policy dialogue (and how it should be designed) will depend on how it is intended to fit into the policy development process To what extent is it feasible and desirable to achieve a consensus?How development process, clarifying and framing the problem and identifying viable solutions are high priorities, and the dialogue is intended to be one of many inputs into the policy development process, obtaining a consensus is unlikely to be importantIn many situations it could be counter-productive to try to obtain a consensus, although this does not preclude a consensus emerging spontaneouslyHow
