Talaga naman na magandangpakinggan ang isang “covenant for a clean and honest elections.”

RECENT measures announced by the British Home Secre-tary, Allan Johnson, with regard to Tier 4 student visas willmean that courses below degree level will no longer be aspopular to many Filipinos hoping to take advantage of therelated learning experience or on-the-job training as the hoursthat students will be allowed to work are expected to bereduced by 50% from 20 to 10 hours during Term time.

In addition, under the new measures and to take effect from3rd. March 2010, students will be expected to gain an Englishqualification from their own country prior to being able toapply at a level anticipated to be at IELTS 3.5 to 4.5. Collegeswill also need to belong to a new register, the Highly TrustedSponsors List from 6th. April 2010 and no longer willdependants of student visa holders be allowed to work whilstin the United Kingdom.

All of this makes unhappy reading for a student if you aretrying to go to the UK to study for an Award, Certificate, orDiploma, but for some time now Philip Leonard, the Chairmanof International Student Advisors with 10 offices in thePhilippines as well as Hong Kong, Singapore and the UK, hasbeen saying that ‘the majority of our Filipino students are overqualified to go on these type of courses and instead should bestudying at Degree level to gain an Internationally recognisedqualification that has true value, represents progression not regres-sion and will help them to achieve worthwhile employment in theirchosen field.’

The new rules do not apply to Higher Education in otherwords Universities, where the British Government is keen towelcome well qualified students with a desire to study andwho can potentially stay on in the UK to gain meaningfulemployment.

For these Degree course students the opportunity exists forthem to still work 20 hours (not 10 hours) during term time aswell as taking advantage of those courses that require stu-dents to undertake work based placements in order to achieverelated learning experiences and since many of these workplacements are paid they can offer additional income tostudents concerned about their ability to finance themselvesand their course fees whilst they are studying in the UK.

It is fair to say the greatest demand until now has been inthe field of healthcare where shortages of qualified healthcareprofessionals has led to many overseas students coming to theUK in order to study and work as a part of their curriculumbut now with the expansion of the Tier 1 Post Study WorkingVisa the opportunity for many more students in literallyhundreds of different fields will mean the chance of taking a 1year UK top-up degree, which will then allow the students toremain in the UK and undertake paid work experience for upto 2 years without the further need of studying and this inturn could very well lead to a work permit being issued.

Although not cheap, with the availability of student loansfrom major banks and finance organisations, sometimes up to100%, and the prospect of being able to stay and work in theUK for a further 2 years, it really is possible for Filipinos tobroaden their horizons and gain not only Internationallyrecognised degree qualifications but also achieve valuablepaid work experience which will give them options both in theUK and in many other countries including of course thePhilippines.

We have often heard the claim that there is a “brain drain”occurring in the Philippines but this is a wonderful opportu-nity for the Philippines to benefit from a “brain gain” asstudents take advantage from the experience of studying andworking abroad and being able to bring back this knowledgeto the Philippines, which will help countless hundreds ofother Filipinos as they bring their new found experienceshome to their motherland.

Our Daily BreadOur Daily BreadOur Daily BreadOur Daily BreadOur Daily BreadFor hundreds of years, windmills around the world

have been used to pump water and to process grains. But in the last few decades, as wind turbines produc-ing electricity have become more prevalent, a “fly inthe ointment” unexpectedly occurred.

Researchers discovered that windpower gen-erators worked fine at slow speeds, but at high-wind velocity, bugs on the blades reduced poweroutput. Operators found that it was necessary toregularly wash off the buildup of dead insects toavoid having them slowly decrease the turbine’spower.

A buildup of sin in a Christian’s life can be aproblem as well. God has provided a way to clear theaccumulation of sins from our lives. First John 1:9reminds us: “If we confess our sins, He is faithful andjust to forgive us our sins and to cleanse us from allunrighteousness.” But unless we do that often, we’llbe running on diminished power. That’s because thepower for living comes from God and not us (2 Cor.4:7). When we try to live the Christian life in ourown strength, we’ll feel defeated—like windmills robbedof their energy.

God’s power can be more easily seen and experi-enced in our lives when we get rid of sin’s buildupevery day. — Cindy Hess Kasper

The power in our Christian lifeWill be diminished by our sin;

Confession will restore our strength—When we’re forgiven, cleansed within. —SperSin drains our spiritual power; confession restores

Agriculture Undersecretary for Field Op-erations Joel S. Rudinas said the Philippines-- the world’s biggest rice buyer – could im-port around 800,000 tons more this year.

Rudinas earlier predicted farm damagefrom El Niño could “reach beyond P10 bil-lion because more and more areas are report-ing more water stresses.”

“The way things are going right now it isalready alarming because it (the toll) is al-ready within our expectations. So far, thedamages have not yet reached [beyond ourestimates] but we are still in February andas the days progress and unless relief is de-livered, the impact [will be] felt more,” hesaid.

According to a February 16 report by the

EL NIÑO IMPACT ‘SEVERE, INTENSE’Officials fear of a looming rice shortage as the ongoing El Niño has been dry-

ing up ricefields in rice-producing provinces.Department of Agriculture’s Central ActionCenter , El Niño has already affected 14 prov-inces in Luzon and the Visayas.

The dry spell was said to have damagedover 200,000 tons of crops with an aggregatevalue of P2.84 billion.

But Nathaniel A. Cruz, officer-in-chargeof operations and services at the PhilippineAtmospheric, Geophysical and Astronomi-cal Services Administration, said they expecta moderate El Niño that would likely lastuntil June.

"We can have a moderate El Niño but theimpact will be that of a severe El Niño. Thewater level in Magat Dam in Isabela prov-ince, for instance, can already reach or evengo below the 1998 water level," Cruz said.

THE Supreme Court yesterday declaredappointed government officials running forelective post in the May 2010 elections areconsidered resigned upon filing of their cer-tificates of candidacy (CoCs).

This came after the High Tribunal, with avote of 10-5, reversed its most assailed De-cember 1, 2009 ruling which permitted ap-pointive officials to run without yielding theirpositions.

In a 44-page ruling penned by Chief Jus-tice Reynato Puno, the SC found a valid dis-tinction between elective and appointive po-sitions.

SC held the motions for reconsideration byrespondent Commission on Elections(COMELEC) and intervenors were timely filed. The Court allowed Senator Manuel A. Roxas, former Senator Franklin Drilon, and congres-sional candidate Tom V. Apacible to intervenein the case, having “each sufficiently estab-lished a substantial right or interest in the case.

It was discovered that upon the issuanceof the December 1, 2009 ruling, a number ofhigh-ranking Cabinet members had filed theirCertificates of Candidacy without relinquish-ing their posts. Ampie Galpo

WITH losses in three of his last fourfights, PRIDE legend Wanderlei Silva feltthe pressure heading into his UFC 110 co-main event against Michael Bisping Sun-day afternoon, but with flashes of his fe-rocious brilliance late in rounds two andthree, he was able to eke out a close, butunanimous, decision over ‘The Count’ atAcer Arena.

“It was an absolute pleasure steppingin there with someone like Wanderlei Silva, and I do have absolute respect for the guy,”said a gracious Bisping. “I believe the rea-son he got the decision was because of theknockdown at the end, and I’m bummedout about it, but congratulations toWanderlei .”

Roach offers Mayweather winner-take-all matchMONEY Floyd Mayweather Jr. is

keeping quiet about Freddie Roach’slatest remarks, and rightly so.

Roach went on the record to offerMayweather a winner take all fightwith Manny Pacquiao several daysago, and word has it that Mayweatherwill be ignoring this particular chal-lenge.

Not wanting to look either weakor uninformed in front of the mediaand his fans though, Floyd will nodoubt have some kind of retort readyfor Roach and Pacquiao.

Perhaps it will be more steroid ac-cusations, or maybe taunting that hecan sell more pay per views thanPacquiao. If he’s really feeling mali-

cious he might even dust off a few ofhis uncle Roger’s meth babble. Eitherway though, it seems unlikely to be awar that Roach and company canwin.

Mayweather might be a lot ofthings, but he has the trash talkingaspect of his game down to a fine art.

So much so in fact that he has donehis best to completely ruin Pacquiao’sreputation over a fight that never evenhappened.

Pacquiao seemed troubled and hurtby the accusations Mayweather lev-eled at him during the build up totheir subsequently canceled fight, andobviously prefers to do his talking inthe ring.
