PACIFIC GROVE WEEKLY SUMMARY June 10, 2016

CITY CLERK

The Monterey Peninsula Water Management District will be conducting a public hearing on

Monday June 20, 2016. The hearing is to consider Application #WDS-20160602CAW to

Amend California American Water Company Water Distribution System to Add Aquifer Storage

and Recovery Facilities. Approval of the application would enable California American Water

Company (CAW) to incorporate facilities associated with Aquifer Storage and Recovery (ASR),

including previously approved Phase 1 and Phase 2 wells, in addition to the proposed Hilby

Avenue Pump Station (APN 012-324-032) and the proposed Monterey Pipeline (see attached

figure).

COMMUNITY DEVELOPMENT

Local Coastal Program Update. On June 16, the Planning Commission is scheduled to discuss

the Implementation Plan dated June 1, 2016, and make a recommendation to Council. A Special

Planning Commission meeting, at another date yet to be determined in June, may also be

considered if necessary. Council will continue the item from June 15 to a Special Meeting on

June 29.

Implementation Plan considerations for Planning Commission include:

Document organization;

Coastal Development Permit procedures;

Commercial-Visitor Zoning District Height Limits;

American Tin Cannery Zoning Floor Area Ratio;

Density Standards for Visitor-Serving Parcels.

FINANCE

The City's independent auditors, Chavan & Associates, LLC, were in town this week performing

the annual interim audit (the preliminary audit that leads up to the final audit following the fiscal

year end). This is the second audit that Chavan & Associates is undertaking for the City having

been awarded a three-year agreement in April 2015 to conduct the annual audit and prepare the

Comprehensive Annual Financial Report. Sheldon Chavan and his team are highly valued

partners in ensuring accuracy, accountability, and transparency of the City's financial resources.

FIRE DEPARTMENT

Fire Department Recognition. On June 7, 2016, the City of Carmel recognized members of the

Monterey Fire Department for their involvement in helping save a swimmers life on Carmel

beach on March 26, 2016.

Monterey Fire, Carmel Fire Ambulance, American Medical Response (ambulance), and Carmel

Police had all been dispatched to the medical emergency involving three patients who had been

reported in distress in the water. Upon arrival, the victims had been removed from the water and

one unresponsive patient received CPR from a bystander. The other patient was treated for water

intake and the third patient was treated for hypothermia by members of the Carmel Police

Department which were already on scene.

Fire personnel took over CPR, initiated an AED and put an AutoPulse on the patient who was

then transported by ambulance to the Community Hospital of the Monterey Peninsula

(CHOMP). Two firefighters were utilized en route to the hospital to assist the Carmel Fire

Ambulance paramedics with CPR and patient care. All patients were transported to CHOMP for

further treatment. The patients have all made full recoveries.

Coleman Wildfire. On June 4, 2016 at approximately 6:15 p.m., Monterey Fire Department

personnel were deployed to assist at a wildfire in southern Monterey County just north of Fort

Hunter Ligget and the Los Padres National Forest. The blaze was first reported Saturday around

2:30 p.m. and quickly grew to over 3,000 acres. Approximately 120 homes were threatened and

residents had been evacuated.

The steep and remote terrain has made containment challenging and more than 1,000 firefighters

are still working on fully controlling the blaze. Firefighters with Alameda County, Hayward,

Monterey County and Fremont were dispatched to assist Forest Service and Cal Fire crews. The

fire is at 41 percent containment and road closures have been lifted. Full containment is

expected by Monday.

HUMAN RESOURCES

Training. Several members of the city’s leadership team attended the Liebert Cassidy

Whitmore’s management workshop yesterday. This month’s workshop was focused on the

growing concern of bullying behavior in the workplace. Participants learned how to define

bullying, identify strategies for recognizing it when it occurs and address the impact of this

conduct on the workplace. Attendees interacted and shared experiences through case studies and

open group dialogue.

Promotion. Congratulations to Nancy Anzalone who participated in the internal promotional

recruitment process for Police Records Supervisor. In her new role, Nancy will supervise the

records unit function and staff. Nancy joined the Pacific Grove Police department in 2014

starting as a Police Services Technician. Nancy holds a Bachelor’s Degree in Science from

William Paterson University and completed two years of law school at the Thomas Jefferson

School of Law in San Diego. In addition to her formal education, she has numerous

certifications in law enforcement and safety. Please congratulate Nancy in her new role!

Recruitment. Several new recruitments where launched, including three for the Police

Department: Police Officer Recruit, Police Officer Lateral/Academy Graduate and Police

Services Technician. One recruitment was also initiated for the Community Economic

Development Department: Code Compliance Officer. Interested and qualified applicants may

LAW/POLICE DEPARTMENT

Weekly Highlights. Attached you will find Interim Chief Belcher’s Weekly Police Report for

the week of June 3, 2016 to June 9, 2016, with the Year-to-Date Monthly Highlights.

Stolen Vehicle. On the morning of June 9, 2016, the Pacific Grove Police Department was

notified that a truck had been stolen from the 100 block of Sloat Street. At 11:30am, one of the

Parking Enforcement Officers observed a truck matching that description and broadcast it to our

officers. A Pacific Grove Officer observed the vehicle and initiated a traffic stop in the 600

block of Laine Street in Monterey. The driver of the vehicle attempted to evade the officer by

driving east on Laine Street and then turning onto Reeside Ave, which dead ends at the Presidio

of Monterey fence. The vehicle came to a stop when it struck the fence and retaining wall.

The driver and passenger fled on foot from the scene. Officers from the Monterey Police

Department and Pacific Grove Police Department canvassed the area and the driver of the

vehicle was taken into custody by MPD officers. The passenger of the vehicle, described as a

male, ages 20-30 in a gray shirt and light colored pants is still at large. If anyone has

information about the passenger, please contact the Pacific Grove Police Department. The

suspect has been identified as Adrian Chronister and was booked at the Monterey County Jail.

MUSEUM

Elkhorn Slough. Learn about the natural history and conservation of the Elkhorn Slough during

a special members-only day hike on Saturday, June 18th, from 10 a.m. to noon with a guide from

the Elkhorn Slough National Estuarine Research Reserve. Hikers are asked to meet at The

Elkhorn Slough Reserve, 1700 Elkhorn Road in Watsonville, at the start of the hike. There are 20

spots available for this hike and space is limited. To reserve your spot, email Membership and

Hummingbirds. Andrea Jones, Director of Bird Conservation at Audubon California, will talk

about Allen's hummingbirds, the mysterious and hard-to-identify birds that often nest in central

coast and northern California gardens during a lecture on Thursday, June 23, at 7 p.m. She will

discuss the birds' past and present populations in California, how they are predicted to fare in

climate change, and what you can do to attract these birds into your own backyard. This lecture

coincides with the opening of a new exhibit that focuses on hummingbirds. Admission to the

PUBLIC WORKS

Slurry Seal Project. Public Works has embarked on two projects around town. The first project

was a slurry seal project that took place on various roads around town, primarily in the Del

Monte Park neighborhoods. The contractor over the last two weeks had completed the crack

sealing of all of the roads that were scheduled to be treated, ground down all of the markings on

the roads, and completed their preparation of the streets. The slurry seal started on Tuesday and

was completed by the end of the week. Once the slurry has been down for a few weeks the

contractor will then come in and repaint the road markings.

Safety Fencing. The City has installed safety fencing along the rock wall that overlooks the Pool

at Lovers Point. This was completed as the height of the wall was too low, and deemed to be a

potential fall hazard. The fencing that was installed matches the existing fencing surrounding the

pool and volleyball court, and looks great (as you can see)!

California Water Summit. The City, along with Brezack & Associates Planning and

PercWater, were invited to present our Local Water Project at the 3rd annual California Water

Summit in Sacramento last Friday. The summit consisted of community leaders and experts in

the water field from across the state and the nation. The City was invited to present our project

as a case study to discuss how, why and the next steps of the Local Water Project, as we are one

of the first Cities to develop a project using State Revolving Fund Loan monies offered by the

State for regional projects. Pacific Grove was also asked to present as a municipality leading the

charge to help with smaller local projects that is consistent with California's drought measures.

The presentation was very well received and was informative to other community leaders

thinking of doing similar projects within their communities. Hats off to our own Dan Gho for

being invited to present!

The Monterey Peninsula Water Management District (MPWMD or District) Board of Directors

is scheduled to conduct a public hearing on the above referenced application at the time and

location noted above. Approval of the application would enable California American Water

Company (CAW) to incorporate facilities associated with Aquifer Storage and Recovery (ASR),

including previously approved Phase 1 and Phase 2 wells, in addition to the proposed Hilby

Avenue Pump Station (APN 012-324-032) and the proposed Monterey Pipeline (see attached

figure). As part of this action, the Board will also consider a technical Addendum on the Hilby

Avenue Pump Station. The Addendum would be incorporated into two previously certified

Environmental Impact Reports: (1) ASR Project (Phase 1 certified by MPWMD in August

2006), and (2) Pure Water Monterey/Groundwater Replenishment Project (certified by Monterey

Regional Water Pollution Control Agency in October 2015).

MPWMD staff recommends approval of the application with conditions of approval, consistent

with MPWMD Rules 22-C and 22-D, based on evidence in the record. The complete

information package for this public hearing, including Findings and Conditions of Approval, will

be available for review on the District’s website and at the District office no later than Thursday,

June 16, 2016. If you are unable to attend the hearing, written comments should be received at

the District office no later than 3:00 PM on Monday, June 20, 2016. Please note that any public

hearing may potentially be continued to a different date, time, and/or location. Agendas for
