Background

In the past, various systems have been developed. In order to foster “open government”, the Japanese government is now reviewing systems fundamentally.(e.g. code, vocabulary set etc) Citizens demand “Citizen centric” service Cooperation among systems is required Currently, the government is preparing "citizen ID and

enterprise ID ” To progress cross-government measures , Government CIO

was established on Aug 10, 2012 Activities and framework to aggregate “Open government”

are implemented now in Japan. It turns out to be higher demands for interoperability of data.

“Information Management ” is quite important in terms of information security.

Calling for standardized vocabulary set has been increasing from two purposes. To achieving interoperability of data across the government agencies To promoting “open data”

Basic concept of PIES

Prepare the framework enabling to exchange data, primarily vocabulary sets. Requirement

• Divide the domains into two.– core domain & business domain

• Unnecessary to reconvert exiting systems.• International interoperability • Utilize existing standards(e.g. DC, foaf, other vocabulary set) as much as

possible. Policy

• Prepare “core domain” in urgent• Test some business domains to find methods to introduce the framework.

Overview

We will launch PIES αversion until next march. Emergency Management area and Social Security-Tax area will

be trialed. Relief goods vocabulary is focused after East Japan great earthquake. Citizen ID will connect the Social Security area and Tax area.

Problems and issues

Three different characters are used in Japan Kanji(Chinese character), kana, and alphabet

There are not many specialists in the field of information management in Japan.

→ very small number of practical specialists in semantic-web.

We should consider the steering committee and organization for operation and maintenance of PIES. METI leads PIES project in 2012 & 2013. The project work with IT strategic headquarter, MIC and other

organizations.

Similar project （ Japanese Character set Project “IPAmj” ）

“IPAmj” is a successful project which concept is quite similar to PIES. Although its field of project is narrow and different, it can be exemplified as a good practice of similar model with PIES.
