The school claimed they lost three valuable teachers through the process of redeployment last year and were told this year to expect to shed a further three of their teachers that were deemed in excess. Teaching at this NU9 Motherwell school has ground to a halt as the teachers, the School Man- agement Team (SMT) and the School Governing Body (SGB) were locked in deliberations with the Department of Education in the Port Eliza- beth District on the way forward. When PE Express Indaba visited the school on Monday there was no tuition. Teachers had locked themselves in a meeting with some par- ents while the executive committee members of the SGB and members of the SMT had visited the Education Department offices in town. According to school principal Nomakorinte Mfanta, the school registered 276 learners this year compared to the 239 of last year which she thought the Department might have used to come up with the idea of taking more teachers from their staff complement. “We are in a problem. Themunicipalityhasdecidedto increase the fre-quency of refuse collection in low tomedium in-come areas as the fortnightly service the areascurrently receive does not cater adequately forthe average amount of waste generated by thehouseholds.

This aftermonths of these residents having tolive among dangerous illegal dumpsites withchildren forced to play in these areas.

Municipal spokesperson, Mthubanzi Mniki, said that duringthe2012/13 financialyear, fund-ing was provided on the capital budget to pur-chase the truck that would be used for the fre-quency change.

“The suppliers could, however, not supply intime, and fundingwas rolled over to the 2013/14financial year. Three trucks have been receivedto date and the remainder will be delivered by30 June 2014,” he said.Mniki said the frequencychange would take place in three phases. TheNorthern areas and the Ibhayi area would bepartofthefirstphaseandimplementationwouldstart during the late part of 2014.PE Express learnt that pre-school children in

BalfourHeights,Missionvale, hadbeenforcedtoplay in dangerously unhealthy conditions neara dumping site which has not been cleaned formonths on end.

Dolly Nel, who has been involvedwithACVVRainbowwhichisclosetothedumpsite, saidshe

had observed children in the community play-ing in the illegal rubbish site daily.

“We have seen very dangerous objects lyingamongst therubbish:brokenbottles, rustedtins, nappies, and broken appliances. The stench it-self is terrible on very hot days. Every week wephone themunicipal offices and the ward coun-cillor, but to no avail. No one seems to care thatbesides the obvioushealthhazards thedumpingis causing, it has serious, dangerous conse-quences for small children playing there,” saidthe disgruntled Nel.

“Someoneneeds to fight for these kids insteadofmakingpromisesofabetterfutureforall.Howmuch self-worth do these children growupwiththinking that this is a normal way of living? They deserve better,” she added.

DA Ward 31 Councillor, Penny Naidoo, saidshe was aware of the problem in the area andhad alerted the municipality countless times ofthe issue related to illegal dumping sites in herward.

Naidoo said the municipality does not collectrefuse in the area and the community only re-ceives black plastic bin bags from her office tocollect their rubbish onMondays andTuesdays.

“Unfortunately the issue of illegal dumping isaffecting the whole of the Metro. I have spokento the municipality asking them to make plansto eradicate the illegal dump site in the area butnothing has been done yet. We currently do nothave litter-picking trucks coming to the areawhich isoneof thereasons thisproblemhasper-

sisted,” said Naidoo.Responding to Naidoo’s claims, Mniki, said

Wardcouncillorsareresponsible forsuchissuesas they have to come up with innovative ideasandward-basedplansso themunicipalitycanal-locate a budget for them in the IDP.

“It is not only the job of the municipality butof councillors and the community to ensure thatsolutions are created in the wards. Councillorsare encouraged every year to come up withward-based plans which allow us to createenough funding to ensure that the community

is allocated enough money in the budget for alltheir needs,” said Mniki.

Mniki said otherwards in the townshipswithsimilar problems had (with the help of the mu-nicipality) converted the dumping sites intoplaying parks for the children in order to curbthe problem of illegal dumping.

Mniki said he encouraged concerned citizenssuchasNel tocall themunicipality’s24-hourcallcentre at 0 0800 2050 50 which would deploy anofficial to access the problem and find immedi-ate solutions.

This is a clearindication that we are appealing to a muchmore diverse electorate,” said Qupe.Qupe was, however, quick to add, “The voterturnout was very low, especially in the areaswhere we are traditionally strong. This couldbe attributed to a number of reasons, like poorweather (on the day), voter apathy and servicedelivery confrontations ahead of the elec-tions.”According to Qupe, the ANC-led Nelson Man-dela Bay Municipality managed to deliverhouses, roads and electricity infrastructure, assistance to the poor, provision of safe drink-ing water to their constituency over the lasttwenty years.Qupe promised on behalf of the ANCRegionalCommittee’s leadership collective, that themunicipality would enhance its service deliv-ery programme and that they would get backtobusiness as soonas the electionvictory cele-brations were over.Quoting the first democratically elected presi-dent Nelson Mandela, Qupe said, “I promisethat I will do my best to be worthy of the faithand confidence you have placed inme andmyorganization, the African National Congress.Letusbuild the future together and toast abet-ter life for all South Africans.” – NCEBA DLADLA

ASSISTANCE is still coming forth for theeight year-old girl from Motherwell who wasbrutally raped by Xolile Tose (33) more thantwo years ago.

Tose was sentenced to life imprisonmentfor his sins but there was always a questionabout the future of the young victim who wasinjured during the rape and sodomy to suchan extent that she has to use a colostomy bag.

The child, who lives in a shack with herunemployed 33 year-oldmother, recently hadan operation at the Dora Nginza hospital inKwazakhele to remove the colostomy bag.

Police Spokesperson Warrant OfficerThembi Gwe visited her in hospital on Mon-day to give her clothing items that were re-ceived from a caring Johannesburg radio lis-tener.

“I was surprised to receive a call from Jo-hannesburg saying a listener, who wastouched by this child’s ordeal, bought somewarm clothing items for her,” said Gwe.PE Express Indaba contacted the donor, a

humble Johanna Tymbios of Central, Johan-nesburg who heard the sad story of thechild’s rape and hopelessness on Radio 702and was touched.

“I heard of this story that was devastating

with the child’s life destroyed and withouthope. So I decided to do something.”

Explaining, Johanna said she phoned theradioDJ andwas linkedupwith “a veryhelp-ful and wonderful police officer (ThembiGwe).”

Dora Nginza principal Social WorkerPamela Rubushe said “she bought winterclothes - blankets, tracksuits, pyjamas, jer-seys and other important items a child thisage would need. The child appreciated it. Sheis very excited. We too in the hospital arevery excited and happy that radio listeners, from as far as Gauteng, would provide suchassistance to giver hope in a hopeless situa-tion,”. Rubushe added that the gifts were re-ally mentally, physically and spirituallyhealing to the child.

According to Rubushe, the child wouldagain find hope, and believe in the goodnessof humanity.

Rubushe pleaded with members of the pub-lic to offermore assistance tohelp themotherof the child, who was currently renting ashack, to have a proper home.

She also mentioned a group of employeesfrom theSheriff of the court in Johannesburgwho were touched by the girl’s ordeal and do-nated R1 600 in cash.

“We want to thank all of them. There’s fi-nally a good story to tell,” said Rubushe.

Futha said his committee indicated to thedepartment earlier this year that the proc-ess would cost them Grade 12 teachers whowere also involved in teaching isiXhosa,Business Studies, Life Orientation and Ac-counting - subjects they believed were im-portant in the school’s curriculum.

“The department promised to set thisaside but we were dismayed to learn thatthe three teachers still received letters ask-ing them to leave the school,” said Futha, adding that they still pleaded with the de-partment to consider their fears. Now theonly teacher they could salvage from thethree has been on extended sick leave since2006.

Department of Education spokespersonMali Mtima said before deciding on theteachers to be redeployed schools had tolook at the curriculum needs of the school. The process was done at school level withthe principal guiding the process. Coselela-ni would have done the same.“At Coselelani High School our numbers

show that there were 193 learners last yearand there’s a growth of numbers to 276 thisyear, hence they can still get one teacher-back,” said Mtima, contradicting Mfata. Now the question is, how do they get one

teacher back if they are offered the teacherthat is in the school’s books but physicallynot there in person - the teacher has beenon sick leave! They must go back and nego-tiate.

NELSONMandela Bay’s female amateur box-er Nthabiseng Didi (17) still relishes the expe-rience of fighting in an International OpenBoxing World Youth Championship in Bul-garia last month.

The experience was so overwhelming thatit could not be measured with anything, ac-cording to Didi of NU9 in Motherwell.

“It was the first time for me to fly and tofight overseas. It was overwhelming. The op-position was very tough but the experiencegained was very useful,” said Didi proudly.

The Soqhayisa High School Grade 10 pupiland Good Hope Boxing Club member in NU9,Motherwell is the 2013 South African Ama-teur Flyweight Champion who representedSA National Amateur Boxing Organisation(SANABO) in the Youth Category.

Her fatherMthetho Didi was overjoyed too.He said, “We, as a family are very happy withher prospects. We see that she loves boxingand we support her.”

He said Nthabiseng is also an inspirationto her younger sister Nombulelo who is fol-lowing in her footsteps as an up-and-coming

amateur pugilist.“Didi was one of the five boxers - two fe-

males and three males - who represented SAin theWorld YouthAmateur BoxingChampi-onships in Bulgaria.

“The trip was SANABO’s plan to engageourboxers in international fights - to sharpentheir skills in preparation for the 2016 Rio

Olympics and beyond,” said SiyabulelaMkwanewhowasSANABOTeamManager

to Bulgaria.According to Mkwane, SANABO Coaches

Nathi Hlatshwayo and Hans Britz held atraining camp in Johannesburg for the SATeam from March 28 to April 9 before theyjetted off to Sophia, Bulgaria on April 10ahead of the world championships. This, hesaid, was the national boxing federation’splan for SA boxers to match internationalstandards.

“To perform in the world championshipswas not easy. To expect our young and inex-perienced boxers to bring medals was per-haps too much to ask. They did well in thecircumstances and we are happy with the ex-perienced gained,” saidMkwane, adding thathe was certain that SA would do much betterin the 2020 Olympics at least.
