The incorporated cities of Soledad, Greenfield, and King City, and the unincorporated communities of Fort Hunter Liggett, San Lucas, San Ardo, and San Miguel are served by these new routes, which also provide connections to the City of Paso Robles in San Luis Obispo County. There are currently four long-distance commuter routes that serve an estimated 10,000 passenger boardings each year, one regional route that logged nearly 200,000 boardings last year, as well as four local general public dial-a-rides services- one in each of the incorporated cities of southern Monterey County- which in total carried over 40,000 passengers last year. Complementing these routes available to all customers are equivalent paratransit services required by the federal Americans with Disabilities Act (ADA) and restricted to those individuals who are unable to access regular transit services due to their physical and/or cognitive difficulties. Currently MST deploys these fixed route buses from either its Monterey bus yard 60 miles away or Salinas bus yard, 50 miles away. This type of operation is inefficient and causes unnecessary wear and tear on transit buses. The south county communities are expected to grow in the coming years, as this is one of few areas of the county that has “water rights” to develop residential units. With increased development, there would be additional demand for public transit service. MST needs to develop a bus maintenance and storage facility in southern Monterey County to accommodate future transit needs in the rural communities.

MST purchased an approximately 4.8-acre, vacant parcel in King City, California to construct a bus storage and maintenance yard for vehicles that primarily serve southern Monterey County. MST would pursue a design-build contractor and would use the same design as its Salinas bus yard. The building would be a pre-engineered Butler Building constructed on a concrete slab and would have a metal roof. The proposed building includes a maintenance area (4,600 sq ft) with 3 maintenance bays to service buses; an administration area (2,830 sq ft) for office work stations, restrooms, break room, training room, storage, and a dispatch communication center; and area (6,580 sq ft) for mezzanine, steam cleaning and other miscellaneous uses. The parking area would accommodate 45 employee vehicles and 40 buses. Electrical infrastructure will be designed to accommodate as many as 4 all-electric buses and several all-electric agency cars. Drawings for the proposed project are attached including a site plan, floor plan and exterior elevations of the building. Other project information is on the title sheet. Planning and Zoning Issues The proposed project is in a zoning district that allows this use with no special variances required. It is in a Specific Plan District for industrial type uses. The project will require a Conditional Use Permit and Architectural Review approval, and the process to gain planning approvals will take approximately 3-4 months after the application is submitted to the city planning department. The property size is large enough to accommodate all required parking requirements, development setbacks and has access to 2 streets. There is more than enough street frontage to allow the required ingress/egress for busses as well as the office parking lot. Utilities will be readily available and are located in utility right-of-ways along the street adjacent to the site. Land/Easements The site is part of an over expansion of an existing industrial park site and the City’s approved Specific Plan has determined that parcels will be have suitable soils, proper site drainage and no environmental issues. On this site, the topography is flat. MST owns the property. MST’s Facility Committee meets quarterly to discuss agency issues. Several site locations were considered, including Soledad, Greenfield, and King City.

Soledad Unified School District has an existing school bus maintenance yard. MST considered a joint agreement to use the school district’s bus yard, but it was deemed financially infeasible. In addition, the City of Soledad has in excess of 20,000 residents, and, hence, is not eligible for the USDA rural assistance loan. Greenfield has many vacant parcels, but was rejected because of its close proximity to a residential area with a primarily minority population, which raised federal Title VI civil rights and Environmental Justice concerns. King City was determined to be the most centrally located and economically feasible option. Multiple industrial parcels were considered, but ultimately the project site was selected because it has access to two public roads, allowing for alternate egress in case one of the two roads in blocked through natural disaster or vehicle accident. It is also one mile from a planned multi-modal transit center that will be served by MST buses and future passenger rail. There are no easements or right-of-way issues. Permit/Code Requirements The permitting for the construction of the project will require a normal plan review process with no special considerations or requirements of the State and City building codes. The project is of standard construction and will comply with the local Fire requirements. A city fire water system is in place for the project to connect to and install a sprinkler system and fire hydrants as required. Site grading and storm water management will be designed by a civil engineer. Site accessibility will be designed to provide accessible routes and will tie into the accessible routes provided as sidewalks as part of the city street adjacent to the site. Cost Estimates MST has prepared the estimated cost to construct and move-in to the proposed King City facility. Expenses are summarized below and detailed at the end of the report.

Conclusions and Recommendations The proposed facility is appropriate for this site according to the King City’s planning and zoning requirements. The site is relatively flat and will accommodate the building and the site development required to comply with the building codes. The proposed building design provides the required program elements necessary for its operation.
