1. Introduction

1.1 Overview of Save the Children Save the Children is a global charity comprised of 30 international member organisations operating in over 120 countries. Save the Children UK (SCUK) is one of the 30 member organisations.

Save the Children UK (SCUK) is one of the 30 member organisations. We currently employ 1,100 staff, the majority of whom are located in our Farringdon head office, and we have 5 regional offices in the UK. There are a number of staff who are located overseas, as well as our Emergency Response Personnel who work overseas on regular basis.

We are committed to ensuring our resources are used as efficiently as possible, in order that we can focus them on achieving maximum impact for children.

1.2 Contract Overview Diarrhoea is one of the leading causes of death in children under 5 in developing countries. Every year, 567,000 children under the age of five die needlessly from diarrhoea.

To tackle the challenge Reckitt Benkisser (RB) and Save the Children UK (SCUK) launched a ground-breaking and sustainable ‘Stop Diarrhoea’ programme focused on diarrhoea prevention, control and treatment in Pakistan, Nigeria and India. It is a five year programme running in three countries as follows

Pakistan: 1st November 2014 to 31st October 2018; Nigeria 1st January 2015 to 31st December 2018; India: 1st April 2015- 31st March 2019;

The partnership brings together RB’s expertise in product development and research capabilities with Save the Children’s long experience of delivering life-saving treatments on the ground. RB is developing key affordable sanitation products that will help save lives and improve children’s chances of avoiding and surviving diarrhoea in some of the poorest parts of the world.

In order to evidence the impact of our work in tackling diarrhoea, we intend to contract with an independent organisation to research and evaluate the programmes. The expected contract duration is from 15 st

September 2015 to 31st March 2019.

3. specification of requirements

SCUK in partnership with Reckitt Benkisser seeks to engage an independent research organisation to independently evaluate its flagship partnership programme - Stop Diarrhoea Initiative’ - focused on diarrhoea prevention, control and treatment in Pakistan, Nigeria and India. We are seeking a team to assess the belief that engaging corporate partners in a different way can better meet the health and well-being needs of people in vulnerable and fragile contexts, that these improvements are measurable, that they offer good value for money, and that they contribute to the two partner organisations behaving differently and with potentially better results.

The key requirements are for the research organisation to:

Act as an independent evaluation manager, providing detailed technical guidance and quality assurance to local research partners in each of the three countries;

Design a robust multi-country impact evaluation to assess the partnership’s impact on tackling diarrhea.

Establish our partnership’s added value and collate data to influence thinking, policies and practice in the Save-RB Partnership, Save The Children movement, external organizations including peers and private sector entities.

To collect and communicate key lessons from our direct and indirect intervention

5. Engagement & payment

As a donor funded body SCUK is committed to ensuring our resources are used as efficiently as possible, in order that we can focus them on achieving maximum impact for children and that our arrangements with third party suppliers represent value for money. We expect this approach to be demonstrated from any contractor we do business with. We will contract with the successful bidder on SCUK’s standard contract for services, which can be forwarded to bidders upon request.

SCUK will endeavour to support the bidder during its contract and ensure they have: access to the relevant people and information (within sensitive limits) any opportunity for open reviews to ensure smooth running of project

It is SCUK policy to pay for work in arrears using our 30 day payment terms.
