completing your recertification as an IACP drug recognition expert. Attached is your renewed DRE

card which signifies that you have met all requirements of Section III of the national standards of the

IACP's Drug Evaluation and Classification Program.

Under the IACP standards, your DRE recertification is valid for a period of two years. Your state

coordinator will be notified of the need to reapply for certification six months prior to the expiration date

printed on your card.

State and local DRE coordinators should have copies of the document entitled “The IACP International

Standards for the Drug Evaluation and Classification Program.” You should read this document carefully

if you have any questions regarding the IACP standards or the administration of the program. If you have

Lieutenant Frank J. Sutter has been a police officer with the East Brunswick Police Department since January 2005. He graduated from the Somerset County Police Academy in June 2005, where he served as a team leader and received the “Matter of Pride” award for his accomplishments. From March 2013 to April 2014, he was assigned to the Middlesex County Prosecutor’s Office Gangs, Guns, and Narcotics Task Force. Lieutenant Sutter is currently assigned to the Office of Professional Standards. While on patrol, he has made over 400 arrests for various offenses, not including D.W.I.’s. Out of the total arrests approximately 83 % of those arrests were self-initiated and have included the following drugs: Marijuana, Hash, K2 (Spice), Crack Cocaine, Cocaine, Ketamine, Heroin, Ecstasy, G.H.B., Crystal Methamphetamine, and a variety of prescription medications.

Lieutenant Sutter has personally made an additional 294 DWI arrests to date and has been involved in over 2000 D.W.I. cases. Lieutenant Sutter was certified in administering the standardized field sobriety tests in 2008 and received his Horizontal Gaze Nystagmus (H.G.N.) card. Furthermore, Lieutenant Sutter is certified as an Alcotest 7110 MKIII-C operator. On April 18, 2011, Lieutenant Sutter completed his training as a Drug Recognition Expert. He has completed approximately 170 drug evaluations to date and is currently a D.R.E. Instructor. In April 2012, Lieutenant Sutter received his second “D.W.I. Top Gun Award” at the New Jersey Remembers event for being the number one leading D.W.I. Officer in Middlesex County in 2010 and 2011. In May 2012, Lieutenant Sutter was given an award by the Middlesex County Freeholders for his accomplishments in D.W.I. arrests. He also led the East Brunswick Police patrol division in D.W.I. enforcement for five consecutive years (2008 to 2012) and has (4) M.A.D.D. Awards. Lastly, in 2013 Lieutenant Sutter received The National Law Enforcement Award for New Jersey, presented by the V.F.W.

Lieutenant Sutter has a military background; he joined the United States Marine Corps in December 2000 and was honorably discharged in December 2008 as an E-6 (Staff Sergeant). During those eight years of leadership training and experience, he has been recognized numerous times for excellence. Directly out of recruit training, he was awarded the Platoon Honor Graduate. After competing against six other platoons, he was awarded the Company Honor Graduate. Lieutenant Sutter attended the United States Marine Corps Officer Candidate School. While there, he was awarded the Outstanding Marine Corps Officer Candidate award but turned down his commission as a military officer to pursue his career as a Police Officer. In March 2006, Lieutenant Sutter volunteered to be assigned to the Police Transition Team in preparation for an upcoming deployment in Iraq.

While in Iraq, Lieutenant Sutter served as a Police Transition Team advisor to the Iraqi Police. He was the Logistics Chief for the Al Qa’im District during Operation Iraqi Freedom from March 2006 to June 2007. Lieutenant Sutter was responsible for training Iraqi Police in firearms, logistics, tactics, and record keeping. While advising the Iraqi Police, he showed them how to analyze, plan and execute search and seizure operations for suspects, weapons, and contraband. Due to the corruption and lack of accountability of the Iraqi police equipment Lieutenant Sutter was solely responsible for developing and implementing a new computerized tracking and distribution system throughout Iraq, which housed information for millions of dollars worth of Iraqi Police equipment in his area; including over 75 vehicles and 2,500 serialized weapons.

Lieutenant Sutter completed his degree as an Educational Specialist in August 2018 and has been in the Educational Doctoral program at Seton Hall University ever since. In August 2017, Lieutenant Sutter graduated from the Rutgers University Certified Public Manager’s program. In August 2010, Lieutenant Sutter graduated from Seton Hall University with a Master of Arts in Human Resources Training and Development. While in the Master’s Program, Lieutenant Sutter maintained a grade point average of 3.92, which allowed him to apply and be accepted to the Kappa Delta Pi International Honor Society. Lieutenant Sutter attended Rutgers University for his undergraduate degree, a Bachelor of Arts with a double major in Criminal Justice and Psychology, a Certificate in Criminology, and a Minor in Sociology.
