SECTION A : INSTRUCTION TO BIDDERS

1) Notice of RFP

UPM HoldingsSdn. Bhd. (UPMH) would like to invite vendors and interested parties to

submit Proposal for Design And Build of Unipole Advertisement Space at Universiti Putra

Malaysia land which is in UPM Serdang, Selangor.

2) Proposed Delivery Timeframe

The propose timing and deliverable of the unipole advertisement space shall be within six (6)

months from the date of commencement of the services as requested by UPMH.

SECTION B: TERM OF REFERENCE & SCOPE OF WORK

1. INTRODUCTION AND BACKGROUND

UPM Holdings Sdn Bhd (UPMH), a wholly-owned company by Universiti Putra Malaysia

(UPM). UPMH carry on business as consultant for the industry and government and the

management of commercial and professional services based on UPM expertise and

resources.

2. OBJECTIVE

The objective of this proposal is to create long term business opportunities with the

successful bidder as well as the advertisement business industry development.

3. SCOPE OF WORK

The scope of work of the successful bidder shall be and not limited to the followings:

i) Assess and undertake responsibility to do feasibility works for the proposed unipole

advertisement space locations for its suitability in terms of soil condition, visibility and

marketability.

ii) Gathering all relevant information from relevant Local Authorities to design and build

unipole advertisement space at the proposed locations.

iii) Approach and consult with the Local Authorities i.e. Majlis Perbandaran Subang Jaya

(MPSJ), Majlis Perbandaran Sepang (MPS), Majlis Perbandaran Kajang (MPKJ),

Lembaga Lebuhraya Malaysia (LLM) and PLUS Berhad.

iv) Appoint and coordinate town planner consultant for Development Order (D.O.)

submission and approval.

v) Appoint and coordinate with license surveyor to prepare location plan and site plans for

the purpose of submission and approval by the relevant Local Authorities.

vi) To liaise with the Land Office for Temporary Occupational License (TOL) approval for

the unipole advertisement space structure.

vii) Appoint design engineers for the design and getting professional engineer’s approval for

the unipole and advertisement space structures complete with sub-surface investigation,

structural, mechanical and electrical works, and all other requirement set by the Local

Authorities.

viii) The proposed locations shall be as follows:

4. PAYMENT AND RENTAL

The successful bidder shall propose contract period and rental rate where the rental for the

land shall be made payable to UPMH. During the period, UPMH has the right and authority

to demolish any structure found on the property and terminate the contract if deemed

necessary. Deposit for the rental shall be 12 months by the successful bidder

5. UTILITIES

All utilities involved must be borne by the successful bidder during the contract period such

as, and not limited to electrical power supply, telecommunications and all other relevant

utilities that is necessary to ensure the functionality of the unipole advertisement space.

6. MAINTENANCE

Maintenance of the unipole advertisement space and its surrounding shall be borne under

the successful bidder such as, and not limited to painting, landscaping, grass cutting,

lighting, periodic structural inspection and assessment report verified by a Professional

Engineer and submit to UPMH.

The successful bidder must ensure the quality of the advertisement material and always

keep updated with the current advertisement trend and time.

SECTION C: FORMAT OF RESPONSE

1. GENERAL

The information furnished must be in response to this RFP document and all details as requested

shall be provided. For the required information that are deemed not applicable, please state so

and indicate why. Any additional information considered necessary should be provided in a

separate section of proposal with appropriate referencing. UPMH wishes to provide every

opportunity to bidders to present their product and services to their best advantage.

The submission must comprise separate Technical and Financial Proposal. RFP must be

submitted in the format outlined below:

2. TECHNICAL PROPOSAL AND FINANCIAL PROPOSAL

The bidders shall submit their technical proposal as described in this section. It is mandatory for

the bidders to submit the followings:

a) Table of Contents

There must be a table of contents outlining the sections and sub-sections in the proposal

including supporting documents and literature if any.

b) Cover Letter

i) The cover letter must include company name, address, telephone number, fax

number and email address.

ii) Name of person(s) who will be the principle contact authorised to make commitments

for the RFP.

iii) Statement declaring the accuracy and completeness of all the information provided in

the RFP including commitments and compliance of terms and conditions by the

bidders.

c) Technical Requirement

i) Company Profile

The bidders must submit a comprehensive company profile inclusive of current and

previous completed projects including clients’ details, project description, project

amount, time and duration etc.

ii) Man Power Planning

Organisation chart of the project team with roles and responsibilities.

iii) Proposed Timeline

Proposed implementation schedule of the project from planning, submission,

approval, construction, testing and commissioning.

d) Financial Requirement

3. SUBMISSION OF TECHNICAL AND FINANCIAL PROPOSAL

The bidders shall provide a set of the Technical and Financial Proposal (Hard copy) and the soft

copy in a thumb drive.
