IN MANY CASES THE PROBLEM REQUIRES A RESPONSE THAT TRANSCENDS NATIONAL AND EVEN REGIONAL BOUNDARIES, EG DEPORTING COUNTRIES SHOULD FUND REINTEGRATIVE PROGRAMS FOR DEPORTEES LIVING IN THEIR COUNTRIES AS A CHILD- DUE TO THE FINANCIAL CONSTRAINTS OF C´BEAN COUNTRIES.

C´BEAN IS TRANSHIPMENT POINT- THERE SHOULD BE STRONG DEMAND REDUCTION IN CONSUMER COUNTRIES.

NEED FOR MORE YOUTH DEVELOPMENT PROGRAMS.

NEED FOR COMPREHENSIVE YOUTH HEALTH PROGRAMS. (EARLY IDENTIFICATION OF AT RISK CHILD- INTERVENTION PROGRAMS.
