    2 OVERVIEW

    The torch relay is one of the mandatory ceremonies that LOCOG must host as part of the Host Citycontract. It is therefore a high profile event.

    The Olympic Flame will come within 10 miles of 95% of people in the UK, Isle of Man, Guernsey andJersey.

    The torch will stop every night in one of the host local authority where an approximately two-hour long

    staged show will be taking place. Each host Local Authority will be invited to programme some local contentto showcase the culture and heritage of the area.

    The BBC will broadcast part of the end-of-day ceremony on the local early evening news (around 6:30pm).

    Service cover will only be extended to the Torch relay and the evening celebrations will be managed bylocal council resources.

    During the Torch Relay, overall responsibility for managing the convoy rests with the LOCOG Senior

    Operations manager

    The Torch relay will commence on 18th May and finish on the day of the Opening Ceremony, 27th July, atwhich point ownership will pass to the ceremonies team.

    The torch will travel 8,000 miles either in relay or in convoy (driving and other modes of transport). Theconvoy will be made of sponsors and broadcasters.

    Ofcom will provide the following services to the Torch Relay:

    3 OPERATIONAL OVERVIEW

    3.1 RESPONDING TO INTERFERENCE COMPLAINTS

    All interference incidents during the Torch Relay will be reported to the TOC to ensure that they havevisibility of all reported problems. For reported cases between Day 1-63, the TOC will contact theOperations Centre at Baldock to seek assistance from BAU field staff. For reported cases between Day 64-

    70, resources from the ADT will be used to investigate interference incidents.

    4 LICENSING OVERVIEW

    The torch relays are mandatory ceremonies and fall within the scope of the Governments spectrumguarantees (see also section 10 of this JOP). Other events and celebrations do not fall within theguarantees. We have stated in the Olympic Spectrum Plan that we expect the spectrum requirementsgenerated by the torch relays will not exceed the availability of spectrum used on a day-to-day basis.

    Where that spectrum is not available on a UK-wide basis, we will endeavour to minimise the operationalimplications.

    LOCOG and Ofcom agree that the special arrangements detailed in this document only apply to a limitedset of requirements. These are defined as:

    Comms solution for relay bubble (detail to be defined by Ofcom)

    BBC (as host broadcaster) systems covering relay bubble (detail to be defined by Ofcom).

    All other requests should be pursued through BAU arrangements. Ofcom will assist with communicatingfrequency requirements to ComReg.

    Special arrangements will be required for relay Day 64 (21 July) onwards, where the torch relay entersLondon and becomes subject to Ofcoms/JFMGs coordination arrangements. This will form part of theceremonies plan as detailed in Chapter 10.Cross Border process. The Torch relay route passes very closeto UK/EIRE border.
