With the annual celebration of GuyFawkes Day on 5 November aroundthe corner, Athlone residents will

soon be provided with a suitable venue tolight their fireworks.At the monthly subcouncil meeting at the

Dulcie September civic centre on Thursday,subcouncil 17 unveiled an updated list of ve-nues where residents can discharge fire-works legally.Athlone Stadium’s parking lot on the east-

ern side was previously used as the venueof choice by residents in the area, but it had

been struck off the list of ten proposed sitesacross the city.People’s Post reported last month that in-

stead Cockscomb Park was earmarked forthe public discharge of fireworks in ward 44in the forthcoming seasonal festivities ondesignated dates.Following a correction to the originalmin-

utes of last month’s subcouncil meeting,both Athlone Stadium and Cockscomb Parkwill be put forward as the venues of choicefor the residents of Athlone and surrounds.Anthony Moses, ward 44 councillor, says

they are still looking at alternative arrange-ments, but the initial confusion, which sawno suitable venues listed for the Athlone ar-

ea, has since been smoothed out.“It was just a correction of the minutes,

because we all agreed that we needed to findalternative venues for the legal discharge offireworks,” says Moses.He confirms that Athlone Stadiumwill re-

main on the list of preferred venues.“Those two need to be on the list. We will

send it through subcouncil for thenext coun-cil meeting [tomorrow], then we will ap-prove it at council.”Suzette Little, ward 49 councillor, con-

firms that an application for Athlone Stadi-um to be the preferred venue to dischargefireworks has been submitted and has al-ready been approved.

“An application has been sent to the firechief to ‘re-admit’ Athlone Stadium as a sitefor fireworks. This has been approved andfireworkswill be allowed on the eastern sideof Athlone Stadium.”TheHeideveld sports complex, as well two

open spaces in Welcome Estate,were pro-posed, along with Cockscomb Park as poten-tial alternative venues to Athlone Stadium,which was previously used by the public toset off fireworksduring the festivities takingplace during Guy Fawkes, Diwali and NewYear’s Eve.However, only Cockscomb Park complied

with the safety criteria required to facilitatesuch an event.

Pupils of Manenberg Primary Schoolstrutted their way through theirexhibition at the Western ProvinceMarching Association’s annualchampionship at the VygieskraalStadium on Saturday. See article onpage 7.

Jevon Snyman has been sentenced to along prison term following themurder of

Glenrico Martin in 2013.Martin, 18 at the time of his death, was

shot in view of fellow pupils at Spes BonaHigh School by Wilston Stoffels.

Stoffels was sentenced to an effective 24years in prison after entering into a pleaagreement.

It is understood that Stoffels belonged tothe Americans gang.

Meanwhile, Snyman went on trial thisyear and was found guilty on three countsin August.

He was handed three-year and five-yearsentences respectively for the illegal pos-session of a firearm and illegal possessionof ammunition.

He was also given a 25-year sentence forhis role in Martin’s murder.

Athlone police spokesperson SergeantZita Norman has paid tribute to those who

played a role in ensuring that the twomur-derers received justice.

“Athlone police commend LieutenantLeon Magalies for his hard work and thecommunity for their tip-offs and informa-tion provided,” Norman says.

“With the continuous assistance of thecommunity, we as the police can bringmany perpetrators to book and bring jus-tice to those hurting families who are leftbehind.”

ACrawford liquor shop’s application forextended trading hours has been denied.Members of the Athlone subcouncil unan-

imously decided to deny the application atthe latest subcouncil meeting.The applicant, AromaDrop Inn on the cor-

ner of Kromboom Road and Bridge Way,handed in a second application for extendedtrading hours after the previous applicationhad been denied. At the most recent sub-council meeting, ward councillors reachedconsensus to not grant the application.The business applied for off-consumption

trading hours fromMondays to Saturdays tobe extended from 18:00 to 20:00.Aroma Drop Inn also applied for off-con-

sumption trading hours to be extended from11:00 to 18:00.Ward 60 councillor AntheaGreen says she

does not support the application as she doesnot approve of the extended hours.“To my knowledge, there was also a peti-

tion against this particular establishment.The petition was to have it closed down,”Green says.She adds that the application goes against

the wishes of the residents in the area.In Aroma Drop Inn’s motivation to have

extended trading hours granted it says “thelicensee has been trading in these premisesfor many years and has a good record withno complaints regarding its activities beingsubmitted or investigated”.“The licensee has provided a good service

to the local community for all the years of

its operation and this business is an estab-lished presence in the community.”According to ward councillor Junade

Hoosain, the applicant is “persistent”.“This is the second time we received

this application. It is as if the applicanthas total disregard for the decision-mak-ing of the subcouncil,” Hoosain says.

Noisy neighboursHoosain adds he lives a fewblocks away

from the store “but canhear thenoise gen-erated by the patrons of this business”.“The noise levels are unbearable. It is

the people who live under the bridge whosupport the business themost andwho ac-tually cause the most nuisance,” Hoosainsays.Ward councillors at the meeting were

pleased with the decision not to grant theapplication for extended off-consumptionliquor trading hours.

Residents of Bamford Close in Crawfordhave had their voices heard after an ap-plication for an early childhood develop-ment (ECD) centre in the area was re-fused by subcouncil 17.An application for the rezoning of 5

Bamford Close was brought by EstelleFortuin, whereby the 363m2 erf would betransformed into an ECD centre to ac-commodate 35 children.DuringThursday’s subcouncilmeeting

at the Dulcie September civic centre inAthlone, the subcouncil decided to followthe recommendation of Magedien Da-vids, councillor forward 48, to refuse For-tuin’s application.Fortuin had hoped to provide a pro-

gramme for children with a wide rangeof educational experiences between 07:00and 18:00 during the week. The applica-tion alsomade provision for a small park-ing area to alleviate any concerns relatedto traffic congestion.However, the application was met with

disdainas theBamfordResidents’Associ-ation filed a petition objecting to the ap-

plication.The overriding reason for the objection

was to keep Bamford Close accessible toresidents aswell as tomaintain thepeace-ful and tranquil environment it currentlyenjoys.Subcouncil 17 cited that the application

for the ECD centre in Bamford Close“does not comply with the requirementsfor a large scale ECD centre in terms ofthe ECD policy”.Another reason for refusal of the appli-

cationwas that the development of the es-tablishment would bring an increase inthe noise levels in the quiet street, whilethe fact that it would be situated in a cul-de-sac would only add to traffic conges-tion.Fortuin would have been able to have

an application for a small-scale ECD cen-tre granted if shehad reduced thenumberof children to cater for while also optingto live at the property herself while run-ning the centre.“If the facility reduced its number to 34

children, compliancewith the small-scaleECD requirements, in terms of the ECDpolicy, is also not possible due to the lackof a residential component.”

One Mitchell’s Plain man’s journey is setto come full circle in New York this week

inhis race to raise funds forunderprivilegedschools across Cape Town.

Irafaan Abrahams, known affectionatelyas “Fanie”, has been a teacher at RocklandsHigh School for the last 10 years and livesin Bayview.

Abrahams (45) has been a teacher for 21years and has also taught in England andelsewhere in the world. He says he enjoysteaching and won’t give it up very easily.

Inhis project, the “IrafaanAbrahamsR1mchallenge”, he aims to raisemoney for chari-ty by running of some of the world’s biggestandmost prestigiousmarathons.Themoneyraised goes towards improving the state ofvarious schools across the city.

The project was born from Abraham’s ac-cidental foray into the world of running.

“I was never an avid runner, but I waschallenged on my sports radio show onVoice of theCape, called “Sportshub”, by thethen fledgling running club called Itheko

running club. They challenged me to run5km with them. They only had 25 runnersat the time at Rondebosch Common. Beinga sports presenter on a radio show, you can’tturn down a challenge,” he says.

He then began to enjoy running so muchthat he joined the club and thought of waysin which he could make a difference in otherpeople’s lives, starting with the school hefound himself at in Rocklands.

“We wanted to complete a building thatwas incomplete at our school and the ideacame about: Why not run a marathon? Butjust not any marathon and knowing a goodfriend of mine, Cameron Dugmore, who wasthe Western Cape minister of education atthe time, ran the New York marathon forcharity in 2010 and I remember that he toowasn’t an avid runner.”

Dugmore secured an entry into the 2011race, which immediately took Fanie by sur-prise as he had never run a half-marathon,let alone a full marathon, in his life. He alsofaced the challenge of raising funds to sup-port the initiative, having to pay Elana Mey-er and her group R30 000 just for his entryinto the race.

Thiswas over andabove themoneyneed-ed for flights and accommodation, so fundshad to be raised in order for Fanie to go toNew York. Out of that the challenge wasborn.

“We were a group of friends who got to-gether. We first wanted to only help Rock-lands High, but we decided that if we cando it for Rocklands, we could do it for otherschools as well. That is where the ideacame aboutwherewewill put special cardswith schools’ names on it. schools don’thave to pay for anything and we will tryto promote it where the schools could bene-fit, but we wanted to benefit underprivi-leged schools.

“The first year we had ten schools comeon board, Rylands High to Sea Point, if I re-member correctly. It was quite a diversegroup of schools and we launched it quiteprofessionally.”

Big five marathonsAbrahams says that upon his return

fromhis firstmarathon inNewYork, itwasdecided that the challenge was going to bea five-year project, aiming to participate infour of the other big marathons (Boston,Chicago, Berlin and London).

“Wewere going to try anddooneper yearin order to raise funds for underprivilegedschools. Lo and behold after the very firstyear, theNewYorkmarathon,wemanagedto raise close to R310 000 for underprivi-leged schools,whichwasmind-blowing, be-cause we weren’t even thinking of raisinganywhere close to that amount of money.”

He says over the course of the next twoyears, the initiative already surpassed its

R1m target, with the fund currently stand-ing atmore thanR1.5m following his partici-pation in the Boston marathon earlier thisyear.

“We source our own sponsors and there-fore we don’t need to go on a 50/50 or 60/40relationship with any of the schools. That iswhat makes this project so successful andunique.”

Abrahams has been awarded the addedprivilege of being one of the New York mara-thon’s flag-bearers in this year’s openingceremony and leaves for the Big Apple onWednesday, but it is merely the cherry onthe cake. He says there is more to come fromhim in the future.

“We still have one crazy project when weget back from New York, but I cannot let thecat out of the bag just yet. But for next year,things have been going well.

“There have been organisations that havealready approached me to see how we canuse whatever we have done to take theproject forward and raise more funds by us-ing these challenges to make people moreaware. So if it has been marathons that wehave done, who knows, it could be MountKilimanjaro, it could be Base Camp Africa,it could be trekking through the Saharadesert, for all you know. Even a cycle fromCape Town to Cairo – the sky is the limit.

“Educators stay positive and with the sup-port we get to make sure that we can helpas many people as we can by putting us tothe challenge. Remember, we are no profes-sionals, so we need to work and train hard.As long as people are there to support us allthe way, then why not. So we look forwardto the next couple of years.”

Manenberg police are on the hunt for agrandfather who is on the run follow-

ing the alleged rape of his 10-year-oldgranddaughter in Manenberg.He is one of three men suspected of rap-

ing the girl.The two other suspects, aged 22 and 41

years, were arrested on Sunday night.Due to the sensitive nature of the case,

nonameswill be releaseduntil the suspectsplead in court.“It is alleged that a grandfather, the step-

father anda friend raped a 10-year-old girl,”says Manenberg police spokesperson Lieu-tenant Ian Bennett.Bennett says the girl, who was rescued

by a neighbour, reported the incident to thepolice ten days ago.It is alleged that a series of rapes took

place over a period of time and that the girlcannot remember when exactly the inci-dents took place.

Drugs involved“She remembers that on one occasion,

after the friend was finished doing drugs,he forced himself on her,” Bennett says.Bennett also states that the girl alleges

that her stepfather waited to be left alonewith her and then raped her.The girl’s grandfather is also alleged to

have taken advantage of an opportunitywhen the two were left alone after hermother and stepfather had left the houseand to have raped her then.The two arrested men will appear in the

Athlone regional court. The grandfather re-mains on the run.The case, conducted by the police’s family

violence and sexual crimes unit, is still un-der investigation.The girl has been taken to a place of safety

Larger ICU willsave more kidsAn upgrade of the paediatric intensive

care unit (Picu) is underway at the RedCross War Memorial Children’s Hospital inRondebosch.

The expanded Picu will provide life-sav-ing treatment to thousands of the hospital’syoung patients.

With a dire shortage of Picu beds in SouthAfrica, the upgrade – at a cost of more thanR100m – will significantly improve inten-sive care services given to critically ill andinjured children.

Construction has officially begun and isexpected to be completed by October 2017.The new Picu will be able to accommodatemore patients than before and will have iso-lation units to avert cross-infection and aspecifically designed area for neonatal care.

The expansion and upgrade will also cre-

ate a comfortable and supportive space forparents and breastfeeding mothers. Cur-rently, family members have no privacy orspace between life-saving equipment asthey hold vigil at their child’s side. In-creased space will also mean that staff whowork very long hours saving lives in toughconditions, will have adequate accommoda-tion. These staff members work tirelessly toprovide clinical, educational and researchservices.

The current Picu at the Red Cross Chil-dren’s Hospital is already the largest inten-sive care unit for children in Africa. Thereis a dire need to boost its capacity due tothe growing demand for Picu beds.

The Children’s Hospital Trust is fundrais-ing for the project cost. Government willcontribute R30m.

Biofuel and electric buses are on the cardsfor the MyCiTi bus service in the near

future.TheCity of Cape Town announced this on

the last day of the African Union of PublicTransport workshop on best practice in Af-rica.The importance of alternative fuel for

public transport counted among the top dis-cussion points during the final round ofcase study sessions at the workshop.Brett Herron, mayoral committee mem-

ber for transport, says: “While the MyCitibus service has significantly improved thequality of life of our residents through ac-cess to affordable, decent and safe publictransport, we now also have the responsi-bility to lower our carbon emissions andthe impact of pollution on the urban envi-ronment. As such the City will issue a ten-der for the procurement of electric buseswithin the next few months.”In addition, the City is undertaking a re-

search project into biofuels to determinehow alternative fuel can be used to improv-er efficiency and to run a cleaner bus ser-vice.Experts in alternative fuel who attended

the workshop cited that cities will repre-sent 80% of energy use and carbon emis-sions by 2025. Currently, 97% of publictransport across the world operates on die-sel, contributing to pollution and climatechange. Worldwide there are 1.3m deathsdue to traffic accidents annually and a fur-ther 3.1m deaths from particle emissions –meaning one out of eight deaths is relatedto poor air quality.“As we intend on growing our MyCiti

footprint with the roll-out of more routesacross the city, it is imperative that we in-vestigate cleaner and alternative fuels forour buses. An added benefit of electric bus-es is the fact that they operate almost silent-ly, which will also help to cut back on noisepollution,” Herron says.

MyCiti to go greener

Motorists whose cellphoneswere impound-ed before October last year can get themback for half the price, but only for a limitedtime.As the City of Cape Town’s traffic service

prepares to auction the first 500 impoundedcellphones, theCity’s safety and securitydi-rectorate has decided to give motorists onelast opportunity to reclaim their devices be-fore the hammer falls.Officials have impounded thousands of

cellphones in terms of the City’s traffic by-law since its introduction in July 2012.Currently, there are about 6000 cell-

phones in storage at the City’s traffic poundin Ndabeni.By law, the City is allowed to sell any im-

pounded property within three months ofthe impoundment date. However, there has

Shack fires remain avery real threat to thelives ofmany SouthAfricans living in in-

formal settlements.More than 300 people were displaced in

Masiphumelele last weekend when 70shacks were gutted in a blaze allegedlycaused by a faulty electrical wire, whilethree people died in three other shack firesin Khayelitsha, Philippi and Strand thesame weekend.

Having to rebuild your life after it hasbeen reduced to a pile of ash when you re-turn home is a constant fear, but a fear ofshack dwellers which could be extinguishedin the not too distant future.

Transception, headed by Justin Zietsman,is aiming to change the lives of those whoare not fortunate enough to live in a brickand mortar house of their own.

Paint awayZietsman’s Khusela Ikhaya project aims

to prevent shack fires in the upcoming sum-mer months by protecting the shacksthrough a layer of intumescent paint.

In the event of a fire, the paint, which cov-ers the shack, will immediately form foamwhich smothers the flame and prevents itfrom spreading to other parts of the struc-ture, let alone neighbouring structures.

The project will roll out its next phase infireproofing informal structures on 2 No-vember to about 3000 homes situated alongthe Masiphumelele wetlands.

“The reasonwhywechoseMasiphumelelefirst is because it is one of the hotspots intheWesternCape. It is one of themost dense-ly populated areas and there have been anumber of fires in that settlement,” saysZietsman.

Zietsman’s teamprovideddemonstrations

as to how the paint protects their homes.“The people were just blown away, be-

cause for the first time they can go to theEastern Cape now knowing that their hous-es will still be there when they get back. Ev-ery single time a fire happens in theWesternCape, it costs taxpayers between R6000 andR17 500 per home. Our initiative only costsR1500.”

Khusela Ikhaya is endorsed by the City ofCape Town’s department of human settle-ments.

Ntubeni has put his weight behind theproject and will act as an ambassador intownships to promote it and further upliftthe lives of others in the community, longafter the paint has dried.

“It was one of the first projects that I hada chance to get involved in where you arenot benefitting, but it is all about the peopleand how you can improve other people’s liv-ing standards,” he says.

Ntubeni saw Khusela Ikhaya’s pilotproject in the Somerset West township ofWag ’n Bietjie and instantly saw what a dif-

ference the paint made to the lives of theshack dwellers.

“By just painting the house and makingit look presentable and knowing that thosepeople are secured and safe, they start tak-ing pride and look after what they have.”

Twenty other hotspots have been identi-fied for future upliftment, withmayor Patri-cia de Lille already asking for the roll-out ofthe project into at least five of them in thenot too distant future.

“We will go back to the mayor and tell herwhich areas we have identified and sheneeds to tell us which area they would liketo roll out in,” Zietsman says.

Get on boardHowever, Transception and the govern-

ment cannot complete the programme bythemselves.

“Companies, philanthropists and privatepeople need to come on board to help,” hesays.

The agreement in place will see govern-ment provide the funding for the homes tobe painted on the sides. The top of the struc-ture could be painted in a pattern related toa company or in a cultural-themed motif.

“We alsowant to add the beautification as-pect. This goes to more than just painting;we identify skill sets in the communitywhere people can be trained to do certainthings. Or if they are craftsmen already, wewill try to identify companies where theycan buy the products from.

“The beauty of this project is that everysingle person in every single communitywill have an opportunity to get work andgovernment pays them to do that as well.

“But we will not be taking someone fromNomzamo to Samora Machel, it does notwork that way. It has got to be the people inthe community, so that they can enrichthemselves.”

driving city, according to analysis ofdrivers’ behaviour in this year’s DrivingChallenge of Discovery Insure.

the data collected from the challenge showedthat if a driver uses his cellphone once dur-ing a trip, the result is an average of 52 sec-onds of distracted driving.“This is equivalent to driving blind for

quality (and reliability) you have made theright choice, as confirmed by the findings ofthe latest in-depth Ipsos quality study,which includes cars sold last year, releasedlast week.

Over 30 000 samplesThe studywas conducted using telephonic

interviews with over 30 000 car owners lastyear. The owners’ buying and service expe-riencesweremeasured 10 to 35 days after de-livery, while product quality interviewstook place 90 days after buying the car.According to Ipsos, the survey is strictly

controlled to ensure high levels of scientificvalidity and reliability. So, for example, asample that is too small for certain brandsor models will not be listed in the rankings.The best-performing car manufacturers

anddistributors are rewarded for excellencewith three levels of awards (gold, silver andbronze), while discretionary platinumawards are given for consistent excellence.But before getting into the detail, let’s

qualify a couple of things.Participation of the Ipsos product quality

study is voluntary, and while it covers man-ufacturers and distributors responsible formore than 83%of the country’s annual sales,some notable brands are shining in their ab-sence.These include BMW, Chrysler and Fiat,

Hyundai, Jaguar and Land Rover, as well asall the Indian and Chinese manufacturers.This is important, as their non-participa-

tion obviously make the study less repre-sentative. It’s also a pity, as BMW’s perform-ance in terms of quality in localmanufactur-ing in particular, could have added someperspective.Also of interest is the influence of manu-

facturing origin on the quality ratings ofsome imported models.This is specifically true of some Indian

sourced products, such as the Honda Brioand Ballade, Ford Ikon and Figo, and theRenault Duster (now sourced fromRomaniain Europe); the Toyota Etios being a notable

exception.Also interesting is the fact that locally

produced light commercial vehicles(LCVs) are still viewed as of marginallylesser quality than vehicles sourced fromoverseas. This may be a result of compar-ing local, mostly bakkie-based productwithmore sophisticated, vehicle-based im-ported models.A further observation is the correlation

(or lack thereof?) of results for the qualitystudy and those of the Ipsos Purchasingand Servicing Quality Awards announcedin June.Volkswagen and Audi fared very well in

this regard but even so did not blitz the lat-est quality results.

Top performersSo who are the top performers? Toyota

fared particularly well in the latest study,especially with its LCV range.After being awarded with four consecu-

tive gold awards, Toyota received plati-num awards for Best Overall LCV Brand,Best One Ton Double Cab LCV Brand andBest Local Plant Manufacturing LCVs inthe latest results.Toyota – together with Kia – was also

During the recent student protests, much has been saidabout privilege, especially white privilege.

We are so comfortable with the concept of “underprivi-leged”, but the very mention of privilege has us blockingour ears.

Privilege is not only white; it is the black student whotweets and tells her fellows they should study at UWC in-stead of UCT if they don’t have money. Privilege is not onlywealth; it is being able to comfortably afford to feed yourfamily. Privilege is not only ignorance; it is the politicianwho earns enough to pay back several students loans.

Privilege does not mean you did not work hard for whatyou have. Privilege does not mean you did not face hardtimes. Privilege does not mean you have to give what youhave to someone else.

Privilege means you were afforded opportunities thatsomeone else was not – either through your race, wealthor affiliations. It is not measured in comparison to whatthose with the most have, rather to what those with the leasthave. It is as simple as being schooled in your mothertongue.

You do not have to feel guilty or defensive over your privi-lege. You have to acknowledge it.

What you are acknowledging is that another person’s ex-perience is valid and important, even though it is differentfrom yours. You cannot make assumptions about their ex-perience based on your life; even more so when comingfrom a radically different background. This includes notpassing comments to say “poor people are lazy” or how inyour day things were worse. These statements attempt toreduce the value of another’s experience.

Once you have acknowledged your privilege, it falls toyou to use it to make changes. Use your influence to makeeconomic and legislative changes. Stand supportive withthose who are fighting for equal opportunities. Share yourwealth and opportunities with those who do not, and maynever, have access to them.

With privilege comes responsibility.

Student protestsleave questionsThe last few days have been a hectic onefor one and all living in or visitingSouth Africa as university students tookto the campuses, the streets, the gates ofparliament and almost to the front doorof the Union buildings.

We must give credit to our mediacrews risking life, limb, liberty andproperty in bringing us the events thatat stages developed from peacefulness toviolence.

As events unfolded there must bequestions asked, but the big questionsare: Who is going to ask these questionsand who is going to answer them?

Why did student leaders not identifythemselves and their status in the mediaand then inform those in power of thepurpose of their protest and what theyexpect in response?

Why did our minister of highereducation not address the students inperson and respond or rather make acommitment to respond to the studentsdemands?

Why were the police officers on theground not interviewed to state whattheir function was in terms of illegalgatherings and explain why they wereexecuting actions as they unfolded?

Why did our president and the studentleaders, the ministers and the universityheads not meet straight after the minis-ter of finance’s speech on Thursday to

prepare themselves for the Fridaygathering of students at the Unionbuildings?

Why then, in relation to this, did ittake so long to address the studentswhile the long waiting period onlyfuelled and heightened tensions?

Why did the police not take thenecessary action when rocks and stoneswere thrown at them and journalists, asthis is a criminal act and could have ledto death and serious bodily harm? Or isthis the new method to deal with violentprotest, dodging and diving the missles?

Why did the elected student leadersnot come to the fore and condemn theacts of violence and distance themselvesfrom these who were perpetratingcriminal acts?

Why did the government take theirtime and at leisure responded to thequestions raised by the students?

And my final question: Why were ouropposition politicians so silent andinvisible in the whole matter? This issueof national importance to students andall South Africans could have been dealtwith at the genesis stages and taken allthat has happened and one answersthese questions then there is a finalcritical question: What is the wayforward from the lessons identified?

Yes, I realise it is not the residentswho put it there, but surely we shouldall have enough pride in our communityto pick it up and put it back in our bins?

The dustbin men do not have time toclean up as they move down the street,yet it only takes a few minutes forhomeowners to do so.

Just how many people take the time toclean out their dirty bins? I so oftenpass many bins which are filthy andvery unhygienic.

City is sorryfor vehiclelicence delayThe letter “Don’t ‘improve’ it break it”(20 October) refers: We apologise for anyinconvenience that has been caused.

The problem did not arise in the Citycouncil processes. The challenges thathave arisen from the transfer of theelectronic national administration trafficinformation system (eNaTIS) between thenational department of transport and theroad traffic management centre (RTMC)have affected renewal notices across thecountry and continue to do so.

As a courtesy, the RTMC, which is anational agency, posts renewal noticesabout six weeks before car licencerenewals are due, but it has always beenthe duty of the car owner to renew thelicence before it expires.

Municipalities implement the carregistration and licensing function onbehalf of provincial governments. Assuch, the City is a registering authorityon behalf of the Western Cape govern-ment and as soon as we were informedthat no renewal notices had been postedby the RTMC, we immediately startedputting in place plans.

We have, as timeously as possible, beencommunicating through a broad spec-trum of media over the past weeks, haveincreased our capacity for car registra-tions online, have enhanced signage atour customer offices and are in commu-nication with senior provincial govern-ment management to obtain the necessa-ry authority from the department oftransport to extend the 21-day graceperiod which applies to licence renewals.

The situation is being monitored and,where necessary, we will allocate stafffrom other offices to the busier offices.

We would like to again emphasise thatmotorists whose licence discs will expireon 31 October and are renewable by 21November will also not be receivingrenewal notices.

Golf day tosupport sports

Play Sport4Life (PS4L) will be hosting itsfirst charity golf day on 20 Novemberto raise funds for community sport pro-

jects in the Kensington, Factreton and Mait-land areas.

The event will be held at the Mowbray GolfClub, with PS4L still finalising and wrap-ping up negotiations with a few South Afri-can sports personalities to support the orga-nisation on the day.

A number of major sponsors have alsojoined the party, namely FNB, Engen andStreamline Agencies as major sponsors andthe many prizes on offer will include golfingand sports equipment.

Miles October, head of PS4L, says the orga-nisation has gone ahead in leaps and boundssince it started last year.

“It has been an eventful first year forPS4L, but we are just getting started,” hesaid.

“Thus far, we have made great strides inbringing the local communities together andforging new friendships through our multi-faceted sports programmes and initiativesin the Kensington, Factreton and Maitlandareas.

“PS4L has grown tremendously as an NPOsince we were established in 2014. Our soc-cer and cricket tournament for juniors inthe Factreton area was an unqualified suc-

cess. We had over 1000 kids from the areaparticipating.

“But there is a mountain of work to bedone if we want to achieve our objectives inthe community.

“However, nothing comes without a cost.There are overheads involved in organisingour community events and we are no differ-ent from other NPOs – we need support. ThePS4L golf day will help us help the kids inthe community.”

Community projectsThe focus of the organisation at this stage

is the Kensington, Factreton and Winder-mere areas, but it plans to launch communi-ty projects elsewhere in areas of needaround Cape Town.

In addition to the major sponsorships,they have also secured a number of othercorporates and individuals to sponsor ahole, prizes and enter a team.

The City of Cape Town’s council will consid-er a recommendation made by its mayoralcommittee to host the HSBC World SevensSeries at the Cape Town Stadium.

Tickets for the event are already on sale,with the final day of the two-day event al-ready sold out, but the City and the SouthAfrican Rugby Union (Saru) were yet to ironout the final details for the December event.

The mayoral committee has recommend-ed that the council note the cash donationmade by the Western Cape government toSaru as well as to note their waivering of allcosts related to their emergency medical ser-vices.

It was also recommended that council con-sider waiving the stadium costs.

The City has also been asked to open thefan walk as part of the transport plan for thetwo days.

“I look forward to a positive outcome inthe final approval process by council.

“This is a popular rugby series and theCity of Cape Town is proud to be chosen asthe host city to help elevate the status of theseries. We anticipate that the event will at-tract a huge contingent of international me-dia which will further help to promote thestatus of Cape Town as an events destinationof choice,” said Garreth Bloor, mayoral com-mittee member for tourism, events and eco-nomic development.

in Athlone on Saturday.The newcomers, whowere promoted from

major league to super league division de-spite ending third last season, started on ahigh note and proved to be no walk-over, re-gardless of their forfeit against Falcons lastweek due to a shortage of players.With a shaky start by St Martins they

managed to only score one run, leaving run-ners on base unable to score.This allowed their opponents to equalise

early with both teams scoring one run each.The second innings was not much differ-

ent in terms of scoring. St Martins took thelead by one run and kept Normies scorelesswith thehelp of their pitcherShanineGroep-ies.The score remained close with Normies

scoring in the third innings, but St Martinswere still leading and got their team to scoretwo runs earlier in the third innings, takingthe score to 4-2.During the fourth innings, Normies made
