We have just over 500 members in Western Australia and our membership is growing. Through our Division committees and our members we are working to deliver the PIA strategic plan which has the core components of:

Advocating for better planning;

Developing high quality planners; and

Supporting the planning profession.

The new governance model for PIA introduced from 30 June 2011 is now showing significant benefits and we are seeing the emergence of a more results focused organisation. Since our last Annual Division Meeting a new set of by-laws have been adopted which ensures that we manage the membership succession of the WA

Committee. PIA Administration now has the central role in setting and managing the National Budget with input from the State Committees. Our PIA Budget is now reviewed at the National AGM and not at the State Division Meetings.

At the start of this year we said goodbye to Sandy Papalia who had served our Division very well over sev-eral years. I was involved in the selection of our new Executive Manager Emma de Jager who has already proved to be a great success in promoting the role of our profession and ensuring the efficient administra-

tion of our Division as part of the National Body. One of the matters we are still looking into is the relocation of our PIA office into more suitable premises. We are hopeful of being able to make an announcement on this shortly following negotiations with involving the Australian Property Institute WA. I was in Canberra in February with other State Presidents and Directors where we simplified our vision state-

ment and started to set our strategic plan for 2012-2015. Our new vision statement is: “Leading effective planning for people and places”.

Mat Selby our National Director and Chris O’Connor as the President of PIA Young Planners were also at that meeting and I would like to acknowledge there work for PIA.

This year as in other years we held a range of events which seek to not only to inform and support our members but to give them an opportunity to input into State Planning Policies as they are being developed. Examples of our input to State planning initiatives include the SuperTowns event in Northam, our workshops on the emerging crisis in housing accommodating for our aging population and the scoping of issues for the review of Liveable Neighbourhoods. In relation to our program of professional development I wish to thank Squire Sanders who sponsor our four

legal seminars on the new MRA, global warming and sustainability, a new heritage Act and the yet to be held event on property rights. At the beginning of the year we also held successful seminars on Place Making and the EPBC Act. Undoubtedly our most important event each year is our State Planning Conference. This year’s theme BIG STATE BIG IDEAS and its excellent program is a great credit to WA Vice President Suzanne Woolhouse and her organising committee with the support of our professional office staff.

In terms of advocating better planning outcomes we are working on a number of partnership projects which include:

With the Department of Sport and Recreation on the development of the State Parkland Strategy.

With the Department of Planning, Department of Housing, and the Property Council –to jointly

fund and undertake a ‘Housing We Would Choose study’.

With the Heart Foundation and a number of Government Departments overviewing the Healthy

Active by design project.

With the Committee for Perth in assisting to prepare its report Towards a Bright Future - A vision

for Perth as a region of 3.5 million people.

With the Department of Planning and other stakeholders to develop an Elected Member Training

Manual on Making Better Planning Decisions (Yet to formally start).

I strongly believe that we need to continue these partnerships. We should take every opportunity to turn the focus around from planning as just a regulatory tool to be more of a strategic instrument for managing change in a manner that enhances the economy, promotes community well-being and protects the environment.

We continue to have a good working relationship with the Minister Day who again spoke at our Professional

Development Lunch. I would also like to acknowledge and thank Gary Prattley Chair of the WAPC and Eric Lumsden Director General of the Department of Planning who are strong supporters of the work of the Plan-ning Institute. Our Executive will be again meeting both the DG and the Minister in the coming month. We are hoping to arrange an event involving the major political parties which will highlight their approaches to planning ahead of the State Elections to be held in March 2013.

The PIA planning year is drawing to a close although we still have several events to look forward to including the PIA Awards Dinner, the Busselton Regional Conference on regional futures, the last of the Squire Sand-ers legal series and a Workshop sponsored by the Department of Transport on the land use and urban design issues and objectives associated with the light rail proposals.

I would like to formally thank Suzanne Woolhouse and the whole of the Division Committee for their work this year. I would especially like to acknowledge Craig Shepherd, Brett Wood-Gush, Joel Gilman, Anna Kelderman, David Snyder and John Treloar who are retiring from the Committee this year. I would also like to thank those who have nominated to serve on the Committee in the coming year. Most importantly I would like to thank Emma de Jager and Anthony Pignatiello for their work and the support they have given me, the Division Committee and of course all of you.

As of July 1 2011, PIA changed from an Incorporated Association to a company limited by guarantee. As a result of this change the financial accounts are consolidated into a single report to be presented at the National Annual General Meeting.

Income and expenditure for the WA Division is shown below.

The WA Division had just over $521,000 in the bank as of 30 June 2011, and $563,238 as of 30th September 2012, reflecting our strong position. Total Assets $571,026.43 Total Liabilities $245,953.07 Total Equity $325,073.36 Highlights and Issues: The results for 2011/2012 can be attributed to several aspects: Reduced sponsorship income as a result of a sluggish economy Reduced number of professional development events in 2011/12 had an effect on the income i.e.

Membership Snapshot

As at June 30 2012, WA members were 508. The last year has seen a steady growth in membership. (as at June 30, 2011—471 members)

The majority of our members are Metro based, 2 regional events were held in the last calendar year to enable better services for our regional members.
