WelcomeWelcome to all athletes and officials!

As you settle into your accommodation over the coming days, we hope you will find everything you need to perform at your best.

Our goal is to provide you with an excellent and comfortable stay. To help us do this we have regularly consulted our Athletes’ Committee, which comprises Olympians and Paralympians with considerable experience of living in the Village at several Games.

Our Village has been designed in a very athlete-friendly manner with the main services concentrated in two areas. To the north-east you will find the Transport Mall, Main Dining Hall, sports fields, gymnasia, Village Services Centre, NPC Services Centre, Doping Control Station, Polyclinic and drop-off entry.

To the south-east you will find the main entry, Village Plaza, wheelchair, orthotic and prosthetic repair facility, retail shops and services, Team Welcome Ceremonies area, café, internet services and general recreation facilities.

Our Village is compact in size and we believe perfect for Paralympic residents. However, it feels spacious because of the way the facilities have been laid out, the large central grass area and the Olympic Park alongside – all the venues there are easily accessible. Every part of the Village is easy to reach – most facilities are no more than 400 metres from your accommodation.

Introduction The Paralympic Village The Paralympic Village consists of 2,818 townhouses and apartments and will accommodate more than 7,000 residents at peak time. Every apartment provides comfortable accommodation and state-of-the-art communications facilities, including wireless internet access. The Olympic Park and the city of London are clearly visible from most parts of the Village.

The design of the Village echoes London's tradition of building homes around communal squares and courtyards, while water features emphasise the closeness of the River Lea which feeds into the River Thames.

There is easy access to the retail and leisure facilities of the adjacent Stratford City complex, while the High Speed 1 Javelin® shuttle service from Stratford International station links the Village to central London in just seven minutes.

Village ZonesThe Paralympic Village consists of the Operational Zone, Village Plaza and Residential Zone.

The Operational Zone is the area providing support services for the effective operation of the Village and is operational 24 hours a day.

The Village Plaza provides recreational andretail services for NPCs, their guests andvisiting media. It is also where Team WelcomeCeremonies will be held.

The Residential Zone consists of three areas named Countryside, Heritage and Seaside. Each area offers accommodation, offices, leisure and entertainment to athletes and officials.

Appropriate accreditation is required for each of these zones, and will be checked at entry points.

Access to the Paralympic VillageTo ensure the safety of the Paralympic Village and its residents, everyone with access to the Village is subject to security and accreditation checks as well as personal and luggage security screenings.

Vehicles entering the Operational Zone of the Village are also subject to security inspections, vehicle permit and accreditation checks. The level of security is determined by the London 2012 Organising Committee (LOCOG) according to the type of vehicle, its place of origin and destination within the Village, as well as current security conditions.

Welcome Centre

The Paralympic Village Welcome Centre is the initial arrival point for all athletes and officials residing in the Paralympic Village. The Welcome Centre consists of the Village Accreditation Centre, NPC Delegation Registration Meeting Rooms, security screening, transport and logistics operations.

Departures occurring from 22 August to 9 September will leave from the Welcome Centre. Thereafter, departures will be from the Athletes' Transport Mall.


Village Plaza areaVillage Plaza The Paralympic Village Plaza is a hub of activity within the Village, and the place for you and your guests to meet. You and your guests can buy essential items and souvenirs and find useful support services. Many of the shops and services within the Plaza are on a user-pay basis; payments should be made in cash or with a Visa card. Some of the services are also free for athletes and officials. In addition to retail and services, the Plaza is home to the Team Welcome Ceremonies and other activities during the Games.

Team Welcome Ceremonies

The Team Welcome Ceremonies will take place in the days leading up to the Opening Ceremony and will officially welcome the athletes and officials to London. Taking place in the Plaza of the Paralympic Village, each ceremony consists of the nation’s flag being raised, their national anthem being played, and a cultural performance that will reflect the music, culture and traditions of London and the UK.

The cultural performance for the London 2012 Team Welcome Ceremonies has been written and produced by the National Youth Theatre of Great Britain, and will be performed by a cast of 75 young people aged 18-24.

Lasting 25 minutes, the ceremonies promise to be fun, engaging and interactive.

Paralympic Wall

London 2012’s Paralympic Wall is located in the Village Plaza of the Paralympic Village and forms the backdrop of the Team Welcome Ceremonies for the Paralympic Games. All residents and visitors are invited to leave their mark on the Paralympic Wall to show their commitment to support and spread the principles of the UN Convention on the Rights of Persons with Disabilities and to promote the Paralympic Values to young people and communities around the world. All other athletes, officials and dignitaries can leave their mark on the Wall during their stay in the Paralympic Village.

Village Protocol Office

The Village Protocol Office is the welcome point for all eligible Paralympic Family members who visit the Paralympic Village, and also incorporates the Village Mayor's Office and the base for Language Services Team Members.

All Paralympic Village protocol issues and language services requests will be handled here and overseen by the Village Protocol Manager.

The Village Mayor (and his/her deputies) welcomes visiting dignitaries and attends Village activities.

Language Services Team Members (LSTMs)

A team of volunteer LSTMs is available to provide interpretation services in person in the

Polyclinic, for the doping control process as well as for any other situation requiring language support. LSTMs are volunteers with a solid language background and training; however, they are not professional interpreters. The languages spoken by our team of LSTMs in the Paralympic Village are Arabic, Chinese, French, German, Italian, Japanese, Korean, Portuguese, Russian and Spanish. The LSTMs can be identified by the badge on the sleeve of their uniform specifying the language(s) they speak.

Venue Media Centre


Operational period

22 August-8 September (with the exception of Opening Ceremony day, 29 August)


The Venue Media Centre caters for the needs of accredited press, photographers and broadcasters, providing them with the facilities to cover activities taking place in the Village (including media conference and interview rooms). The Paralympic News Service, which is the official news agency for the London 2012 Games, will also work from this area.


Also note that accredited non-rights holding broadcasters are not permitted to bring any recording equipment into the Village.

Guest Pass Centre




The Paralympic Village Guest Pass Centre located at the main entry issues guest passes to guests of the National Paralympic Committees, International Paralympic Committee and sponsors who are not accredited to enter the Village. Each NPC has a fixed daily quota of guest passes which must be applied for in advance through the online guest pass system.

Services include a bureau de change (buy and sell foreign currency and travellers’ cheques), deposits to accounts, cash withdrawals, card

withdrawals, inter-account transfers, electronic transfers and standing orders and LOCOG Rate Card payments. There is a charge for bureau de change (currency transactions), and the bank will only accept Visa branded credit and debit cards and Visa branded travellers cheques. The bank will carry a supply of Euros and US dollars, while any other supported currencies would need to be ordered in advance. If a currency is ordered before 15.00 Monday to Friday, it will be available for collection from 13.00 the next business day. A full list of currencies supported is available at the bank. Deposits, cash withdrawals and inter-account transfers can only be made against Lloyds TSB accounts.

Salon




Free services for athletes and officials include haircuts, styling, braiding and conditioning, skin consultations, nails (buffing, manicure and pedicure, nail art), make-up and wet shaves. Appointments can be made by email ([email protected]) or in person.


Photographic services




Digital photo printing and personalised souvenir photo collages. This is a user-pay service.

Dry cleaning




Dry cleaning, alterations and mending, laundry of team uniforms. This is a user-pay service.

Ticket box office




Collection of NPC ticket allocations including ‘Follow my team’, printing of pre-purchased tickets, sale of London 2012 tickets.

The International Paralympic Committee information area: ‘The IPC and me’




‘The IPC and me’ is an interactive space where you and your guests can learn about the IPC’s global initiatives and the Paralympic Movement past, present and future. Exhibits and footage explain Paralympic history, the Paralympic Values, the Agitos Foundation and its projects.

Courier/shipping services




Shipping services, express delivery for domestic and international parcels, packaging supplies, shipping advice. This is a user-pay service.

Wide range of hot and cold food and drinks and continental breakfast served free to Village residents (with knife and fork accreditation) from 06.00-09.00. The café opens to all residents and guests from 09.00-21.00, when drinks are free to knife and fork accredited residents and food is on a user-pay basis. Non-accredited residents and guests can purchase all food and drink items. The café serves snack items (muffins, sandwiches, fruit pots, etc) and hot and cold non-alcoholic drinks.

Free internet service for Village residents and guests, featuring tablets and PCs as well as printing. The internet lounge is fully accessible with a range of specialised hardware and software solutions to cater for various disability groups, such as headphones, JAWS software and alternatives to mouse and keyboard.

Wheelchair, orthotic and prosthetic repair centre




Otto Bock will provide a wheelchair, orthotic and prosthetic repair service to athletes, NPC team officials, IPSF Games officials and members of the Paralympic Family. Repairs will be carried out free of charge on wheelchairs, orthotics or prostheses where the damage would otherwise prevent the athlete from competing in their event or would affect any client from achieving their usual level of independent daily living.

There is a Resident Centre in each of the blocks. Sport results, television, internet services and copies of the ‘Village life’ newspaper are available, while you can also meet up and socialise with friends, play games, report any housekeeping or apartment issues and find out about things to do in London. The Resident Centres also offer ironing facilities, towel replacement, lost and found services, the Info+ service (a web-based system to check sport results and competition information) and more.

The Village Services Centre is the operational heart of the Paralympic Village, and contains the Sport Information Centre and Multi-faith Centre, as well as security and Village management operations.

The VAT reclaim box will be situated in the reception area on the ground floor. The box will be staffed/emptied by a HM Revenue and Customs (HMRC) volunteer between 13.00- 20.00 on the following dates: 30 August, 4/9/10/11 September.

NPC Services Centre

The NPC Services Centre is home to the NPC Services and Relations team and the International

Paralympic Committee. The Centre can only be accessed by NPC Chefs de Mission and team.

Chef de Mission Hall

Meetings start at 08.00 on 21 August and 07.30 on every day thereafter

This is the venue for the daily Chef de Mission meetings. Simultaneous interpretation will be provided from English into French, Spanish, Russian and Arabic. Refreshments will be provided in the NPC Services Centre before the meeting.

No more than two representatives per NPC may attend these meetings.

Following each meeting, and on the same day, NPC Services and Relations will distribute the minutes to NPCs. The minutes will be sent by email to each NPC’s Chef de Mission and/or primary point of contact in English, French or Spanish, and posted on The Exchange.


Lost and found service

All found items and reports of lost items should be delivered to a Resident Centre. A ‘lost and found’ register will be accessible in any Resident Centre and the Guest Pass Centre. Accreditation or photo identification is required to claim lost and found items; you will be directed to the specific Resident Centre where your items are stored for collection. The Guest Pass Centre in the Village Plaza also provides a lost and found service, using the same database as each Resident Centre.

Athlete fitness and sport recreation The Paralympic Village contains recreational sport facilities for use exclusively by residents.

All sport-specific training facilities are located outside the Village.

A fully equipped, high-specification gym available to all residents, with more than 1,300sq m of space and a range of cardio (Excite Run 700 Visio IFI, Excite Top 700 Vision IFI, Octane Trainers IFI, Excite Bike 700 Vision IFI, Excite Recline 700 Vision IFI), strength (Element+ Leg Press IFI, Element+ Leg Extension IFI, Element+ Leg Curl IFI, Element+ Shoulder Press IFI, Element+ Low Row IFI, Paralympic Powerlifiting Bench), resistance and stretching apparatus. Saunas are also available to athletes.

Recreation fields

The Recreation fields include courts and pitches for basketball, netball, tennis and football. Equipment can be borrowed from the Gym reception.



Jogging There are plenty of safe places for jogging, both within the Village and in the Village-specific jogging area to the west of the Village.

The Globe

The Globe is a vibrant area to meet, socialise and relax in the Residential Zone. The Globe has free Wi-Fi throughout and includes: bookable cinema room for 50 people showing all the latest films; computer gaming area; bar; Beats Lab; pool and table football; DVD area and much more!

Comfortable seating area to sit and relax, with full Wi-Fi coverage available.

One Planet Centre

The One Planet Centre is an interactive hub, filled with activities and information about how we can take positive steps towards a more sustainable future. The first 100 visitors each day will receive a limited edition London 2012 One Planet pin.

The Centre will also host pin trading, a treasure hunt and an opportunity to take part in ‘swishing’ – and if you are not sure what that is, then come and visit us to find out more.

Free Wi-Fi internet access for all Village residents. In areas where the service is available a single password will be provided on arrival.

Internet access in Residential ZoneFree internet access is available in all residential apartments in the Paralympic Village. Wi-Fi passwords are displayed in the apartments. Leads are also provided to connect to wired outlets. These must be left in the apartments when you leave after the Games.

Housekeeping

Housekeeping services for NPC accommodation and NPC offices are provided free of charge daily. These include bed making, bedroom cleaning, bin emptying, dusting and vacuuming as well as cleaning bathrooms and social areas. Bed sheets and pillowcases are changed every four days and towels every two days. Toilet paper and hand soap are refilled when necessary.

Please note: LOCOG is not liable for any loss of personal possessions. Valuables should be stored in the lockable nightstands provided for each NPC.

Replacement towels and linen are available at the Resident Centres.

Serviced laundry is free for all residents in the Village. You are supplied with two laundry bags – one for white clothes and one for coloured items. You are responsible for ensuring that items are placed in the appropriate bag. Uncollected laundry bags will be kept in the laundry for 72 hours, after which the responsible NPC will be contacted to arrange immediate collection. Laundry will be washed and dried but will not be folded or ironed. Irons and ironing boards are available through the Resident Centre for personal use.


Please note: Accreditation will be checked when dropping off and collecting laundry. Please empty all pockets. All items delivered in a bag will be washed together. Only personal items will be laundered, not team kit.

Ice supply

Vending machines

Vending machines are available for athletes and officials to obtain drinks free of charge, using a Coca-Cola fob distributed to residents at check-in.

Multi-faith Centre

The Multi-faith Centre for worship and meditation is available to those of all faiths and those of no faith. It aims to provide spiritual support and encouragement and confidential advice. It contains representatives of the following five religions: Buddhism, Christianity, Hinduism, Islam and Judaism. Support for those of other faiths is available and these faiths are represented in our wider chaplaincy team. The centre is managed by the head of LOCOG’s multi-faith chaplaincy services, and an experienced centre manager. The chaplaincy team consists of an experienced group of international sports chaplains who are used to working with elite athletes.

The Services provided are sport medicine, imaging (MRI, CT, X-ray, ultrasound), dentistry, pharmacy, podiatry, optometry, emergency services, overnight stay ward, IPC medical and scientific department offices, specialist clinics (for example, ENT, dermatology). Emergency medical services are available throughout the Village 24 hours per day.

Doping Control Station (DCS)

Location Next to the Polyclinic in the Services Zone


The DCS is next to the Polyclinic in the Paralympic Village. The doping control team in the Paralympic Village is responsible for pre-competition tests on athletes staying in the Village, and for in-competition tests where an athlete is transferred from a competition venue to complete the procedure. Athletes can be notified anywhere at any time by an anti-doping chaperone. Each athlete is entitled to bring

one representative with them to the DCS. An interpreter may also accompany the athlete if required. Further information on doping control procedures can be found in the London 2012 Paralympic Games Doping Control Guide.

Sport Information Centre (SIC)

The SIC contains information desks dedicated to every Paralympic sport. The staff at each desk work closely with competition management to distribute key sport-specific information to teams during the Games. The SIC is open to Chefs de Mission, Deputy Chefs de Mission, team leaders, team managers and proxy card holders. NPCs should note that it is not open to athletes. There will be team members monitoring access into the SIC.


Sports Viewing Room (SVR)

The SVR provides teams and athletes with copies of coverage of sport competition (where available) for assistance with training, analysis and preparation. All recordings are provided on DVDs, and issued to NPCs free of charge. The use of this footage has to be in line with the IPC policy regarding filming at, access to and use of Paralympic video footage and photography of the London 2012 Paralympic Games for NPCs. A copy of the IPC policy will be given to every NPC picking up a DVD.

‘Proud to be a Paralympian’ area

This is the main location for the IPC Athletes’ Council election, where all Aa-accredited athletes can vote for six candidates from different sports to join the IPC Athletes’ Council. After finding out about each candidate, athletes can cast their vote, receive a gift and have a photo taken with the Paralympic Torch in front of the Agitos. Athletes can also join the Para Athlete Club on facebook, exclusively for Paralympic athletes, update their athlete biographies and ‘tweet’ why they are ‘proud to be a Paralympian’.

Transportation (TA)Location Transport Mall


Daily operational times 24 hours but limited service overnight

The TA System provides transport services for athletes and officials and their accompanying baggage and personal sport equipment.

Competition and training servicesAthletes and officials can access TA services to all competition and training venues at the Athlete Transport Malls. The bus schedule, maps of the Transport Mall and loading bay assignments are included in the Athletes' transport guide which is distributed to delegations on arrival in the Village.

Services run to a regular frequency, or in accordance with a schedule published on Info+ or in the Athlete Transport Guide. Team sport vehicles run on a pre-agreed schedule.

Inter-Village Connection Service (IVCS): this connects the Paralympic Village Welcome Centre with the Paralympic Rowing Village and the Paralympic Sailing Village Welcome Centres.

Internal Village Transport service (IVTS): this operates in the Paralympic Village and connects key locations including the Welcome Centre and the Residential Zone.


Spectating athletes serviceSpectating athletes are encouraged to walk to Olympic Park venues from the Paralympic Village, through the Wetlands Walk and jogging area. However, a limited loop road shuttle service has been provided for Olympic Park venues from the Paralympic Village Transport Mall.

For most other venues in London, both same discipline/sport and different discipline/sport spectating athletes may travel on the scheduled competition services to the venue. Priority will always be given to competing athletes and in many cases public transport will offer a more efficient method of travel, particularly on return journeys.

For team sports venues in London, and for Eton Dorney, where different discipline/sport spectating athletes are not permitted to travel on the team’s vehicle, there is a spectator service available from the Paralympic Village Welcome Centre.

Public transportPublic transport is often the fastest way to travel in London. Many services and stations will operate for longer hours during the Games to make it easier to get around after sessions finish.

All accredited members of the Paralympic Family have free access to public transport throughout London from 22 August-12 September using the Games Oyster card issued with every Paralympic Family accreditation pack.

An Oyster card is a contactless, electronic Travelcard that allows you to travel on London’s public transport system during the Games.

This includes:

– London Underground (the Tube)

– High speed rail service between Stratford International and St Pancras station

– London Overground trains

– Docklands Light Railway (DLR)

Your Oyster card is a Zone 1-6 Travelcard which allows travel from central London to all venues in the Olympic Park, central London, Greenwich and ExCeL. In addition, you can use the Oyster card to travel to the outer London venues at Eton Dorney and Brands Hatch on competition days.

You can use your Oyster card wherever you see the yellow card reader:

– Always touch in and touch out on the yellow card reader.

– When you touch your card on the reader, a green light and one beep means that it has been accepted for travel.

– A red light and two beeps mean your card has been rejected.


– Do not proceed until your Oyster card has been accepted for travel.

– For journeys on all London’s buses and trams you need only touch in when boarding.

– Do not try to add money to your card.

Games Oyster card holders receive a one-third discount on River services by showing their Oyster card and accreditation. Games Oyster cards are not valid for travel on Heathrow, Gatwick and Stansted Express trains, or in taxis and private hire vehicles.

A culturally diverse range of food options are available. Menus have been developed in consultation with caterers and sport nutritionists and are rotated every eight days.

All residents and guests should store bags and equipment in a supervised bag check area before entering. This will reduce the risk of trip hazards or injury and ensure there is enough space for athletes at all times.

For food safety reasons, users of the Main Dining Hall may only remove one drink, one piece of fruit and any hand-held food currently being consumed.

Chilled Coca-Cola products are available from several distribution points within the Main Dining Hall. Room temperature water is also available.

Weather permitting, this outdoor dining option includes barbecues and hand-held street food which showcase the best of contemporary British cuisine.

Barbecue: Hand-held snacks such as regional speciality sausages, fresh fish, chicken ‘gyros’, beef steaks and fresh cous cous salad bar.

Market stalls/hand carts: Showcasing regional food specialities from around the UK such as seasonal British fruit, savoury popcorn, Cornish pasties and miniature cream teas.

Four grab and go carts offering coffee, porridge, granola bars, yoghurt pots, muffins and pre-prepared fruit for breakfast, and sandwiches and boxed salads for lunch. These outdoor carts are conveniently located in the following residential areas: front of Athlete Services Centre, Countryside Zone, Heritage Zone and Seaside Zone.

AlcoholAlcohol will not be sold to individuals within the Villages and the consumption of personal alcohol is restricted to private spaces. NPCs can purchase wine and beer for official receptions for delivery to approved areas only. This service is provided through the Catering Desk in the NPC Services Centre.

Additional informationDisplay of NPC national flags and other messaging or materials in the Paralympic VillageDisplaying any country flags, banners and other installations on the exterior of any building in the Paralympic Village requires Village Management approval. Such installations must remain within the NPC’s allotted space and cannot in any way encroach on or block the light or view of another NPC. Materials which need to be stuck to exterior walls of the building, or be secured with nails, will probably not be approved. In most cases, banners which are hung and fixed with ropes will be approved if they are not deemed a health risk to Village residents.

No smoking policy It is illegal in the UK to smoke within a public building. It is strictly forbidden to smoke in any building in the Paralympic Village. A limited number of outdoor designated smoking areas are available throughout the Village and are clearly marked. Please note: NPCs will be charged a significant fee if the no smoking policy is disobeyed in any of the residences allocated to them. The fee will be used to cover the cost of fumigating and redecorating residences for those living in the Village after the Games.

Security and law enforcementThe security of the Paralympic Games is of paramount importance. The Paralympic Village is subject to various levels of access control and is fully guarded by uniformed security personnel 24 hours a day throughout the Games. In addition, police officers permanently patrol all areas of the Village. A range of other discreet security support measures are in place and available if required. CCTV systems operate to support the safety of all residents.

Emergency servicesThe emergency services have command and control desks within the Paralympic Village Security Command Centre so they can respond to any incident immediately. Emergency telephone numbers are provided at check-in and are displayed in key locations in the Village. Chefs de Mission will also be fully briefed on all matters relating to evacuation from the Village.

The emergency services may also carry out checks during the Games period to ensure that emergency equipment, systems, materials and personnel are fit for purpose should the need arise. These checks should not impact on NPCs but may require access to residences designated to them.

Key replacement If a resident requires assistance to gain entry into his/her room due to having lost a key, Resident Centre staff will resolve the matter. If the NPC has provided the Resident Centre with a rooming list, the accreditation will be verified and staff will open the locked room. If a rooming list has not been

provided, only the Chef de Mission, Deputy Chef de Mission or Finance Proxy can request entry into a locked room or request a request a replacement key. Replacement of a lost or damaged key will cost £25 (plus VAT).

BicyclesNon-competition bicycles are allowed in the Paralympic Village in limited numbers but must be secured in areas designated for bicycle parking. NPCs requesting permission to use non-competition bicycles will need approval from NPC Services. These bicycles will be identified with a LOCOG tag, which will be issued at the Delegation Registration Meeting (DRM). These bicycles can be taken in and out of the Paralympic Village but will go through a security screening every time they re-enter.

Competition bicycles can enter the Paralympic Village but must not be ridden. When inside the Village, they must be stored in the NPC storage areas. They cannot be taken inside the residential plots.

Limited bicycle parking will be available at the entrance to the Paralympic Village .

Damage policy Charges will be applied for damaged or missing items, non-standard cleaning (for example, cleaning the smell and damage from smoking in rooms) or the removal of items left behind. NPCs will be required to pay for any damage prior to departure.
