitions. This year, well over 400 children

from 14 clubs (including overseas participants) took part in

the 2-day competition. The Club was happy to note that all

participants and supporters enjoyed the spirit of competition,

camaraderie as well as the Club’s hospitality.

Just around the corner are other major events such as

the Annual Bilateral Games with SIA Group Sports Club on

14 October 2012 and Diwali Ki Shaam – Aap Ke Naam Ball

on 10 November 2012 at the Grand Ballroom starting from

7.30 pm. This event is usually a fun fi lled affair to be enjoyed

amongst family and friends. Bookings are now open.

In early December, the Club will host another international

sports event, the 12th Annual Straits Settlement Games

which involves three distinguished Sports and Social Clubs

with ties dating back from the British colonial era; namely,

Singapore Swimming Club, Penang Sports Club and The

Malacca Club. This event is hosted on a rotational basis and

this year, it is our honour to host from 7-9 December 2012.

Organising an event of this nature and scale takes time and

effort and we hope that members will come forward to lend

their support accordingly.

In our continued efforts to raise and constantly improve

the level of service quality in the Club, we have engaged

external trainers to run several specialist courses that we feel

will ultimately be of benefi t to both staff and Club members.

Finally we do request for members to be mindful of Club

Rules and Bye-laws at all times. The Rules are not meant to

be restrictive, but rather to facilitate the orderly administration

of club operations accordingly.

We look forward to seeing you at the Club.

URGENT NOTICE TO MEMBERS - Update on Redevelopment and non compliance issues

19 July 2012

Following the Building Control Authority (BCA) Temporary Occupation Permit (TOP) inspection on 19 July 2012

various non-compliances were identifi ed and had to be addressed by Hiladt Architects (SSC’s Architects) before

TOP could be obtained.

1 August 2012

SCDF (Singapore Civil Defence Force) carried out a spot check on the MSCP (multi-storey car park) and

highlighted several irregularities that were found to be not in compliance of certain clauses of the Fire Code.

Subsequently Hiladt was formally notifi ed of these issues by SCDF accordingly. Hiladt did not bring it to the

attention of the Club or the Development Committee (DC612) as SCDF did not copy said letters to the Club.

22 August 2012

Hiladt advised the Club that for the BCA compliance work only the steps rectifi cation to the cabana centre

square area were outstanding. Thereafter once works are completed Hiladt shall compile and submit to BCA

for the partial TOP issuance.

BCA carried out a TOP inspection on 17 September 2012 for both the Palms and Kitchen.

21 September 2012

Hiladt reported to the Club that they had submitted an application to BCA on 20 September 2012 applying for

the partial TOP of the Palms and Kitchen. This was despite the fact that Hiladt had been advised by DC612

that for Palms & Kitchen, there is no need to apply for TOP since they are just amendments to partitions &

minor works i.e.no structural works are involved.

26 September 2012

The Club received correspondence from BCA citing:-

• BCA referred to our QP’s (Hiladt’s) application for Temporary Occupation Permit (TOP) for Palm Cafe

and Kitchen (Phase 2) & informed that application is held in abeyance. The reason is that the

requirements for the application of the Phase 1 TOP have not been fully complied with.

• BCA advised that several clearances/declarations/certifi cates had not yet been submitted.

This correspondence was immediately forwarded to Hiladt for their necessary advice and action.

28 September 2012

The Club was informed by Hiladt that SCDF has further highlighted in their audit check that the MSCP existing

car park does not comply with the 50% natural ventilation opening cross ventilation and is further aggravated

by the void slab over and extension of the car park bay.

• This revelation came as a complete surprise as this non-compliance from FSSD (Fire Safety & Shelter

Department) has now caused the entire TOP to be held in abeyance. To compound matters, this was

the fi rst time that the Club had been informed or appraised of this issue although Hiladt had been

notifi ed very much earlier.

Notice

9OCTOBER / NOVEMBER 2012 SPLASH

28 September 2012 (cont’d)

1. BCA informed that TOP is required as there is an extension work involved to an existing building that

affects the external facade, besides the internal renovation works.

2. BCA said that Phase 1 TOP can be withdrawn and Palms and Kitchen extension TOP application

submitted separately to obtain partial TOP for Palms and Kitchen fi rst.

In order to do so, the following processes must be followed.

a. A BP (Building Plan) amendment plan submission must fi rst be done to exclude the Palms and

Kitchen.

b. Once BP amendment plan is approved to submit in BP plans for Palms and Kitchen as a separate

submission with separate BP number.

c. Once BP plans for Palms and Kitchen are approved, then TOP for Palms and Kitchen can be

applied separately and this will not be linked to the Phase 1 BP submission.

This process will take 4 weeks minimum.

30 September 2012

Subsequent to receiving the update from Hiladt the DC612 subcommittee convened an emergency meeting

to discuss and plot the way forward. It was decided that the Club proceed with the steps as advised by BCA.

6 October 2012

The DC612 convened a meeting with Hiladt to further discuss issues relating to SCDF’s audit check at the

MSCP and to debate Hiladt’s proposed and recommended means of rectifi cation in order to meet all non-

compliance issues.

Update on Cabanas

The Club through its lawyers has written to the Architect in relation to the defective design of the cabana roofs.

Hiladt has been made aware that due to the roof design there is ingress of water whenever it rains and the

roofs are clearly unfit for its purpose.

Hiladt had proposed various solutions to address the defective design of the cabanas but upon review the

Club believes that these proposed solutions are impractical to implement, costly to maintain and still do not

adequately address the problem.

As such the Club has demanded other more viable solutions and for Hiladt to assume all costs for rectification

accordingly. Hiladt has referred the matter to their Insurers, M/s Liberty Insurance Pte Ltd. M/s United Legal

Alliance LLC, the solicitors for the Insurers, are now in correspondence with the Clubs solicitors, M/s Wong

Partnership.

Meanwhile as a stop gap measure, the club is using canvas to cover the roofs. SSC is presently paying $500

for each piece of canvas over the roof tops, and so far, the Club has spent close to $2000.

Once we have more detailed information then we shall update club members accordingly.

National Day Carnival – 9 August

Family fun dayby Nazri

The red faces seen all over the Club were not those of people blushing.

Kids and parents painted national colours on themselves and wore red

and white with pride. You have arrived at our National Day carnival!

Over at the Cabanas, magician Chandran mesmerised the kids with

his magic tricks and kept everyone laughing at his jokes. Balloon sculptor

Daniel skilfully turns balloons to cute animals and toys for eager, waiting

hands. Juggler Crazy Ezy got the kids to juggle and have fun on stage.

There were food and game stalls - spin-the-wheels, longkang fi shing,

face painting and soccer madness. The kids pitted their wits at the land

tele-match, the amazing race, to overcome many obstacles to reach the

winning point.

As things simmered down at sunset, kids and family members sat

back to relax blissfully in front of the big screen to watch the telecast of

the National Day Parade beamed live from Marina Bay! Missed all the

Finance Seminar – 21 July

Wills andfamily legaciesby Chris Tan

The talk started off with Mr Tay Teng Pong explaining the

purposes of wills. Most people are unclear regarding the

present law of asset distribution in the absence of a will.

Thus, writing a will ensures that recipients and heirs will

get the legacies intended for them. The few real life cases

discussed got the participants thinking deeply and they

were then quizzed on how well they had comprehended

thus far. The factors that can determine the percentage of

the distribution – marriage, number of descendants, etc were

also covered. Most people are often confused with wills and

living trusts. After Mr Tay had expounded on the distinction,

the participants had a much a clearer picture.

After that, it was time to understand more of family legacies

– a talk conducted by Mr Michael Wong. There are several

objectives to a legacy - as an education foundation, planned

giving, for charity, business succession or a business liability

protection, wealth distribution management and a form of

income and he proceeded to explain the different concepts.

Health Talk: Pain & Exercise, when to stop – 14 July

Learning toexercise the right wayby Chris Tan

Dr Allan Ng kicked off with a brief introduction on chiropractic. Members were

asked about their exercise methods so that Dr Ng could address the related

problems that they may have experienced. He also introduced a training method,

High Intensity Interval Training (HIIT) - a repeated cycle of an intense burst of 30

seconds of exercise and a rest period of one minute.

During an intense workout, pain and soreness may result. If not properly treated,

permanent injuries could set in. This is where the chiropractic treatment comes

in. All the participants had their spines screened on site to determine whether

they have any existing back injuries or spine problems. Dr Ng then explained the

conditions of their backs and whether their postures were correct. At the end of

the day, participants went home with a better understanding of their spines and

the right way to exercise.

regulates body temperature, prevents water loss, expels waste products and

prevents ultraviolet damage. Thus, it is very important to take care of your skin.

Dr Kang, from Phoenix Medical, shared with participants some of the common

ingredients found in beauty products and their uses. An example is melanin, which

protects the cells against ultraviolet radiation from the sun. After that, participants

watched in curiosity as Dr Kang demonstrated a fi ller treatment on his assistant. At

the end of the day, participants walked home with better knowledge of their skins

and a goodie bag!

Wealth Strategies – 15 September

Preparing for retirementBy Nirmal

The wealth strategies for professionals seminar was

conducted by Mr Yeo Wee Khin, a managing partner at IPP

Financial Advisers Pte Ltd. He brought up issues closest to

heart including ways to optimize CPF savings for retirement

and assessment of cash infl ows and outfl ows to better

manage one’s personal funds.

After the seminar, some enthusiastic participants were

keen to know the investment outlook of the economy for the

next few years. The speaker promptly engaged participants

in interactive dialogue with his forecast, their risk appetites

and the investment strategies relative to their needs.

Instructor, Joanne warmed up the workshop with her friendly

chatter to know the kids better. During the two hour session,

the kids learnt to appreciate the intricacies of mosaic art.

They fi rst drew on coasters with the designs that they

fancied. Then it was time to get their hands dirty! Armed

with glue, cement and colored tiles, the kids created mosaic

shapes that fi tted perfectly onto the coasters. While they

were creating their mosaics, they became very focused and

strangely… very much quieter!! Once the tiles were placed

neatly on the coasters, they applied cement as gap-fi llers

for the fi nal touch. Great Jobs, Kids – your coasters looked

fantastic! When are you going to make one for me? Boy….

were the kids ever so happy to reap the results of their

arduous work.

30 SPLASH OCTOBER / NOVEMBER 2012

Some remarkable swims were spotted during the meet.

There were a total of 41 events from 50m sprints to the

1,500m distance swims. There were two teams, the

President’s team and the Vice President’s team to vie for

the challenge cup.

The bulk of the participants was our young swimmers.

Nadine Staes-Polet, Chantal Liew and Malcolm Low

walked home with six gold medals each. The swimmers

showed great potential and six records were broken during

the competition. Nadine Staes-Polet broke the women’s

200m breaststroke record in 2:50:26, shaving two seconds

off the previous record set in 2007.

Malcolm Low broke the men’s 400m individual medley

record in 4:50:44, knocking off more than eight seconds

off the previous record in 2003. That eight seconds

is considered huge and the difference in distance is a

whopping eleven meters. He followed up with another

record breaking swim in the men’s 100m backstroke.

In the men’s 50m and 100m breaststroke, both

Christopher Cheong and Justin Loo came in under the

timings of the old records with Christopher claiming both

gold medals.

Chantal Liew wowed the spectators with a spectacular

swim in the women’s 200m backstroke. Her time of 2:33:95

knocked two seconds off a record that had stood for an

amazing 20 years.

113th Open Swim Championship – 22 to 25 August

The highlight of the meet was the Management Committee

4x50m freestyle relay where four MC Members participated.

Four teams with each consisted of one MC Member, two

Club swimmers and one swim coach. This novelty event

was enthusiastically cheered by the rest of the swimmers.

There was also another race where a group of swimming

enthusiasts challenged the top swimmers.

The parent and child relays were also well received.

In the father and child event, Lim See Lim and Ethan Lim

emerged top among the nine teams competed. Five teams

participated in the mother and child event with Vicky Binns

and Ana Koczanowski homing in record time, winning the

relay in 1:12:05.

Mixed relays are perfect to wind up three days of

competition and competitors were raring to go in the last

two relays. 99 swimmers participated to clock 550m for each

race.

The President’s team won the Challenge Cup with a total

of 2,412 points. The Vice-President’s team came in close

behind with 2,254 points.

The end of the meet is marked by our traditional special

event - the Gold Rush. Coins were thrown into the pool for

swimmers to collect. The special prize was taken by Matthew

Lim.

We would like to thank Leu Yew Chye, Tina Lee, Harry

Chng and all parent volunteers for helping to run the meet.

This Grand Prix showcased a huge improvement of personal

best timings. Of all swims, 92.8% were personal bests. A

staggering 96.9% of swims from the Development and

Competitive Groups were personal best timings. These

statistics bode well for the future of the swimming programme.

In the time frame of six months, we are looking at a very

high rate of improvement within the programme. It is always

nice to report on excellent results. However, swimmers must

remember not to rest on their laurels. The results from the

Grand Prix Series show that the swim programme is on the

right track and will continue to produce good results.

Swimmers from level 3 and 4 must come forward to race.

Racing more often will give them the valuable experience of

participating in competitions. The pressure of competition is

great; it is only through competing regularly that the young

swimmers will be able to perform.

For the older swimmers, even though you are improving,

we are still lagging behind the other clubs. Do not be

complacent. Do not allow yourself to slack off from training.

Take heart from the astonishing results achieved and build

on it by attending training more regularly, listening to your

coaches and working harder. When the last Grand Prix for

the year comes, may the best swimmer win!

Grand Prix 3 – 27 July

by Condrey Liu

In the Singapore National Swimming Championship (9 to 12

August), Malcolm Low went home with silver in the 200m

backstroke and bronze in the 100m backstroke. Nadine

Staes-Polet swam to a credible fi fth placing in the 200m

breaststroke, earning a new personal best with her effort.

Chantal Liew managed to come in sixth for both the 100m

backstroke and 800m free. Six other swimmers managed to

qualify for the B fi nals, giving them the chance to swim again

in the evening.

In the SSA Grand Prix (18 & 19 August), Malcolm Low

managed to bring home three gold medals in the 50m,

100m and 200m backstroke, breaking the 200m record as

well as matching the 100m record. Three other swimmers,

Nadine Staes-Polet, Chantal Liew and Gayle Tan came in

the dreaded fourth placing. So near, yet so far. At the same

time, Grace Tan and Melvin Lee came in sixth in the 50m

breaststroke and 1500m free respectively; and Bryan Chong

posted a respectable timing to reach eight in the 200m fl y.

These results shows that our young swimmers are still

lagging at the national level. While the results may look bleak,

it must be said that our swimmers are competing against

older swimmers. There’s no shame in losing to a stronger

opponent. However, it is no longer enough for swimmers

to train four times a week and expect to win medals at the

national level. Swimmers will have to attend training sessions

more regularly as well as put in more effort in order to achieve

results at national level.

At the Opening Ceremony of the 18th Open Invitational

Midget Meet on 8 September, President Chua Hoe Sing gave

the opening address and warmly welcomed participants and

supporters to the Meet.

He shared that the Club had been hosting these events

for well over 30 years and initially they were internal club

events for our own swimmers. Way back in 1995, the Club

fi rst invited participants from other local and regional clubs

to our Meets.

This year, there were a total of over 400 swimmers from

14 clubs. 13 from Singapore with four fi rst-timers, namely,

Marsden Swim School, Sha Aquatics and Wavezlink, and

Ace Seawolves Swim Club from The Philippines.

Swimming is a tough sport and many a time, the road to

success is both long and arduous. He called on parents and

coaches to guide our swimmers to fi nd the correct balance

between work and play - to ensure that they have the healthy

mindset to challenge themselves to give their best to succeed

and yet experience the joys of swimming along the way.

The Club had made every effort to make all feel at home

- President wished that the spirit of competition, fellowship

and our hospitality would be fully enjoyed by participants

The Club represented by 40 swimmers, won a total of

seven golds, six silvers and nine bronzes. The standard was

exceptionally high this year. There were four individual bronze

medallists. Timothy Yeo (7-year 25m backstroke), Sarah Yip

Hello Kids!

As you may know, November is the month for celebrating Deepavali (festival of lights) for Hindus, Sikhs and Jains. To this day, Deepavali is the time for rejoicing and tocelebrate the victory of good over evil, which coincideswith the Hindu New Year.

In Singapore, Deepavali is celebrated on 13 November2012. It is a very exciting and colourful holiday. Homesare cleaned to welcome the New Year and windows haveto be opened so that the Hindu goddess of wealth, Lakshmi, can enter. It is believed that she cannot enter a house that isnot lighted up, so every household burns special clay lamps(divas) to light the way for the goddess - which is why the holiday is also known as the Festival of Lights. Sweets are distributed to families and friends; and gifts to children.

Happy Deepavali to all!

These “Six Principles” form the framework for Chinese Brush Painting:

1. The artist’s state of mind is mirrored in each brushstroke.2. Good brush technique is essential and must capture the “life energy” of the subject.3. Study your subject and avoid unnecessary brush strokes.4. Colours used do not have to be the same on the subject but should enhance it instead.5. Composition = 1/3 form, 2/3 space. Strive for simplicity and avoid symmetry.6. Study and learn the skill of the art teacher.
