knowledge is required.

The November hall fundraising event of 2016 is

the fabulous Railway Swing Band on Wednesday

23rd November at 7.30pm. The band consists of

around 40 musicians, some just starting out on

their musical careers and others who just do not

want to stop playing! Since their conception in

1992 under the musical direction of David White

the band has raised over £260,000 for various

charities. We are delighted that they are able to

support our village hall with their concert. Tickets

NEWSLETTER VACANCY

A vacancy has arisen for a volunteer to deliver 32 copies of the Elham Newsletter once a month to a

section of the High Street and Cherry Garden.

Poppy Appeal and Remembrance

This year the Poppy Appeal collection will begin

on Saturday 29th October and so you can expect

to see your poppy lady or gentleman knocking

on your door and poppy boxes and collection

tins in the local shops. We hope that you will

please support us as well as ever this year.

The Royal British Legion Elham Valley Standard

will this year be attending the remembrance

parade in Elham. If you would like to join the

parade please congregate in the Kings Arms or the Square on Sunday 13th November at

10.15am. You do not need to be a RBL member

to parade and we hope to be joined by veterans

and serving personnel.

CONKER BASH RESULTS

Wow, what a day! The sun came out and the competitors arrived in great numbers. The Village Hall Association

send grateful thanks to our sponsors Browns, who helped to make the event such a success. We offered a

barbecue which so popular we ran out of food! Teas and coffees were also sold by the dedicated group of ladies

and as usual the bar did a healthy trade. I was thrilled that such great numbers came from Elham School, especially

in the Under 7’s classes. Moving from the Triangle to the Village Hall proved to be an excellent decision. I must

thank the hardworking adjudicators who kept the judging flowing, and to Pat Holmes who helped by booking in the

contributors. There was some fierce competition particularly between the men, and the results are as follows:

Did you know the Elham Playground isn’t the responsibility of the Parish Council?

It’s OUR responsibility!

The Parish Council have leased the play park ground to Play for Elham. Our primary aim is to

raise funds to pay for the annual insurance (currently in excess of £2K), ROSPA checks, cutting

the grass and routine maintenance costs for the play equipment. You may have noticed that

two pieces of equipment at the play park are currently out of action and are awaiting repair. These

are the zip wire and the log seat. We would like the repairs to be carried out as quickly as possible but once the

annual costs are met, our funds will have been depleted. Due to the nature of the repairs required we are unable

to carry out this essential work ourselves and the current estimate is in excess of £500 just for the zip wire.

How can you help us?

Monetary donations are always gratefully received (cheques can be made out to ‘Play for Elham’ or cash

handed to one of the committee’s members).

Assistance at events such as the Annual Spooky Halloween Parade or Craft Afternoons.

For those gardeners out there, why not come along to one of our volunteer gardening sessions

Join our small committee of three busy mums, new members are always welcome.

Give suggestions and ideas on how we might improve events such as the Halloween Parade and party, or

any other fundraising ideas.

Take part in a sponsored event on behalf of Play for Elham.

Local business to donate to or sponsor our events.

FAMILY CHRISTMAS CRAFT AFTERNOON

Sunday 20 November 2-4pm, Elham Village Hall Following the success of our Summer event we will be running a festive craft afternoon this Autumn in conjunction with

Cowling & Wilcox. This event will enable children (and adults alike) to have lots of fun trying different crafts and making

unique creations to take home. It’s the ideal opportunity to make those one-off Christmas gifts too!

Cowling & Wilcox will also be selling materials and gifts at very special prices during the day. A small entrance fee applies at

the door, and craft activities range from £1 to £5. All proceeds will be donated to PfE.

A new kitten is a very exciting addition to the family. They are cute little balls of fluff that are very appealing but it’s

important to remember that the kitten will rely on you for a lifetime of love, food, security and care. Many cats live

to 15-20 years old so it’s really important to be sure this commitment will suit your lifestyle before embarking on

cat ownership.

Is your home suited to a cat? Consider if your new addition is to be an indoor or outdoor cat. If outdoor, are

you near main or busy roads? If indoor, a litter tray will be required, so you’ll need to be prepared to clean this

out daily and it can be quite smelly! It’s also important to remember that kittens can be mischievous, and have

been known to knock over ornaments, climb curtains and claw the furniture!

Will your lifestyle accommodate a cat? All pets like company, so consider how much time you can devote to

your new kitten. If you go away, who will care for your cat, and how expensive will this be?

Does your budget suit a cat? Quality food, vaccinations, flea and worm treatment are all needed to keep your

cat healthy. Most veterinary practices have health plans to help spread these costs over the year and you should

consider insurance so that treatment costs are covered in the event of an accident or sudden illness. If you’ve

decided you are ready to get a kitten, make sure that you buy from a reputable breeder or rescue centre. You

should be able to see the mum and the premises should be clean, calm and warm. At Bourne Veterinary Practice

Summary of Draft Minutes. The council last met on 3rd October 2016 at

Elham Village Hall

IN ATTENDANCE: Cllrs Clements (Chairman), Swan, Worrall, Percival and Hayter, Clerk-Cathy

Skinner and two Parishioners.

The minutes of the previous meeting held on 4th July 2016 were agreed as a true record. Proposed Cllr Hayter, seconded

Cllr Swan – agreed. A recent meeting organised by SDC – People & Places, planning policy was attended by Cllr Clements

who reported that SDC would commence public consultation events from 7th October 2016. PARISH AMENITIES -

Churchyard and Burial Ground: Cllr Clements reported on a meeting with the PCC and FOSM held to discuss the best

way forward maintaining the churchyard wall. Rev Weeks will also contact the Diocese to see if they have any records

regarding responsibilities. Cllr Scott has contact details for several parishioners who have expressed a willingness to help

with projects, the Clerk will write to these volunteers to ascertain how they can help. Burial Ground: The gates need

repainting and it was proposed to agree a sum of £50 for the cost of materials/paint. Proposed Cllr Percival, seconded Cllr

Swan. Agreed. It was proposed that Burial Ground fees be increased by 10% with effect from 1st December 2016 and that

no charge be made in respect of burial for stillborn children. The Clerk will prepare a revised fee document for approval at

the next meeting. The fees will be reviewed again after one year. Public Session: Cllr Swan reported that a parishioner had

asked if it would be possible to trim the hedge on Canterbury Road, just after the school. This is included under our

contractual arrangements with Harmers, the Clerk will check when this is due. Interactive Speed Signs – the Parish Council’s

grants committee have agreed £500 towards the cost of this project which is managed by the school. Briony Williamson has

written to the Clerk in respect of overhanging trees on the road beside the King George V Playing Field. Cllr Hayter and

Clements will have a look at them and report at the next meeting. Planning Applications: Y16/1010/SH Yew Tree House

Vicarage Lane Elham Canterbury Kent. Crown reduce to previously reduced height of 1.5 metres and shape sides of a group

of four Laurels situated within a conservation area. Agreed, No objections. Y16/0917/SH Lower Court, Shuttlesfield Lane,

Ottinge, Canterbury. Installation of 120 Photo-Voltaic Solar Panels on existing tennis court. No objections. Agreed with

majority approval. Highways, Footpaths and Flooding: A streetlight has recent been replaced with a more modern

version which does not match others in the area. Cllr Carey had previously asked SDC to retain old lights, the Clerk will

contact her to confirm this. The bus shelter is in need of cleaning – to be included for discussion in next agenda. Faulty light

near the bus stop will also be reported to KCC. Finance: Payments were agreed totalling: £760.38 Proposed Cllr Worrall,

There are two consultations to which I’d like to draw your attention. The first is from Kent County

Council about the financial challenge ahead. We have been making substantial savings (£500m over the

last six years on a budget of around £1,000m) but we estimate we need to find another £153m over the

next three years (more if council tax does not rise). This is to cope with rising demand for social care,

rising costs such as the new National Living Wage, rising taxes such as landfill tax, insurance tax, carbon

emissions taxes and increases in National Insurance for our staff and the removal over the next three years of our government

grant. Some councils are now reporting that they will be unable to balance the books over the next three years (Lancashire

County Council is an example). Kent County Council is in a better position because of the work started in 2010 but there’s

no doubt that this is a time of unprecedented pressure on councils that have social care responsibilities.

Most people have a view on council tax and council services (social services, roads, services to schools, community wardens,

libraries and more) and this is your chance to make your voice heard.

The budget consultation is available at www.kent.gov.uk/budget and you have until 27 November to respond. If you are not

online then ring 03000 421553 for a paper copy or contact me.

The Boundary Commission is also asking for views. A few years ago it proposed that Elham should form part of the Dover

constituency which caused much consternation in the parish. This time the proposal for the Folkestone & Hythe constituency

sees the area called Saxon Shore move to Ashford (where it was originally) and the rest of the seat stays the same. This has

the advantage that the district council boundary will be the same as the constituency and Elham stays in Folkestone & Hythe.

The Boundary Commission was asked to come up with a scheme that reduced the number of MPs from 650 to 600 and for

each constituency to have roughly the same number of electors (between 71,000 and 78,000). You can see the proposals on

www.bce2018.org.uk and you have until 05 December to respond. There’s also an opportunity to make representations in

person to the Boundary Review’s Assistant Commissioners as part of a national tour when they come to County Hall in

Maidstone on 03 and 04 November.

The Boundary Commission says ‘…in previous reviews there were several occasions when people who had not made known

their support for the initial proposals were surprised when the BCE subsequently published revised proposals. It was only at

that late stage that they then made known their support for the initial proposals, often in very large numbers.’ So do please

look at the proposals and have your say. I think it is a good scheme and deserves support.

'Neighbourhood Watch' directed by Trevor Gasson. This promises to be a very enjoyable and entertaining

production - albeit with a provocative element - 'There are some blissfully comic moments...' Charles Moore the

Daily Telegraph theatre critic. It is on from the 9-12 November at Lyminge Village Hall at 7.45pm. Tickets are

£8; Wednesday is concession night with concession tickets £6. There will be a bar every night and tea and coffee

will be available in the interval. To commemorate 55 memorable years of Lyminge Dramatic Society the Saturday

performance will be a sparkling, special gala night with free prosecco and free canapés. Forget about the autumnal

gloom, damp and chill and join us!

We enjoyed an excellent talk given by two Kent Fire Brigade officers on how to keep ourselves

safe in our homes. Apparently most domestic fires are preventable, especially if one is up to date

with how to protect oneselves, mostly by utilising alarms. We learned that the dangers of smoke

and carbon monoxide gasses are serious and if the worst should happen in your home, you should

know your route of escape.

The Brigade’s latest piece of equipment is an oxygen mask designed to be adapted to fit most of our household

pets.

We were reassured that domestic fires are very uncommon but it so valuable to have knowledge on how to

proceed. The Fire Service does offer a totally free visit to every house holder, all you have to do is contact them

and make your request.

November 10 we have Janine Moat bringing her ‘Essential Beauty’ to all of us.

November 17 and once again we have arranged lunch at the Folkestone Academy, there are still a few remaining

spaces.

Do note that our Christmas meeting December 1 will be at 2.30. Barbara Althow will tell us about Acrise Place

and we’re also planning a tea party with festive goodies.

In September a group of us enjoyed an excellent cream tea at Lathe Barn, and on

21st September Jim Davies gave us an illustrated talk on ‘Invicta Coal’, the story of the Kent coalfields. The first

pit opened in Kent in 1896. Previously, women and children were employed underground in atrocious conditions

in other parts of the country, but this was stopped in 1842. Experienced miners came from England and Scotland

to Tilmanstone, Snowdown, Chislet and Betteshanger, and East Kent became a boom area, producing 13 million

tons of coal a year before Betteshanger, the last pit to close, finished on the 25th August 1989.

The competition was won by Ronnie Mozley, with Paula Peers 2nd, Daphne Andrew 3rd and Jean Lissenden 4th.

On 16th November we welcome Paul Jarvis talking on Customs and Excise. We meet at Rhodes Minnis Village

A plea to inconsiderate dog owners Responsible dog owners are being given a bad name by the few inconsiderate ones who, having

taken the trouble to bag their dog waste, then leave the bags piled up at the field entrance or

tastefully draped on a fence, as in this photograph. Who do they think will come and collect

them? Responsible owners dispose of these bags at home or in the bins provided around the

village. For the benefit of all who enjoy our beautiful countryside, this is a heartfelt plea to the inconsiderate and

lazy owners to do likewise. Thank you in anticipation.

On 8 October we held our Autumn Coffee Morning which raises

money for charity. A fine morning brought a good crowd to the

Village Hall to drink coffee, and buy cakes, bulbs and plants. The biggest talking point was the splendid cake baked

by Eve Vaughn and beautifully decorated by Tony Upson. This was the prize won by Pauline Flanagan who guessed

the correct weight: 8lbs 15oz. Thank you Eve for the lovely cake.

There may be a few tickets left for the Annual Dinner to be held on 5 November. Do contact Jenny Gasson

The speaker at the meeting on 17 November has changed. Alison Marston will give a talk entitled ‘More Garden

for Less Effort’, something we all want!

CHURCH MATTERS ‘Remember, Remember the 5th of November Gunpowder, treason and plot! We see no reason why Gunpowder

treason should ever be forgot.’ There is more to November than Guy Fawkes failed attempt in 1605 to overrule

King James I in Parliament however exciting and historic ‘Bonfire Night’ is! The dark November evenings and

mornings remind us that the darkness that covers our nightmares cover our souls as well. We are not the same

people in the dark as we are in the light. We see differently if we see at all. The sounds we hear are not the same;

they are louder or unfamiliar. Night-time conversations differ from the day. Business is conducted with a different

eye, suffering and pain grow heavier and wearier and love has a different passion.

If you have moved to a new house, especially if it is an old one, getting used to the new noises of a house can be

terrifying especially for those with vivid imaginations. I stayed with my own mother recently and she has grown

more scared about being alone at night as the years have gone on. Even though her flat is heavily alarmed and

windows double locked, she now has worked out that if a burglar was to come in it would be through the back

door. Thus, she closes the door between the kitchen and the dining room barricading it and has placed a cow bell

on the back. Subsequently in her mind she hears the bell ringing on many a night. Fortunately when I am there she

sleeps soundly as her fears are alleviated.

Darkness can cover our lives whether it is through fear of burglars, ghosts, ill health, disability, unemployment,

relationship breakdown, not achieving the right grades or standards, facing death ourselves or that of our loved

ones. But fear happens to us all and it can be a darkness heavier than any night-time’s or a suffering more

burdensome than any sleepless longing. Is it Job who asks, or is it we who ask; ‘Is life on earth a drudgery?’

“I am allotted months of emptiness, and nights of misery are appointed to me.

When I lie down I say; ‘When shall I rise?’ But the night is long, and I am full of

tossing until dawn.” (Job7:1-7).

The darkness of life cloaks many a longing and bears many a pain but the maze through is part of every generation.

In the end, it is a question of whether we enter into the darkness; that of our own and that of others. So, please

come and join us for the ‘All Souls Service’ where we remember our loved ones who have died on Sunday 6th

November at 3pm in St Mary’s Church. And then join us for ‘The Remembrance Day Services’ as we remember

those in our communities who gave their lives for our freedom. For it is by entering the darkness that we find

light, by entering the pain that we find wholeness, by doing it we make the world and ourselves new.

all points in Kent. They spent the day in the church rehearsing and the evening performance was of a

E-Lamb Sheep Trail

We are very pleased to announce the return of the E-lamb Sheep Trail this

Christmas. A flock of very individual, small knitted sheep take up residence

in various homes around the village for you to find over Christmas and

New Year – but more about that bit next month.

This month we are looking for hosts. If you live anywhere in the village

and have a window that can be clearly seen from the street and would be willing to host a sheep,

please get in touch. We have about 25 creatures to house, a mixture of lambs, rams, ‘baas’ and ewes.
