There is a lot of confusion regarding Asbestos Training including the dierence between regulatory requirements, approved codes of practice and guidance and the dierent types of asbestos training available.

If you are an electrician, plumber, joiner, window tter, roofer, IT engineer, or work within the construction and demolition trades and even a DIY enthusiast you may be aected by asbestos exposure.

How? Properties built before 2000 may or quite probably do contain asbestos. Asbestos used for insulation on pipe work, Asbestos insulation board (AIB) used for re proong, asbestos cement, used for roong and sots are just a few examples of the great number of asbestos contain-ing products that are within our homes and workplaces.

Knowing how to identify products that may contain asbestos and having the skills to work on them safely without causing exposure to asbestos bres is the simplest way to combat a deadly product that HSE estimates kills 20 tradesmen a week UK and the WHO estimate 107,000 every year worldwide. (2010 statistics)

Need Training? It often appears complicated, licensed (type C) non-licensed removal or works (type B), asbestos awareness (type A), HSG247, L143 ACoP, HSG210 For the trades not familiar with the terminology or the regulations that surround asbestos removal, works and awareness it can appear to be a mineeld of complicated terminology and sales pitches. IATP’s types of training page explains in detail http://www.iatp.org.uk/type_of_training.html

If it is your company policy to work on “asbestos containing materials” (ACM’s) for example you are required to drill holes in walls / boards during the course of your daily work that may contain asbestos, you require non-licensed asbestos training and (type B) a copy of HSE’s task manual HSG210, alternatively you may be required to remove asbestos containing material, asbestos cement roofs, artex coatings etc, then you will also require non-licensed asbestos training (type B) and a copy of HSG189/2 and HSG210. These days, people want more value for money, at the same time they demand the highest quality too. How can training providers assure their clients that they are providing a quality service without having to incur huge extra costs? It can be a real challenge, in a competitive market place when price is so often king. But it is also really important to balance price against quality, especially in a health and safety environ-ment where the needs of the learners and clients have to be paramount. That is where OCN Credit4Learning can support training providers, not only in obtaining a competitive advantage, but also in delivering high quality training that benets their clients, learners and reputation.

This is one of the reasons we at OCN Credit4Learning are excited to be working in partnership with IATP. IATP is working hard to raise the bar in the Asbestos training eld, and we fully support the hard work that is going on in delivering important and high quality training with this hazardous substance. By working in partnership with IATP and accredit-ing a number of their courses, we can provide the quality assurance that customers are demanding.

Recognition for Quality Training:Accreditation is all about quality assurance and providing extra recognition for the learner’s skills, and the training providers’ service. OCN Credit4Learning has a long history of providing bespoke accredita-tion and support for numerous organisations up and down the country. Working with a range of organisations from University’s to Prisons, from Charities and NHS Trusts to Independent Training Providers we have built our reputation on developing a cost eective, ecient and user friendly accreditation service, and hence assuring your learners and clients of the quality of the training they are receiving.

This is one of the main reasons we are working with IATP, we recognise the eorts that they have made to raise standards, and give their clients and learners more. IATP have recently accredited a number of courses through us, this means that IATP members who opt to deliver OCN Credit4Learning accredited courses have an extra opportunity that they can oer their clients. Their course, their style of delivery remains the same, they can still tailor it to their particular clients needs, however, it will now be independently veried by OCN Credit4Learning, which in turn provides the client with the quality assurance, and condence that a third party is objectively checking and supporting the standards of the training provided.

How it works:OCN Credit4Learning is a membership organisation, and membership is a privilege that we will only give to organisations that are progressive minded, and have quality assurance procedures, appeals procedures and equal opportunities procedures. Furthermore, we will work closely with training providers to recognize the courses they have developed to

map them to academic levels, and accredit the course at the agreed level. Once a course has been accredited, we will also attach learning credits which are nationally recognised in Further Education as under-pinning knowledge, this helps give the course a currency that the learner can use for their own personal development.

Finally we moderate our members. When a training provider registers a group of learners we will send one of our moderators to visit the training provider and review the Assessment materials; ensuring that this matches what was agreed when the course was approved for accredita-tion. Therefore, the training provider, the client and the learner all gain from the quality assurance provided by the accreditation process.

You’re in Control:The important thing to remember about all this process is that it is your course that has been accredited, not ours. Therefore the course that you the training provider has developed is being recognised, and rather then having to adopt external learning methods and materials, your unique training package is being recognised and supported by an Accreditation body. Supporting IATP’s Quality:

It is a privilege to be working with IATP to help pioneer and develop thequality of training in this sector. IATP as a Community of Training Providers is a unique partner to work with; therefore, we have devel-oped a specialist model to support the members of IATP in delivering high quality accredited courses at a price that their clients can aord. As mentioned above, the courses will remain unique to the training provider, they will remain specialist and bespoke, but the clients who buy into IATP training accredited through OCN Credit4Learning will receive that extra level of quality assurance that comes from accredita-tion.

Deaths from a cancer caused by asbestos dust are at an all-time high, research by BBC Look East has revealed.Since the 1980s, the male death rate from mesothelioma has increased more than four-fold in the east of England. The increase outstripped those in Scotland and Wales and in all but one English region, according to gures from the Health and Safety Execu-tive.In Essex alone, coroners recorded 115 verdicts of death from industrial diseases in 2010.That gure includes Thurrock and Southend, and the majority of the deaths were asbestos-related.In the east of England, the male death rate from mesothelioma increased from 14.8 per million between 1982 and 1984 to 66.4 per million between 2006 and 2008.Only the West Midlands saw a greater increase.Across Buckinghamshire and Milton Keynes, coroners recorded 10 verdicts of death from industrial diseases in 2010, and in Northampton-shire the gure was 24.'Mental torment' Tom Sewell, of Colne Engaine, near Colchester, Essex, died in January of mesothelioma, aged 48.Mr Sewell, a builder, was exposed to asbestos dust as an apprentice. His widow Nikki said: "He lost an incredible amount of weight. He was about 13st (83kg) and he went down to 8st (51kg) in just a few months. Derek Reeve was given ve years to live after developing mesothelioma "It was quite shocking, really. He had problems with his breathing and the mental torment of it all was pretty horric for him as well: just being so young, knowing that you are not going to spend the rest of your life with your family."Carpenter Derek Reeve, 60, of Sible Hedingham, near Halstead, Essex was told two years ago that had mesothelioma, and was given ve years to live after inhaling asbestos dust."I'm angry that I had been using it," he said."Some days you get very depressed. You know you haven't got long left - it's like an egg timer running out."Simon Longbottom, operations manager for the Health and Safety Executive (HSE) in the East, said: "The gure has continued to increase

over recent years which reects occupational exposures that occurred many years ago because there is a long time lag between exposure in most cases and the onset of the disease."The HSE expects deaths from mesothelioma to continue to rise for the next ve years."It (asbestos) was used very extensively all the way up to 1999 when it was nally banned so we have quite a stock of buildings with asbestos-containing materials in them," added Mr Longbottom. As well as people working in construction and related industries, mesothelioma has claimed the lives of women who inhaled asbestos dust as they washed their husband's work clothes.Statistics: Deaths from Industrial diseases 2010• Bedfordshire 13• Buckinghamshire 10• Cambridgeshire 25• Essex 115• Hertfordshire 25 • Norfolk 53• Northamptonshire 24 • Suffolk 20Source: Coroners Statistics for England and Wales Ministry of JusticeHSE Statistics: http://www.hse.gov.uk/statistics/causdis/lungcancer/ Source: BBC News England 19/08/2011 http://www.bbc.co.uk/news/uk-england-norfolk-14589489

Before selecting a suitable asbestos training provider, there are a number of things that must rst be considered. The HSE webpage ‘Industry standards and best practice', states that:‘Training should be delivered in accordance with the Approved Code of Practice L143, 'Work with asbestos containing materials’ and, for licensed work, Chapter 4 of HSG 247, 'Asbestos: the licensed contractors’ guide’. & ACoP L143: Training providers should also be able to demonstrate compliance with these standards.’HSE Training pages and guidance: http://www.hse.gov.uk/asbestos/training.htm For sites oering further information relating to the regulatory requirements, please visit the IATP Links pageRequirements for asbestos training providers delivering any type of asbestos trainingAll asbestos training delivered by asbestos training providers must comply with the ACoP L143. Regulation 10 of L143 (Information, instruction and training), includes the following:‘Competence of those providing training”139 All training should be provided by someone who is competent to do so, who has had adequate personal practical experience and who has a theoretical knowledge of all relevant aspects of the work being carried out by the employer.’All asbestos training providers listed on the IATP site have signed a statement declaring that every relevant trainer within their organisation meets the requirements stated in regulation 10 of L143. Those seeking any form of asbestos training are encouraged to contact potential asbestos training providers and to acquire proof of compliance with L143.Independent AuditingChapter 4 of HSG247 also states:Auditing4.39 Training courses should be audited in some way to establish that they meet the course criteria set out in this guidance and that the syllabi have been delivered eectively.’In order to comply with this obligation of HSG247 and the requirement of the HSE website to ‘demonstrate compliance with these standards’, all asbestos training providers listed with IATP have signed a statement declaring that independent external audits are carried out on their training courses. In addition to this, the site lists when the last satisfactory audit was completed for each asbestos training provider, and which organisation conducted the audit. Those seeking asbestos training are encouraged to contact the listed auditing organisation of potential asbestos training providers from the details contained on the IATP website (http://www.iatp.org.uk) and to acquire proof that a satisfactory audit has been completed.IATP: http://www.iatp.org.uk/index.html

The ASA is here to make sure all advertisements are legal, decent, honest and truthful. We are independent of both the Government and the advertising industry and we are recognised by the Government, the courts and other regulators such as the Oce of Fair Trading (OFT) and Ofcom as the body to deal with complaints about advertising. Our work includes acting on and investigating complaints as well as proactively monitoring and taking action against misleading, harmful or oensive advertisements, sales promotions and direct marketing. Just one complaint can lead to an ad being withdrawn and we’ve made sure the complaints procedure is as quick and easy as possible. If we uphold a complaint about an ad, the advertiser must withdraw or amend the ad and not use the advertising approach again. We aim to resolve complaints as soon as possible and strive to ensure a healthy working relationship with advertisers and media owners. We work with the Committee of Advertising Practice to educate and train advertisers on the rules to help prevent problem ads from appearing in the rst place. From 1 March 2011 the ASA’s online remit now extends to cover companies’ own marketing claims on their own websites and in other non-paid for space they control. This landmark development brings enhanced consumer protection, particularly for children. We already regulate internet ads in paid-for space, like banner ads, pop-ups and paid search results, but our new responsibilities mean that

we now apply the same high standards to marketing communications on companies own websites and in other non-paid space they control, like Facebook and Twitter. The UK Code of Non-broadcast Advertising, which includes rules to make sure advertisements do not mislead, harm or oend, will be applied to all UK based company websites regardless of the sector or size of business or organisation.Since 2008, we have received over 4,500 complaints that we couldn’t deal with, but now anyone who has a concern about an online market-ing communication will be able to turn to us. Not only is this good news for consumers, it is also good for business – marketing communications that are trusted are more likely to work and deliver value. The extension to the ASA’s remit was in response to a recommendation from the UK ad industry, which has a long history of being committed to ensuring ads across media are legal, decent, honest and truthful. By extending the ASA’s remit, industry has responded to consumers’ demands. Advertising self-regulation has been successful in keeping advertising standards high for almost 50 years. Our new online remit shows that we are continuing to keep pace with changes in technology for the benet of consumers, business and society. Source: http://www.asa.org.uk/
