busy with religious wars and political troubles to explore. Then they explored north of Mexico where Spain/Portugal were not strong.

Spain, looking for legendary cities of gold, explored north first, but settlements were not as profitable as southern ones, so they were paid little attention

After Cartier explored St. Lawrence, French found that furs could be sold for great profits in Europe
