Overview of ARTESco-funding opportunities
Alan Brunström
ESA Liaison Officer
Harwell, UK, 22nd March 2017
Slide 2
Inauguration of ECSAT, July 2015ESA’s first UK centre (but we’ve been here since 2009)
NB: We are not an EU agency but have 23 European Member States including Norway & Switzerland, plus a cooperation agreement with Canada
Slide 3
ECSAT: European Centre for Space Applications & Telecommunications, Harwell near Oxford
HQ of ESA’s Directorate of Telecommunications and Integrated applications;
Leads ESA’s promotion of commercial down-to-earth applications (in which the
UK has the largest stake of any Member State);
ESA teams also work on climate change, exploration and disruptive technologies;
Cooperates with the Harwell Space Cluster and acts as a gateway between the
UK space sector and the global space industry.
Slide 4
ARTES Programme (Advanced Research in Telecommunication Systems): Stakeholders and their roles
National Delegates e.g. InnovateUK authorise funding (c €500M/annum)
Industry & institutions from ESA Member States develop technology, products, services & applications
ESA manages the contracts and activities
Industry brings the end result to market & retains IP
Slide 5
Key points for engaging with ESA/ARTES
Industry, academia or government entities from ESA Member
States (including Canada) can apply for co-funding.
IP essentially remains with industry (prime contractor).
Single country proposals are welcome (no need for complex
multi-national consortia).
Partnerships are possible with entities from non Member
States, if they fully fund any work done in their country.
Generally speaking, users from any country are welcome to
participate, especially in demonstration activities.
ESA staff will be delighted to answer questions and discuss
opportunities to work together.

ARTES Entry (ex Newcomers’ Initiative)
1. Part of ARTES Competitiveness and Growth
Covers all participating states.
2. New and improved funding levels (75%)
Technology, Product and Demonstration Phase.
Limit of 250K Euro across all phases.
3. Supports SMEs who have not worked with ESA within the last
10 years (Not just with TIA or ARTES).
4. Its own Call for Proposals with limited requirements.
Slide 13
How do you engage with us & what do we look for?
1. Talk to us: by phone, email, website – or here in person.
2. Register on esa-star: https://esastar-emr.sso.esa.int/
3. Iterative process: most activities evolve from an informal
discussion initiated by you and are nurtured via an Outline Proposal
into a Full Proposal.
4. Proposal Templates & requirements are available on our
websites: https://artes.esa.int and https://artes-apps.esa.int
5. Competitions and Calls: some activities (e.g. Advanced
Technology and IAP Competitions) involve bidding against specific
calls or workplans issued by ESA on our websites.
6. Consider our newcomer initiative, ARTES Entry.
7. What we look for in a proposal: clear market opportunity or user
need and involvement; plus added value or innovation.
Slide 14
Integrated Applications (IAP)(using space assets like Satcom,
Satnav, Earth Observation)
Satcom Applications(Capacity Building, Distance Learning,
B2B/B2C, Telemedicine, etc.)
The aim is to establish operational and
economically sustainable services
ESA funding is mostly 50%:
industry and users contribute the other 50%,
which helps ensure the services are
sustainable.
