OP Monthly Status Report November 2016

FY17 Supply Corps Roadshow

October kicked off a new season of the Supply Corps Roadshow. The NAVSUP OP team will visit your area, present valuable community career information, and conduct one-on-one career mentorship interviews. Dates scheduled are: 23– 27 January 2017 Norfolk/Hampton Roads area

Limited Duty Officer (LDO) Off-Ramp Sustainability Initiative In 2013, the LDO Officer Community Manager (OCM), in conjunction with the Supply Corps, began the LDO Off-Ramp Sustainability Initiative. Under this initiative, all O-4 and above SC LDO (6510 designator) billets were converted to 3100 billets, with a focus on providing continued career progression opportunity for the SC LDO community. There are two ways for LDOs to convert from 6510 to 3100 depending on an officer’s paygrade. SC LDOs in paygrades O-3 and below have the opportunity to convert via the Lateral Transfer/Re-designation process, while SC LDOs in paygrades O4 and above have the opportunity to convert via the Without Board Action (WOBA) process. Under these processes, officers must meet the conversion requirements as specified in MILPERSMAN 1212-030, which includes the requirement for requesting officers to have a Bachelor’s Degree validated by PERS-45E. Once validated, PERS-45E will update the officer’s ODC/OSR and send the transcripts to PERS-313. Additional information on the two conversion processes is provided as follows:

• Transfer/Re-designation: NAVADMIN messages are released twice per year (typically in March and August) to solicit eligible O-3 and below officers desiring to laterally convert from 6510 to 3100. The Supply Corps accession plan accounts for a number of eligible 6510 lateral transfers each year at the O-3 and below paygrade. The discrete number of opportunities is opened to select year groups to ensure balanced and timely accession to the 3100 community. Re-designation/lateral transfer is the only conversion method for officers in paygrades O-3 and below.

• Without Board Action (WOBA): SC LDO O-4 and above requests to re-designate without board action were authorized under a CNP decision memorandum dated 6 FEB 2014. These requests are staffed and considered on a case-by-case basis. Requests should follow the procedures outlined in MILPERSMAN 1212-020.

FY17 LOGTECH Advanced Program The LOGTECH Program in Advanced Logistics and Technology is a 5½-day program hosted by the Institute for Defense & Business (IDB) at the University of North Carolina, Chapel Hill campus. Participants should be in paygrades O4-O6 with at least 5 years of experience in a logistics career field. Participants who work in the logistics, supply chain, transportation or acquisition career fields, or who are assigned to non-logistics positions such as resource management, safety, medical or human resources that are responsible for functions that directly interface with logistics support functions and support the warfighter may apply. In addition to the above eligibility requirements, participants must have a valid DTS profile and a current GOVCC. Travel on Sunday is required to accommodate the program schedule, which begins at 1800 on Sunday and ends at 1300 on Friday. FY17 Course Dates and application deadlines: 26 – 31 March 2017 (Deadline to apply to NAVSUP HQ: 20 January 2017) 09 – 14 July 2017 (Deadline to apply to NAVSUP HQ: 28 April 2017) 20 – 25 August 2017 (Deadline to apply to NAVSUP HQ: 16 June 2017) Interested officers should contact the Career Counselor at [email protected] to receive an application. Additionally, all candidates being nominated shall have command endorsement of their application before final submission to NAVSUP HQ for review. The NAVSUP POC for the LOGTECH Advanced Program can be reached at (401) 841-4847. All tuition, travel, lodging and per diem are centrally funded by the LOGTECH Program Manager. The LOGTECH Program Manager will provide travel orders and travel claim filing instructions upon enrollment in a course.

APC Calculation & PG School Preferences Post-graduate (PG) education is a career milestone for Supply Corps officers, and all officers should have their Academic Profile Code (APC) calculated as soon as possible after commissioning. The It’s Your Education playbook (available in the eSUPPO app) provides details on how to have your score calculated and how to better your score. Once your APC score is updated, email your top three PG school preferences to the Career Counselor at [email protected]. Once updated, your preferences can be verified in block 94 of your Officer Data Card (ODC). Records Maintenance - ODC, OSR, PSR, Officer Photo Please take advantage of the Supply Corps Career Counselor webpage, and utilize the tools available to assist with mentoring efforts, records maintenance, and career progression. Visit the Supply Corps Career Counselor website and pay special attention to the Officer Data Card (ODC), Officer Summary Record (OSR), Performance Summary Record (PSR), and Officer Photo presentations under "Records Maintenance" or find them under “Connect > Records” in the eSUPPO app. Remember, these records are your career resume. Proper record maintenance is essential for officers going before promotion boards, applying for special programs, and entering orders negotiation windows. NOTE: Although the Officer Photograph is not displayed during FY18 statutory boards, it continues to be required as part of an officer’s official record.
