  • The voice of the delegates in the 4th National Convention was heard. Chapters all over the country overwhelmingly voted for Lakan Antonio F. Trillanes IV to run for the Presidency in 2016.

With God’s guidance, Samahang Magdalo held its 4th National Convention last November 8, 2014 at the Quezon City Performing Arts Theater, Amoranto Sports Complex in Quezon City. Officers from the Dugong Magdalo (DM), including Lakan Antonio Trillanes IV and Party- List Representatives Gary Alejano and Ashley “Ace” Acedillo, welcomed the Four Hundred Nine (409) delegates of the Four Hundred Sixty (460) accredited chapters of SM from all over the world.

After the registration, participants were made to sign the Sinawali, a bamboo shaft weaved together to show the relationship of the chapters all over the country. Signing it expressed the chapters’ pledge for unity; its commitment of solidarity. It served as an oath that, “United we stand, divided we fall.”

The convention started with a presentation from Dennis Villoso, President of the Marikina Chapter. He shared the chapter’s experience on citizen empowerment. After him, Gat Billy S. Pascua, the President of DMFI, discussed the Magdalo Medical Assistance Program. Immediately followed were Party-List representatives Ashley “Ace” Acedillo and Gary Alejano, who talked about the roles of NGO in Local Governance and Government Programs respectively. Ending the segment was an open forum where the participants had a dialogue with the two Party-List Representatives, MPPM President, President of the DMFI, and Rajah Norberto Santiago Jr. – President of the SM.

To start the next part of the program, which is the convention proper, member-participants were asked to exit the venue first. When they re-entered, every face lit up with a smile as members of the Dugong Magdalo, including the Lakan of SM Antonio F. Trillanes IV were lined up and personally welcomed each and every SM member warmly with the Kabisig handshake.

Before the official introductions, Pastor Ricardo “King” Flores offered a sincere and heartfelt prayer. After the opening rites, Lakan Antonio Trillanes conducted the turnover ceremony. It involved a sword called Kris/ Kalis, symbolizing power and authority, which was handed over by the outgoing Rajah, Segundino P. Orfiano Jr. to the incoming Rajah, Gat Norrberto E. Santiago Jr. After their speeches, Another Dialogue took place, at that moment with Lakan Antonio F. Trillanes IV. This paved the way for some members to air their appreciation, concerns, questions and ideas to the group. In the end the open forum was left with one important and sensitive issue to deal with – the position Sen. Trillanes will run for in the 2016 election. Sen. Trillanes made sure that the voice of the members will be heard, thus they conducted a consultation in a form of an actual survey from the attendees, knowing that they represent their respective chapters. The result have made each member feel empowered, since their voice became one of the impetus for Lakan Trillanes to consider facing a greater role and responsibility.

Ikinagagalak ng Surallah Chapter na ipaalam ang pakikibahagi nila sa “TreeVolution Program” ng the National Greening Program of the Department of Environment and Natural Resources (DENR) at Mindanao Deveopment Authority (MINDA) noong October 28, 2014.

For the past four months, we have endeavored to uncover the truth in the alleged overpricing of the Makati City Hall Parking Building through an in-depth legislative inquiry, which we initiated by filing Senate Resolution No. 826. As part of Magdalo, a group which pushes for accountability and transparency in government, I find it imperative to explain the rationale of this legislative endeavor, as well as the details surrounding this issue, for each member’s appreciation and better understanding.

Given the huge amount of public funds and the public interest involved in this controversy, it becomes necessary for us in the Senate to look into this matter. We proceed with this investigation to attain three objectives: First, to fulfill the need to provide remedial pieces of legislation pertaining to the loopholes in the current laws and processes that allow irregularities in the government, particularly in the different cities and municipalities in the country. Second, to scrutinize and understand the inner workings of our local governments, especially on spending their resources, since most of the time, local government transactions, in which numerous corruption incidents transpire, are shielded from the public eye. Third, in relation to anti-corruption advocacy, to inform the public of the different forms of corruption our local and national leaders commit. We have government bodies that investigate these kinds of anomalies but the public is not given a chance to be informed of the details surrounding these anomalies, and, instead, blinded by the press releases of government officials who consistently deny the allegations thrown against them.

As the investigation proceeds, several anomalies under the mayoral leadership of now Vice President Binay have been uncovered, which further justified the need for such an investigation. Among these anomalies are the following:

    1. The Makati carpark building is overpriced by around P2 billion. According to the documents presented to the Blue Ribbon Committee, the construction for the said building amounted to around P2.6 billion. However, upon review

Representative GARY C. ALEJANO Magdalo Partylist

It can be recalled that on March 27, 2014 the Comprehensive Agreement on Bangsamoro was signed between the Government of the Philippines and the Moro Islamic Liberation Front (MILF) at the Malacanang Palace in Manila raising the hope and expectations of all that finally the elusive peace and development in Mindanao will be at hand. The Bangsamoro Trasition Commission (BTC) thereafter, drafted the Bangsamoro Basic Law (BBL) which was submitted to Malacanang on April 15, 2014. However, it took almost five months before Malacanang submitted the draft to Congress after it went through a thorough review making sure that that BBL conforms with the Constitution of the Republic of the Philippines.

Euphoria swept the country as to the prospect of peace in Mindanao especially those in the Bangsamoro core territory which will be directly affected by the gains of the peace agreement. The BBL aims to create a Bangsamoro Political Entity totally replacing the Autonomous Region on Muslim Mindanao (ARMM) once it is passed into law.
