Q: Now that civil servants have somany goodies - last year theygot the highest ever increment-are .they going to deliver thegoods?
A: we'1l61tve to deliver. The pre-sent government will have to makesure that we deliver. People say weare not so good, but we have beenan independent country for 50years. And the. country is doingokay. I wouldn't' say that it is excel-lent, because we are still in single-digit growth, but we are okay.
Look at the things that are hap-pening in the country: our econo-my is nqt only private-sector run,we have big participation from thepublic sector - in terms of infr<l8-tructure, policies.
So, if you do the calculation, thenthe public service must be doingwell. Otherwise, we would nothave got that kind of development.Look at these common sense indi-cators,

We find that students' re-sults are. getting better. Thismeans that the students aregood, 1I"d so the' teaCllersmust also be. good. On aver-age, the teachers must be do-ing okay.
Put everything together andthey mustbe doing some good.These students who are doingwell, after SPM, go abroad ei-ther on scholarship or on theirown, and they do well.
I am just looking at simplelayman indicators.
Q: Wbat gives some peoplethe perception that the civilservice is not performingwell?
A: This is due to personal ex-periences. To the ordinaryman, the government meansthe post office, the policemanat the roadblock, the clerk atthe land office, the nurSe at theclinic.
So, you have this bad experi-ence, and you say the wholegovernment is bad.
If you take your car to thegarage, and the foreinan orthe mechanic didn't give yougood .service, you say that themechanic performed badly,yon don't say that the privatesector performed badly. Youdon't say all mechanics arebad; you say, "that guy wasbad".
Let's say you have a bad ex-perience at the pensions divi-sion. Pensioners normally gettheir pensions by the 18th or21st (of the month). Recently,one or two pensioners gottheirpension on the 22nd, and theymade a big tl1ingout of that.
But the problem was thattI1ebank was late in paying outthe pensions.

! service. It maybe a bad day forsomeone.
If you go to Hulu Selangor,the successstory there is Sek-inchan. It's about 80km fromKuala Lumpur. Sekinchan has
. the highest 'padi yield perr bectarein the country., One of tl1e success factors is
the irrigation system that de-pends on the functioning ofwater locks. The people wbomaintain these water locksprobably only have their SPMcertificate. If they didn't dotheir work well, didn't followthe schedule, then tl1e wholeplanting se<l8onwould go hay-wire.
These are unsungheroes.
