Letter From The President

Howdy Neighbor!

Usually around this time every year when PID activities start to slow down, I find myself spend-ing time reflecting on various things related to the PID. I was reading a weekly e-news article from my alma mater that gave fuel to my reflective mood this year. The theme of the article was how memories are a mixed bag that brings either smiles or frowns depending on the re-membrance and the person. The author talks about his personal experience years ago bike riding 560+ miles from San Francisco to Los Angeles. He has fond memories of the scenery, fellow riders, food, as well as the sense of satisfaction and accomplish-ment from completing the trip. At the same time he also remem-

bers the feeling of numb hands from hours on the handlebars and tight tendons in his shoulder and achilles yet the positive memo-ries far outweigh the negative ones. PID memories are also a mixed bag depending on the re-membrance and the person.

A few weeks ago we had a walk-ing town hall meeting with the mayor and our councilman at one of our parks in the PID. At the beginning we stood in the parking lot talking about general concerns. When we started our walk, I was beaming with pride at the sense of accomplishment your PID has achieved over the years. I knew the mayor and councilman’s time was limited yet there was so much to show them. Various Boy Scout eagle projects from kiosks highlight-ing the walking trails to semi-permanent trash cans strategi-cally placed along the trail. New trees planted in the park area, a Frisbee disk golf course, and an awning that provides shade over playground equipment. The list goes on and on. Yet, what did it take for your PID to get to this point?

In the early years of the newly formed PID 6, there were a lot of different ideas bandied about on what the PID should be do-ing. What should the role of the advisory board be? What is PID versus city responsibility?

Should the management com-pany be providing or taking di-rection? How do we know what the city is doing with the funds? Make no mistake; there were a lot of growing pains along the way. Over the years, many PID volunteers have come and gone due to either life circumstances or differences of opinion. The one constant was each of these people shared the same passion for making PID 6 a nice and safe place to live. We have always managed to move ahead by keep-ing the best interests of the PID at heart.

Over the years, your PID has benefited from the wisdom that comes with maturity and it shows in many different ways. For in-stance, monthly advisory board meetings move along like clock-work adhering to a set agenda. The manager comes prepared

with quotes, pictures and sugges-tions. The city has a PID special-ist on the payroll whose job is to serve as a liaison/ombudsman/resource between the PID and the city taking the guesswork out of what happening at the city. Con-tractors who provide enhanced city services in our little corner of the world have a good work-ing relationship and understand the expectations of your PID.

Memories of how we got to where we are today is a mixed bag but the positives far out-weigh the negatives of what it took to get here. I hope we have more opportunities in the future like strolling town halls for city dignitaries to visit our PID be-cause we have a lot to be proud of and show for it.

As we approach this year’s holiday season, the Fort Worth Fire Depart-ment wants everyone to enjoy their time with family and friends as safely as possible.

The Holidays are prime time for cook-ing related incidents. While we know that even with the best preparation and precautions, accidents happen.

You can, though, reduce the probability of accidents by following these safety tips:• Keep potholders and food

wrappers at least three (3) feet away from heat sources while cooking.

• Turn pot handles on the stove inward.

• Wear tighter fitting clothing with shorter sleeves when cooking. Long, loose sleeves can cause spills and catch fire more easily.

• Clean up spills immediately to prevent slips and falls.

• Make sure all cooking surfaces have been turned off when you leave the kitchen.

• Be extra careful when frying turkeys! For turkey fryer safety tips check out the following websites: Underwriters Laboratories; UL.com; Consumer Product Safety Commission: cpsc.gov

Another danger that can interrupt a good tur-key dinner is choking. Learning how to per-form the Heimlich maneuver can save lives.

The use of open flames common dur-ing this time of year. Candles, fire places, tea lights, etc… all add to the festive mood.

Be sure to keep combustibles (i.e. decorations, curtains, stockings, etc…) away from open flames. After guests leave, walk around the home making sure that all candles and smoking materials are extinguished before going to bed.

Holiday Twists on Classic Winter Drinks

Poinsettia Add chilled cranberry juice to chilled champagne for the holiday version of the Mimosa!

Candy Cane Hot Chocolate4 Cups Milk3oz Semisweet Chocolate – Chopped4 Candy Canes – Crushed1 Cup Whipping CreamHeat milk over medium heat until hot but not boiling, add choco-late and candy canes whisking until well mixed. Pour into mugs top with whip cream and garnish with an additional candy cane. If you want to try the adult version add 1 or 2 tablespoons of peppermint schnapps you can omit the candy canes in the chocolate if it’s too much peppermint flavor for you.

White Hot Chocolate3 Cups Half and Half¾ Cup Vanilla Flavored Chips or Candy Coating1/8 tsp. Nutmeg1 tsp. Vanilla¼ tsp. Almond ExtractCinnamon stickCombine ½ cup of half and half in pan with vanilla chips and the cinnamon stick and nutmeg. Stir until the candy has melted, re-move cinnamon stick and add the remaining ingredients stirring until heated. Serve warm. You can jazz this up with any number of flavored alcohols like whip cream or raspberry.

Shortly after the Arcadia Park trail quarter mile markers were installed, it became apparent that while the trail system within Arcadia Park was used by many, not everyone knew the limits of the trails or where some of the side trails wonder off to.

Caleb Musser, a Life Scout with Troop 336, was looking for a project for his Eagle Scout Rank. The trail markers had been installed as part of a previous Eagle Service Project and it was thought that a map of the park would compliment the markers. It was felt that if people had a map of the entire park, then perhaps they would venture out more, whether by walking, jogging or cycling.

The kiosks and map was presented to the PID board and the City of Fort Worth Parks Dept by Caleb, and he was granted permission to start work on the project. First phase was to construct the 4 kisok signs. They are made out of rough sawn 2x6 cedar. A work day was scheduled and 15 scouts and adults built the 4 signs in about 5 hours.

The second phase was installing the signs in the park. That involved 10 scouts and adults, and took most of the day to drill 12" di-ameter holes 2' deep, in that good ole rocky park soil! Once the holes were drilled, the signs were placed in concrete and braced until the concrete had taken set.

The third and final phase was to stain the kiosks and mount the maps. The staining was the easy part - that was done in a couple hours one summer evening. The map - well, that took some work. The previous map used for the park was an aerial map. The background proved to be too dark so a new digital map was created. That effort took longer than expected - like some 200+ hours of computer work to produce. Because the map base is digital, it can be updated and printed at any scale.

The maps were printed by Thomas Reprograhics. They were mounted with a poly carbonate cover and with tamper proof hardware to prevent vandalism.

If you have any Red Oaks in your yard this year they might be brown with dead branch tips scattered throughout the canopy? Or may-be you’ve seen little ball-shaped shells attached to the twigs. If you answer “yes” and you’re not an arborist, I commend you for your Jeffersonian awareness of mul-tiple subjects! Those little critters are called Kermes Scale. When you see a kerme, pronounced like “kermie,” there are sure to be oth-

ers nearby. If you can reach it, you should kill it, and set aside all oth-er matters in your busy life, raise an angry fist, and wage war with the infamous kermes scale. (Note: That’s slightly exaggerated. Stay tuned.)

These guys have been a routine part of the landscape for a good while, but for unknown reasons they are very abundant this year and making a notable impact on

red oaks. Scale in general, is a large diverse group of insects that attach themselves to the surface of a plant, suck the sap, and are protected by a round outer shell. Heavy infestations can cause seri-ous stress to the tree and make it vulnerable to other pest.

We don’t want these critters re-ducing the vigor of our already-drought-stressed oak trees! Their shells protect them from the spray applications therefore summer-time treatments must be timed to hit them early on when they are in their shell-less “crawler’ stage. You can catch these crawlers by setting up traps using double sided sticky tape. Then, once trapped the crawlers can be identified by someone who knows what they look like.

BUT, there is a better way. Dor-mant oil, or horticultural oil, which is similar to Johnson’s baby

oil is sprayed onto deciduous trees in the winter when they are dor-mant. The oil coats and suffocates a wide variety of scale, and boom, you’ve got healthier, happier trees. This is one of the few scale specie that can be killed using dormant oil. Make the applications in De-cember or January and don’t use it if the temperature is forecasted to go down below 40 degrees within 36 hours of the application.

Just FYI. Cue Kermit “Kermie” the Frog. What?? Some South American tree frog species have been alleged to feed on Kermes scale! But obviously, that does not help us here in north Texas (concrete jungles included).

Be ever-watchful, my friends, and vigilant against the devious ways of the formidable kermes scale, and let’s hope it’s not as abundant next growing season.

Each addition of the newsletter I submit an ar-ticle relating to public safety, crime prevention or laws/city ordinances that residents should be aware of. I would like residents’ suggestions for future topics as I try to be informative and not redundant. Please remember that anything written is my opinion based on 30 years of experience in law enforcement – all with the Fort Worth Police Department. I have a wide range of experience from working the streets in the patrol division to being some of the police department’s top executive right hand man. While I cannot give any legal advice or com-ment on any specific case, I can usually find a way to provide guidance as it relates to the person’s concern. My reply will not include any names or address but if you have a question, chances are good that someone else has the same question as well. If there is a question you like an answer to, but don’t want to see it in print just let me know when you write.

In the past I have been asked, “why can’t I park blocking my own driveway?” The answer is the sidewalk (although you may own it) as well as that portion of sidewalk that runs across your driveway is open to the public and cannot be blocked as it must be available for pedestri-an use 24/7. Pedestrians are required to use the sidewalk (and not the road) whenever a side-walk is available. Children do not need an ex-cuse to dart into the roadway. And please don’t forget that some residents may have disabilities that require a wheelchair or other devices to al-low them to be mobile and it is not feasible to step into the street to go around the illegally

parked vehicle. If you do park your vehicle so that it obstructs the passage of pedestrians the vehicle can be ticketed (fines up to $200) and immediately towed without warning at the owner’s expense. However, in most cases the officer would at-tempt to make contact or even give a warning notice, but each case is based on the circum-stances present. And no complaint has to be made in order for the of-ficer to take action.

A couple other common questions are: How close to a fire hydrant can I park? You must allow 15 feet on either side of the fire hydrant. This allows a fire truck to be able to access the hydrant. How close to an inter-section with a stop sign can I park? State and local law both state (unless otherwise posted) you must park 30 feet away from a stop sign that is at an intersection. This allows the driv-ing public to have a chance at a clear, unob-structed view of the roadway. Why must I park so that the right side of the vehicle (front passenger side) is against the curb? Besides state and local laws saying that a vehicle must be parked facing the flow of traffic; and since there are no one-way streets in the PID6 neigh-borhoods, this would require all vehicles to be parked with the front passenger side (within 18 inches) of the curb. It is a safety issue as well. When you finally drive off you would have to pull away and be driving in the on-coming lane of traffic. What is the difference between “NO PARKING, NO STOPPING and NO STAND-ING”? No parking means that the vehicle can-

not remained stopped at the location unless the driver remains with the vehicle. No stop-ping means that unless otherwise directed by a traffic control device (example stop sign) or a police officer you cannot bring your vehicle to stop. This means you cannot stop and let off or pick up a passenger, even if you remain with the vehicle. No Standing basically means “No Parking” as it does not matter if the driver remains with the vehicle. You cannot remain motionless at that location unless directed by an officer or a traffic control device.
