Objective: An internationalcontainer transit port for the Northregion with capacity of over 100million tons/year.

Total investment: 27,759,470million VND (1.74 billion USD).

Area of land used: 1.200 ha

Scale: Construct port and routefor ships of over 100,000 DWT andcontainer ship of 6.000 TEU;clearing 35 million tons of goods/year to 2020.

One-way route of 150 meter wide,14 meter deep , the bottom issledged to 11.9 meters.

COOPERATION OF HAIP HONG IN NSEC

In economics, trade, training, tourism and services:Regularly send the city leaders and enterprise representatives to

Yunan to promote investment, tourism, trade and culture exchange;

Invest in in frastructure, facilitate local enterprises in Vietnam and inYunan (China) in industrial production development and trade;

Enhance export, import, exchange of goods, promote trade

liberalization, especially exchange between Vietnam – China and ASEANcountries.

The trade turnover between Vietnam and Yu nan in the first 10 monthsof 2010 reached 700 million U SD, equivalent to the total trade turnoverof 2009.

Effectively participate in the Administration Experience ExchangeProgram in Y unan (Organizing 4 training courses for 36 officers in2006-2010 including 1 0 female officers, 25 state management officers,11 social mass organization representatives).

In other areas:

Participate in techno trade fairs (Techmart Quang Ninh 2010, Techmart

Hanoi 2010);

Enhance information sharing and cooperation in health sector,

especially in epidemic prevention;

Experience exchange in the development and management of

aquaculture, technology transfer in rural agricultural production;

Experience exchange in environment protection and bio-diversityconservation;

Promote cooperation in security, safety and social security.

Recommendations

Governments of VN and PRC to approve legal framework for NSECcooperation as a foundation for implementation by localgovernments.

ADB to provide financial and technical supports for the planning of inter-provincial cooperation initiatives along the NSEC (planning of industrial parks, trade areas, human resource training centers for theregion….) to promote investment which ensures appropriateallocation of industries, products and effective use of resources,capitalizing on the advantage of each province.

Strengthen cooperation in HR training, high technology,environment protection, epidemic prevention, fighting crimes,ensuring security and national defense on the sea
