The Assistance Executive Director certified the voting representatives from each of the District Committees and reviewed the procedure of advancing recommendations to the PIAA Board of Directors. MINUTES FOR PIAA BOARD OF DIRECTORS’ ACTION

1. On a motion by Mr. Wright, seconded by Mr. Cardone, it was unanimously voted to recommend to the PIAA Board of Directors, to utilize a jump ball during the 2020-2021 season for the start of the game and each overtime period.

2. On a motion by Mike Hudak seconded by Dave Wright, it was unanimously voted to recommend to the PIAA Board of Directors, for officials not to sign the official scorebook but rather have verbal verification of roster and starters. (Rule 3-2)

ADMINISTRATIVE AND DISCUSSION ITEMS At its meeting of Tuesday, October 13th, 2020, the following administrative and other items were discussed by the PIAA Basketball Steering Committee. The Administrative Staff will give consideration to those items designated as administrative. The following items are shared with the PIAA Board of Directors for informational purposes:

1. Mrs. Grassel explained to the committee the process of the Return to Competition Guidelines and how each steering committee would review the NFHS guidelines and discuss any recommendations that would need to be made. These recommendations would then be presented to the Sports Medicine Advisory Committee (SMAC) as well as the Board of Directors for approval.

2. Extensive conversation was on the NFHS guidelines and the following

recommendations were made by the committee:

Return to Competition

1. Basketball Rules Considerations) o Pregame Protocol (2019-2021 NFHS Officials Manual, page 16, 1.8

Limit attendees to the referee, head coach, and captain from each team with each coach standing on the center circle on each side of the division line.

All individuals maintain a social distance of 6 feet or greater at the center circle.

Suspend handshakes prior to and following the Pregame Conference. o Team Benches (1-13-1) o Social distancing should be practiced when possible. Below are some

suggestions.

Limit the number of bench personnel to observe social distancing of 6 feet or greater.

Place team benches opposite the spectator seating.

Additional chairs or rows may be added to allow bench personnel to observe social distancing of 6 feet or greater.

Create separation between the team bench and spectator seating behind the bench.

Limit contact between players when substituting. • Substitutes shall report to the scorer’s table but in the

event there is more than one substitution, they may sit at the end of the scores table closest to their bench to maintain social distancing.

Personnel not in the game should adhere to any required local/state face covering requirements. (Addressed in General Considerations)

o Officials Table (2-1-3) The host should sanitize the table before the game and at half time. Place officials table sufficiently away from the sideline to allow for

additional space for substitutes. Limit seats at the table to essential personnel which includes home team

scorer and timer with a recommend distance of 6 feet or greater between individuals. Other personnel (visiting scorer, statisticians, media,etc.) may not be deemed essential personnel and an alternate location may be considered for them.

Table personnel should adhere to the current Pennsylvania Secretary of the Department of Health Order of July 1, 2020.required local/state face covering requirements.

2. Pre and Post Game Ceremony o Suspend the pregame introduction handshakes.

• This includes shaking opposing head coach and officials prior to the game. o Suspend post game protocol of shaking hands.

3. Basketball Rules Interpretations o EQUIPMENT AND ACCESSORIES

Basketball

Ball given to officials in the locker room, shall be where it is be sanitized as recommended by the ball manufacturer and not used for warm- ups.

The host school should ensure that the ball is sanitized during time-outs and between quarters.

Sanitizer should be provided by the host team at the table. Cloth face coverings are permissible for players. Coaching staff and other bench personnel to wear face coverings while on

the bench shall follow the current Pennsylvania Secretary of the Department of Health Order of July 1, 2020.

o Officials Uniform and Equipment Long-sleeved shirts are permissible. Officials should not be required to wear jackets during pre-game

court/player observation. Electronic whistles are permissible (supplies are limited).

Choose a whistle whose tone will carry inside. Cloth face coverings are permissible. Officials should have face coverings readily available in the event they will

be conversing with players/coaches/game personnel within six feet. Gloves are permissible.

4. Other Considerations o Throw-in

Official may stand 6 feet or greater away from player making the throw-in and bounce the ball to that player on a front court throw-in.

o Free Throw Administration The lead official shall stand on the end line and bounce the ball to the free

thrower. o Jump Ball

Eliminate the jump ball and award the ball to the visiting team the first alternating possession for the throw in.

To start an overtime period, use a coin toss to determine which team is awarded the ball.

Official can designate another official to toss the ball in the center restraining circle for all jump-ball situations. (Rule 2-5-1)

o Scorebook Officials do not need to sign the score book but will need to have verbal

verification on roster and starter submissions prior to the 10 minute mark. 3. There was discussion on potential changes for post-season. Mrs. Grassel

explained the reasoning for the limitation on qualifiers for fall championships and how it reduces cross state travel as well as limiting possible exposures. Dr. Iacino commented that it was too early to make any finite decisions on basketball post-season. Mrs. Grassel offered the suggestion of reconvening the committee sometime during the season to review possible post season scenarios if warranted.

ADJOURNMENT Mrs. Grassel adjourned the meeting of the PIAA Basketball Steering Committee at 1:53 p.m., Tuesday, October 13th, 2020.

The Associate Executive Director certified the voting representatives from each District Committee and reviewed the procedure of advancing recommendations to the PIAA Board of Directors.

ADMINISTRATIVE AND DISCUSSION ITEMS

1. Mrs. Mertz called the meeting to order, certified voting representatives and

reviewed purpose of steering committee procedures. 2. Mrs. Mertz shared with the committee the NFHS Considerations for swimming and

diving. Mrs. Mertz reiterated the PIAA guidance for officials to wear masks while working swimming/diving meets. Mrs. Harakal suggested that the announcer announce event and individual/relay. This would remove face to face discussions between officials and athletes. Mrs. Mertz suggested one timer per lane. The suggestion was also made to use every other lane for relays.

3. Mrs. Werner shared concerns over locating facilities that are willing to host District

Championship events. Mrs. Mertz will provide the committee with NFHS Virtual Meet Guidelines.

4. Dr. Lombardi suggested each district provide PIAA with the number of schools that

may not be sponsoring swimming/diving this year so that there may be an accurate measure of teams competing. Mrs. Mertz will survey the districts for this data.

ITEMS FOR BOARD OF DIRECTOR ACTION 1. Motion by Mr. Harakal, second by Mr. Seidenstricker to adopt the NFHS Swimming

and Diving Rule Considerations. Motion passed unanimously SWIMMING & DIVING RULES CONSIDERATIONS:

Conduct (1-3-2) - Require athletes to arrive at venue already in competitive attire or provide alternative accommodations for swimmers and divers to change that allows for 6 feet of social distancing. Lap Counting (2-7-6, 3-4) - Only one person per lane should be permitted at turning end. Provide hand sanitizer and require lap counters to clean hands and wipe down devices. Pre-Meet Conference (3-3-6, 4-2-1d) - Decrease number of participants or hold one conference with coaches and one meeting with captains. The referee can use P.A. system or starting system microphone to allow participants to hear but keep them properly separated.

Referee and Starter (4-2, 4-3) - Various rules require interactions between officials, coaches and athletes. Alternative methods for of communications include utilization of the P.A. system, hand signals or written communication. Notification of Disqualification (4-2-2d, e) - Notification shall occur from a distance via use of hand signals or the P.A. system. Meet Officials (4-8, 4-10, 4-11, 4-12, 4-13) - Officials responsible for information processing are often located together at a desk/table adjacent to the competition course or in an office/remote location. Develop alternative methods for submitting entries (3-2) and movement of non-electronic information. Require a distance of 3-6 feet between individuals seated at the desk/table. Timers (4-9) - Timers must assemble at the finish of each race, at the edge of the pool within the 6-8 feet confines of the lane which they are timing. Timers should wear cloth facial coverings. Submission of Entries to Referee (5-2) - Alternative forms of entry submission can be designed to reduce face-to-face interaction when submitting a proper entry, where/how/to whom entries are submitted, and a reduction or elimination of certain penalties currently attached to improper entries. Relay Takeoff Judges and Relays (8-3) - Require all takeoff judging from the sides of the pool. Space relay swimmers apart from one another. Timers and relay takeoff judges should wear cloth facial coverings. Diving Officials (9-6) - Alternative methods for submitting entries (3-2) and movement of non-electronic information will be required. Recommendations include a distance of 3-6 feet between individuals seated at the desk/table. Create a 3-6 feet space between judges by spacing groups of judges on opposite sides of boards or on one side of the board on a multi-level platform.

GENERAL CONSIDERATIONS: Swimming Warm-up Areas - Establish multiple sessions for warm-up periods to limit number of swimmers per lane. Restrict the number of swimmers in competition area. Limit number of swimmers per lane during warm-up and warm-down periods. Diving Warm-up Areas - Limit number of divers during warm-up by creating multiple sessions. During competition, divers may not approach the board until their turn to compete. Hot tubs should not be permitted. Dive order sheets should be posted in multiple areas to reduce number of divers viewing at the same time. Team Seating and Lane Placement - Keep the teams on opposite sides of the pool and require the home team to compete in lanes 1-3 and visitors to swim in lanes 4-6. Preparing Athletes for Competition - Athlete clerking areas should be eliminated.

2. Motion by Mr. Harakal, second by Mr. Barletta to adopt the revised Maximum

Number of Qualifiers (Entries) for the 2021 PIAA Swimming and Diving Championships and reduce to 16 entries for swimming and diving events. Swimming events will be based on 1 automatic qualifier by district that meets policy and then filled with remaining fastest times. Diving event will be 16 entries based on proportional representation of districts. Motion passed unanimously

ADJOURNMENT Mrs. Mertz adjourned the meeting of the PIAA Swimming and Diving Steering Committee at 10:50 a.m., Wednesday, October 14, 2020.

ADMINISTRATIVE AND DISCUSSION ITEMS 1. Mrs. Mertz called the meeting to order, certified voting representatives and

reviewed purpose of steering committee procedures. 2. Mrs. Mertz shared with the committee the amended order on maximum occupancy

for indoor and outdoor events as provided by Governor Wolf and Department of Health.

3. Mrs. Mertz provided the committee with the District Championship Guidelines that

were developed by UCA/Varsity staff.

ITEMS FOR BOARD OF DIRECTOR ACTION 1. Motion by Mr. Zimmerman, second by Ms. Turner to adopt the Return to

Competition Guidelines for Competitive Cheer. Motion passed unanimously

COMPETITIVE CHEER RULES CONSIDERATIONS: o Cheerleading General Risk Management (2-1-14, 2-1-16): Sideline and playing surface placement during game. Participants should be appropriately spaced on the court, field or sideline to ensure proper social distancing. o Cheerleading Apparel / Accessories (3-1-1): Jewelry of any kind is prohibited except for the following: A religious medal without a chain is allowed and must be taped and worn under the uniform. A medical-alert medal must be taped and may be visible. Masks may be worn but are not required. No masks may be worn in routines that involve stunting. Any mask worn during a routine that does not involve stunting but involves tumbling must be taped and secure. o Other Spirit Considerations Cheerleading General Risk Management: Judge placement during adjudicated performance and competition. Judges, officials, adjudicators, etc. should be appropriately spaced to ensure proper social distancing. PREVENTATIVE ACTIONS: o The primary consideration is to begin any activity, practice, etc. with a clean space.

o Clean/sanitize surfaces with cleaner/accepted methods listed on the Environmental Protection Agency’s list of disinfectants for use against SARS-CoV-2 as directed by the CDC, or as may be reasonably necessary.

o Mats should be cleaned at least each day of activity or as needed according to current guidelines. If different groups are meeting in the same space at different times, mats should be cleaned between groups.

o Any athlete that feels ill during activity should be isolated and picked up by parents/guardians as soon as possible.

Provide access to handwashing areas and wash hands during breaks or as reasonably necessary, with particular attention after participating in stunts.

o Athletes, coaches, and support staff who are a member of a high-risk group or live at home with a member of a high-risk group should consider attending training sessions virtually.

o Athletes and parents should be made aware of current best practices for minimizing the spread. Athletes should be sure to wash their hands thoroughly and/or use hand sanitizer before, during, and after practice and should avoid touching their face.

o Athletes should maintain their equipment themselves and there should be no other shared equipment, including, but not limited to the following: Water bottles

Signs PHYSICAL DISTANCING: o Use proper physical distancing to minimize contact.

o Limit contact between groups at exits and entrances by staggering arrival/departure times between cohort groups (individual stunt groups, teams, etc.) and designating separate entrances and exits when possible.

o Avoid congregating before, during, and after practice.

o Contact and physical distancing should follow all local health directives.

o Keep stunt groups together in their cohort. Refrain from mixing and matching bases and tops from different groups.

o Keep stunt groups distanced from other stunt groups when possible (i.e. when not building pyramids), while allowing for all groups to remain on the proper surface for stunting.

The type of contact found in cheer can vary greatly and can be adjusted to meet local distancing guidelines.

Physical contact with other teams: Participation in cheer and STUNT does not involve physical interaction with other teams. In this regard, contact during games and competition is similar to that found in volleyball or tennis. FACE COVERINGS: USA Cheer recommends allowing face coverings with the following guidelines:

o Face coverings should not impede vision or movement.

o Face coverings should be soft and pliable with no exposed metal, and should provide adequate ventilation and protection from the spread of particulate matter.

o Modifications to skills should be considered while wearing face coverings, such as limiting inversions, twisting, and tosses.

o Face coverings should be snug-fitting. Use these examples when considering face coverings.

o Coverings that are held in place with over-the-head straps using Velcro or other breakaway type connections.

o Full head coverings.

o Coverings that minimize the chance of having fingers caught in them or shifting to impede any visual sight. PHYSCIAL READINESS:

o Due to shutdowns and general isolation, many athletes have not participated in an activity in several months. Even with individual conditioning and practicing jumps and tumbling, athletes will need a period of acclimatization to prepare for physical activity

2. Motion by Ms. Turner, second by Mr. Venna to adopt the revised Maximum Number of Qualifiers (Entries) for the 2021 PIAA Competitive Spirit Championships as presented by Mrs. Mertz. Motion passed unanimously

The Chief Operating Officer certified the voting representatives from each District Committee and reviewed the procedure of advancing recommendations to the PIAA Board of Directors.

MINUTES FOR PIAA BOARD OF DIRECTORS’ ACTION

1. On a motion by Mr. Vulcano, seconded by Mr. Hoover, it was unanimously voted to

recommend to the Board of Directors to increase the current limitation on Multiple School (Dual) or Individual Pool events from two (2) to four (4) events for the 2020-21 season only.

2. On a motion by Ms. Arnold, seconded by Mr. Kiesnowski, it was unanimously voted to

recommend to the Board of Directors to endorse a reduction in the number of qualifiers, if needed, for the 2021 Team Wrestling Championships.

ADMINISTRATIVE AND DISCUSSION ITEMS At its meeting of Tuesday, October 13, 2020, the following administrative and other items were discussed by the PIAA Wrestling Steering Committee. The Administrative Staff will give consideration to those items designated as administrative. The following items are shared with the Board of Directors for informational purposes:

1. Mr. Tocci of NWCA provided a spreadsheet of all of the states and their changes for the

upcoming season.

2. Discussion was held regarding the NFHS General Guidelines for Return to Competition considerations. The following recommendations were made by consensus of the Committee for inclusion in the guidelines:

Return to Competition General Considerations:

• Have hand sanitizer and wipes available at the table.

• Wash stations or sanitizer at mat side.

• No one touches the score sheet except the scorer.

• If writing implements are used, they should be sanitized and not shared with anyone.

• Disinfect the mats prior to and following competition.

• Events should be structured to ensure compliance with current indoor occupancy limits and mitigation requirements by the PA Department of Health and Governor’s Office.

• Athletes and Coaches wear masks off the mat.

• Schools should communicate in advance regarding any screening policies and occupancy levels to be expected from the host site.

Schools may increase the bench area to assist in social distancing.

For tournament settings, prohibit all wrestlers from warming up simultaneously for competition. Provide for separate warm-up areas off of the competition mats for use and sanitize regularly.

Provide for separate warm-up mats off of the competition mat for teams involved in dual competition.

Considerations for Coaches:

• Wear masks on and off mat.

• Eliminate handshakes with opposing teams post-match. • Each team should be expected to provide their own leg bands for competition.

• Limit the size of their traveling party to include essential personnel and staff.

Consider practicing with wrestlers in pods to limit close contacts across the entire team.

Considerations for Wrestlers:

Daily screening prior to practice and competition should be conducted pursuant to each school’s adopted health and safety plan.

Shower after each round and put on a fresh uniform, when able and facilities permit.

Wear masks off the mat when not competing.

Eliminate handshakes with opposing coaches post-match.

The use of a fist bump in lieu of a pre and post-match handshake is recommended. Considerations for Referees:

Bring personal hand sanitizer. Wash hands frequently

Don’t share equipment.

Long-sleeved undershirts are permissible. If worn, they are required to be black in color.

Change whistle several times during the day.

Follow social distancing guidelines. Consider six feet minimum distance when talking to others (players, coaches, other officials).

Consider use of a commercially manufactured whistle cover.

Do not shake hands and follow pre- and post-game ceremony guidelines established by state associations.

Officials may recognize the winner of the match by pointing to the wrestler and raising the appropriate color wrist band. Contact with wrestlers is discouraged.

Officials may wear masks or face shields.

Mask or face shields are required when not actively officiating the match.

Officials may wear disposable gloves. If worn, they must change after each match. Considerations for Parents (A family’s role in maintaining safety guidelines for themselves and others):

Make sure your athlete and immediate household members are free from illness before participating in practice and competition (if there is doubt stay home),

Provide personal items for your child and clearly label them.

Disinfect your student’s personal equipment after each match or practice which would include wiping down headgear, washing clothing and bags used to transport gear.

3. Mr. Tocci provided an update on the OPC and the change that will not permit

assessment data to be submitted until after payment has been made to TrackWrestling.

4. Discussion was held regarding potential changes in postseason formats. Consensus

was that it was too early to make any finite plans for the winter. An action item reflects this discussion.

5. Mr. Byers shared the process for approval of the Return to Competition Guidelines. The recommendations made by the Committee will be forwarded to the Sport Medicine Advisory Committee along with other winter sport considerations. SMAC’s actions/recommendations will be provided to the Board of Directors at their October 28, 2020 meeting for the Board’s action.

6. By consensus of the Committee, discussion consisted of confirmation to member schools that PIAA intends, at this time, to sponsor the sport of wrestling. Mr. Byers confirmed the OPC with Trackwrestling has been opened for input, training of assessors has taken place through the assistance of Larry Cooper and John Moyer with PAT’s, and the first practice date is scheduled for Friday, November 20.

MINUTES FOR PIAA BOARD OF DIRECTORS’ ACTION

1. On a motion by Mr. Seltzer, seconded by Mr. Majikes, it was unanimously voted to accept the 2020-21 Operating Budget, and to recommend Board of Directors’ approval on a third and final reading basis.

2. On a motion by Mr. Seltzer, seconded by Mr. Majikes, it was unanimously voted to accept, with District Chairman approval, the team at the top of the pairing will serve as the host for post-season inter-district playoff games. The Board of Directors will discuss criteria for schools to host these post-season contests.

3. On a motion by Mr. Craig, seconded by Mr. Bitting, it was unanimously voted to continue to keep gate sale tickets at $8 in all sports, utilize an online ticketing service and eliminate any pre-sale. This will assist schools in complying with the Governor’s order on Sports’ Guidance, limit cash transactions to the extent possible and utilize alternate ways to charge admission.

4. On a motion by Mr. Craig, seconded by Mr. Bitting, it was unanimously voted for the 2020-21 budget year to eliminate reimbursements to schools in the sports of football, basketball and wrestling.

5. On a motion by Mr. Seltzer, seconded by Dr. Barber, it was unanimously voted to keep the contract with PCN as approved through the RFP process and allow the Executive Staff to reach any agreement that may modify this agreement.

6. On a motion by Mr. Majikes, seconded by Mr. Bitting, it was unanimously voted to establish the entry fees for Competitive Spirit squads at $125 for the Championship event.

ADMINISTRATIVE & DISCUSSION ITEMS At its meeting of Thursday, October 22, 2020, the following administrative and other items were discussed. The Administrative Staff and Budget Committee will give consideration to these items listed below for informational purposes:

1. Discussion was held regarding the financial reporting of district and inter-

district contests and the responsibility of the game manager or their designee to have all game reports or site lease agreements in proper order and submitted in a timely manner.

2. Discussion was held and it was recommended to add to the Board of Directors’ agenda for October 28, 2020 an item for discussion of alternate forms of revenues. Topics identified for discussion included, ticket prices, entry fees, participation fees, revenue sharing and other possible avenues to create revenue due to the loss of attendance and COVID-19 issues.
