HCM COMMON FEATURES

HCM DATA LOADER

HCM Data Loader delivers a flexible and comprehensive bulk data loading solution for business objects across multiple Human Capital Management products. It can be used for data migration, ongoing inbound interfaces, and one-off bulk updates. It supports the bulk load of your configured descriptive and extensible flexfield data, translation data, tree hierarchies, person images, and Document of Record attachments.

FLEXIBLE PIPE-DELIMITED FILE FORMAT

You can now simplify your inbound integrations and only include the business object components and attributes relevant to your use case. This is available, whether it is full date-effective history for data migration, or incremental changes for data maintenance. You can supply multiple business object-specific files in one compressed zip file and process them together. HCM Data Loader understands the order in which the business-object data must be loaded to ensure referenced data will be loaded first.

SECURE DATA TRANSFER

You can now optionally deliver encrypted compressed zip files to Oracle’s Web Center Content Server, secured by a specific HCM Data Loader account. The compressed zip file is then streamed from the Web Center Content Server and decrypted during import into stage tables before the multi-threaded process loads valid objects into HCM. Your compressed zip file is then deleted from the Web Center Content Server as soon as HCM Data Loader has finished streaming the file or you can choose to retain your source files.

AUTOMATED OR USER MANAGED PROCESSING

You can now automate inbound interfaces using the Web Center Content and HCM Data Loader web services. In addition you can also control the import and loading processes using the new Import and Load Data user interface.

STATUS AND ERROR REPORTING

You can now review the progress of your files through the user interface, with comprehensive status and record count information. You will be able to:

• Review message summaries and manage errors by reviewing the details of failed records. • Monitor the results of your data load using the new HCM Extract output, which provides

machine readable status and error information. • Diagnose complex errors using the new Data Set Status available from the Diagnostic

framework.

FLEXIBLE KEY SUPPORT

With this release four key types are supported. You can create new objects specifying your source system identifier and continue to maintain and reference that data in HCM using your source key. Alternatively you can supply the user key information, such as, Organization Name, Person Number, Absence Type, or you can use Oracle Fusion’s internal surrogate ID and Globally Unique ID (GUID).

HCM EXTRACTS

Use HCM Extracts for archiving, reporting, and as an outbound interfacing tool. The Data Exchange work area allows you to perform tasks related to inbound and outbound interfaces, which allows exchange of data between different HR applications. Inbound data exchanges are accomplished through loaders and outbound data exchanges are accomplished using extracts.

DELIVER EXTRACTS USING HCM CONNECT

HCM Connect customers can generate encrypted extracts by specifying delivery options in the extract definition. Deliver extracts using the HCM Connect delivery option.

CONTROL DATA GROUP CONNECTIONS

Review automatically generated connections in the Extracts Validate page. Connections are created automatically if the same database items exist across data groups. This feature enables you to review, update, and delete data group connections.

CHOOSE EXTRACT MODES

Configure the PER_EXT_CHANGES_ONLY lookup with the Changes Only parameter to select different extract modes when submitting extracts.

RESTFUL SERVICES FOR HCM

For customer-facing web services, Oracle HCM Cloud is moving away from SOAP Services towards RESTful Web Services and Atom/RSS Feeds. In addition to the architectural and framework advantages of REST over a SOAP-based approach, REST Services are driven by a use case-based approach. Instead of creating an employee as a resource and adding the employee’s phone number, E-Mail address, national ID number, and other child objects as child resources, REST services create a simple flattened employee resource, where the most commonly referenced child objects are included as attributes on the main employee resource. This enables you to create all child object records using a single REST service call to create the employee.

SUPPORTED RESOURCES

Resources supported are employee, employee’s assignment, and employee’s job roles. These resources allow the query, creation, and update of an employee or an employee’s assignments or job roles.

ATOM FEEDS

Atom and RSS feeds supported for employees are new hire, terminations and assignment updates.

PAYROLL

This section describes new features that are relevant if you use features such as elements, formulas, payroll definitions, and database items, even if you don't use Global Payroll.

ELEMENT ENTRY COSTING

You can now enter costing details for all types of element entries, such as earnings, deductions, and benefits. Costing details entered at the element entry level override costing details entered at other levels of the cost hierarchy, unless you defined a priority account to cost the element’s results. Typically, you use this feature to charge payroll expenses to a different cost center than a person’s home department.

PAYROLL DEFINITION: PLANNED SUBMISSION DATE

You can now capture the date you plan to run the Calculate Payroll process or Calculate to Gross process for each period on the payroll calendar. For example, you can use the Planned Submission Date field to indicate that you plan to submit the process five days before the period end date. This field is for informational purposes.

PERSONAL PAYMENT METHOD CURRENCY

On the simplified Manage Payment Methods page, employees can now select the currency of their payment method. The combination of payment type and currency identifies the organization payment method used to pay the employee.

EXPANDED BATCH LOADER SUPPORT

Use the payroll batch loader to perform the following new batch tasks:

• Create and delete element eligibility records. • Update element duration dates. For example, enter a Final Close date for a person’s payroll to

stop them being processed in runs for that payroll. • Create your people group flexfield combinations. Use this flexfield to record people group

information and assign people to specific groups, such as unions or working groups. • Add a person to a bank account that is already associated to a person within your organization.

PAYROLL INTERFACE

Use payroll interface features to send personal payroll information, such as earnings, deductions, and other data, to a third-party payroll provider. Payroll coordinators can run the Calculate Gross Earnings process to calculate periodic values to validate gross earnings calculations before extracting the data. You can copy and modify predefined HCM extract definitions to meet the requirements of your third-party payroll provider.

SIMPLIFIED ELEMENT TEMPLATE FOR EARNINGS ELEMENTS

The earnings element template questionnaire has been simplified. The template questions related to payroll calculation processing of elements in Oracle Fusion Global Payroll have been removed. You’ll notice these changes when you create earnings elements, such as salary and bonus.

MORE OPTIONS FOR CHANGED RECORDS IN THE GLOBAL PAYROLL INTERFACE REPORT

When you run the Global Payroll Interface report, you can choose to include all records or only the records that have changed since the report was last submitted. These options have been further extended. Now you can also choose to report on all attributes for the changed record or only the attributes identified as required in the extract definition.

PROFILES

This section describes new features for profiles, even if you don’t use Oracle Talent Cloud.

APPROVALS BASED ON CONTENT TYPES

You can now define whether approval is required for changes to each content type, including a custom content type. You can use this feature to send approval requests for a specific content type to different approvers.

ORACLE FUSION APPLICATIONS SECURITY

Oracle Fusion Applications Security provides a single console in which security managers and security administrators can design and modify roles in Oracle Fusion Applications. You can model applications-menu and task-pane entries for any role and generate a set of security reports.

SINGLE CONSOLE

Using this feature, you can perform all role-design tasks from a single console. You can also execute role-management activities that had previously required two tools: Oracle Identity Manager and Authorization Policy Manager. Visualize relationships among roles, and create, edit, copy, and compare roles.

ASSISTED SEARCH

You can now search across all security artifacts, including users, roles, and function privileges. You are provided faceted, or categorized, search suggestions as you enter search criteria. You can refine search criteria by facets to find artifacts quickly.

VISUALIZATION

You can now use a graphic visualization tool to understand the relationships among security artifacts. In a single screen, quickly determine the role-hierarchy structure, the privileges granted to each role, and the users assigned to each role. Use elegant navigation features to expand and collapse areas of the graph, zoom in an out to focus on areas, magnify areas of the graph, and launch appropriate actions for a role.

NAVIGATOR SIMULATION

The new navigator menu simulator displays the menus users will see in the Fusion Navigator menu or in work-area task panels. When, for example, a particular menu item is inaccessible to a user, this simulator can identify the roles and privileges that will make that menu item accessible. It can simulate menus for particular users or roles.

COPY ROLES

You can search easily for a reference role, copy that role quickly, and walk through an all-inclusive role-design wizard. Make any adjustments you require. For example, you can exclude or add privileges that fit the role to your business needs.

COMPARE ROLES

You can now compare any two roles to see the structural differences between them, including differences in privileges, data security policies, and inherited roles. Using the console, view artifacts that exist only in one role or the other, or only in both. Stay ahead of upgrade changes: Compare your existing role to the role as Oracle has most recently shipped. Determine which functions are appropriate to uptake. Then use the search and visualization tools to determine which users will be impacted and need to be trained on functionality changes.

CERTIFICATES

Generate or import x.509 and PGP format digital certificates. You can also export saved certificates for signing by a certifying authority or for use in other certificate applications.

REPORTS

Three reports about your security implementation are available:

• User and Role Access Audit Report lists each user’s job roles, duties assigned to those job roles, privileges granted to those duties, and data security policies.

• Inactive Users Report states the number of days each user has been inactive. • Role Optimization Report performs job role privilege cluster analysis with the objective of

minimizing the number of roles, role memberships, and privilege grants.

ORACLE FUSION ABSENSE MANAGEMENT

Oracle Fusion Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Oracle Fusion Global Payroll and Oracle Fusion Time and Labor products and provides dedicated work areas for the roles of Administrator and Employees. Simplified user interface is provided for employees’ absence data entry.

ABILITY TO USE ABSENCE REASON TO VALIDATE ABSENCE ENTRIES

The absence reason is now available as an input value for the Global Absence Entry Validation fast formula to validate an absence entry. A common example is to require a doctor’s note attachment for select sickness reasons.

ORACLE FUSION BENEFITS

Oracle Fusion Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.

LIFE EVENT COLLAPSING RULES

New configurable collapsing rules resolve multiple life events to one when multiple events occur on the same day or within a specified number of days. Colliding events previously required manual intervention to resolve. Create collapsing rules that use ‘And’ logic, ‘Or’ logic, or a fast formula to dictate which event to create when a certain combination occurs. Apply the rules to collapse life events while managing person life events, as a separate batch process, or automatically as part of any participation evaluation process.

SEPARATE STEPS TO MANAGE CONTACTS AND DESIGNATIONS IN SELF-SERVICE ENROLLMENT

Choose whether to display a separate step in the self-service enrollment guided process to:

• Create and edit contacts. Previously, participants could manage contacts from the Benefits Overview page only.

• Designate dependents and beneficiaries. Previously, participants had to make designations in the same step that they used to select benefits.

DEPENDENT ORIGINAL COVERAGE START DATE

The dependent original coverage start date, which indicates continued coverage in the specific plan or option-in-plan, is now available as part of the enrollment results in the Enrollment work area. Previously, only the dependent’s coverage start date was available, which did not provide the history and length of continued coverage.

NEW FIELD TO SUPPORT THE US AFFORDABLE CARE ACT (ACA)

Track and report compliance with the Affordable Care Act (US) using the new ACA Full Time field. This field enables you to accommodate the reporting and eligibility requirements of the Employer Shared Responsibility provision of the Affordable Care Act (ACA). The ACA Full Time field is available at the assignment level in a US legislative flexfield on the Hire an Employee: Employment Information page. Use this field to determine eligibility for any ACA-specific plans.

NEW FIELDS TO SUPPORT 1094-C AND 1095-C FOR COMPLIANCE WITH US AFFORDABLE CARE ACT (ACA)

Capture the required information for electronic filing of 1094-C and 1095-C to comply with the Affordable Care Act (ACA). Use the Minimum Essential Coverage and Minimum Value fields to identify which plans you offer meet the requirements of the Affordable Care Act. These new fields exist in the Create or Edit Plan: Additional Configuration page.

BENEFIT EXTRACT EXTENSION

Extend Benefits Extract to meet your vendor’s requirements. Benefits Extract generally delivers all the required data that a vendor would need to receive. If the vender has specific requirements, you can now use a fast formula to add your own fields to extract specific data to meet those requirements.

ORACLE FUSION COMPENSATION

Oracle Fusion Compensation enables your organization to plan, allocate, and communicate compensation using the most complete solution in the market. Make better business decisions using embedded analytics and a total compensation view of workers, regardless of geographic location or pay package components.

COMPENSATION SECURITY CHANGES

The following security changes are made to enable and simplify the creation of custom roles. You will not experience any changes to delivered job or duty roles. However, you should review custom roles to ensure you are using the correct privileges.

• Compensation Portrait Card secured with a new privilege: The compensation portrait card is secured using a new privilege, View Compensation Card. The Portrait Compensation Duty inherits this new privilege. Custom roles will be able to view the compensation portrait card for people based on their security profile when they inherit this new privilege.

• Act as Proxy secured with a new privilege: The Act as Proxy link in the Compensation work area is secured using a new privilege, Manage Workforce Compensation Work Area by Proxy. Custom roles that inherit this new privilege will be able to act as proxy.

• Salary download secured with new data privilege: The salary download available from the Compensation work area is secured using a new data privilege, Export Salary Details Data. Only workers in the user’s person security profile will be included in the preview and download.

• Manage Salary Basis secured by legislative data group: Salary Setup Duty now inherits the Legislative Data Group Selection Duty. Salary bases will be filtered to the legislative data groups the user is allowed to access based on their legislative data group security profile.

• Compensation history secured with new privileges: The compensation history interface is secured using new privileges, View Compensation History and View Compensation History Data. Custom roles that inherit new privileges will now be able to access and view compensation history for people according to their person security profile.

• Compensation Oracle Fusion Transactional Business Intelligence subject area secured with new data privilege: The Compensation Reporting Data Duty now inherits Allocate Compensation Person Rate by Compensation Manager Data privilege. Custom roles that inherit this duty will now be able to access report data from the Workforce Compensation subject area.

CHANGES TO SUPPORT ZERO OR NO VALUES IN TOTAL COMPENSATION STATEMENTS

You can configure total compensation statement definitions and compensation categories to display rows that contain zero or null values or to hide them. The application now differentiates between zero and null values when determining when to display or hide a category or a row in a category. Previously, zero and null values were treated the same.

NEW ORACLE FUSION TRANSACTIONAL BUSINESS INTELLIGENCE SALARY HISTORY SUBJECT AREA

A new Salary History – Real Time subject area is available in Oracle Fusion Transactional Business Intelligence to create reports and analyze salary history for workers. The new subject area includes the same attributes as the Salary – Real Time subject area but can retrieve all historical records. The Salary – Real Time subject area includes only current salary and prior salary records.

FILTER COMPENSATION WORKSHEET BY DEPARTMENT

When you enable the Department column in the worksheet, a new Department filter appears in the toolbar. Filtering the worksheet by department recalculates the summary table based on the selected department(s). For budget pools that use worker level budgeting, you can view by department the total overall budget, total amount allocated, and total available budget.

ORACLE FUSION GLOBAL HUMAN RESOURCES

Oracle Fusion Global Human Resources enables your organization to plan, manage and optimize all workforce segments using flexible and extensible best practices to realize extraordinary gains while ensuring compliance and increasing total workforce engagement.

AREAS OF RESPONSIBILITY

The Areas of Responsibility functionality has been enhanced to support a new attribute called Responsibility Name. This attribute must have a unique name for a given worker and Responsibility Type and helps identify areas of responsibility in a more granular manner. The Scope of Responsibility definition has also been enhanced to support Department hierarchy type in addition to already existing hierarchy types of Organization, Position and Supervisor. If you decide to select department hierarchy type while entering scope of responsibility, then you can also choose to enter Department Hierarchy Name, Top Department Name, Include Top Department and Hierarchy Level attributes.

CALENDAR EVENT COVERAGE BELOW COUNTRY

The calendar event functionality has been enhanced to support calendar events that vary based on jurisdictions below the country level of the geographic tree. For example, in Germany and India, public holidays vary based on the state. Required jurisdictions added to the new lookup code, ORA_PER_GEOGRAPHIC_TREE_NODES, are available when defining the geographic tree. If required, multiple levels can be defined in the geographic tree, such as country, state, and city. Once the jurisdictions have been added to the geographic tree, the location that should be covered by that jurisdiction can be indicated in the geographic hierarchy field on the Manage Locations page.

ROLE-DELEGATION ENHANCEMENTS

Delegated roles are now removed automatically on the delegator’s termination date. For future-dated terminations, the role-removal request is processed on the termination date by the Send Pending LDAP Requests process. It is recommended to run this process daily. Also, any attempt to create multiple role-delegation requests with overlapping dates for the same role and proxy user is now rejected.

REORDERED AND RENAMED SECURITY SETUP TASKS

To support the migration of security data, several changes have been made to the task order in the Define Data Security for Human Capital Management task list. A new task, Assign Security Profiles to Role, replaces the Manage Data Role and Security Profiles task in the task list. In addition, the task Manage HCM Role Provisioning Rules is renamed to Manage Role Provisioning Rules. You can now migrate the Legislative Data Group, Organization, Country, Position, Document Type, Payroll, Payroll Flow, and Person security profiles.

DISABLE AN EXTRACT

Focus on the extracts you use frequently by hiding the extracts you no longer use or have become obsolete. By disabling an extract, it doesn’t appear in the search results; you can therefore search for and view the extracts you currently work on. If required, you can search for disabled extracts.

VALIDATE EXTRACT DESIGN AND DELIVERY

Use the additional validate features to ensure the extract design and delivery option are set up correctly. For Example, you can check that all the necessary steps, actions, and linkages are performed.

TAB CONTEXT ERROR MESSAGE IN PERSON MANAGEMENT WORK AREA MODIFIED

The message previously seen in the Person Management work area was “You must complete or cancel the current task before starting a task with a different organization or country context.” The new more specific error message is now “The current tab conflicts with other tabs. Close all tabs and reopen it.”

CORRECTED DISPLAY OF PHONES WITH EXTENSIONS

On the Manage Person and Portrait Contact Information read-only pages, when a phone number had an extension, the extension was being displayed twice. The duplication has been corrected so the extension is displayed only once.

PREVENT TERMINATION OF MANAGER WITH DIRECT REPORTS

This enhancement displays a warning message to the user who tries to terminate a worker with direct reports. Additionally, the customer is also provided the ability to configure the message as a warning or error.

COMPRESS DATA FILES AND DELIVER TO ORACLE WEBCENTER CONTENT

Compress and deliver XML files to Oracle WebCenter Content without using BIP. Configure the extract delivery options for compression with Data as the output type and HCM Connect as the delivery type. By compressing your files you can generate outputs with manageable file sizes, utilize disk space and speed up transmission.

Oracle Fusion Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. Global Payroll operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.

MANAGE ELEMENTS: PRORATION ENHANCEMENTS

You can now select from a number of different types of proration methods when creating a standard or supplemental earnings element. The new options include calculating the prorated values based on calendar days, working days, and working hours.

PAYROLL DATA VALIDATION REPORT

You can now use the Payroll Validation Report to verify payroll information prior to running payroll processes and statutory reports. The report is available globally, and contains specific validations for some countries. It’s also customizable so you can add your own validations.

MANAGE BALANCE EXCEPTION ENHANCEMENTS

You can now create exception reports that compare employee balance information, such as salary or total earnings, based on the previous month’s value or a monthly average. For example, you can now configure your balance exception report to:

RECORD OF EMPLOYMENT

If you are entitled to recover statutory payments made to employees, you can run this process at the end of a tax period to report a reduction in the amount of year-to-date national insurance liability due to HMRC. You can also use the EPS to inform HMRC that you haven't paid any employees in a pay period and to report other relevant scheme-related information.

NATIONAL INSURANCE NUMBER VERIFICATION REQUEST (NVREQ) PROCESS

You can run this process to request a national insurance number (NINO) or ask for the verification of one from HMRC. The process creates a file for submission to HMRC.

New balances for statutory payments are seeded and used for Real Time Information (RTI) reporting on the Employer Payment Summary. These balances cover the different types of statutory payments to employees, and the recovery and compensation amounts to be claimed for each type of the payment made. These include Statutory Sick Pay, Additional Statutory Paternity Pay (for Adoption and Birth), Statutory Adoption Pay, Statutory Maternity Pay, and Shared Parental Pay. The Deduction of Earnings Order (DEO) Payment Schedule enables employers to submit to the appropriate authority, details of DEO amounts due, deducted, and the reasons for differences, if any. The payment schedule is generated both as a report and an excel file using the format specified by HM Revenues & Customs (HMRC). It includes data for all DEO currently operated by the employer, across all three types of DEO.

You can use this new feature to create employee W-2s. A template supporting a four-part horizontal (4up horizontal) paper format is provided.

NEW HIRE ELECTRONIC REPORT

You can use the New Hire Electronic Report to report to the appropriate state agencies any newly hired and rehired employees. Support for the following states is available: California, Texas, Florida, Illinois, Pennsylvania, Ohio, Georgia, North Carolina, New Jersey, Virginia, Washington, Massachusetts, Arizona, Indiana, Maryland, Wisconsin, Colorado and Nebraska. A standardized file format is provided that is suitable for submission to other states after some customization.

EEO-1 ESTABLISHMENT ELECTRONIC REPORT

You can use the EEO-1 Establishment Electronic Report to report your employment data to the appropriate federal agency. This is categorized by race/ethnicity, gender, and job category.

VETS-100 AND VETS-100A ESTABLISHMENT ELECTRONIC REPORT

You can use this new report to report the employment opportunities you provide to various types of veterans to the appropriate federal agency.

NEW JERSEY FAMILY LEAVE INSURANCE

This update now includes Family Leave Insurance plan tax calculations for employees working in the state of New Jersey. New Jersey law provides up to 6 weeks (42 days) of Family Leave Insurance (FLI) benefits for workers to bond with their newborn or newly adopted child or to provide care for a seriously ill family member.

W-4 DATA ENTRY FOR STATES THAT DON’T FOLLOW FEDERAL

Employees can now use the Portrait Gallery to update their W-4 data directly into the state PDF forms. The following information is available for update: filing status, total number of allowances, additional tax withholding, and basic exemptions. All states with income tax are available.

EMPLOYEE EARNINGS DISTRIBUTION OVERRIDES

Employees working in multiple jurisdictions may need their income taxed differently for each location. This feature introduces the new Employee Earnings Distribution Overrides card, through which you can specify the percentage of time worked in each jurisdiction.

SUPPLEMENTAL TAXATION OVERRIDE FOR CALIFORNIA

California taxes the withholding rates on bonus and stock option payments at a different supplemental withholding rate than other earnings. You can now specify an alternate tax method for these kinds of earnings, either for new Supplemental Earning elements or existing ones.

BATCH LOADER SUPPORT FOR INVOLUNTARY DEDUCTION CARDS

The batch loader spreadsheets are a fast way to upload batches of data. You load data into staging tables using the generic spreadsheet loader and then transfer the batch into live HCM tables. You can use predefined templates to create batch uploads. A predefined template is available to support the upload of involuntary deduction card components.

EMPLOYEE COUNT DERIVATION FOR THIRD-PARTY PERIODIC TAX EXTRACT

Third-party vendor ADP requires employee counts for the proper filing of certain regional taxes. The employee is counted if they have subject wages for the tax; therefore, a breakdown by male and female count is not required. In previous versions, one employee count was derived and used for all tax types. Fusion HCM (US) is now deriving separate employee counts for each tax type.

US LEGISLATIVE DATA FIELDS AVAILABLE FOR ORACLE TRANSACTIONAL BUSINESS INTELLIGENCE (OTBI)

US legislative flexfields are now available for reporting in OTBI. The data includes veteran status, I-9 information, Equal Employment Opportunity (EEO) information, and Americans with Disabilities Act (ADA) information as recorded in these legislative fields.

BATCH LOADER SUPPORT FOR ORGANIZATION CALCULATION CARDS

You can use predefined templates to create batch uploads. A predefined template is now available to support the upload of organization calculation cards for PSUs and TRUs. NEW ASSIGNMENT FIELD TO SUPPORT AFFORDABLE CARE ACT (ACA)

To accommodate the reporting and eligibility requirements of the Employer Shared Responsibility Provision of the Affordable Care Act (ACA), a new field, ACA Full Time, has been added at the assignment level in a US legislative flexfield.

DATE VALIDATION FOR MANAGE TAX WITHHOLDING IN PORTRAIT

This feature introduces additional validation that prevents a user from performing a date-effective change prior to the last payroll date processed for an employee.

FULL STATE SUPPORT FOR NEW HIRE REPORTS

This feature provides electronic filing support of the New Hire Report for the following states: AK, AL, AR, CT, DC, DE, HI, IA, ID, KS, KY, LA, ME, MN, MO, MS, MT, ND, NH, NM, NV, OK, OR, PR, RI, SC, SD, TN, UT, VT, WV and WY.

NEW PRIMARY CLASSIFICATION FOR EMPLOYER TAXES

This feature provides a new primary classification for Employer Taxes. This classification is now available when defining elements.

ADDITIONAL OUTPUT OPTIONS IN BIP FOR VIEWING US PAYSLIP

When viewing US Payslip content through the BI Publisher, the following output options are now available: Microsoft Excel (.xlx) and Data.

EARNINGS TYPE FOR INVOLUNTARY DEDUCTION CALCULATIONS

This feature introduces the new Earnings Type for Deduction Calculations field in the US Involuntary Deduction Data component of the Involuntary Deductions card. This field allows the user to select the default earnings type as either gross earnings or disposable income. This applies to order amounts entered as a rate.

PORTRAIT WITHHOLDING CERTIFICATE DISPLAYS ACTIVE TAX REPORTING UNITS

When viewed through Portrait, an employee’s withholding certificate displays only those tax reporting units that are active as of the date selected.

LEGAL EMPLOYER GROUPING FOR HR REPORTS

This new feature allows the user to group legal employers for EEO-1 and VETS-4212 reporting. On these reports, the head counts of the legal employers are consolidated into a single value represented by the parent legal employer.

VETS-4212 REPORT

This feature delivers the new legislative report VETS-4212. For calendar year 2015 and beyond, this report replaces the VETS-100A report. The new report requires contractors to report specified information on protected veterans in their workforce in the aggregate, using the same categories currently used for the Employer Information Report (EEO-1), rather than for each category of veterans protected under the statute.

USER DEFINED TAX SUPPORT FOR THIRD-PARTY PERIODIC TAX REPORTING

This feature provides the capability to include user defined taxes on the ADP periodic tax files, such as regional employer taxes. After element and balance definition, use the Manage Enterprise HCM Information task in the Workforce Structures work area to add the new balances to the US Balance Definition region and select them for inclusion in the periodic tax filing process. The capability also exists to include the user defined tax data in the periodic archive.

PUERTO RICO DISPOSABLE INCOME RULES FOR INVOLUNTARY DEDUCTIONS

This feature introduces predefined values for Puerto Rico disposable income rules used in the calculation of involuntary deductions.

COMPANY ENTRY DESCRIPTION ADDED TO MAKE EFT PAYMENTS PROCESS

This feature introduces a new Company Entry Description parameter to the Make EFT Payments process. Use this field to specify the purpose of the entry or type of transaction, as provided by the transaction’s originating entity. When entered, this parameter value populates on the IAT batch header record in the output file.

PA ACT 32 CALCULATION ENHANCEMENTS

Act 32 of the Pennsylvania Department of Community and Economic Development requires a PSD code and school district for both an employee’s residence and work locations in order to determine the proper local income taxation. To determine these codes, Oracle Fusion HCM (US) now checks the residency certificate of the employee’s withholding certificate first instead of the address. If there is no resident data entered the residency certificate, then it uses the employee’s address, including the tax district, to determine them. If the data is missing from both the employee’s residency certificate and address, then it raises an error during payroll calculation.

ASSIGNMENT ENHANCEMENTS FOR AFFORDABLE CARE ACT SUPPORT

Augment the Affordable Care Act (ACA) reporting and eligibility by specifying the following at the employee assignment level: Limited non-assessment period, measurement period, administration period, stability period and safe harbor override.

CONTACT ENHANCEMENTS FOR AFFORABLE CARE ACT SUPPORT

Augment Affordable Care Act (ACA) reporting by specifying the following additional information for employee contacts: TIN Type and TIN Number.

SPECIFY PRINT PREFERENCES FOR AFFORDABLE CARE ACT FORM 1095-C

Facilitate delivery of ACA Form 1095-C to employees through the new document type provided under the Benefits category of the Manage Document Types task. With this new document type, employees can use their Portrait Gallery to specify their print preferences for Form 1095-C.

W-2C ARCHIVE

Capture critical year-end tax filing data changes through the Run W-2c Archive process. This process archives any year-end tax filing data changed after you have generated and distributed the employee Forms W-2. This archive prepares the data for use by the Run W-2c Employee Report process for creation of the Forms W-2c.

W-2C EMPLOYEE REPORT

Augment your year-end reporting by using the Run W-2c Employee Report process to generate Forms W-2c. This process uses data archived by Run W-2c Archive process to generate these reports and then pushes them to the Documents of Record, where employees can access through their Portraits.

ORACLE FUSION TIME AND LABOR

Oracle Fusion Time and Labor is a comprehensive, easy to use, rules-based time recording and management system. Time and Labor fully integrates with Global Human Resources, Absence Management, Global Payroll, and Oracle Fusion Project Costing and supports a wide range of time recording needs including calendar-based time entry and a fully configurable time card. The real-time rules engine and rule templates provide an extensible and easy method to validate time entries and apply pay rules, with the results displayed on the time card. Close integration with Absence Management means scheduled absences are shown on the calendar and time card, and absences can be reported through the calendar and time card. Integration of Time and Labor with Global Payroll and Project Costing provides support for time entry adjustments, as well as accurate and consistent time-related data for payment, project management, costing, and billing.

CONTINGENT WORKER TIME ENTRY AND ADMINISTRATION

Contingent workers, also known as contractors or temporary workers can now enter time and absence information in Time and Labor. Contingent workers in management, administration, or other implementation roles can set up Time and Labor, approve time, and perform any of the other managerial or administrative tasks relating to time entry management.

ENHANCED GROUP DEFINITION AND REFRESH

You can now use one or more queries to search for a list of people and select multiple people by name to include or exclude at once. All parameters for the Refresh Group Membership process are now required, the current date is supplied by default as the evaluation date, and by default future results are not deleted. These changes prevent errors caused by missing criteria when refreshing groups. New diagnostic logs enable system administrators to resolve functional or system errors or contact Oracle Support for review.

PROJECT LIST ON TIME CARD FILTERED BY PROJECT TEAM MEMBER

New delivered time entry layouts and time card fields make entering project time more efficient by displaying only projects and related tasks for which a worker is a team member. Previously, the list included all valid projects in a business unit. If a project doesn’t use team membership, workers can still enter time using a list of valid project numbers or names for that business unit.

INTEGRATED SOLUTION FOR ABSENCE AND TIME CARD APPROVALS

Enhanced triggering of approvals prevents duplicate approval notifications for an absence and time card submitted at the same time. This enhancement reduces the number of approval notifications displayed in an approver’s work list or e-mail. For an absence entered within the dates of an existing time card, only the time card submittal triggers an approval notification, without triggering an additional notification for the absence. The absence entry appears in the time card routed for approval.

ROW, COLUMN, AND TIME CARD TOTALS

The time card now displays totals for the day, for the time type row, and for the total time card. The total of hours entered for each day, for all time types, appears at the bottom of each column. The last column on the time card displays the total hours entered for the time type on each row, and a column total for the sum of all hours entered on the time card. Totals reflect either hours entered, or the calculated hours between start and stop times.

COMBINED PROJECTS AND PAYROLL TIME CARD LAYOUT

We now deliver a layout set that combines both Project Costing and Global Payroll time consumers along with Absence Management, using delivered time card fields. The delivered layout set and new time card fields support time reporting that transfers to either Global Payroll or Project Costing, or to both time consumers. The new combined layout set combines Project Costing, Global Payroll, and Absence Management time attributes in one time card field. The combined layout set transfers the entries to Global Payroll, Project Costing, or Absence Management, depending on the worker entries that trigger the previously delivered validation and approval processes.

NEW TASK TO ANALYZE RULE PROCESSING DETAILS

A new page displays details of the time entry or time calculation rules, rule sets, formula, and processing logs for a worker’s time card. To research and resolve rule processing issues, the administrator can search for time cards using a variety of criteria for the various time card actions and processing instances. Processing details available include the formula and rule definitions, along with the detailed rule processing logs for the individual rules or rule set.

ENABLE PAYROLL COSTING OVERRIDES AS TIME CARD OR CALENDAR TIME ENTRIES

End administrator costing adjustments by enabling costing attribute overrides during time entry. Payroll costing time attributes are now available as time entry fields on the configurable time card layouts. The lists of values defined for each payroll costing attribute are provided during time entry. Entries are validated and transferred to Global Payroll using standard integration processes.

DELIVERED DATABASE ITEMS FOR FAST FORMULA

Access person, assignment, and scheduling information in Time and Labor formulas using new database items. The delivered items include access to HR-assigned schedule availability. The delivered items can be accessed from any rule type for use in validating or processing time entries. The list of delivered database items includes:

ORACLE TRANSACTIONAL BUSINESS INTELLIGENCE (OTBI) ENHANCEMENTS

Create OTBI reports using newly delivered subject areas. You can report on reported or calculated time entries on payroll time types, project values, and absence time card entries. Time card reports can display time card statuses for select groups of workers based on optional report filters and selected calendar date ranges. For example, you can define a report to display time cards for a specific worker group and the current month.

Oracle Fusion Transactional Business Intelligence is a real time, self-service reporting solution offered to all Oracle Fusion application users to create ad hoc reports and analyze them for daily decision-making. Oracle Fusion Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and worker benefits.

WORKFORCE MANAGEMENT – VACANCY REAL TIME

You can use the Workforce Management – Vacancy Real Time subject area to report on vacancies in the organization. You can report on vacancies by manager, job, time, department, and so on. You can also use this subject area to report on requisitions raised, their statuses, and hires.

COMPENSATION – SALARY HISTORY DETAILS REAL TIME

You can use the Compensation – Salary History Details Real Time subject area to report on retrospective salary details. You can also report on key information like performance rating of the worker, changes to various salary components, the year, month, and date details of the salary changes, compa-ratios at various points in time, changes in salary amounts, salary details, worker history related to business unit and changes in job, department, and so on.

The Worker dimension now includes additional attributes that are available across all subject areas. The additional attributes include:

ORACLE BUSINESS INTELLIGENCE ANSWERS NEW DIMENSIONALITY CHECK BOX

The Advanced tab of Oracle Business Intelligence Answers includes a new check box called Dimensionality. When you select this check box, the logical SQL will be appended with the following request variable value: SET VARIABLE ENABLE_DIMENSIONALITY = 1. This is a standard in executing cross subject area queries.

ORACLE BUSINESS INTELLIGENCE ANSWERS – IMPROVED ERROR MESSAGE

In a cross-subject area query, when you attempt to join columns from multiple subject areas that are not allowed to be joined, Oracle Business Intelligence Answers generates a message indicating that the criteria did not result in data instead of generating an ORA error message.

ORACLE BUSINESS INTELLIGENCE ENTERPRISE EDITION – EFF CONTEXT SUBFOLDER

When the Organization Extensible Flexfields (EFFs) are imported into the Oracle Business Intelligence Repository, only the context belonging to the department category will appear within the Department folder as a subfolder. For example, Quarterly Wages Listing Rule is a context folder that gets created under the Department folder.

ORACLE FUSION WORKFORCE REPUTATION MANAGEMENT

Oracle Fusion Workforce Reputation Management harnesses social networks to help organizations discover, mobilize, and retain talent. It provides insight into the social reputation and influence of workers and candidates. It also helps organizations to monitor workers’ compliance with social-media policy, and to mitigate social-media risk.

SUBJECT MATTER EXPERT DEFINITION

Line managers seeking individuals with a reputation as subject matter expert in specific skill areas can now use the Subject Matter Expert Definition feature to do so. This is an advanced search option available as part of the Search and Review Skills task. This feature enables managers to search for subject matter experts in relevant skills areas, and supports selecting and prioritizing the skills to add to the search criteria. The subject matter expert score is displayed for each profile returned in the search results. This score is based on a run time analytic that measures the relative expertise of each individual across the skills defined.

ENHANCED SEARCH FEATURE

The Search and Review Skills feature now includes a faceted search capability enabling users to easily filter on search results. The faceted search attributes include subject or population type, organization, network sources, skills, location, title, and years of experience. You can view search results in profile-card and grid views. The grid view, new in this release, supports the same data as presented in the profile-card view but enables the line manager to sort and easily compare individuals in the result set. Additionally, you can save search queries and download results to a Microsoft Excel file.

ENDORSEMENTS

Workers can now enter endorsements for others, and view the endorsements and comments made about their skills, by other workers. The worker’s profile picture, name, and title appear on the new My Endorsements tab, as well as a list of the worker’s skills, endorsements, and comments made about the worker’s skill set. Workers can search for other workers, view their skills, endorse workers by selecting or highlighting the relevant skills, and make comments about the worker.

SIMPLIFIED MANAGER SELF-SERVICE USER INTERFACE

In the simplified user interface, in the Team Talent page, line managers can now view the reputation scores for their teams. The new interface enables line managers to filter and sort their team members, and view their team members’ reputation scores in different time periods. The new interface displays the score velocity and a graph representing a person’s scores over various periods of time. Line managers can also view which team members are not participating in the reputation score program.

The Reputation and Compliance Trends pages now include a Quick Reports feature, which provides users the ability to build quick reports around reputation scores and compliance policies, using various selection options.
